5:00 am
some mid 70s for palo alto and napa today reach 78 degrees and mid 80s for the inland east bay. we'll get a look ahead to a warmer weekend forecast coming up in a few minutes. mike, how's it looking for the commute right now. >> well, kari, we should start in fremont where we have a crash. i have more update and sounds like the fast lane is blocked. north 880 as we marked on the map between thorten here and no slowing shows up on theense issers and been there 10 to 15 minutes at least. heading towards the dumbarton bridge. the rest of the bay moves very smoothly and little slowing out of the altamont pass and no problems for co i orxcontra cos county. new for you this morning, we're working to learn more about a chp shooting. this is what we're finding out that happened. happened a little more than two hours ago and chp officers found
5:01 am
the driver who appeared to be asleep in the car. officers say that driver woke up, hit the gas almost hitting one of those officers. one officer fired once. the car got away and it's not clear if the driver was hit. now, we're going to bring you that update as soon as we get it. well, from the governor on down, the push to wear masks is getting ever so serious but the new normal has not been easy for californians to face even with a big spike in covid cases. kris sanchez joins us live in san jose to explain how masked mandates even make economic sense. morning, kris. >> well, hi, laura. first, i want to start with saying that i am not wearing a mask because i'm not within six feet of any human being and even alan the cameraman is farther back. the importance of wearing a mask everywhere. billboards like this one or the flashing chp and cal trans signs on the highway.
5:02 am
you'll see signs as you enter any private business like your local grocery store. the centers for disease control found that hundreds of droplets fly from our mouths even when we're just talking abut a mask will block their entry into your body. a comparison of states before and after a mask mandate found that masks slow the transmission rate. that's something webeginning. just a theory but now we know that that's true. if protecting your health and those around you there is an economic incentive. according to goldman sachs it could save almost 5% of our gross domestic products because masks are associated with better outcomes in countries that have those mandates. now, there are exemptions, of course, children under the age of 2 and folks who have a medical or mental condition that make wearing a mask a hazard and folks who are hearing impaired. however, don't fall for this. take a look at your screen. scammers are selling these fake exemption cards. they are fake.
5:03 am
the state department of health does not issue cards like these and they won't protect you should you choose not to wear a mask. now, we do have some local law enforcement agencies who say they are not going to enforce masks ordinance on local people, but we know state agencies will start cracking down on businesses that aren't respecting that requirement for masks and those include the chp, the alcoholic beverage commission and businesses could potentially lose their licenses and other agencies, as well. so, again, it's not a new thing. but it is a growing importantance of wearing that mask when you're out in public and you can't keep a safe, social distance. i'd love to know how you're feeling about the mask whether you're still wearing them or forgetting them back in your car as you head to the store or something like that. find me on twitter or facebook and we'll have a conversation there. >> glad to get the information about the fake exempt cards. they're not real.
5:04 am
5:03 thisern moi morning. president trump is shifting his tone about wearing those masks as coronavirus cases surge to a record setting pace. denouncing the russian scandal as a hoax. alex is live in washington and this is where the white house will brief the congress later today. >> that's right. well, this is just a select group of congress members. the gang of eight bipartisan leaders and part of the mixed signal and president trump calling the reports it a hoax and at the same time the administration taking it seriously enough that they are continuing with briefing and also the national security adviser saying that folks within the administration, top administration officials were preparing plans to respond to russia if necessary. president trump dismissing allegations that russia paid the taliban to target u.s. troops in afghanistan. in his first interview since the
5:05 am
explosive story broke insisting he was not initially briefed because the intelligence is in dispute. >> the intelligence people didn't even, many of them didn't believe it happened at all. i think it's a hoax. >> reporter: the president's national security adviser saying a top cia official decided not to inform him. >> it would be corroborated and then we would have options to go to the president with. >> reporter: despite downplaying the threat, the trump administration now set to brief congressional leadership later today. >> i want to see this president, this white house say that they will get to the bottom of this. >> he calls it a hoax. same thing he called covid-19, . he said it will disappear. >> i think at some point it will just disappear. >> reporter: that is despite record high cases in 14 states this week. forcing beaches and bars to close heading into the holiday weekend. the president did signal a rare message in support of masks.
