to shut down the port of oakland in honor of juneteenth. plus, a new mask mandate. what you need to know about california's newest requirement and why the cdc says you may not want to wear a certain kind of mask. it's father's day weekend, so how about that forecast? vianey is tracking the heat and when we'll see some relief. the third hour of "today in the bay" continues right now. a very good morning to you and thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. as we get started with this friday mike is keeping an eye on that traffic for us and vianey is keeping track of that forecast. let's check in with vianey right now. vianey, we've been talking about it's going to be a hot one out there but more so for the inland areas. right. we're going to see some cooling and fog that rolled in overnight and we're going to keep the low clouds lingering in some parts of the coastline all day long. let's take a look at how inland

temperatures will be doing. areas like san jose will remain fairly warm in the upper 80s by about 2:00. now keep in mind that's usually &+sort of the hottest time of t day. if you want to enjoy the 60s and the 70s, you do that before 2:00. now as we head into the weekend, father's day forecast is looking spectacular. plenty of sunshine expected, perfect day for grilling. if you have a backyard, it should be a nice one. mike? all right. we'll do that grilling regardless. we'll find a way. looking to the roadways and san jose shows a nice, easy drive. for our camera north 101 north of 680 a lighter volume shows up on the camera but the map shows you just past our camera a little slowing, some brake tapping up to oakland road. no surprises for the area. i guess it just cleared. the sensors went to orange and back to green. the rest of the bay shows an easier drive. i have one concern over in oakland but mostly light traffic.

folks aren't just talking about it being friday, though. no, it's also juneteenth and celebrations are taking place. of course juneteenth marking the end of slavery. it'll be weighing probably a lot more heavily on a lot of americans' minds this year after george floyd's death began a huge new movement and discussion about race. "today in the bay's" cierra johnson joins to us talk about some of the celebrations going on in the bay area. good morning. >> reporter: it was 155 years ago today that a group of slaves in texas were notified slavery ended two years ago juneteenth was born. we have a renewed passion about this day. now in the bay area there are several organizations holding events to honor juneteenth. at 1:00 today a march and a rally at san francisco city

hall. the event runs until 3:00. and participants are asked to practice social distancing. the group has organized an event. their festival will start at noon today at pioneer park. the event is free and runs until 6:00. there will be some food, entertainment and speeches. they will stop work at several ports in honor of juneteenth. 29 will participate in the shutdown. workers will march to city hall in a move of solidarity. >> so we call on each union, each community organization, each church each member of society to come out and join us, join us on juneteenth, and celebrating the freedom of the african-american people in this country.

when the african-american people were freed, everyone was freed. all lives matter, black lives matter. >> reporter: as the popularity and awareness of this holiday spread, many businesses have joined some states in honoring juneteenth as an official holiday. the nfl marks it as an official league holiday as does nike and twitter. creigh ae creigh cierra johnson, "today in the bay." mayor libby schaaf is investigating a rope hanging in a tree at lake merritt as a hate crime. she's doing so even though the man who put them there say the ropes were to have people out there exercise and as a swing for people to enjoy. sebastian, the man who is not giving his last name, tells nbc bay area that he hoped people would get more clarity before they made any concerns. the mayor had strong reaction to that saying her message is clear

and not an overreaction. >> there were five different trees where ropes were removed yesterday and just because his was part of a swing apparatus that is not clear with all of those instances. adding more fuel to the fire, police took down a fake body and a white material hanging from a noose at lake merritt. police said they found an american flag nearby as well. the mayor is asking the fbi to investigate. >> mayor london breed is asking for a new pause. she says the move will make more time for an audit of law enforcement exams. the city's human resources department will conduct the review. 48% of sfpd's force are white. 17% either hispanic or asian respectively. 9% are black. 6% are filipino.

1.5% identify as other. less than 1% are native americans. supporters of police reform have reportedly won a temporary injunction blocking oakland police and the city from using tear gas and rubber bullets on protesters. it also bans flashbang grenades but allows any measures to be taken to protect people and property. the order will remain in effect indefinitely. the conversation about race is continuing. and marcus has been leading that with our continuing special race in america: the conversation. you had a special last night. >> absolutely. it is a tough conversation for a lot of people to have. so many people want to have it right now. jessica aguirre and i were pretty much leading the kfgs last night. she was able to speak with eddie garcia on using rubber bullets

