after nearly two decades. coming up, the execution just carried out as a result. the third hour of "today in the bay" continues right now. a very good morning to you and thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. mike, keeping an eye on the commute for thus morning. meteorologist kari hall keeping track of the forecast. let's get to the forecast this morning. kari, how are we starting out? >> beautiful sunrise as we take a look outside in san jose. it feels nice outside. we're in for a comfortable day. mid to upper 50s and trending more into the low 80s by early in the afternoon. we're still going to be above where our normal high temperature should be for the middle of july and some of our inland temperatures will reach into the upper 80s in the east bay and upper 90s in ukiah as well as clear lake. now we're going to talk about our range in temperatures and what's ahead for the rest of the week coming up.

mike, what are the issues drivers may have as they drive to work? kari, i have great news. the good news is there's a recovery. the south bay traffic is lightening up and will get better here. this section of southbound 680 has reopened for all lanes as we discussed that would be happening as they closed for a couple minutes to clear the crash and debris. that will recover from now heading into the dublin interchange. there is a crash right there clearing as well from just about the san ramon exit. back to you. we want to talk about a big bump this morning in the bay area's road to recovery. governor newsom ordering businesses to shut down for the second time to stop the spread of the coronavirus. "today in the bay's" bob redell is live for us this morning. he's back at the same gym we were reporting yesterday morning. now i'm sure that excitement has

turned to frustration with the latest news. >> we spoke to one customer about a half hour ago. in a nutshell he just thought the whole thing,his words, was dumb. i'm quoting him for the fact the gym will have to shut down tomorrow here in downtown san jose. it's been whiplash. put the time and money no making sure they are following the safety guidelines to reopen. because of the rising cases of covid-19, governor newsom announced all indoor operations and places like restaurants, wineries, movie theaters must close and counties like contra costa on the state's watch list must close places like gyms and nail and hair salons. the owners of citrus in martinez can't believe this is happening. she tells us she spent 13 weeks during the initial shutdown making her salon covid safe, installing plexiglas dividers, even invested in a touchless

check-out system before getting the green light to reopen three weeks ago. >> i have a hard time wrapping my mind around how covid could be spreading here when we're taking all the precautions we're taking. it's scary and sad for the business. it's nothing in comparison to human life. >> reporter: alameda county put the kibosh on outdoor dining because of the increase. it couldn't have come at a worst time. the city just restriped park street to give pedestrians more space to window-shop and dine outdoors. they will ask for a variance, permission to allow the county health officer to hand pick which activities can safely continue. reporting live in downtown san jose, bob redell, "today in the bay." >> it's frustrating. i saw the co-owner on social media mad yesterday, not at the governor, but the people not wearing the masks, not doing the social distancing to keep the

virus down. thank you, bob. we want to get right to those numbers. more than 1,100 new cases reported across the bay area and nine new deaths. that brings the total number to 646. the first federal execution in 17 years has just been carried out in indiana. convicted of killing a family of three in 1996. the supreme court late last night cleared the way for the execution by lethal injection. the court also cleared the way for the scheduled executions of three other federal inmates. the tell-all book written by president trump's niece, mary trump, actually hits store

shelves today. the title is "too much and never enough: how my family created the wrld's most dangerous man." a judge lifted the temporary restraining order. the book paints the president has a habitual liar and inept businessman. >> decision 2020 and a run why have republican primary in alabama putting former senator jeff sessions and former auburn coach tommy tuberville. president trump has endorsed him. as california and other states shut back down dr. anthony fauci is optimistic even though he's at odds with the white house after sounding the alarm. the first warning during the fire side chat, dr. fauci says the nation is in a new crisis now because it did not shut down entirely earlier.

he says, quote, we have not begun to see the end. end quote. we can still turn the tide. >> i am really confident we can if we step back. you don't necessarily need to shut down again. pull back and then proceed in a very prudent way. >> dr. fauci closing -- says closing back down like california is doing now and then reopening will be tough, but he says it can slow the spread of the virus. happening today for you an update on california's efforts to get testing resources to those most in need. a shortage of supplies led to limited testing with the state setting a modest goal of 8,000 tests by the end of march. testing now surpasses 1,000 per day. they say it will give a status update later today.

