4:30 am
right now at 4:30, anytime now the eu is expected to announce a major covid-19 travel ban. the u.s. could be on that list. we're live at sfo on a possible impact that could have to the bay area. >> we have to think about if we stay open or not, that's where my struggles are. rethinking reopening. that's on the minds of many bay area business owners. up next the east bay county, the governor is visiting today to highlight another covid concern. and another bay area city releasing plans to reform its police department, and it begins with diverting millions of
4:31 am
dollars to other services. we'll break it all down for you coming up next. "today in the bay" starts right now. and a good morning to you on this tuesday. thanks so much for starting your morning right here with us. i'm marcus washington. and i'm laura garcia. good morning to you. all right. hoping for a nice day ahead. we'll get to the morning commute with mike. good morning to you in just a moment. but first, another good morning. this goes out to kari hall. good morning. good morning. it's going to be a nice day, very much like yesterday and not as windy as we start out this morning mostly some 50s but there are a few spots that are already in the low 60s. that's what we're seeing in concord. san martin is at 52, one of the cool spots. as you get ready to walk out the door in santa rosa. as we look at our forecast in concord, upper 50s. by 11:00 it's starting to warm up once again. we are going to have warm temperatures for the valleys and then a cooldown in the forecast by the end of the week. i'll have more on that coming up
4:32 am
in a few minutes. mike, any trouble spots on the roads early this morning? kari, the speed sensors are all in the green. i want to call out a couple spots. you see green sensors all along the perimeter of the bay. over into the tri-valley where a crash i thought was on 680, update, it's is he sunol gas station so it's all right. do know if you travel past that one spot in sunol, mild slowing just showed up out of the alat this month. i do want to tell folks who are not living in the area to avoid marsh creek at deer valley. stick to vasco. for more, back to laura for breaking news. that's right. that's the breaking news we're covering in contra costa county. fire crews still on the scene of a brush fire that threatened a mobile home park overnight. these are the live pictures. this is the area mike was just talking about in clayton near marsh creek road. it broke out about 11:00 last
4:33 am
night. now we want to show you some video as well this morning. cal fire says the fire has burned nine acres so far. they had to work overnight to keep it from spreading into the mobile home park. they were successful in doing that. no one was hurt. a pg&e power line did burn, causing an outage to over 150 people. pg&e says the power should return by 9:00 a.m. now the cause of the fire is still under investigation. well, this morning governor newsom will be in the bay area touting his plan to help the homeless by placing them in hotels amid the coronavirus. now in the past 24 hours alone, the bay area added more than 500 new covid-19 cases to its totals. contra costa county saw the surge, reporting 169 new infections. santa clara county added 104. and across the state the covid-19 positivity rate is also rising fast. "today in the bay's" ian cole explains why the positivity rate
4:34 am
is so critical and how it just got easier to track the trend at home. >> reporter: it turns out the majority of people who go to covid-19 testing sites don't have the virus, that's still the case as many more are being tested statewide. >> a record number yesterday just shy of 106,000 tests were conducted yesterday. >> reporter: so naturally the total number of confirmed cases is up. that's why state leaders are focusing more on the percentage of people testing positive and, unfortunately, that's rising, too. the governor says it's gone up from 4.5% to 5.5% over two weeks. hospitalizations have risen 43%, intensive care admissions up 37%. >> the reason we started to reopen our economy we saw a positivity rate remain very, very stable. the number of hospitalizations and icu for many weeks, arguably
4:35 am
months, was stable. >> reporter: now all three indicators are climbing. nationwide covid is rising in 29 states putting a strain on the health care system. in california we're not there yet. >> in other states and the sunbelt we're talking about test positivity rates of around 14% to 15%. >> reporter: dr. hong says the increase here makes him nervous and the state must focus on being proactive to avoid what is happening in florida, texas, and arizona. >> with those states, you're getting to a place where we already know their hospital beds are being filled in. and i think what governor newsom is trying to do is nip it in the bud so we don't get to that place. >> reporter: to make it easier for people to track the key indicators, santa clara county added graphs to its dashboard showing the test positivity rate and trends among hospitalizations and icu admissions. you can see from home if we're headed in the right direction.