during a protest. >> like what? what would you get rid of? the big thing is like rubber bullets? should you have those? >> well, i think we can on rubber batons that we have i think we need to narrow the scope and when we can use it. one of the things officers have a difficult job they have to do. we need to narrow the scope when police officers can use certain types of force. that's certainly something we need to look at. >> chief garcia also made it a point to say the departments need more transparency to go public on how they use that force, who they use the force against and just hearing each other out really is a part of that conversation. and it provides understanding for a lot of people. >> that's right. you had several different interviews last night as well. >> we did. we had v. kamau bell. what i love about his explanation on things, he's a comedian so he made it interesting and i think he lightened the mood for some

people who find it hard to have those conversations, find it hard to hear the explanation on many things of using the "n" word, black lives matter versus all lives matter and just how to start conversations. >> right. he really helped and i enjoyed that conversation with him. >> and you also gave great explanations about all lives matter, black lives matter, what it means and the difference there, too. keep it up. and of course the listening for people as well. thank you so much. of course this is just the beginning here at nbc bay area. we'll continue these conversations and, of course, continue the listening as well. it's so important. >> absolutely. 6:08 for you that morning and many businesses considered high risk will be allowed to reopen in sonoma and napa counties including gyms, movie theaters, tattoo parlors, museums and nail salons.

sonoma county certain family businesses like mini golf, hotels and short-term rentals can also open for recreational travel but traveling long distance really still discouraged under health orders. meantime masks are now mandatory no matter where you go. the governor issuing that order because of the rise in covid-19 cases. kris sanchez joins us live. kris, you don't have your mask on but there is a good reason. >> reporter: i promise i'm not in trouble. i'm not within six feet of anybody, even my photographer allen is way back behind the camera so that is allowed under the new mask mandate. there are a lot of other specifics you'll want to know before you head outside. a business, restaurant, hospitals, the mall that's behind me now. work or in places where you interact with others, i saw that as i was in the station earlier this week.

taxis and ride shares, b.a.r.t., you have to wear your mask. outdoors only if you cannot social distance. bring your mask, have it ready to put on in case you have to, even if you're in your neighborhood on a crowded sidewalk. the exceptions are children under the age of 2 do not have to wear masks. people who are hearing impaired or communicate with people who are hearing impaired don't have to wear a mask, and you don't have to wear a mask if you're at a restaurant having dinner as long as you are keeping a social distance. critics say the mandate goes too far but governor newsom says that with covid-19 cases on the rise again time to tighten up a little bit. critics say, again, remember to wear your mask, pick the right one that fits properly. make sure you cover your nose,

your mouth. your chin does not need protecting. when you pull it down like that, it is chin protection not face protection. by the way, we'll be wearing these for longer so make sure you wash them once in a while. as you put them in your bag, in your car, you might pick covid virus up somewhere so make sure you wash them and they're nice and fresh. in san jose, kris sanchez, "today in the bay." thanks so much, kris. 6:11. today you can officially raise a glass in livermore. more than 50 wineries are reopening. but you can't just stop by for happy hour. you must have a reservation made in advance. no more than six people are allowed when you book one and each tasting must be atopped by a meal outside. and getting outside has been lovely for a lot of folks. it's been warm, vianey. it has. we were in the upper 90s. concord at 99 yesterday, but

this morning the marine layer has made its return although it mainly impacts the coastline. a lot of the interior areas will not see any of this. look at the hour by hour outlook. we're in the 50s. 60s for the south bay. taking that time line all the way through about 3:00, 4:00, our temperatures start to peak at about 90 degrees for areas like even san jose. mike? all right, vianey. i'm glad at least for a relatively cooler day. at the roadways, well, it's a friday so traffic volume is very light right now. as we look out to the maps, green sensors dominate. north 101 we had a couple lanes blocked by a crash over near the airport. there's slowing near the off ramp. use that as a word of caution. i was concerned about a mattress, west 580 has just cleared without incident so

theaters july 15th. restricted seating will be in place. they are targeting a july 10th reopening. the pandemic certainly has been hitting the movie business extremely hard. theaters are banking on upcoming films to jump-start their operation. trending this morning oscar winning actor jamie foxx is preparing to play boxing legend mike tyson in an upcoming buy p biopic. >> that's mike tyson on the right. he's still got it. look, that film will help portray the heavyweight in various stages of life and career and it's not yet clear when the film will be released. jamie foxx did such a good job with ray charles, i'm excited. >> he was amazing. >> i think it will be funny, too, in some parts. >> right.

he's going to have to raise his voice a little bit. >> you have to do a little thing here and there. >> marcus the second option. >> maybe they cast the wrong guy. >> jamie has a little more experience. >> yeah, you're good right where you are right now. vianey is in for kari this morning. you have a look at the forecast. another hot one coming our way? >> it is going to be hot but a little bit cooler. it will depend on where you are right now. one of the biggest thing that's made its return is the marine layer. i want to show you this view over belvedere. yesterday i tweeted this out and it was a beautiful view of the city. you could see alcatraz. i tweeted out the comparison and now you can't even see the city. you see a boat floating on by there. let me show you another view in san francisco. you can see the clouds there hanging on tight.