a lot of school districts are trying to nail down what their plans will be for the fall with classes resuming about a month from now. they will discuss the recent recommendations to reopen with distance learning. also santa clara union schools will inform parents about their plans to also have distance learning in schools. in santa rosa schools in the north bay's largest district are looking at three options including resuming with 100% distance learning. district leaders plan to make a final decision next week depending on infection rates. berkeley school superintendent will recommend beginning the school year with distance learning as well. the plan is to ramp up slowly with improved remote programs. that's until a decrease in cases over a 14 day period happens. the first day of school is august 17th. workers in san francisco affected by the pandemic may get

extra protections. an emergency ordinance would make it illegal for businesses to fire, threaten or punish a worker who requests time off for testing positive or quarantining after being exposed. it would ban employers for requiring testing even before extending a job offer. a quick follow-up for you in the south bay. the crews fire destroyed a building, burned 150 acres. it started about ten days ago. dry conditions didn't help. a little cooling trend headed our way, right, kari? right. we are also seeing some fog which is increasing the humidity. as we head over to foster city we'll check out our temperature trend for the morning. if you're going to be going out expect it to start out in the upper 50s here and a slow warm-up as we keep our

comfortable air today here along the peninsula as well as some of our inland areas. looking at the pollen count looking good here as well. low for tree, grass, mold pollen. much better for us allergy sufferers. we'll talk about what's ahead in the forecast coming up. mike, what's going on right now for the morning commute? what we're seeing better news for the tri-valley, stick with the explanation as we look at the map. now it you're at home right now as you're probably watching us by the time you get to the dublin interchange things will be different. the crash south 680 cleared at sunol boulevard a short time ago. we have a quick recovery but still have the backup off stone ridge and that will continue to lessen. but also west 580 is jammed through the dublin interchange. the earlier crash i believe moving to the shoulder there is the reason why there's more slowing and more heading there. everything else is clear including the bay bridge toll plaza right now.

developing. a live look at 580 does show the jam coming in through livermore to dublin and the dublin interchange. i'll show you the recovery here because of the crash that also cleared on 680. better news, i hope. scott mcgrew is off. a look at your business and tech news. the wall street roller coaster ride continues this morning after a day of sell-offs yesterday. those futures are pointing up at least for now. let's get to laura for more headlines before the bell. that's right. american airlines is the latest airline to prepare for workers and job cuts. terms in the $25 billion stimulus plan prevent airlines from laying off workers or cutting pay through september. new this morning nearly 182 coffee employees will be out of a job, the latest casualty of the pandemic.

the san francisco roaster will let go of baristas, team leads along with designers, analysts and content producer jobs. snapchat may be gearing up to challenge tiktok testing a new feature allowing to move through public content by swiping up or down something tiktok has made popular. the trump administration is currently threatening to ban tikt tiktok. from tiktok to something good with lizzo. singer lizzo donating dozens of sandwiches from a local shop. the deli manager says the order came with special instructions to let the staff know it came from the star. they took to social media to thank her for the lunch. an english pub owner has come up with a way to keep thirsty customers distant. >> shocking is right, marcus.

as we start out this morning we are going to have a mostly clear start to the day but some fog near the coast. the fog will keep it cooler with san francisco reaching into the mid-60s. i don't think it will clear from half moon bay today so it stays in the 50s. you head over to palo alto and we're warming up into the low 80s. 85 for san jose and some mid to upper 80s for the inland east bay. check out how hot from the north with clear lake reaching 97 and in santa rosa much cooler, 82 degrees for a high. let's talk about what's going on out there in the pacific because we're still monitoring what we call the blob, some warm water out there that's been sitting in one area. that hasn't had too much of an effect on our weather but as we look at what else may be developing as you head further down closer to the pacific and the equator, we are seeing some cooling waters there for sea

surface temperatures, some slight cooling which can drive the storm track further to the north. so what we're monitoring here, the slight cooldown creating a weak la nina as we are going to see this developing possibly into a la nina over the next couple of months. what it relates to is the slightly above normal rainfall as we head into our water year. southern california, so that's something we'll be monitoring the potential development of a la nina which means cool water and the pacific which could impact our rainfall. it has been hot. we're still above normal but enjoying a bit of a cooldown with upper 80s for our inland valleys.

restart to heat back up. san francisco no changes. we're looking at more 60s all throughout the forecast. mike, have you seen any changes for that commute? yes, we have good improvement for the tri-valley. the problem was it started off pretty badly at 3:00 a.m. with a crash on 680. looking at the map that crashed caused more of a backup. the ripple effect 84 westbound through livermore, more traffic. highway 84 to get rid of the backup on 680 as well as the backup that's still there. i showed you that near the dublin interchange. there was another crash causing backup at san ramon road that has also cleared. the stretch that was slow very quick recovery there. more traffic now heading down 680 toward fremont without any problem. 580 recovering at the dublin interchange. the south bay shows a little build but not enough to move the

