laura, welcome back. >> thank you. >> of course. mike is keeping an eye on the commute and meteorologist kari hall is getting us up to date on what we can expect in the forecast. we've been dealing with hot temperatures in the past few days, kari. today another repeat? yes, another repeat basically. and so we're starting out with a nice, comfortable morning and this is the time to open up the windows and let the house cool off before it heats up once again. we are looking at a morning start in the upper 50s to lower 60s and as we go through the day in concord we'll see it warming up by late morning into the afternoon. as we head to 11:00 we're at 76 degrees and will eventually make it back into the 90s today with palo alto reaching 83 degrees for a high temperature, and san francisco staying cool with a high of 67 degrees. we'll talk more about this and what's coming up. green sensors everywhere.

affect students. oakland unified school board will vote later this afternoon on whether or not to dissolve its police department which currently employs ten officers and replace them with nonuniform peacekeeping ambassadors. hundreds of parents and steve kerr led their voice to the movement which he describes as a real reckoning for america. >> to me this is what it's about. you have to learn, you have to understand what's happening out there. >> there's been some calls for restorative justice counseling. >> reporter: yesterday the board voted against a similar proposal to slash 90% of its police department budget. some board members voted no because they said there wasn't an alturn tiff plan to ensure the safety of their students. reporting live, bob redell,

"today in the bay." santa clara county is reporting 122 new cases. hospitalizations are also spiking and health officers are concerned. dr. sara cody says the rise is likely due to more reopenings, more people are going outside, and there's an increase in testing. a disproportionate number of new cases are occurring in east san jose and south santa clara county and nearly half of new cases are from community spread where the patient doesn't know where they were infected. >> it is very difficult to contain and to slow down. >> on friday health officials can start assessing the data to see if more will reopen or not.

the head of antioch's water ove comments he made on his personal facebook page. it's prompting a protest later today. the post from union president had to do with a meme showing a protester giving the middle finger to a police officer. he replied i firmly believe an open hand slap to the face is 100% justified in this incident. the meme and comment have been deleted. he clarified it was taken out of context and he would never promote violence on anyone. they are calling for his resignation. calls for police reform everywhere these days. leaders admit change will take time and effort. chief bill scott says he's onboard with more transparency but they typically resist unsealing matters arguing it may hurt an officer's chance for promotion. one police commissioner does

believe that there's still room to find a middle ground. >> this is probably the time in the debate where we should move forward with unsealing discipline records. >> the head of the police officer's union tells us with new city contracts on the table for next year more transparency will likely be the focal point. there's a big catch in california's recent budget agreement. they may convince counties to obey the coronavirus guidelines. "the sacramento bee" reports one of the provisions gives governor newsom the right to withhold social safety net funding for any county that does not comply with state or federal coronavirus rules. that includes the recent statewide mask order. critics blast it as one size fits all mandate. they reached a deal monday but still have to approve it. >> contra costa county takes a big step in its reopening process. on july 1st bars, gyms, hotels, indoor museums, arcades, and

bowling alleys all have that green light to reopen for the first time since the pandemic. nail, waxing, and massage salons can also reopen and indoor dining can resume. 85 more cases were reported in the county yesterday bringing that total number of infections to more than 2,400 since the pandemic. 62 people have died in contra costa county alone. riders are slowly returning to b.a.r.t. and the transit agency is adding trains to keep up. ridership is up from sunday, may 24th, when nearly 12,000 riders hopped on b.a.r.t. nearly 400 exits combined on father's day for the berryessa and milpitas. they added three extra trains to

downtown san jose let's head over to campbell to check out our temperature trend today going from the low 60s to the mid-70s today and we'll be a little bit more warmer than normal. we'll talk about this and a weekend cooldown coming up. pretty cool on the roadways. coming down through san rafael, no problems. you might have to slow down because of the conditions down by the golden gate bridge. let's check in with kate. i'm kate rogers. wall street looking set to open lower today pulling back after stocks rose yesterday. that was off optimism by investors about the ability of the u.s. to respond to the spike in virus cases. the nasdaq closing higher, the 21st record high of the year and

longest winning streak since december. the index led by big tech companies like apple which also hit a new all-time high. amazon is considering added live tv to its prime video service. the efforts appear to be in the early stages but reports say amazon is pursuing licensing deals. amazon has ordered games on prime video and twitch for a few years now and signed an extension back in april. it will start streaming premier league soccer starting june 29th. as movie theaters get set to open doors again, a new feature to help you find health and safety information. the app and website will have several resources including socially distanced seat maps and a search featured to find reopened locations and find out about occupancy limits, mask policies and concession services. kari, back over to you. thank you, kate. let's check out our temperature trend as we head over to walnut

taking a live look out on san francisco right now at 4:45 for you this morning. you're probably thinking how do we know that's san francisco? because i'm telling you it's san francisco. that is actually the shot that we normally see of the transamerica pyramid. karl the fog so thick out there right now, kari, that we really can't see anything. >> karl getting up early. >> it will hang around all throughout today. we're going to see it keeping it cool in the city today, and that's the reason why san francisco will only make it into the 60s. you all know i just live for the sun rise around the bay area. this is my favorite time of the year because it happens during our morning show. i can look around at all the cameras. this is a picture lisa sent me on facebook yesterday from northern sonoma county. her son is working with cal fire and she sent me this beautiful sun rise picture. as we get ready for the sun rise this morning we want to see your pictures as well. send them to me.