inland areas like the south bay, san jose, really no worries when it comes to the cloud cover. let's look at the hour by hour outlook so you can clearly see the coastline with the clouds lingering all day long but how hot is it going to be and why do i keep saying cooler but still hot? yesterday we were at 99 in some inland areas. today in the low 90s. so that's a cooldown of about ten degrees. which is pretty significant. it still keeps us at that 90, upper 80 mark. outside doing any sort of activity keep in mind that tree and grass pollen is kind of in the air right now. don't forget to take your medication. you'll be a sneezing mess like me when i forget to take mine. it's going to feel like summer and on father's day fantastic day to celebrate dad. it really doesn't get better. 90s inland. yeah, a little hot but we'll be back down to the 60s for san francisco by father's day.

welcome back. nbc bay area responds, a sunnyvale company whose trip home from italy prepandemic took a lot longer than expected. >> they felt they should have been compensated but the airline disagreed. >> reporter: good morning. let's talk about madison and

brady, their nonstop norwegian air flight from rome to oakland was canceled the day they were supposed to fly. norwegian air didn't get them home until two days later so madison filed for compensation. a savvy move. they make them pay up to $670 each. but norwegian denied madison. its letter said engine safety inspection caused the flight cancellation that was beyond its control and therefore ineligible for compensation. madison asked us to take a look. we did. we found the engine inspections have been going on for a couple years now. so we asked norwegian why it didn't give them more notice about the cancellation? and asked the carrier to reconsider. within three days norwegian agreed to pay the max under the law $1,340. in a statement norwegian said we apologize it wasn't assessed properly when the complaint was originally submitted. the policy that paid off is eu

little slowing to a lot of slowing. the bay bridge toll plaza metering lights have been turned on and that's what's causing the big crowd in the live shot. the map will show you slowing on the incline after you get past that. no problems on the approach throughout the east bay. a smooth drive for the rest of the bay including the altamont pass. it's friday so lighter traffic flowing. we'll send it back to laura. you have to hear this story, laura. that's right. it's just in to our newsroom this morning, mike. an unusual story out of lany college in oakland. that's where school leaders are informing students about the suspension of a faculty member. the teacher is accused of sending a student with what's described as racist messages about the pronunciation of the student's name. exact details not provided in the letter but the teacher is now on leave while the school investigates further.

alameda county is taking another step to reopening. bob redell is live for us in livermore. bob, a lot of people are excited about this. talk to us about what types of businesses will reopen today. >> reporter: well, just in time for the weekend here in alameda county, marcus. outdoor dining can resume. outdoor and indoor retail like malls behind me, outlets here in livermore. outdoor museums, fitness classes and limited religious and cultural services. to berkeley the five monkeys toy store is ready to reopen after being shut down for three months. management tells us they will be asking customers to reserve shopping time in advance. this is an order limiting the number of people in the store at any one point in time. the store has moved displays to create social distance and rearranged items to make them more visible. as i mentioned earlier not just retail reopening today, churches

can resume indoor services, too, as long as they limit themselves to 100 people or 25% of their normal capacity which ever is less. take chinese for christ church labeling exit and entryways to make sure congregants don't bump into each other when they return. >> being able to sing, to pray, to listen to the sermon in person makes a really big difference. >> reporter: on fourth street in berkeley most stores took down their boards after the george floyd protests. they have been turning parking spots into food space. some just need more time to get ready. unfortunately, some businesses that aren't even ready to reopen are still boarded up because of looting a couple weeks ago. solano county is opening

more doors. personal care salons can resume services. nail salons, massage parlors, piercing shops and tattoo parlors. sports can resume but without live audiences. a new $50,000 reward is being offered to track down the person who killed a cal student earlier this week. 19-year-old seth smith died late monday night. his mother says he was going into his third year at cal. police say he was shot to death at close range. it happened about 10:30 monday night in the neighborhood where he lives. smith had reportedly just gone out for a walk. police have few clues to work with. anyone with information should call. today a community plans to come together to remember a federal guard killed in oakland. dave patrick underwood was killed last month in a drive-by shooting while on duty. a public and virtual memorial