i'm marcus washington. >> all right. terrific tuesday. i'm laura garcia. the sun is up over parts of the bay area. kari has a look at our forecast for today. we'll get to mike in just a moment. how are we looking, kari? looks pretty nice for today. here is that sun shining right into the camera in san jose. we're going to see the temperatures in the mid-50s to start, and then warming up into the mid-70s by early in the afternoon. normally we're up to 82 degrees. i think we'll get slightly above that in the afternoon. our inland east bay will reach into the upper 80s. oakland stays in the low 70s. up to 81 for a high temperature today in napa. feeling nice now. we'll talk about what's ahead. any issues for drivers heading out the door right now? yeah, kari, we have another issue. it's a tuesday traffic in the tri-valley, south 680 on the map. andrade the latest crash with

the middle lane blocked, jamming up traffic still out of pleasanton into sunol out of livermore into sunol as well. 680 had not fully recovered from the earlier crash and we still have traffic at 580 and highway 84. this is another problem for folks heading through the tri-valley down to sunol. you can use 880 as a good option. the nimitz is not a problem until you get to the bay bridge toll plaza where the metering lights just turned on. marcus, back to you. now we want to get an up-to-the-minute look at the bay area counties governor newsom has on the watch list. all except the two in yellow, san francisco and san mateo, on that watch list. we'll talk about santa clara county this morning because there is where a flood of confusion is. that is because governor newsom's restrictions mean businesses are shutting down for a second time, many of them reopening after months just yesterday. we want to go to "today in the bay's" bob redell live for us outside of that san jose gym we were at yesterday morning.

they were excited and now this news. >> reporter: the late afternoon announcement from the governor yesterday has caused a lot of disappointment and confusion among these small business owners, marcus, especially for the gym in downtown san jose which reopened yesterday. here is one of their customers. >> it's dumb. i mean, this whole thing is supposed to be based on science, but where is the science that a very clean and well-run facility like this is spreading anything? they're taking away more safety precautions than any grocery store, essential business. it's stupid. >> reporter: hair and nail salons in santa clara county were allowed to reopen yesterday for the first time in four months but as covid-19 cases spiked, the county has found itself back on the state's watch

list, and those same businesses will also now have to close again by tomorrow. >> when i got the call from you i thought it was a prank. we're shutting down? we just opened back up. it's very depressing. i've been doing hair for 36 years and this is what i know. this is all i know. >> reporter: in alameda county today the board of supervisors there will ask the state for a variance, in other words, permission to allow the county health officer to hand pick which activities can safely continue in spite of yesterday's new order from the governor. reporting live in downtown san jose, bob redell, "today in the bay." >> all right, thank you, bob. santa clara county is reopening or opening three new free coronavirus testing sites today. two locations in san jose, the other in gilroy. now they're all considered pop-up sites offering free swab tests, no questions asked. testing available today through friday from 10:00 a.m. to 3:00 at the county service center auditorium and at independence high school in san jose.

gilroy's pop-up will operate at south county annex from 1:00 p.m. to 6:00 today through friday and select hours on saturday. happening today we could soon see some history made by an east bay police department. berkeley possibly becoming the first city in the nation to stop its police force from enforcing traffic stops. "today in the bay's" cierra johnson is in berkeley this morning to break down the proposal and what it could mean for drivers out there as well. >> reporter: yes, good morning. it would mean traffic stops here in berkeley would look a lot different if council accepted the proposal. i want to bring your attention to what is behind me. there is a ton of graffiti on the pd building that was not here yesterday. it must have happened in overnight hours. a lot of it too inappropriate for me to read, calling for defunding of police, abolishing i.c.e., really aggressive message toward the police.

this, of course, coming hours before the city council is slated to discuss shifting the responsibility of those traffic stops from berkeley pd to civil servants. now the idea for the city is to create a department of transportation under the plan traffic and parking enforcement, crossing guards in response to collisions would shift away from berkeley police into a newly created department made up of civil servants. writers of the proposal, councilmembers, explain the move would reduce the need of interaction and ensure a lens of social justice. >> it's fine to rethink and for everybody to talk about and be aware of what's going on. i think that can only be good for everybody. including the police. it's a long process and everybody should be talking about it.

it's fine with me to keep talking about it. >> reporter: they did acknowledge the restructure would require significant upfront costs although the exact amount with the sun coming up a lot of people taking pictures of some of the messages that are on the police doors. it will be a really interesting meeting tonight. that meeting will be streamed online because we are in a pandemic. it starpts at 6:00 p.m. we're live in berkeley, cierra johnson for "today in the bay." >> all right, sounds good, cierra. of course we'll keep tabs on the outcome. a north bay school district will discuss the process of renaming frances drake high school. the marin ij reported protesters stormed a high school district meeting demanding the name change.

