california, nevada, arizona, texas, and mississippi. >> and during yesterday's hearing on capitol hill, dr. anthony fauci warned this is still part of the pandemic's first wave. >> we're now seeing a disturbing surge of infections that looks like it's a combination but one of the things is an increase in community spread. >> dr. fauci also expressed concern that as states reopen, social distancing is increasingly falling by the wayside. but he did have some encouraging news when it comes to the timeline for a vaccine. >> i still think there's a reasonably good chance that byo vaccine, we'll have it by then. >> we do have complete coverage for you this morning. we're going to start with kerry sanders. he is in florida.

that's one of the states dealing with a dangerous surge. hey, kerry. good morning. >> reporter: good morning. this morning there are no rules requiring people to wear masks. but that will change at 5:00. in a state they're averaging close to 150 new covid diagnoses every hour, some are now questioning what is taking local governments so long to establish rules? it has been nearly two months since several states started reopening. now there are growing concerns that some may have moved too fast too soon. with summer in full swing, coronavirus hot spots have migrated to states across the south and west including florida where there's also been a major shift in who's contracting covid-19. >> half of these positive tests are in that 34 and under age group and the bulk of the tests we're seeing are really the 25 to 34-year-olds. >> reporter: texas just reported its highest daily increase. nearly 5,500 new cases.

governor abbott saying the spread is so rampant the safest can be taxes. >> these hospitalizations last longer on average like a week at least, two weeks. maybe more. and that's a really long time for a patient to be isolated. >> reporter: the recent spikes also raising concerns about hospital capacity. arizona says 84% of its icu beds are currently occupied. part of the problem, a false sense among some young people that the virus won't seriously affect them. in some cases it can be deadly. recently claiming the life of a 17-year-old high school student in the ft. myers area. and the other cases, the dreaded delayed diagnosis. after a rite of passage trip for graduating seniors to myrtle beach, 19 people from the small community of bel air tested

positive for coronavirus. the group returned home about ten days ago. and by tuesday, the number of covid positive cases going up to 19 including two more people who came into contact with the beachgoers after they got back home. despite the warnings, not everyone is taking precautions. you are how old? >> i'm 45. >> reporter: and? >> i'm 35. >> reporter: and both of you fall into that group that increasingly folks are showing up with coronavirus. but the idea of wearing a mask -- >> i'm very comfortable to not wear a mask in public in certain situations. >> i'm not wearing a mask unless it is mandatory. >> reporter: while others say it's about keeping everyone safe. >> wear the face cover. then you're not infecting anybody and you're taking care of your neighbor. >> we don't protect ourselves, we'll never get better, right? >> reporter: when the new rules

go into effect here, folks will have to wear masks when they're indoors in businesses. but in other cities most notably miami, folks have to wear masks even when they're outdoors. it's a patchwork of rules confusing some people in a state that is rapidly becoming an epicenter. hoda? >> all right. kerry, i'll catch it. thank you. we move now to the president's visit to arizona for a campaign rally as that state deals with a major increase in case of coronavirus. nbc's kristen welker joins us from the white house. good morning. >> reporter: hi. good morning to you. president trump is back at the white house this morning after trying to energize young voters with his trip to arizona on tuesday. it's a sign of how competitive the race for the white house is. arizona has been a republican stronghold but recent polls show the president trailing joe biden there.

for his part, biden held a mega fundraiser with barack obama. their first together of the 2020 campaign. president trump in arizona trying to reset his campaign after recent missteps rallying young republicans at a phoenix megachurch lashing out at protests going on nationwide. >> left wing extremists have looted businesses, violently assaulted innocent civilians and brutally injured hundreds and hundreds of police officers. >> reporter: billed as an official white house trip, the event had all the hallmarks of a campaign stop. the president repeating his racist name for the coronavirus. >> it's got all different names. wuhan. got wuhan which is catching on. coronavirus, right? kung flu. yeah. >> reporter: the president also ticking through what he sees as his biggest accomplishments even returning to an issue that helped him return a white house in 2016. border security. >> just come from the arizona border. where we marked the completion of over 220 miles of brand new

beautiful border wall. >> reporter: but the president saved his sharpest jabs for his rival joe biden. >> could you imagine if sleepy joe ever became president, this country would be a mess. >> reporter: he also lashed out at former president barack obama who held his first joint fund raiser with biden tuesday. but mr. obama firing back blasting the trump presidency without mentioning him by name describing a white house he says has shaken the very foundations of the democracy. >> that suggests facts don't matter. that a deadly disease is fake news. that sees the justice department

