palo alto will reach 83 degrees. we'll talk more about a cooldown for the end of the week coming up. mike, is it starting to slow down on the roads now? well, they're slowing down the roads at the bay bridge toll plaza. metering lights were turned on. i think there may be a different person in the booth this week. perhaps someone was taking time off. the timing is very different. the volume is the same we've seen. the backup at the toll plaza. at the bottom 101 through san jose with no slowing really to speak of anymore after that first burst. i will move up to contra costa county, the bay bridge we talked about the backup at the toll plaza but circled marsh creek road to brentwood, the clayton area. stay off marsh creek road because of all of this activity you're talking about. >> that breaking news this morning in contra costa county is where firefighters are at the

scene of the fire from late last night threatening a lot of homes out there. so this is near clayton palms mobile home park as clayton runs into brentwood. the fire started around 11:00 p.m. and firefighters managed to knock down the flames just in time for reaching those homes. that fire did burn nearly ten acres damaging power lines. pg&e saying 150 customers are without power this morning. i think some of them have the power back. still a lot of people without power this morning. bob redell is out there. >> now to washington, d.c., and tracie potts where this morning russian president vladimir putin's spokesperson is telling nbc news russia did not put bounties on american troops. now there are more questions about what the president actually knew. tracie potts joins us live with more. tracie? >> reporter: laura, the white house is denying the president

knew anything despite "the new york times" saying he was briefed last year, saying it was in his briefing, his daily written briefing, back in february. the white house says that simply is not true and now russia is denying that they had anything to do with paying these taliban-backed militias to hunt down and kill u.s. troops. one source, an official familiar with the intelligence, telling nbc that troops actually died as a result of this, but russia says they are not to blame. >> those statements indicate -- indicate that those reports actually were not so valuable. not so trustful. >> national security advisers denying the a.p. report that he told colleagues that he briefed

the president himself. laura? >> very interesting. thanks, tracie. 6:03 for you that morning. happening today two of the bay area's biggest cities debate big changes when it comes to power. minors may soon have the right to vote. now in san jose it's all about the power in the mayor's office. and that's where we find "today in the bay's" kris sanchez for us this morning no surprise here. both issues getting a lot attention. >> reporter: yeah, anytime you talk about shifting power, giving one group more power, you'll have a lively conversation. we'll start you off here in the city of san jose where there could be a move to make the mayoral election coincide with the presidential election. that would help voter turnout. we see much higher voter turnout in the presidential years. if the issue goes to the ballot and passes, city mayor sam liccardo would get two more years in office. he would be in office until 2024. the council is also considering

shifting some of the powers of the city manager to the mayor's office in what's called a strong mayor government structure. if the council puts all of that on the ballot, vote letters have the ultimate say. this current impetus seems to be to put pressure on san jose police chief eddie garcia to fire officers involved in a recent scandal involving racist and islamic posts on social media. >> apparently i don't have that authority under the city charter. and we have advocated, several of us have, to change the city charter which, of course, requires the council taking this matter to the voters in november. >> reporter: now the san jose city council will vote on that today. supervisors will talk about whether the voting age should be 16 or 17 at least for local measures. the issue would have to go on the ballot for voters 18 and up to decide, but there is momentum for sure. however, a similar measure failed just four years ago.

i'd love to know what you have to say about the younger voters. i put a poll up on twitter. join the conversation on facebook as well. in san jose, kris sanchez, "today in the bay." >> i'm sure people will have a lot to say about that one. can't wait to see the results. continuing coverage with coronavirus. the bay area not alone this year in dealing with the painful possibility of july 4th beach closures to prevent the spread of the virus. a similar if not bigger story now playing out in southern california. the l.a. county sheriff's department yesterday announcing the closure of all beaches, piers, and even bike paths all closed for the entire holiday week. this is due to the huge surge in cases. the fines for trespassing will not be cheap either. it will cost you $1,000. now the mayors of pacifica and half moon bay yesterday warning visitors to stay away over the holiday weekend. well, new this morning, a new statewide push to expand

sunshine laws covering police use of force. east bay senator nancy skinner yesterday introduced two bills, one would expand and strengthen a transparency measure by increasing public access to police records tied to wrongful arrests and searches. it would also prevent officers from keeping records secret when moving to another agency. a separate measure would change when police officers get called in to nonviolent crimes with the idea of using social workers instead. skinner's original sunshine measure was tied to sexual misconduct. a live look for you at the bay bridge toll plaza. no relief for those drivers who cross it every day. look at the backup there right now. so, look, the state appeals court, they upheld a toll increase for seven bay area bridges approved by voters in 2018. the taxpayer group sued arguing that a 55% voter approval was illegal because it should have needed a two-thirds majority. the first $1 toll increase took