5:06 am
>> i don't know if you need mandatory because you have many places in the country where people stay very long distance. you talk about social distancing, but i'm all for masks. i think masks are good. if i were in a group of people and i was close. >> you would wear one? >> i would. oh, i have. i mean, people have seen me wearing one. >> reporter: president trump still resisting making masks mandatory, despite his own health officials pleas to wear them to slow the spread. hospitals in some coronavirus hot spots are beginning to run out of space and supplies. in hard-hit houston, one doctor telling nbc news that if cases there this month he does believe hospitals will be okay but anything beyond that could be a much bigger problem. back to you, marcus. >> thanks so much alice. >> very concerning there. well, santa clara union school leaders say all protocols were actually followed after an

administrator tested positive several days following an in-person meeting. two weeks ago the district organized the meeting for more than 40 school principals covering reopening campuses and one attendee who did not have symptoms at the time later tested positive. still not clear how many attendees were quarantined she said to her knowledge no one was affected and it doesn't make any parents more comfortable. >> i'm mad. i'm disappointed. i'm concerned. it doesn't give me or many other parents much confidence that the district can make appropriate decisions about safety. >> the district superintendent says the only reason the meeting was held in the first place because the topic was too complex to hold in a virtual setting. new for you this morning, san francisco street cleaners are demanding more protection. department of public health workers there say that they don't have enough access to
5:08 am
sanitary stations and hand washing locations. they also want more restroom access and safer place for lunch breaks. the department says that workers already have full access to hand sanitizers and dozens of locations where they can wash up. san quentin 1,000 inmates infected and the recent death of two inmates who tested positive are tied to the disease. inmates are demanding more medical access and distancing. a follow up in berkeley. council members have agreed to cut police funding by more than $9 million. that's about 12% of the overall police budget. the council made that decision yesterday. the money saved will not actually be diverted anywhere else this year, but, instead, the back fill the city's 39 budget deficit. new for you this morning in southern california, major cuts in store for the lapd. the city council members there

5:10 am
nine-foot boards. >> some leaders say deputies will be patrolling to make sure people are following those rules. so important. and it's hard because a lot of people were looking to do something over the holiday weekend. you know, like distance at a beach. but governor says no. >> no. >> i have been seeing almost every day for the last couple weeks about mid day that traffic starts to jam up in towards half moon bay and 92 and highway 1 and we'll see if that changes. >> we will. and we've had some really hot weather. it's been hotter than normal. i will see why people want to go somewhere cooler. we, once again, have to tell you that it will be closed this weekend. so, let's get a look at our forecast as we are enjoying a little bit of a cool down today. we're starting out with temperatures for the most part that have been in the upper 40s in the north bay and 50s else where across the bay area with san jose at 56 degrees. if you plan on getting up and heading out for a run all by

5:16 am
economists expect about 3 million jobs to have pbeen adde to the american economy in the month of june and that sounds like a lot, but keep in mind that would still leave us with a $17 million job deficit. we've lost those jobs. about 20 million. we'll get those numbers at 5:30 and report them right to you. the stock market way ahead of recovery. we were talking yesterday about how it closed the best financial quarter in 20 years. nasdaq at an all-time high. tesla the most valuable car company in the world. more valuable than toyota. the fundamentals do not support that. tesla expected to release its production numbers soon. the number of cars it made. you recall that ceo elon musk called factory workers back to the factory before alameda county said it was safe. our bob redell is covering complaints from those workers that they were told they could stay home if they didn't feel safe and were laid off anyway.
