nice weather. good weather. we have a mix of clouds right now and some cooler temperatures. a fantastic morning run. if you're watching, if you have plans to go outside, 50s and 60s. that is ideal. however, if you will be out and about today, take that allergy medicine. grass pollen will be high. weeds will be moderate. definitely something to keep in mine. we'll get some clearing and have 60s and 70s for the bay and the coast and then 80s and 90s for inland areas. mike? looking great as far as the commute goes. a mild build and no metering lights yet. you're looking at the top of the

screen. highway 37 westbound has been slow for a while. typical spot is really the only area where you're going to hit the brakes for a while. bay bridge metering lights another 15 minutes. a smooth drive has cleared 680 and through fremont. >> thank you very much. we want to get right to "today in the bay's" cierra johnson with that breaking news we told you about. the city there approved taking traffic stops out of the hands of police officers in berkeley. this is an unprecedented move, cierra. >> reporter: yes, good morning. all eyes are on berkeley after wrapping up that council meeting that lasted until 3:00 in the morning. councilmembers decided that policing here in the city of berkeley needed to change and some of those changes would really be the first of its kind in the nation and could lay the blueprint for agencies across the nation. now pay attention. we're going to break down what

happened at that meeting. now last night there were a total of five proposals related to policing combined into one omnibus measure. many of the measures which included the creation of a new department to handle traffic related stops and duties, an audit of police calls and stops, the creation of a specialized care unit to handle the nonpolice trauma calls those were all lumped into one. a pitch to defund police by 50% was not included in that all-encompassing proposal. after hours of public comment many in favor of defunding the police every councilmember but one voted to pass the measure. she abstained from voting explaining the proposal did not offer enough change. take a listen to what some of the residents had to say outside of that meeting. >> they won't be able to beat

people no more. >> i believe the police do need to be armed but need to have more accountance and work on camera. having that camera on. >> reporter: in terms of time lines for when the changes can take place the councilmembers did agree this would not happen overnight and would take money to reallocate some of those budgets. they want to restart that conversation to align with conversations regarding the 2021 budget discussion. and back up here a lot of the discussion about restructuring and refocusing this police department came after the george floyd death. it was in that moment that conversations around the nation were being had about race and racial injustice. so out here what's happening here could really lay the foundation for changes that could happen at police departments across the nation. so we will continue to follow what's going on here in berkeley. we're live for "today in the bay." i'm cierra johnson. all right. thank you very much. big changes there.

thank you, cierra. happening tonight concord leaders will take the first steps in possibly readjusting their police department budget. councilmembers recently approved a $100 million plan. but they left room for changes based on recent calls to defund and reform. tonight they'll hold a steady session during a virtual hearing that residents can take part in. the chief of police will also be on hand. 6:05 for you this morning and a live look at capitol hill for you. this is where congress is fighting over unemployment benefits for people out of work due to the pandemic. now the extra unemployment money will be expiring later this month. democrats and republicans have different priorities. democrats promise relief by the end of the month. >> the last checks will be going out the last week in july. so it's absolutely urgent we pass legislation. >> liability protections, kids back if school,

jobs/unemployment. and health care. >> meanwhile president trump is heading to atlanta today but will not go anywhere near the cdc. the white house is now asking hospitals to bypass the agent is i and send daily reports directly to a new system set up by the administration. nearly 1,100 new cases are being reported across the bay area. the hot spot is alameda county. 11 new deaths bringing the bay area total to 657. with the recent spike in cases in california a lot of testing labs are now being overrun. long lines for testing are a common sight in the bay area. some waiting longer for test results to get back. experts say a backlog and a shortage of testing supplies are making it more difficult to contain the virus. one expert believes the federal government needs to provide more oversight.