4:36 am
ian cull, "today in the bay." >> we expect the european union to have a list of those allowed to fly in their countries. as the number of coronavirus cases are growing, it is actually a concern that the u.s. will be on the list. it is not expected to. "today in the bay's" jackie ward is live at san francisco international this morning with a lot more on this story. good morning, jackie. >> reporter: good morning to you, laura. right now the u.s. has the worst covid-19 outbreak in the entire world right now with nearly 2.6 million cases. and of course the new surge of new daily cases that has happened within the last week is what has a lot of health experts saying this is part of the reason why americans will most likely not be able to travel to europe for the next 14 days. this will, of course, further hurt the economies on both sides of the atlantic. in the first ten months of 2019,
4:37 am
the u.s. hosts about 10 million europeans every year. a greek tourism minister says they love having americans over because they tend to stay longer, but they also understand the need for caution. >> it's very important for us to resume normal air travel, but we don't want to necessarily rush things. >> reporter: to further emphasize what we anticipate will happen today, two eu diplomatic officials told nbc news that the u.s. is not on that list of countries. back in march the eu imposed restrictions on nonessential travel to about 30 countries to ease the spread of the virus. non-eu citizens already living in europe are not included in the ban. but if americans end up not being allowed into the eu for the next couple of weeks, they can still go to britain which left the eu. however, britain has established
4:38 am
a self-quarantine for 14 days for anyone who enters the country. from sfo, jackie ward, "today in the bay." >> all right, good info there. thanks, jackie. happening today heal the bay. releasing their 30th annual beach report including the beach bummer list. more than 500 beaches are graded based on harmful bacteria found in the water. things apparently not looking so good for one bay area county which has six beaches among the ten most polluted statewide. they're not saying which county yet. the full report comes out at noon. oh, bummer. all right. 4:38 for you that morning. put on pause. coming up for you we have what alameda county business owners are saying after the governor delays their reopening plan due to the spike in covid-19 cases. plus, a multibillion dollar food delivery deal could be in the works. straight ahead, the bay area company considering a very big post mates purchase.

by the tesla plant in fremont and the freeway is 880 to the area. very light volume of traffic but deadly moving cars. i am tracking the crash in sunol. it looks like it's not a problem for 680. we'll talk about some slowing in the south bay that has just popped up. first let's check in with seema. here are today's top business headlines. wall street is set for a mixed open this morning ahead of the final trading day of what's been a volatile month. stocks rallied with the dow rising 580 points. the dow was helped by a 14% gain for boeing as the faa began test flights for the 737 max to potentially resume service by the end of the year. markets are headed for gains this month, the nasdaq up 4%. it's on track for its best quarter since 2001. in focus today reports on home prices and consumer confidence and the fed chair powell and secretary steven mnuchin testify before a house panel on the government's

4:44 am
thank you, seema. let's check out our high temperatures for today. we'll see our coastal areas in the mid-60s but some of our inland east bay micro climates in the low 90s. we'll talk about the spread in temperatures and what's ahead up next. you have your work cut out for you. on the roadways i'm trying to figure out why some slowing has shown up in the south bay freeway. we'll check the construction report and i'll let you mo what we find.