as simply an extension, an arm of the personal concerns of the president. >> reporter: obama also describing it as a shambolic presidency. biden vowing to continue the obama legacy. meanwhile, a new "new york times" poll shows biden is currently leading president trump by 14 percentage points. biden gets 50% in this poll. compare that with 36% for president trump. now, digging into the numbers a little deeper, they show biden has taken advantage among women, non-white voters, and biden has been making inroads with some traditionally republican leaning groups. reporters will likely press the president on all of this when he holds a joint press conference here today. >> all right. kristen welker at the white house, thank you. craig joins the table now closely following a couple of stories. >> good morning to you. first we start with the louisville police officer who shot and killed breonna taylor

in her own home three months ago. that officer has now been fired. this as rayshard brooks who was killed by police in atlanta was laid to rest during an emotional service on tuesday. nbc's blayne alexander was there. she joins us with the latest on both stories. good morning. >> reporter: well, craig, good morning to you. it was a stirring and somber memorial service yesterday morning for rayshard brooks who was laid to rest, bid farewell by his family. soon after that service ended, officials in kentucky announced new developments in the case of breonna taylor who was shot to death by police in her own home. this morning one of the three louisville police officers involved in the death of breonna taylor is now officially off the force. in a termination letter to brett hankison, he writes, i find your conduct a shock to the conscience. i am alarmed and stunned you used deadly force in this

fashion. you have never been trained to use deadly force in this way. your actions have brought discredit upon yourself and the department. taylor a 26-year-old emt was shot to death in her home when three officers used a no-knock warrant to enter her apartment. the march shooting is still under investigation as calls grow for all three to face charges. >> that it took the police department over three months to come to that same conclusion that we were able to come to quickly is beyond disturbing. >> reporter: for many demanding police reform, breonna taylor's name has become a rallying cry much like rayshard brooks laid to rest tuesday in atlanta. the 27-year-old was killed by an atlanta police officer 12 days ago in a wendy's parking lot. ♪ take me to the king his family dressed in white remembered the father of four. >> i look at my grand baby right there. she looks just like him.

and when i look at her, i know that he's not gone. because i see her. >> afraid of losing his liberty, he lost his life. this is much bigger than the police. this is about a whole system that cries out for renewal and reform. >> reporter: the funeral held at the ebenezer baptist church once pastored by martin luther king jr. his daughter spoke to the family. >> i know the pain of growing up without a father and the ongoing attention around his tragic loss. i am and will continue to pray for each of you. >> reporter: and guys, also new this morning, police have arrested a woman they say is responsible at least partially responsible for setting fire to that wendy's where rayshard brooks was killed by police. her name is natalie white. she's been arrested for first degree arson and her attorney denies her involvement in that

"today" plaza. so we'll get to meet them live today too. >> hoda, you're so inspiring, it makes me want to go back to school, get my degree in something, graduate, get you to be the speaker just so i can have hoda at my commencement. >> you're nuts. >> those are some lucky graduates. let's get right to the half hour headlines here at 7:30. we'll start with the spike in coronavirus cases across the country. there are growing concerns this morning that some states may have reopened too soon. texas one of the first states to reopen just reported its highest daily increase. nearly 5,500 new cases. the governor telling folks there to stay home. arizona and california also marked record single-day increases. in minnesota, state health officials reveal 88 workers tested positive at an amazon warehouse between april and mid-june. that's about 1 in 12 employees at that warehouse. now to some dramatic video that shows an suv escaping in the nick of time after a huge

water pipe burst. it happened in turkey. take a look. just as the vehicle approaches a section of dirt road, the street begins to break up. the water starts rushing out. the driver reverses and moments later the geyser shoots more than 20 feet in the air. the road turns into a river in seconds. thankfully nobody hurt in that. now to the latest on a story we've been following all week on "today." everyone was so touched by that scene at a nascar race monday. fellow drivers and crew rallying around bubba wallace after a noose was found in his garage at talladega. the fbi quickly investigated and now says he was not the target of a hate crime. we're going to talk to bubba live in just a moment, but first nbc's sam brock gets us up to speed. sam, good morning to you. >> reporter: craig, good morning. the fbi says 15 special agents were conducting interviews around talladega superspeedway and found video evidence that the noose was in the garage stall back as early as october

of 2019. it is important to note bubba wallace didn't find or report the noose, but now he's swept up in a charged national reaction. for a moment a stunning display of solidarity on the racetrack helped soothe the nation reeling from racial tension. but now confusion after a noose found in the stall of bubba wallace may not have been the fbi saying after a thorough review of the facts and evidence surrounding this event, we have concluded that no federal crime was committed. new video evidence showing the noose found in wallace's garage number 4 was in that garage as early as october 2019 before it was his and months before wallace demanded nascar ban confederate flags. this youtube video posted in december appears to show that same garage stall with a pull rope hanging from it in the shape of a noose

