as far as our fuel, they're burning fast. a weekend warning for you, breezy and dry conditions are sparking fire concerns. next we'll tell you what firefighters are strongly urging you not to do. plus, is california heading to a second wave in this pandemic? some say yes. coming up in a live report why state health leaders are watching two bay area counties very closely this morning. early, early morning commute. first we want to start with a look at the forecast for you as we head into the week. meteorologist kari hall has been tracking that. we're looking at temperatures cooler than we've been experiencing this week. right. it's been a very warm week for the bay area. it's nice to know we will have a cooldown but it starts tomorrow. we have one more day of some hot weather. at least we have the morning hours as we take a look at our temperature trend, not too bad for the south bay with willow glen in the upper 50s. at noon, 75. still comfortable but we will heat up as we get ready for highs that will reach into the mid-80s. mid-90s in the inland east bay and even triple digits farther to the north. so we will still have a wide range in temperatures, and we'll all cool off for the weekend. that also comes along with high winds. we'll talk more about that and what's ahead. mike gets you ready for a look at your commute. how is it looking? brace yourself, folks. pretty much green right now.

just after 4:30 we're looking at the roadways all around the bay. the speed sensors read in the green zone, even out of the altamont pass, and that's friday light even there. we're looking at two advisories from chp that says the antioch bridge and the carquinez -- sorry, the benicia bridge, 680, to watch for gusts of wind overnight. that's just their note. not official from kari's department. back to you. all right. thank you very much, mike. from the south bay to the east bay people this weekend are asked to be extra careful due to high fire danger. it'll be hot and breezy and, as you know, conditions out there already pretty dry. dry grass and brush is already keeping cal fire and other local fire departments busy. at the santa clara station alone that means 16 engines with firefighters ready to go. new this morning we talked to the assistant chief who says they're watching the weather and asking people to stay away from

fireworks. >> you just have to be careful. we have dry grass. we have fuels, we have homes all throughout the county. the fields are brown. the grass has dried out. any type of fire, fireworks, can cause major fires. >> in addition to staying away from fireworks legal or illegal ones, cal fire reminds you don't throw a cigarette butt out your car window. avoid campfires right now and create 100 feet of defensible space. across the entire bay area more than 21,000 covid-19 cases and nearly 600 deaths. cases are increasing in marin county with 54 new ones being reported. alameda county reporting 101 new cases, and santa clara county up 56. meantime there are real concerns california could be experiencing a second wave of coronavirus infections. this is where new testing options become available. i know the state is monitoring two bay area counties for those outbreaks. >> reporter: correct, marcus. the california department of public health has added contra costa and santa clara counties to its watch list of counties seeing a surge in infections and hospitalizations. over the past few days coco county has seen hospitalizations jump by 17%. the state believes that's because more people are getting sick as the economy reopens and they resume their normal routine. santa clara county has seen a 23% increase in hospitalizations over the same amount of time. the state attributes that rise to long-term care facilities transfers and outsiders choosing our hospitals inside santa clara county. a stanford infectious disease specialist calls this a second wave of behavior. the bay area and state have daily cases jump almost 74% this

month compared to may with over 200,000 cases total statewide. yesterday governor newsom unveiled a website called california assessment tool. to help find solutions to the recent spike. >> citizens, scientists, people out there doing coding every single day, we want to give them access to an open source platform to all of the available data that we have, that i have, that our health professionals have. >> reporter: during the surge medical experts are reminding us to wear a mask when appropriate and to practice social distancing. incidentally cvs pharmacy has added nine locations in the bay area including this one here in pleasanton that will be offering drive-through covid-19 tests starting today. reporting live in please on ton, bob redell, "today in the bay." thanks so much, bob.

4:35. this morning marin county officials say a spike in cases in their county is due to the outbreak at san quentin state prison and doctors say the inmates from san quentin are already impacting area hospitals. >> we had a total of 1,000 cases outside of san quentin prison since the beginning of the outbreak and 500 within that facility just in the past two weeks. he says covid-19 is not rapidly spreading in marin county, there are clusters also linked to indoor parties, construction crews, grocery store and restaurant workers. many don't have symptoms. developing now for you, a terrifying story. a man and his 87-year-old mother. so they were driving along highway 101 yesterday, this was in san francisco, when the driver says that he was passing by an overpass and then something hit his windshield. then he looked up. >> i saw the gun -- they had guns. the fact that it didn't go

through the windshield told me it wasn't a gun, it was something but it wasn't a gun. i assume a bb gun. >> a terrifying moment. no one was hurt. the chp says it is aware of that incident. they have not confirmed the story. they are investigating this. >> a good thing they're okay. new details, two more bay area school districts are cutting ties with police, this time in the south bay. "the mercury news" is reporting this morning that the boards for the alum rock and east side union high school district are ending contracts with san jose police department. board members say the board frees of hundreds of thousands of dollars to help balance the budget. san jose unified, the largest school district in the south bay, will discuss its police contract in august. another new twist in the golden state killer case. still ahead on "today in the bay," what is expected monday as the suspect appears in front of hundreds of those major airlines and the ceo

oakland, 880 both directions moving very smoothly. do have some road crews out there but not enough to close the freeways. we'll talk about the latest and new issues i'm tracking in the south bay. i'm frank holland at cnbc headquarters, here are today's top business headlines. wall street is opening up mixed. solid gains yesterday. rallying into the close and recovering a chunk of wednesday's losses. the markets struggled amidst news of coronavirus spikes. the nasdaq closing higher for the ninth time, that index on pace for its best quarter since 2001. reports on personal income and spending as well as consumer sentiment. the ceos of major u.s. airlines are set to discuss several covid-19 related travel issues. sources say these include a push to convince the federal government to mandate temperature checks for passengers.