effect in 2019, and you will see a dollar more in 2022 and in 2025. happening today finally it's going to be graduation day for some very deserving high school seniors. today's ceremonies in san mateo county will look a lot different this year. jefferson union is holding virtual graduations for more than 1,000 seniors. the ceremonies are scheduled for terra nova, thornton and oceana high schools. there is a cake war baking out there right now. costco shoppers are sounding off on social media after retailer pulled the popular half sheet cakes. say it isn't so! we first told you about this last month. shoppers are noticing now because they can't even buy it for a graduation party. the cake was a hit because it served up to 40 pieces. and, get this, employee insiders

micro climates and go hour by hour as we see our temperatures. mostly staying in the 60s along the coastline at noon but then as you make your way inland we're looking at mid to upper 80s. for the north bay we're going to see temperatures at 3:00. in santa rosa at 84 degrees. fremont is at 80 degrees. some mid-80s for san jose. a few spots reaching the 90s. we're all in for a cooldown as we head towards the end of the week. we're going to take a look at that in the forecast coming up. mike has been keeping an eye on the metering lights and the rest of the bay area commute. what's the update? >> metering lights are still on. yesterday were turned off about 8:30. i will guess the same today. it's backed up and full there. look at the movement for the lanes with traditional fastrak lanes. if you car-pool three or more gets you through without any wait there. the map will show you where the

happy tuesday morning. right now at 6:14 we can see the sun shining off the buildings as we take a live look outside in san jose. we have another really nice day but it will heat up this afternoon. we're going from the mid-60s at 8:00 to 89 at 2:00 today. we will have a cooldown in our forecast. we'll take a look at that coming up in a few minutes. and we're taking a look at the peninsula. a little bit of shade and traffic. this is palo alto with no delays right by university where amazon and facebook, but no problems. good morning and a very good

tuesday to you as well. something really extraordinary is happening in the world of social media. i think it's mostly coincidence but all of a sudden all kinds of companies are banning all kinds of things all at the same time. youtube has kicked three people off its site, reddit removed hundreds of sub-reddits including one for fans of donald trump, and twitch has removed donald trump's account altogether. let's start with twitch. twitch is one of those online streaming services normally used to stream video games but the trump campaign uses it to show videos and it added president trump's very first speech as a candidate where he said mexico is sending rapists to the united states. many thought that first day marked the end of his candidacy. when the trump campaign added

the video very recently twitch took down the whole account so trump's account banned for something he said in the first minute of the first hour of the first day of his candidacy. reddit took down all kinds of sub-reddits but the big one is called the donald which had been a problem for quite some time. they are run by volunteer moderators who don't work for reddit. they were repeatedly warned about racist content and hate speech on the donald posted by users. youtube has removed three people from its service. david dukes and richard spencer, video here of spencer. the southern poverty law center calls spencer one of the country's most successful young, white nationalist leaders and an academic racist. meanwhile, facebook is watching

yet more advertisers walk this is video of a town hall. mark zuckerberg held it a few days ago in response. adidas and pepsi, denny's, conning a foods acon ing a agra foods and clorox. many say it's temporary and they are just dropping off social media advertising altogether. the boycott was created by the naacp and the boycott has been wildly successful. facebook has responded by creating new rules. facebook has been very reluctant to police the content posted by users. >> scott mcgrew, thanks so much this morning. 6:18. you can watch all your favorite shows and movies with all your favorite people again. so let me tell you how this is all going to work out for you. the program you have to do --

they looked closer and it was a young bear. it had a plastic jug stuck to its head. but they jumped into action and after a couple of attempts they were able to remove it. >> and cute at the same time. i don't want to run up on the bear. >> why did you do that? >> yeah. look, if you're going to head out for a walk -- >> we didn't know that was the bear's facemask. >> that's right. >> i didn't even think about that, kari. >> put on your facemask as you get ready to head out for your walk this morning. let's take a look at our live view in tiburon this morning, hopefully no bears swimming in the water there as we take a look to san francisco. usually we can see some of the fog in the distance but it's a clear start to our tuesday morning and it's going to be a

beautiful day here. as you make your way inland, a little bit warmer for the afternoon. walnut creek also starting out with clear sunrise and then as we were starting out with some low 60s, it heats up fast. we're in the upper 80s. we're going to see the highs reaching into the 90s again today. we're up to 90 in morgan hill. san jose will reach 86 degrees. some mid-70s for oakland today while san francisco stays mostly in the 60s and for the north bay we have mid-80s for napa today and we're still looking at more of an offshore wind flow that's keeping our valleys hot. but then as we head to the end of the week, that high pressure backs off just a little bit to give us more of an ocean breeze and then by the weekend we're back to our warmer weather as our temperatures start to surge once again. we only have a couple days of a break from the high heat. we're in the low 90s today. mid-80s tomorrow and then check out thursday and friday. that's going to be perfect at least in my opinion. we're going to see those