>> yeah, i was relieved just like many others to know it wasn't targeted towards me but it's still frustrating to know that, you know, people are always going to test you and always just going to try to debunk you and that's what i'm trying to wrap my head around now from saying i'm a fake and all this stuff. and that i reported it when it was news that was brought to me. it was information that was brought to me that was already reported and so i was just kind of following suit but all in all, it's another day. >> you never saw the rope for yourself >> no. >> as sam pointed out, you didn't report it yourself either is there anything that you would have done different? >> no. because when i did find out, i

was very adamant on searching all the garages and making sure that this wasn't a garage pull and it ended up being one. but the photo evidence i have seen and in my possession of what was in our garage is exactly a garage pull. it is. that is a noose. so it's -- i don't know when we get to the point to release that image, but it's -- anybody sees it, then it's alerting and makes you -- makes the hair on the back of your head stand up for sure but all in all, like nascar says, you know, it's a thing that i wouldn't change a thing i would alert the nascar officials and let them kind of take care of it. if i had seen it in person, i would have let them know about it, take care of it. >> bubba, to be clear here, it sounds like you don't think this passes the smell test. it sounds like you're still

fairly convinced that what was in that garage stall wasn't a rope pull but it was a noose and pull for the garage door it was attached. it was designed to intimidate or make a statement is that what you still believe >> it was a -- it was a rope pull for the garage door it was attached. the image where it was cut, that's what it was but it was definitely in the shape of a noose it wasn't a functioning noose. i talked to the fbi. two conversations i had with the fbi which i never thought i'd talk to fbi in my lifetime so hey, there's always something new. they said the first one was right after the race and said they're going to do everything in their power to figure out and they'll be in contact. then the second conversation was the final one where they gave me the lowdown of all the investigation research they had completed and found out that it was a garage pull. but it, in fact, was a noose it was not a functioning noose, but it was a noose and whoever had the time to

create that and tie it up like that just -- they were skeptical about it and the fbi says those types of things i asked my team members, are we sure this isn't something that we're kind of taking out of context. and they backed my team up and reiterated that if you were to see this at this time, you would stand with your team right now why they were so alerted so it's -- it is what it is. so i know there's -- i know how the information was brought to me and how it was prosecuted and how i was just kind of on the sidelines, but yeah. >> let's go back to talladega for a moment your best finish at talladega ever. despite the ban on confederate flags, confederate flags outside

the raceway. there was that plane that was carrying a confederate flag during the race as well. have you had conversations with nascar about precisely how they are going to enforce this ban on confederate flags? are you just hoping people will stop out of the kindness of their hearts >> i haven't had much time to think about anything else, my friend let alone have those conversations. but, you know, they have the right to peaceful protest. that's what they were doing. but let it be about something else and they're up in arms. so it's just a crazy world we live in. you know, maybe one day we'll all get to a place in this world where we can all treat each other with kindness and stand up for what they believe in, what's right and which is what i'm doing. we'll have those conversations later on down the road here soon but let's get through all this first. >> last question that show of unity on monday, that image that moved so many of

thought they had put all the proper safety water precautions in place but they believe the flotation device the little girl wore gave her a false sense of security that cost her her life >> she always wore a little puddle jumper. she had a pink one she had it on earlier that morning, was jumped off the wall in the water and would pop back to the surface >> loved it. >> we just didn't know we thought we were being good parents. we thought we were being responsible. and in the end that was ultimately the cause of what led her to think she could just go right in the pool and float. >> are you swimming? >> take your child in the water without one and show them what happens when they don't have anything on. show them they sink and don't float easily then immediately call isr and start your lessons >> we should never be bringing our child into the water and expecting them to just have fun without teaching them the necessary skills to survive in that situation it's irresponsible and i think we need to change our approach to water. and that's the first step.