i'm @karihallweather. we know you're making plans today. in solano county there will be a heat advisory in effect. so if you want to go out for a workout you have outdoor activities to get it in early. we start out with mid-50s and see it warming up by late morning into the afternoon as we get ready for another hot day. as we go to the south bay, a high of 87 degrees in morgan hill. the east bay 90s on the map. this is very much like it was yesterday, the day before. we're getting in this weather pattern, and it's going to continue as we go into at least the end of the week. you can see that at the bottom of the screen with the seven-day forecast. livermore reaches 93. we're only reaching 60 degrees and half moon bay will be foggy, misty, drizzly. heading to the hill in palo alto in the low 80s. san francisco 58 degrees in the marina district to 66 in the mission district and mill valley a high of 79 with a high of 101

again today in clear lake. as we go into the weekend once again we've been talking about some cooler weather moving in and so this heat will start to back off as a storm system brings in a push of cooler air, also some breezy conditions. it could bring in some showers and storms for the sierra. here we're looking at still some dry weather. look at the drop in temperatures going from the low 90s to the low 80s by early next week. i can't wait for that, mike. how is it looking for the commute? >> it's looking like i'm looking to the 80s as well for some relief. out to the roadways where it's cooler, in fact, the reason it's cooler is the reason why chp gives the note about the golden gate bridge. they say watch out, there's fog on the north side, and we see that from the south side of the bridge, the taillights up to marin county. i've circled it on our map. you know where that is. get oriented. the bridge goes north/south. east/west, the bay bridge, is the one getting a wind advisory from chp again, just a note from overnight driving across the span. nothing major, just a note.

the rest of the bay looks great. a mild slowing out of the altamont for west 580, a typical spot, how that affects livermore and sunol. back to you. thanks so much, mike. take a look at this, just in time, now to new video a heart stopping fiery rescue in the central valley. deputies say a truck drove off highway 108 on to an embankment on sunday in stanislaus county. another driver you saw ran to the scene there, pulled over to help. a sheriff's deputy stopped to assist. the pair worked together to get him to safety, which they thankfully did. and the victim is expected to make a full recovery. >> i know he is thankful for them. 4:49 for you this morning california lawmakers are reportedly rushing to investigate an explosion of coronavirus cases at state

prisons including san quentin. it's believed around 400 san quentin inmates are now infected. until fairly recently, it had no cases. but last month infected inmates were transferred in from the state prison in chino. across california 19 prison inmates have died from covid-19. most of them in chino. and happening today sonoma county plans to voice its support for the supreme court's decision on daca. they plan to hold a news conference to discuss supporting the so-called dreamers and finding alternative relief. the supreme court blocked the trump administration's effort to end daca. that program allows children brought into the u.s. illegally as kids to avoid deportation. joe biden's campaign bringing in more than $11 million last night in his first fund-raiser with former president barack obama. it was a virtual event. mr. obama said president trump is, quote, disorganized and mean-spirited and the country is demanding change. in the meantime biden won two

primaries last night, new york and kentucky. he is formally expected to accept the democratic party's nomination during the party's national convention coming up in august. well, coming up right here on "today in the bay," nbc bay area responds. >> reporter: they didn't spend the night in the hospital, so why were they charged for an overnight stay? i'm investigator chris chmura. nbc bay area responds next. happening now for you, a confederate monument from north carolina's state capitol grounds is gone. overnight a large crane was brought in to remove the 75-foot monument. the memorial's two bronze soldier statues were toppled by protesters on friday. last week the state's governor ordered all monuments on the capitol grounds to be, quote, removed to protect public safety. more for you right after the break.

welcome back. 4:53 for amily faced with a huge hospital bill. >> that's right. they asked consumer investigator chris chmura and his team to investigate. >> reporter: good morning. last year the roy family's daughter was admitted to packard children's hospital in palo alto under a doctor's orders. they say they were there from midday until about 1:00 a.m. but the hospital billed their insurance $16,000 for an overnight stay. their co-pay was about $1,800. since they didn't spend the night the roys thought that charge was excessive. they disputed it, but the hospital stood by all of that. so they turned to us for help. we asked the hospital to review the case.

they can't comment because of privacy laws. the roys did say they got a partial refund of their co-pay, $569.04. your status in the hospital can have big consequences for the amount you're charged, like checking into a hotel. once you're admitted to a hospital you might expect to pay for the room for the entire night. the federal government recommends medicare subscribers ask whether they're being labelled in-patient or outpatient. that's good advice for anyone. back to you. >> good advice there. thanks, chris. 4:55. nba players have until today to inform the league if they don't plan to resume playing with their team this season. so, unfortunately, the warriors players are not grappling with the issue. that's because they're not one of those 22 teams returning next month in orlando. some outspoken players are voicing health concerns and even questions about racial inequality in light of the ongoing police protest. the players who choose to opt out will not be penalized.

"today in the bay" continues right now. and a very good morning to you. midweek we're already on wednesday. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. mike is keeping an eye on the commute this morning. first i want to start out with meteorologist kari hall. we've seen a lot of fog around the coastal areas. you say it's probably going to be that way for a while today? yes. this is the reason we have these microclimates in full effect with the spread of about 40 degrees across the bay area. we're looking at that fog kind of just hovering over san francisco right now and even as it rolls back it will stay along the immediate coastline and just stay over the golden gate bridge today. we're going to see our temperatures from 60 degrees at half moon bay to 101 degrees in clear lake. in oakland today expect highs in the mid-70s. san jose reaches into the upper 80s. so we are going to see more weather like this, but a cooldown is in our future.