temperatures warming back up for the fourth of july weekend as that warmer weather returns, we stay cool along the coastline. mike, how is it looking for the commute as people get ready to head out the door? >> you talked about the heat, the dry weather, and we're talking about fireworks. i'll explain why. let me show you the maps and i'll give you the context. a great drive for most of our speed sensors. we're looking at green. of course we have that fire over in clayton at the border with brentwood so that affects marsh creek. that is down at the bottom right above the clock. now circled is around nortonville and that's where reports were of a roadside fire at hillside being addressed right now. part of the roadway is closed. also the report of possibly fireworks and we want to make sure folks do not use fireworks in the areas. we are looking to the arrow, that was turned on. metering lights were turned on early this morning and circling a little slowing around golden

detour when she was trying to end her car sharing membership. she asked consumer investigator chris chmura and his team for help. >> reporter: good morning. allison had a zipcar subscription. she said she paid $8 a month to drive a shared car around the city for $10 an hour. normal times that works, but in the pandemic, not so much. allison said she tried to cancel. she said she sent dozens of emails, calls and social media messages but got no response from zip car. such a small amount of money but it is extremely wrong that i cannot cancel my account and they still charge me. corporate headquarters in boston. a few hours later allison got that $24 refund she was looking for. also her account is finally closed. zipcar didn't explain what took so long. it told us when a member emails

it's going to be another beautiful day. here is a live look outside in san francisco. we're not seeing as much in the way of fog and drizzle but it will still be a cool afternoon with highs there in the 60s. as we head down the peninsula, mountain view reaching into the upper 70s by early in the day. a few of us will be back in the 90s this afternoon. so we'll talk about the range in temperatures coming up. mike, what's happening for the commute? kari, we had the metering lights turned on earlier today than yesterday. the rest of contra costa county and alameda county looks the same as yesterday. the live look shows you the backup. you notice there's not as much movement as we might have expected but there is still movement. the map shows you the slowing at the toll plaza and a build for richmond. but i'm calling out, also, marsh creek, all the way over on the right at the brentwood border. >> that's right.

that's where the breaking news is, mike. firefighters are still at the scene of this overnight fire that threatened homes near mt. diablo. a lot of people nearby in those homes still without power. "today in the bay's" bob redell live for us at the scene in the clayton area. firefighters were there. are they still there with the hot spots? >> reporter: they are and will be for a few more hours. we're on marsh creek road, really in the middle of the hills here in clayton. you can see the area that burn just across the street. it's a small community in the hills surrounded by a lot of brush and dry grass. the fire started just before 11:00 last night across the street from the neighborhood. scorched about eight to nine acres. cal fire called out several trucks and crews to the scene and what feels like an overwhelming response. i joked that they had one truck per acre burned. firefighters did keep the fire

contained and away from the home. they hope it serves as a reminder for the rest of us. >> it is absolutely fire season. we're nearing fourth of july, starting to see a lot of fireworks cause fire. we're asking the public to remember all fireworks are illegal in contra costa county, even the safe and sane. we'd like to not have that. fires start quickly. we've had full consumption of the fuel behind us. >> reporter: no one in the mobile home park was hurt. a couple of people did leave to get away from the smoke. pg&e says that the power is still out for 150 people. i was talking to a guy who says he's here from cal fire and it won't be until later in the day until they get their power on. no cause determined. they're going to be out here for a number of hours to make sure nothing flares back up. bob redell, "today in the bay." >> all right, bob, thank you. governor newsom heads to

contra costa county today to outline a plan designed to keep homeless people isolated in hotel rooms. today's visit follows approval of $202 billion budget with a lot of cuts but also some extra spending. that budget takes effects tomorrow, more than $700 million and the governor can use for emergency pandemic relief. colleges took a big heed with hundreds of millions slashed from cal state and the uc system. the budget agreement cuts state workers' pay by 10% and cancels raises that were supposed to get under way this month. and it also gives newsom the power to withhold $2.5 from cities and counties if they don't follow the rules to help slow down the spread of the virus. 6:35. a live look at sfo this morning where any moment now we expect the european union to announce a list of countries where holiday travelers will be allowed to fly