5:17 am
look for bob's report throughout the morning. several reports say the nation's top tech executives are willing to testify before congress. "new york times" says that will come in late july, include jeff bezo and mark zuckerberg of facebook. zuckerberg the toughest to get and likely congress wants to talk to the most. he's getting criticism from all sides. civil rights groups calling for supporters to boycott. an internal town hall that facebook had and mark zuckerberg is reported to have told his employees that advertisers will be back soon enough. president trump says he supports another stimulus, more money. not totally clear if he's actually talking about stimulus or the extra $600 in unemployment benefits. a fox reporter tried to get that straight answer. >> you want the direct payments
5:18 am
larger or the insurance benefit? >> i want the money getting to people larger so they can spend it and get there quickly in a noncomplicated fashion. >> money getting to people, marcus and laura, is a complicated answer or a vague answer. we're trying to get better understanding of what that means. again, you have the one-time stimulus payment and perhaps there will be another and extra $600 and the end of the month. >> a lot of people will feel that. >> that will affect a lot of people out there. thanks, scott. 5:18 for you. new for you thi you're feeling more pain at the pump the next time you fill up, this may be the reason. californian's gas tax increased 3 cents per gallon and now amounts to about half a dollar. wow. so between federal and state taxes, californians pay an extra 79 cents per gallon. that's the highest in the

5:20 am
jump on the giant ball and sort of walk away like in the circus? is that what they do. or maybe a little tiny book. >> in your story. >> that would be it. >> and then they go get some honey. >> but they don't get their head stuck like that bear yesterday. >> see. they did get stuck. >> all right. you know what, bears are probably enjoying this weather out there today, kari. >> it's going to be a little bit cooler, so we are going to have a break from the high heat, especially for those inland areas. let's get a look at our live view this morning. this thursday we're checking out walnut creek and we'll be, right now at about 20 minutes away from sunrise. so, if you're about to head out the door if you wait a few more minutes, it's going to be a gorgeous sunrise. let's head over to mountain view to check out our temperature trend and start out with mid 50s here and a slow climb in the temperatures. at noon low 70s. we check out where we're headed

5:22 am
focus on fremont. let's get a look at the entire bay or most of the bay. pick out your route. mostly green. not smaller crashes that have popped up but the one that has been here for a while. more details said that actually at one point all lanes of north 880 had to be closed. that slowing they're open three of the five lanes are open northbound just as you're passing mowry. no major injuries. that's the slow drive through fremont and union city everything is just fine. a little slowing out of the altamont as you'd expect and no problem at the bay bridge. back to you. >> hope it stays that way. thanks. coming up next on "today in the bay." nbc ba responds. >> covid-19 has canceled theme park visits for lots of us. well, getting your money back for those tickets isn't much fun either. i'm consumer investigator chris chmura. nbc bay area responds, next.

good morning. nolan in san jose said he spent close to $1,000 for tickets to disneyland with his grandkids around spring break. but disney closed the parks due to covid-19. nolan then asked the ticket seller, tickets at work, to refund his money. he says he called a couple times and wait eed several weeks. when nothing happened, nolan asked us to speak up for him. we contacted the florida company that owns tickets at work. it's swamped. never before has our industry been faced with this type of crisis and it may take over 45 days for approved refunds to appear guests' credit card statement. nolan's wait was approaching 90 days and three hours after we sent our first e-mail it agreed
5:27 am
to immediately refund his full $988.99. almost everything is in flux with theme parks right now, well, except the ticket prices, they're still astronomical. some parks are limiting capacity or requiring reservations. so, be careful prepaying for attractions. don't just assume your desired date is raavailable and tickets refundable. read the policy and keep a copy just in case you end up in a jam like nolan. back to you. >> thanks so much. 5:27 right now. coming up next on "today in the bay" top stories that we're following for you, including fired for not wanting to work during the pandemic. tesla under fire. how employees plan to respond after some say these are allegations that they were being mistreated. plus, a financial crisis for the oakland zoo. why they say closing for good is not out of the question.

5:32 am
afternoon. and at 1:00, we're at 78 degrees here with our high temperatures in the low 80s in the south bay. we will still see some low 80s in the east bay and north bay and oakland today will reach 72 degrees. we'll talk about what is ahead for the holiday weekend coming up. mike, how is the morning commute rolling? >> almost everything is fine. calling out fremont as we look at the big map, you see almost everywhere is great and altamont pass a little slowing. shift to your left at mowry and three vehicles involved and a couple tow trucks and a couple chp cruisers and a lot of slowing and then it's clear by the time you get past fullerton and head up towards the d dumbarton bridge. >> good to know. thank you very much, mike. happening later today workers at tesla will protest over what they claim is mistreatment during the pandemic. want to check in with "today in the bay" bob redell live this
5:33 am
morning in fremont. let's talk about what these workers are alleging. >> well, laura, a number of things. they accused the electric automaker of firing employees who refuse to work over concerns of covid-19. they alleged that ceo elon musk covering up a covid-19 epidemic taking place in the fremont factory behind me. they want the factory shut down for a deep cleaning and among other things they're asking the alameda health department to do contact tracing instead of tesla. they will protest later today at noon outside the alameda county health department. in oakland you'll recall yesterday we reported on three former employees who said they were fired after accepting tesla's offer to stay at home over fears of being exposed to the coronavirus. in may, musk sent a letter to the employees that stated if they, quote, feel uncomfortable coming back to work at this time, please do not feel obligated to do so.