the school says it is committed to ensuring diversity and equity. happening today some new proposals to help people struggling to make it in the bay. san francisco supervisors will consider a plan that would ban rent increases during the pandemic. countywide eviction moratorium. >> let's get a look at the forecast for you this morning on this tuesday. a look outside behind meteorologist kari hall. a beautiful sight. will we see more today? yes, lots of sunshine, comfortable temperatures, a chance to get outside and enjoy it for a little while this is a look at foster city and our temperature trend for the morning where we're going to start out with some upper 50s and a few clouds but it will clear out quickly and then we'll

see gradual warming into the afternoon. but some of us still looking at warm weather. we have to crank up that air conditioning once again as we reach into the upper 80s in antioch today. 85 in san jose. and then you head further to the north looking at upper 90s. santa rosa will reach into the low 80s and san francisco a high of 66 degrees. not too bad. we'll talk about the micro climates and what's ahead for the rest of the week coming up. how is it looking coming through the tri-valley? >> tri-valley is a problem. the update for the bay bridge first because we have the build there and it does affect more commuters right now as they head to san francisco. the only slowing on the big picture abnormally slow as kari was mentioning here. south 680 sees the crash again in andrade and off 84.

good morning. as we start out and head to the tri-valley let's check out dublin and our temperature trend. we are going to start out with temperatures in the upper 50s at 11:00 we're at 67 and 80 degrees going into early in the afternoon. it's still going to warm up, but it hasn't been too hot. we'll talk more about this and la nina developing coming up in a few minutes. not far from there south 680 has been jammed. it still is another crash in andrade in fremont jamming you up back into pleasanton once again. we have not quite cleared to the

closed for four months that the governor made that announcement they were going to have to close again. right now california, let's take a look at the numbers, has 330,000 covid-19 cases, more than 7,000 deaths. as you've been talking about bars, indoor dining, wineries, movie theaters, indoor museums, zoos, all of them being forced to close statewide. for counties on the state's watch list there are more businesses being forced to shut down like gyms and hair salons in parts of the bay area. meantime in washington president trump is downplaying a rift with one of his top health advisers, dr. anthony fauci. dr. fauci has sent out dire warnings saying the u.s. hasn't really even begun to see the end of this pandemic. >> we haven't even begun to see the end of it yet. this is clearly the most challenging. it's the most challenging because it's so pervasive.

in southern california the school board voted to open schools next month without masks or social distancing. it was made after the decision and discussion with a panel of medical experts. but it will be up to individual school districts to make that ultimate decision. meanwhile the state's two largest districts, l.a. and san diego, well, they will not reopen for classes this fall opting for that distance learning. in the meantime universities are scrambling to try to meet the deadline to come up with a new plan for international students in the country. i.c.e. created a new policy this month saying international students cannot stay in the country if their classes are online. the "l.a. times" reports the universities have until august 4th to come up with a new hybrid model. more than 200 schools are backing a lawsuit against the policy. several bay area tech companies like google and facebook are

it is allowing for sunshine right now. as you wake up and get ready to head out the door we're staying in the 60s here. i think the fog will linger today. along the coastline, half moon bay staying in the 50s. you head over to palo alto, we're in the low 80s. and some upper 80s for the inland parts of contra costa county and alameda county and then you head further north. we're in the upper 90s. so you can see the range in temperatures we'll have today. let's talk about what's longer range out there in the forecast. we look in the pacific. we've been monitoring that blob of warm water in the pacific. that's what we are still seeing there parked over just the south of the gulf of alaska. then we look further to the south around the pacific and we're noticing a little bit of cooling here, and it's been consistent the past three months. so what we're seeing is a weak la nina developing where we could see the storm track going farther to the north with an el

nino that means warmer pacific waters and you start to see a storm track more over the bay area. so looking at the cooling that we're seeing now in this area, that's something that we'll be monitoring over the next couple of months because it could have an impact on how much rainfall we've seen for parts of the bay area over towards northern california. there may be near normal or slightly above normal rainfall going into our water year. we'll see if a stronger la nina develops. as we look at what's happening out there right now, we have some upper 80s in the forecast, some low 90s for our interior valleys by the end of the week. here we're staying in the 60s over the next seven days. how is it looking for drivers about to head out? much better at least as far as the results are of this crash. i hope this is the last thing we

have to talk about a crash south 680. andrade lanes just cleared a few minutes ago but jammed up this time as you come down past burnell and never fully recovered from the other crash we had at sunol boulevard. there's the big jam with that and more folks pushing over to castro valley and 880 to try to take the long way around to get out of the backup. that will be a disturbance to the flow of air. everything else is okay except the toll plaza where you would expect the backup because the metering lights are on. back to you. happening now for you, jetblue says it will keep its distancing rules in effect until after labor day. the empty middle seats on larger planes and empty aisle seats on smaller ones. families can sit together. american and united have stopped distancing on its flights. a quick look at the top stories we're following on this tuesday morning including the countdown to first pitch,