>> providing funding for testing in terms of managing the situation around the country to have a good handle on what are the needs and the capacity and to be able to manage the global supply chain and direct those supplies. >> california leaders are now calling on medical providers to increase testing access. they're also locking to expand lab options. another large east bay school district to start the school year working from home. they will remedies tans learning only at tonight's school board meeting. the decision comes after teachers took part in a caravan demanding all fall classes be held online. at least one saying this is a matter of life and death. >> covid-19 plus reopening schools equals children who die.

one down is dumbarton. the bridges are looking good on the span. the south bay no major problems. the bay bridge a little bit of slowing. there are no metering lights yet but we do see volume starting to increase. vianey, i see some clouds in this live view. we do have some clouds and we also have now that the sun is coming up a little bit of haze at times. there is a fire burning in fresno and that could be drifting in our direction. keep that in mind. take a look at your temperature trend in concord. 60s and 70s through 12:00. by 1:00 we'll top out into the upper 80s for the interior valleys. mountain view 70s through 1:00. plenty of sunshine in through san jose as well.

the sun is coming through. currently 50s and 60s. we're good all around. look at your pollen report. so take your allergy medicine to go. we have high grass pollen, moderate weed pollen. the air quality today, for the north bay we're doing good. inland, east bay and the south bay we're talking moderate air quality and could see hazy skies at times. you'll notice a little bit of an orange glow. we're watching for smoke that may be drifting from a fire near fresno. and that could impact our air quality for the south bay. so if you were part of one of those sensitive groups, be mindful of that. mid-80s for the south bay. upper 80s for concord. 87 degrees. antioch, 90. redwood city, 79. in san francisco, 67.

take a look at santa rosa, 82. clear lake and ukiah still really hot in the 90s and triple digits. now breezy conditions at times. by thursday, friday and saturday our temperatures start to warm up, back up into the 90s. but, hey, we're going to keep the sunshine. we're also going to keep the dry weather and, of course, we have that fog mike? we're looking at a good commute now but some changes. out to the altamont pass. the crash we had looked like there was a car in the middle lane for a while. west 580 has cleared. we see the speeds improving already. we don't have a problem for 580 but 84 shows that slowing. we do have a good amount of traffic getting there now. the rest of the bay shows a nice smooth drive with mild slowing in san jose. north 101 up toward the 880 area

take a look at this video. a michigan police officer saving the life of this newborn baby. you can see right there flipping the baby on to its stomach, a few pats there because the baby was choking. you can see the mother there just -- it's really tough to watch but the baby is doing okay. the baby started crying, breathing again. everyone happy. just a scary moment. that officer saved the day there. >> never been so happy to hear a baby cry, no doubt there. nbc bay area responds to an antioch man who needed some help getting his money back from an airline. >> so consumer investigator chris chmura and his team found a lesson for anyone flying. >> reporter: good morning. bob was set to fly from oakland to honolulu in june on hawaiian air lines. bob wanted to cancel and get a full refund, but hawaiian airlines was only offering a flight credit. so he turned it us. we noticed something that

today. mike? vianey, we have changes happening on the san mateo bridge. take a look at the live shot. i saw slowing within the last five minutes westbound 80 to the peninsula starting to slow down. you see it still a little more congested. the high rise if we look at the maps, reports of a disabled vehicle, i'm concerned reports of an elderly gentleman who got out of the car on the span, so we are watching that for the disabled vehicle. dumbarton bridge clear but the rest of the bay shows a smooth drive. there is no backup at the bay bridge. speaking of roads, new questions on the road to recovery especially when it comes to dining out. alameda county is officially requesting permission from the state to resume outdoor dining which was abruptly shut down late friday. "today in the bay's" bob redell is live for us in livermore. this is a city that is allowing outdoor dining to continue despite what the state is saying. bob? >> reporter: yes, marcus. there are a number of cities here in alameda county doing this. livermore, dublin, pleasanton,

oakland, hayward. you can see where they've let some of the streets remain shut down so they can resume outdoor dining even though the state issued an order friday night to shut down outdoor dining until the county received a variance from the state. yesterday the alameda county board of supervisors gave the county official approval to apply for the variance, which is basically permission from the state to allow outdoor dining. it's not clear when it will be submitted and when the state will issue its decision. restaurants have been doing outdoor dining since mid-june. but late last week, friday night, the state said it must stop because the county had never applied for that variance. the county is waiting for a go-ahead for the oakland zoo to reopen for the first time since it shut down in march. the zoo desperately needs paying customers in order to stay afloat. the oakland zoo ceo tells us their financial situation is dire. they've already run out of their