into any of the 31 european nations. but with the number of coronavirus cases surging here, the u.s. is not expected to be on that list. "today in the bay's" jackie ward joins us live from sfo this morning with a look at the impact. good morning, jackie. >> reporter: good morning, laura. the fact the u.s. isn't expected to be on that list wouldn't be a spro surprise to many because the u.s. has the worst covid-19 outbreak in the world right now nearing about 2.6 million cases. and the daily number of new cases surged just last week which is why a lot of health experts believe that americans will not be allowed into the european union for at least the next 14 days. this will, of course, further hurt the economies on both sides of the atlantic and the first ten months of 2019, more than 16 million american travelers entered the eu and the u.s. hosts about 10 million europeans every year. a greek tourism minister says they have loved having americans over because they tend to stay

longer, but he also understands the need for caution. >> it's very, very important for us to resume normal air travel. but we don't want to rush things. >> reporter: to further emphasize what we anticipate will happen today two eu diplomatic officials told nbc news the u.s. is not on that list of countries. back in march the eu imposed restrictions on nonessential travel to about 30 countries to ease the spread of the virus. non-eu citizens who are already living in europe are not included in that ban. so if americans end up not being allowed into the european union for at least the next two weeks they can still go to britain because, if you recall, britain left the eu back in january. however, they do have this new rule that any visitors must self-quarantine for at least 14 days. live from sfo, jackie ward, "today in the bay."

>> thanks so much, jackie. at least some frustrated bay area business owners that have been cut off from performing their businesses at the last minute actually say they really understand. if you live in contra costa, a.m. me da, or those counties, you already know a lot of businesses including gyms, bars, salons and restaurants hoping to restart indoor dining are all being forced to press pause. this is due to the recent surge in coronavirus cases. one restaurant owner in downtown observing says he understands. >> it is frustrating but it a o also -- we have to abide by the guidelines. i don't want to rush anything to open a restaurant. >> alameda county has not yet reopened barber shops and hair salons. they were supposed to open this week. three bay area counties are among the governor's watch list for most high at risk. breaking news for you that morning, legendary actor and

comedian carl reiner is dead according to tmz. he'll always be remembered for his role as the temperamental comedian on the dick van dyke show, a show he created, and his appearances on shows along with the duo mel brooks as part of the famous 2,000-year-old man series. he's also the father of director rob reiner. tmz says reiner died last night at his home in beverly hills. over his career he won nine emmys and even appeared in last year's "toy story 4." he was 98 years old. >> wow. what a rich life he gave and a lot of humor as well. 6:39 right now. all right, the sun is up over the bay area. what kind of day are we going to have today, kari? it's still going to be all over the place in terms of temperatures. if you're along the coast it's nice and cool. for the inland areas it's warm and sunny and we're seeing that sunshine even in tiburon this morning as we wake up and get

ready to get this tuesday started. let's go hour by hour. at noon we're in the mid-80s in danville. san mateo at 77 degrees. and then as we go towards 3:00 santa rosa is at 84. san jose will reach about 86 degrees and then there will once again be a few spots in the low 90s. if you plan on going for a walk around sunset it's going to be perfect for all of us. so we will have some nicer weather in the forecast especially by the end of the week, a bit of a cooldown, i'll talk more that coming up in a few minutes. mike talks about your drive. get ready for this, folks, a live look at the bay bridge toll plaza where the metering lights were turned on earlier today than they were yesterday. the approaching volume looks about the same and we do see good movement for many of the middle lanes. the slowing at the toll plaza and then a build in san pablo in to richmond and a build to the bridge 580 off to the left of

the screen. other than those portions for the east bay, everything else is moving very smoothly, almost everything is at the speed limit. so you know what, traffic is light right now. we have a few seconds. i want to turn our attention to a very handsome friend of ours who also gave me some information. that's what's going on in today's new normal this is a picture of justin, one of our producers. he's been speed dating during the pandemic. he used a service called my cheeky date. it's a zoom style chat where singles meet online in a common area. the event is run by the host, in this case you see amanda. they then pair you up into breakout rooms, a quick get to know you. you rotate to the rest of the candidates one by one by one. at the end of the event you can turn your list of likes, and if one of your likes likes you back, then you can pursue something more intimate, perhaps something like skype or facetime to pursue your interests and see how things are shaping up between the two of you.

the claim is that fgs information was in the president's daily brief. from the washington insiders the president doesn't always read his daily brief. the accusation is russian intelligence was paying members of the taliban to target coalition forces in afghanistan, kill them, that would include u.s. troops. a select group of republican lawmakers were briefed on that intelligence yesterday. a group of democrats will be briefed this morning. president trump nately said he wasn't briefed and that he was. trying to explain why the president hasn't reacted to the allegations, why he hasn't been outraged by the news, hasn't demanded an answer from russia. >> a specific message from moscow, no, because he has not been briefed on the matter.

