phillip. well, yeah, we've heard so much about that term superspreader. the question is why does it seem like some people seem to be spreading this virus more than others, and what do you need to know after an infected student recently attended graduation in westchester county, new york, at least 14 people tested positive for covid-19 back in march, a choir practice in washington state led to 53 infections >> the one person spreading, coughing, laughing and causing several people to get infected >> reporter: they've come to be known as superspreaders. an infected person who may not be symptomatic, but goes, for example, to a birthday party, passing it to other guestsd it . it's a combination of biology and behavior some people are more contagious with what's called aviral load,r droplet. and some simplt farther by things like talking louder but they also need to be close enough to others to transmit the virus. >> you think about all the respiratory droplets that are

going out into the air, and that increases risk of infection. >> reporter: the government said labs are near capacity in many places, so test results can be delayed. meaning some may be spreading the disease before they find out they're infected researchers at johns hopkins university recently looked at real world cell phone data to track social distancing and how it affected the virus's spread >> social distancing or reduced mobility was strongly correlated with reduction in transmission >> reporter: new york city where the infection rate has dramatically dropped showed the most reduction in mobility while harris county, texas, where houston has been seeing a surge in cases, people's mobility changed the least in short, experts say social distancing works, especially when combined with masks >> people do have it within their own capabilities, within their own power to make these decisions, to socially distance, to protect themselves and protect others >> reporter: and minnesota state

epidemiologists now say they have 300 cases linked to bars across that state. this morning she is urging the public to do its part to stop the spread phillip? >> all right, kristen, thank you. >> turning now to russia where voting has closed on a major referendum, president vladimir putin appears headed for a victory that could keep him in power until 2036 with a lot of changes coming to the country's constitution nbc's matthew vodner joins us live from moscow what's the latest on this controversial vote >> reporter: well, the ballots have been count and had we're seeing the results of 78% cast in favor of the proposed constitutional reforms there are 206 reforms in total, but the key one reset president putin's term limits, which will allow him to run again this is actually a record-setting result, exceeding the 76% that we saw vote for mr. putin directly in the 2018 russian presidential election. now, of course, as we always see every time there is an election

here, the opposition has been very quick to allege improprieties and fraud. this morning we saw opposition leader lexi say the 78% number showed a record number of fakes. the term limits are reset which means putin is not automatically extending his power until 2036, but he will have to actually run two more presidential campaigns to do this in 2024 and 2030 so the question now is whether or not he'll do it >> all right, matthew. and here in the u.s. later in congress known as the gang of eight, they'll be briefed on the news that russia offered bounties on soldiers are you seeing any new reaction from russia on these reports >> reporter: the main big reaction we've seen was monday night when the kremlin spokesman in an interview with nbc's keir simmons issued strongly and repeated denials since then we've basically seen russia focus all eyes on this

warning that it will end special trade status for hong kong, saying that hong kong, for the most part, will be treated just like mainland china. taiwan and the u.k. are said to be considering refuge, offering refuge for hong kongers who want to leave australia debating the same issue. even topia was trying to lure people away from hong kong for the financial industry what makes this law have such an impact is that it grants broad powers to china to suppress opposition, any criticism of china's government in hong kong. on day one of the law going into effect, it coincided with the anniversary of the handover of the city to chinese rule a day that typically brings rallies and protests we saw police using water cannons, tear gas. they arrested 370 people at least ten of them under this new law, including a 15-year-old