set to happen at sunol high school theater. air force staff sergeant steve carrillo is accused of killing him and another officer in the targeted attack. they say carrillo and a second man traveled to oakland with the intent to kill police. both suspects are connected to that shooting death of the santa cruz sheriff's deputy. perhaps just like your family, our family here at nbc bay area is continuing the conversation about race. and marcus has been leading the way. he had another special last night, "race in america: the conversation." >> it's one of those tough conversations, and a lot of people are wanting to have that conversation. i want to share with a we talked about last night. i spoke with quincy phillips, a community organizer, strategist, and he talked about what does it mean to be the only person of color in a boardroom where decisions are made. >> if i'm the only representative, the one black dude in silicon valley at that table, then obviously i'm not

representing not just black people but all of the other folks that i'm supposed to represent, community members, community stakeholders. they're not just black. they're brown, they're women, they're lgbtq. there are so many folks that i'm representing. if my voice isn't there, if i'm not there, it's not going to be talked about. >> you carry that responsibility and you carry it proud. i know you do because you have a lot of passion. >> yes, sir. >> certainly a great conversation last night. we had many people on here in the bay area. we had people sending in their questions from online. we were streaming on facebook and youtube, chris chmura was monitoring that. we were able to answer a lot of those questions and open the door to communication and understanding, laura. i think that's the big key. what we're really trying to do with these conversations that we're having, just trying to start the dialogue to understand it. >> right, be open, and it's okay to ask questions. it's how everybody needs to learn the answers.

this is two and a half years after the emancipation proclamation. joining us to talk about the importance of juneteenth today in today's society is the executive director of the african-american community agency. milan, thank you for getting up early this morning. >> good morning, marcus. thank you for having me. >> milan, i want to talk to you about juneteenth. you held a festival. i was a part of it as the emcee and this year was different because usually there's a park, hundreds of people there at the plaza scaeseesar chavez. holding the event and doing it virtual. >> juneteenth is the oldest celebration regarding the emancipation proclamation for african-americans here in this country. we discuss whether or not we would cancel because of the pandemic. i said we live in silicon valley, we can make this happen, we can be innovative and we did,

creating a virtual juneteenth. black housing and regarding rock building and training and developing our young people to feel empowered during the day. that is very important to us. we need to recognize juneteenth on a grander level. >> and we talked about recognizing a lot of mepeople never heard of juneteenth before. talk to us about the importance of maybe even teaching this in schools. we both talked about growing up in school we didn't get taught what juneteenth was. you had to learn it later in life. >> certainly. it's a requirement in college to take american history, but it was an option to take black history or african-american history. i believe we need to make sure african-american studies is a requirement in schools to teach about the history of african-americans and how we have evolved in the country, how we have paved the way in many fronts and really did a lot of

oakland where school leaders are informing students about the suspension of a faculty member. that teacher is accused of sending the student what is described as racist and xenophobic messages about the pronunciation of the student's name. exact details are not being provided in the letter but the teacher is on leave while the school investigates further. a live look at the livermore outlets. alameda county moving forward in the reopening process. outdoor dining and all retail including indoor malls can reopen. retailers aren't the only ones getting ready to reopen. churches will be allowed to reopen with a limit of 25% of any auditorium's capacity. also under the new order colleges can begin certain athletic training programs and gyms can start outdoor fitness classes. well, this morning many businesses considered high risk will be allowed to reopen in sonoma and napa counties

including gyms, movie theaters, tattoo parlors, museums and nail salons. in sonoma county certain family businesses like mini golf, hotels and short-term rentals can also open to recreational travel. but travel long distances still discouraged under the health order. oakland mayor libby schaaf is doubling down on investigating a rope hanging in a tree at lake merritt as a hate crime. she's doing so even though the man who put them there claims the ropes were installed to attach a swing for people to enjoy. the man who is not giving his last name, sebastian, tells nbc bay area he hopes they could get clarity before there were any concerns. the mayor had a strong reaction saying her message is clear and not an overreaction adding more fuel to that fire, police took down a fake body in a white material hanging from a noose at lake merritt. the mayor is asking the fbi to investigate. it's 6:58 right now.

a big weekend is ahead of us. the first day of summer tomorrow and also father's day on sunday. that's right. and the sunshine will accompany all of those celebrations because even though we're tracking hotter temperatures, we're getting a little bit of cooling just around the coastline. today's highs will be in the 90s for inland areas. for tomorrow the first day of summer we're talking upper 80s. notice how the 90s really linger all weekend long. and then it stays dry and pretty hot. the difference with today, though, around the coastline, it might get humid at times out there. mike? all right, vianey. well, we have fog that drifts through our shot in berkeley, westbound 80, looks light to the camera but it's bogged down just before you get to university. there's a car fire blocking the slow lane. you see that on the sensors. another spot that slows is the san mateo bridge. it looks clear. no incidents reported on the flat section but tracking chp for slowing.