>> so the white house press secretary, as you heard, continues to insist the president has not been briefed, even now he has not been briefed, which leads one to ask why not? if this is the biggest issue right now facing the white house and the capitol and lawmakers are getting briefed yesterday and today, why hasn't the president of the united states been briefed on this information even if he claims it is not necessarily perfect information. this goes to the concern president trump is too cozy with russia, an allegation that has dogged his presidency. president trump is pushing to allow russia back in the g7. he still wants that even after allegations russia targeted american soldiers. a kremlin spokesman will be on the "today" show and will deny russia put a bounty on americans. russia has also denied interfering with our elections and says it doesn't have troops in ukraine. we're watching what's happening

on twitter and tweeting about it as well. you can follow me there. i'm @scottmcgrew. >> thanks, scott. happening today for you two of the bay area's biggest cities debate big changes when it comes to power. so in san francisco minors may soon have the right to vote. and in san jose it's all about power in the mayor's office. and that's where we find "today in the bay's" kris sanchez live for us this morning and, kris, no surprise here both issues really getting a lot of attention. >> reporter: yeah, anytime you talk about shifting power in any situation it's going to be a lively conversation. so in the city of san jose there's talk about consolidating the mayoral election with the presidential election, that would mean better turnout in those years, but there's also an element of shifting a power from the manager's office to the mayor. so this all has to go on the ballot depending on the decision that happens today, sam liccardo would get two more years in office because then the mayoral

election would shift to 2024. the council is considering shifting some of the powers from the city manager to the mayor's office and the current impetus is putting pressure on eddie garcia to fire some involved in posting on social media. the mayor can just ask the chief to do that. he cannot actually order him to do that. supervisors will talk about whether the voting age should drop down to 16 or 17 for local measures. it would have to go on the ballot for voters to decide. a similar measure did fail years ago. 16% say no to lowering the voting age.

one commenter saying the teens are knuckle heads but we know some teens get things done and the mayor of berkeley was elected when he was just 18 years old. so 16 or 17-year-olds are mature enough for that choice. >> more engaged than others. definitely more engaged than some others, kris. absolutely. thanks so much, kris. >> reporter: some of them more than others for sure. i guess it all depends. that's true. a lot of teenagers heading to college this fall and stanford is getting creative in its attempt to restart campus life due to the pandemic. what they're going to do is the university is inviting only freshmen and sophomores to come to campus for the fall quarter only. juniors and seniors for winter and spring quarters. school officials say staggering attendance will allow for social distancing there.

okay, we're far from the fall now. we are in summer. let's see if we're going to get summerlike temperatures today, kari. absolutely. it's going to be another hot day for the valleys as we take our live look outside in san jose. let's see how our morning shapes up as you make plans for the day, the early hours are best for vigorous outdoor activities as we'll see temperatures and the upper 80s, low 90s in the inland east bay. we're up to 83 in napa today while san francisco will be up to 68 degrees for a high and 76 in oakland. and then going through the forecast the offshore wind that we've had makes it hot and dry. well, that eases up a bit. it allows for an ocean breeze but it doesn't last that long. our break comes on thursday and friday.

it opens up holiday travel from 15 other countries. now the united states was left off the list because of our more than 2.5 million confirmed covid cases here. the eu says it will review the list every two weeks but americans may be left out for a lot longer than that. breaking news in contra costa county where firefighters are still on the scene of this late night fire that threatened homes near the mobile home park on marsh creek road as clayton runs into brentwood. the fire started around 11:00 p.m. firefighters managed to knock down the flames in time before reaching the homes and burned nearly ten acres and damaged power lines. 150 customers without power and it should stay that way at least until 9:00 a.m. so far there's no confirmed cause of that fire but firefighters are not ruling out the possibility it may have been fireworks.

the bay area not alone this year in dealing with the painful possibility of july 4th beach closures to prevent the spread. the l.a. county sheriff's department announced the closure of all beaches, piers and bike paths for the holiday week. they warned visitors to stay away over the holiday weekend as well. people are very tempted to go out, but maybe just stay by your neighborhood. a nice day today, kari? yes, it will be nice. cooling down by the end of the week and hot for the holiday weekend. mike, how is the commute going? we have the backup at the bay bridge but the richmond/san rafael bridge shows the backup. things are starting to ease a bit for the east shore freeway, the toll plaza is still full. all right, thank you very much. that's going to do it for us. the "today" show is coming up next. we leave you with a live