4:45 am
4:46 am
and here we go, tuesday
4:47 am
morning. a terrific tuesday getting started right. you can see the movement on the bay bridge. we get started with the day. it is 4:46 for you this morning. dark and early for you, but we're all bright eyed and ready to go. >> good morning. i just took my first sip of coffee. i don't know about you. >> i have my big jug of water here. >> kari, how many cups are you down? >> i'm ready to go. >> all right, kari -- >> then you give it to us. all right, i am ready to go. we're going to have a great day and still these wide-ranging temperatures across the bay area as we get a live look outside in san francisco, we can see as you look in the distance there a little bit of fog there as we start out our tuesday morning and that will keep the city cooler. the inland areas will still have a hot day. so if you're in a spot like concord, you want to go out for a run, of course the morning
4:48 am
hours will be best. we'll start out with temperatures in the upper 50s here, and then we'll see it make it up to about 76 degrees at 10:00 and then 81 degrees at 11:00. you know what's happening here. we're going to heat up. as we get a look at our micro climates we're looking at our noontime temperatures in antioch at 85. it's 89 in concord and then we're at 81 degrees in novato. so we're looking at some of our valley temperatures, much warmer than we'll see along the coast with half moon bay at 3:00, still in the mid-60s. meantime, you head over to fremont and we're at 80 degrees. if you're planning on heading out for a walk or a run later on this evening, we'll start to see that ocean breeze kicking in along the coast. so half moon bay will drop back to the upper 50s. we'll see fremont in the mid-60s, it will be a nice evening as well. and then most of us will cool back down to the 50s. so we're in this weather pattern where we've had some hot weather and also some gusty winds as the storm system passed by the north.
4:49 am
it will give us a little bit of a break, much more of an ocean breeze as we head to the end of the week. but then that warmth builds right back in as we go into the fourth of july weekend, and it's going to be dry. so here is a look at our seven-day forecast. we'll seal our high temperatures up to 90 degrees for today, and then some mid-80s tomorrow. look at thursday. that's the day to enjoy all day outside. we'll also have some nice weather on friday. and then it starts to warm back up again for the weekend into early next week. mike, you've been keeping an eye on the commute. anything popping up right now? kari, i had concerns about slowing in the south bay. let's take you to the maps and show you that overall as you expect green sensors all around the bay, in the south bay a crash, north 280 at lawrence, made its way to the center divide. still there. no injuries. be careful just for flashing lights. no lanes blocked. but the arrow, southbound 85, you see still slowing as you head down past saratoga and in to highway 87. we are looking at some slowing just starting to clear, but it
4:50 am
was there for about 15 minutes and no construction scheduled in the area. should be okay but i'll keep my eyes on that. approaching the bay bridge, contra costa county, the freeways are moving smoothly. i saw a blip showing northbound there across the bridge but no problem and no cause for concern. we can see the lights all the way across. back to you. all right. take a look at this. new this morning a california woman is being treated for injuries after she was gored by a bison. it all happened at yellow stone national park after rangers say she actually purposely got too close to it a couple of times. but what happened is that there are no specifics on her injuries but they said she was actually just trying to take a picture with the bison and she got very close to it, at least within ten feet a couple of times, and that's when the animal, it's wild, it turned on her, and gored her. she was just trying to take a photo, marcus. >> definitely not worth that

photo. 4:50 for you that morning. some frustrated business owners cut off at the last minute from opening this week. well, they say they get it. so if you live in contra costa or alameda counties, you already know a lot of those businesses there including gyms, bars, salons and restaurants, hoping to restart indoor dining, are all forced to press the pause button due to the recent surge in covid-19 cases. one restaurant owner says he understands. >> it is frustrating but, also, we have to obey by the guidelines. i don't want to rush anything to open a restaurant. >> alameda county has not yet reopened barber shops or hair salons. those are supposed to open this week. three bay area counties are now among the governor's watch list for the most at high risk, contra costa, santa clara and solano counties. marin county deputies confirm a 72-year-old san quentin inmate who died last week tested positive for the

coronavirus at the time of his death, but they're not saying it's what killed him. they may know more after the postmortem scheduled for the day. of course there's a big outbreak going on in prisons right now as hundreds of those infected and up to 40 inmates hospitalized. what about not going to work? coming up next on "today in the bay" some employees at a popular bay area gym say they don't feel safe during the pandemic. the policy they say is leaving them unprotected. and happening now for you, we're still waiting word to see if there's any damage after some shaking overnight. a 5.1 quake hitting nevada. now that quake was about midway between reno and las vegas. so far no reports of damage or injuries. a 6.5 quake hit the same area back on may 15th. 4:52 right now.