5:34 am
"washington post" reports that by the end of june they said they abandoned their jobs and fired them. tesla has not responded directly but said at a public hearing it is not true that they fired those employees. incidentally, "forbes" is reporting that tesla is now the most valuable car company in the world with a market cap of over $185 billion. reporting live in fremont, bob redell. >> thank you. today is a big day in vallejo six flags discovery kindkin kingdom is reopening. although at this point not for the rides. only see the animals. meanwhile, animals a that oakland zoo are still off limits. this is amid new concerns that the zoo may never open again. cierra johnson is live at the zoo to explain why the itch sitn is so dire. >> good morning. after being closed for months situation at the oakland zoo
5:35 am
could be described as dire because they haven't had any of that customer revenue and gone through all that federal ppe money and now they're just really riding on the directors here at the zoo are hoping the county is able to step in. now, zoo officials say that it takes nearly 2$2.5 millions eac month to operate the zoo and right now the oakland zoo is running on reserves and has three months left of that money. under the state reopening process, outdoor museums were able to open under phase two and zoos are currently classified as phase three. the zoo ceo is hoping the county will stay allowing them to experience it with us is something very nice. but if it's taken away, it's very unfortunate. >> we have reached out to the county. we have not heard back. so right now it's a waiting game
5:36 am
for the zoo. as for six flags as you mentioned, they are forging ahead with their reopening process. they open this morning at 10:00 a.m. cierra johnson for today in the bay. >> thank you, c iierra. the oakland zoo not the only place facing uncertain times with governor newsom ordering the immediate shut down of restaurants and bars and businesses in 19 counties. three bay area counties are among the 19 statewide that are part of that order. solona, contra costa and santa clara. all are experiencing new spikes in cases of covid-19 and hospitalizations. solano county reopened its businesses three weeks ago. business owners we spoke with said this recent order is just another blow for them and their employees. >> my employees came off of unemployment to come back to work. only to find out three weeks later that they're going to be, some of them will go back on
5:37 am
order will be in place for at least three weeks and perhaps longer. it all just depends on those numbers. now, it's not just indoor restaurants and bars. effective immediately in solano county wineries, movie theaters, zoos and card rooms must close. those businesses have not yet reopened in contra costa and santa clara county. in the meantime state beaches in the county you see here will close their parking lots to avoid the crowds. that includes every coastal bay area county along with santa cruz. san francisco churches are reportedly in hot water with the city's attorney office. this is for violating public gathering rules. dennis herrera this week sent the arch sisies a cease and desist order. the church was ignoring limits on large assembly. they have been ordered to keep indoor services to less than 12 people or risk a temporary restraining order.
5:38 am
the church issued a statement saying ever since the state started the pandemic, it says it's been cooperating with the city and would actually continue to do so. adding priests everywhere now have been notified. and here in the bay area, there are now more than 700 new cases of the coronavirus. santa clara county saw the biggest jump. the total of 800, i'm sorry, 586 people have died. plans for the only remaining firework shows have gone up in smoke. reports until yesterday a trip to cloverdale would have been your only option but now they're canceling the event citing concerns about a rush of outsiders and coronavirus spread. in the meantime, while firework shows are canceled in lake tahoe this year, it still will be open to visitors. leaders there expecting a packed holiday weekend and also trying to get the word out about forgetting to book a last-minute camping spot. every camp ground is now booked solid.