a top industry group says they plan to refund checks for those with high temperatures during screening and the talks will include more restrictions by the european union on u.s. travelers, contact tracing and the impact of covid-19 on travel demands. costco is starting to bring back popular free samples to some locations. reports say items are prepackaged and kept behind plexiglas shields. they suspended the samples. a change first announced last month. over to kari hall with your weather. thanks, frank. i was wondering how they were going to do those samples. let's get a look at our forecast today as we check out concord. we start out with some 50s and then it heats up again today but we will have a cooldown in the forecast. we'll talk about that and the wind forecast as well coming up. all right, kari. chp did talk about winds across

are going to see our trend going from the upper 50s to the upper 70s as we head throughout the day, and it's going to warm up quickly once again. as we check out our high temperatures, here we go. we're looking at temperatures over 100 degrees for clear lake and ukiah and then concord with also some of those east bay inland temperatures reaching into the 90s. we're in the 70s today and for the coastline still in the low 60s today. as we look at this forecast, we're going to also have to deal with the dry conditions we've had recently, and i know we're getting closer to the fourth of july, the weekend before. and i just wanted to remind you that we are still in a drought. as we closer at the bay area we have severe drought conditions, that means very dry vegetation, and also for these areas when you throw in the high wind and low humidity the drought conditions will make our fire danger even worse. we are going to see our winds starting to pick up by tomorrow

evening, mostly at those wind speeds of 25 to 35 miles an hour. but sunday will be our windiest day of the weekend as we can see some of the wind gusts picking up to close to 45 miles an hour coming through the tri-valley, parts of the north bay will see the wind gusts in the 20 to 30-mile-per-hour range. and so we are going to have that concern of wildfire conditions even as our temperatures come down. we're in the low 90s today and some mid-80s tomorrow. but then some lower 80s for sunday for some of the warmest spots. and then next week we'll see our temperatures gradually warming up once again. what's the update on the morning commute now, mike? kari, both crashes i was tracking ended up being off the main freeway. we still want to talk about it. it may affect folks in the south bay. as we take a look at the maps, the freeway speeds are just fine. but getting on, it may be an issue getting on the westbound direction.

there's a frontage road on either side of 237 conveniently at fair oaks. a minor two or three minute delay at the most. a smooth drive with the sensors, a little bit of showing up at the altamont. volume is starting to build. friday lighter and later for the commute. in san francisco, 101, right there at the tail end or the very beginning that will be the factor but that crash should clear and everything else is clear, guys. back to you. >> thanks, mike. new details for you this morning on the suspected golden state killer, joseph deangelo. he's expected to enter a guilty plea on monday. now according to "the sacramento bee" the court hearing is happening inside a large ballroom at california state university due to the pandemic. more than 150 victims and their relatives are expected to attend. deangelo is expected to plead

guilty to 13 murders and 13 kidnap and robbery counts and admit responsibility for 62 other rapes. developing now in southern california three people died after they were washed off rocks into the ocean. it happened near malibu. the ventura county rescue crews were able to recover the bodies of the victims. the sheriff's office is investigating the ins democraci. four southern california counties are seeing an alarming rise in hospitalizations. they are ventura, orange, san bernardino and riverside counties. "the chronicle" is reporting a spike in cases in counties after the memorial day weekend. this is with all of those counties reopening. riverside and ventura counties are seeing more hospitalizations than l.a. county right now. meantime in yolo county near sacramento they have fewer than 400 cases of coronavirus.

but, still, health leaders are considering tightening restrictions as more people are testing positive. one-third of all coronavirus case there is have been recorded in the last two weeks. that's concerning for authorities as the county is reopening. some restaurants, despite being allowed to seat diners, are still keeping their dining rooms closed for now. >> i know we're allowed to open our dining room but we still haven't. we're continuing with this curbside model we've been doing the past few months and recently opened up patio and outside seating for people to sit down and have somewhere to eat that's not in their car. >> officials say they could take action in the next week or two if the covid case numbers there do not improve. a new gain approval in a matter of hours. assembly members are expected to vote on a $202 billion plan. the state senate approved it last night. the budget close as more than $54 billion deficit mostly caused by the pandemic.

meanwhile, the governor enacting a budget emergency, this is for the first time. that move gives lawmakers permission to take nearly $8 billion from the state's primary savings account. protesters in los angeles are asking the courts to restrict how the lapd responds to demonstrators. lawyers for the black lives matter movement and other protest groups are requesting a federal judge put an end to officers using batons and rubber bullets to control crowds. video has shown officers using those tactics and tear gas during recent protests. lawyers for the group say demonstrators have had their constitutional rights violated and many were left hurt. this morning another grammy winning country band is taking note of demands for change. >> the dixie chicks are changing their name. the trio dropping the word dixie from the equation and just going by the chicks. they are also releasing new music.