5:39 am
oh, that will be interesting to see if the road up to tahoe will be a busy one today and remem r tomorrow. >> i'm sure it will. >> do aiothink tyou think this going to cooperate for us this fourth of july weekend, kari? >> it is going to be a nice weekend. i don't blame people for wanting to go to tahoe. we were trying to figure out if yosemite would be available. warm weather for our inland areas and enjoying a break today. here's a live look from the cupertino hills over the south bay as the sun rises on this thu thursday morning. a nice start to what will be a very comfortable day as we reach into the upper 70s here and looking at all our microclimates, we'll see some 60s near the coast with some mid to upper 80s for the inland valleys. we'll talk about that weekend forecast coming up and, mike, you have been watching the roads. how is it looking for the early
5:40 am
morning drive? >> the big look shows a standard drive as you look at our maps that we have. green along the perimeter of the bay and over on the right slowing out of the altamont and for 84 out of livermore. looking at fremont. that's almost an hour now since this crash happened and couple right lanes affected by crews and hopefully the flat bed crews arrive and you'll slow starting at stevenson and you're clear by the time you get to -- a repair around 880 and a live look shows you the live look. not enough to move the sensors, but we do see more cars north on san jose through 101. back to you. >> thanks so much, mike. 5:40 right now. have you ever wanted to smell out of this world? all new straight ahead, the new fragrance some believe may be a great step for all mankind. president trump says that
5:41 am
russian plot is a hoax, but cia director is briefing congress this morning. so, what is going on? we'll have the latest. now it's time for our great grads segment. congratulations to the 2020 graduates all around who have made it through this school year. but without that official ceremony. we want to congratulate these high school students. the six you see right here on a job well done. you can send us those candid shots of those graduates. you might see them right here on "today in the bay." just send it to laura and me on facebook. that's laura garcia @nbcbayarea. congratulations to all the graduates out there.
5:44 am
right now 5:44 as we check out our temperature trend in concord. it will start out with upper 50s and be a really nice day. we'll reach into the low 80s this afternoon. but we do have some hotter weather in the weekend forecast and we'll talk about that coming up in a few minutes. we're talking about the san mateo bridge. it you're getting on to the bridge heading back towards hayward, that is the headlights coming towards us. you'll watch if foster city is your onramp. reports of a rock in the roadway. no problem once you're on the span for either direction.
5:45 am
thanks so much, mike. 5:44 right now. new overnight a grass fire that kept firefighters busy for three hours near highway 4 in concord. started a little bit after 11:00 last night. six acres burned. no homes were threatened. and the cause is under investigation. breaking news for you. june's employment numbers just came out. the unemployment rate slid to 11.1%. down from the 13.3% back in may. now, 4.8 million jobs were added. last week 1.4 million people applied for first-time claims. let's take a look at the futures board for you this morning. the dow is already up 400 points. well, follow up for you now and some good news for californians with without a job. they may be in line for up to seven more weeks of benefits. that means people on the regular state unemployment may receive 59 weeks of benefits.
5:46 am
while those receiving pandemic unemployment assistance are eligible for a total of 46 weeks of benefits. it comes as thousands of californians who filed months ago are still waiting to receive the first payment. it is quarter to 6:00 right now. the president continues to insist the alleged plot to target american soldiers is a hoax. >> scott mcgrew, the white house continues to brief congress about this. >> right. they briefed congress. they've briefed nato and they even warned u.s. commanders in the field several months ago ahead of time. you have the president saying the entire thing is a hoax created by media and democrats, but the cia director, gina will explain that very same plot to the gang of eight on capitol hill this morning. the allegation is russian intelligence paid the taliban a bounty to kill coalition sold r soldiers in afghanistaafghanist
5:47 am
including americans. president trump said he doesn't believe it. this is all a made up, fake media hoax to slander me and the republican party, he says. the republican party or rather the white house is really struggling to stay on the president's message that it is a hoax. remember, again, you have the director of the cia briefing congress today. the white house press secretary says the reason the president knew nothing about this plot was because it was the cia liaison who decided not to bring it to his attention. >> it was a career cia officer with more than 30 years tenure who made the decision not to brief it up and the national security adviser agreed with that decision. excellent officer and does great work and made the decision not to brief it up. the right decision to make. at this moment as i speak to you, it's still unverified. >> meanwhile, the inspector general of the commerce department which oversees the national weather service
5:48 am