federal ppe money and they still have two and a half months in operating expenses they must show. when the zoo reopens, indoor exhibits will stay closed. the zoo would limit attendance to 2,500 people per day. reporting live in livermore, bob redell, "today in the bay." thanks for the latest there, bob. today the state superintendent will publicly support district efforts to roll out their plans for the new school year. he hopes to do that in a news conference scheduled for later this morning. in the meantime last night san francisco schools decided to follow many other districts by starting the fall semester with distance learning. the plan would allow students to return to campus in eight weeks if there's a dramatic reduction in cases. at 3:00 p.m. a group of families will hold a car caravan to protest the possibility of students returning to the classroom. developing this morning new

controversy in an already controversial police shooting. relatives of san francisco's sean monterrosa say authorities in vallejo have destroyed evidence tied to his killing six weeks ago. that's when officers responded to a lotting report and investigators say one officer mistook a hammer for a gun. the family attorney says after asking the city attorney to preserve the evidence, relatives learned most of it is gone. >> now this evidence is gone forever. once they put that truck back into service we'll never know what condition it was in at the time that night. >> we did reach out to the police chief and city attorney for comments, but they did not respond. last week police released body camera video of the shooting, and that sparked new controversy because the camera was off until after the shots were fired. new details and fallout in the mural in martinez, two

people are filed with hate crime enhancements. the east bay times reports the d.a. has received death threats ever since she filed those charges. authorities have been alerted in the area where she lives. every threat is being taken seriously. several north bay businesses are suing pg&e for damages from the kincade fire that burned 78,000 acres in sonoma county. it all happened last october. "the press democrat" reports more than 50 businesses and individuals are now seeking compensation. cal fire has not determine the cause of the fire or whether pg&e equipment played a role. caltrain says it is in danger of shutting down. san francisco supervisors rejected putting a fund for caltrain. the plan would have to gain approval from three-county supervisor boards.

caltrain says it's facing tough times in the pandemic. it is cutting 95% of ridership. unless they can restore 30% of riders by the end of the year they will have to make some serious service cuts. caltrain is still moving along with its pilot program to offer discounts to low-income riders. the agency along with muni, b.a.r.t. and golden gate bridge transit is launching the clipper start program to provide discounts to 20% to 50% of those riders. the initial pilot program is expected to last 18 months. trying to help out people where they can. >> it's tough. those transit agencies are all showing budget shortfalls because of reduced ridership and yet continue to try to help folks. a slower drive right now westbound on the live shot shows

proposals related to policing which will ultimately combined into one omnibus measure. the creation of a new department to handle traffic related stops and duties, an audit of police calls and responses, the creation of a specialized care unit to handle the nonpolice trauma calls. those were all lumped into one. one of the more drastic proposals pitched to the police by 50% was not encompassed in that proposal. many folks in favor of defunding police, every councilmember but one voted the measure. one abstained from voting saying the proposal didn't offer enough change. take a listen to what folks outside of the meeting had to say. >> they won't be able to beat people no more. >> i do think the police do somewhat need to be armed t. again, need to have more

accountance and need to work on cameras, having that camera on. >> reporter: in terms of time lines they did agree it would not happen overnight and money needs to be moved around. they're wanting to pick up the conversation on policing when they discuss the budget form the 2021 fiscal year. a lot of the discussion about changing policing came after the death of george floyd. it was at that time across the nation cities and police agencies began having a discussion on racial injustice and racial inequality. what's happening here in berkeley groundbreaking. a lot of eyes are on this city and how they perceive changing the racial lens on police. big news happening here in the bay area. i'm live in front of the berkeley police department. cierra johnson for "today in the bay." yeah, really interesting, cierra. so many departments are looking at reform. thanks for the latest.

a live look at capitol hill this morning where lawmakers are getting word the head of the cdc is warning this fall and winter may be extra tough when it comes to the coronavirus and it collides with flu season. that's not all coming out of washington this morning. "today in the bay's" tracie potts is live with the headlines this hour. tracie? >> reporter: hey, marcus. so the cdc will no longer be controlling the numbers that is being transferred to another group in health and human services. they will be involved but they will not be in charge. the administration asking hospitals now to bypass the cdc and send these daily reports to a new system that's been set up by the administration. now this request comes in as president trump heads to georgia today as one of the 22 states where coronavirus cases are spreading. atlanta is starting school online. like many other areas including in california despite the president's insistence that kids go back to class.

>> it is a balancing act but we have to open our schools. i also say a decision like that is politics. because we're starting to do very well in the polls. >> reporter: meantime the drama you were talking about, extra unemployment money, the extension expires at the end of the month. people will be getting their last checks at the end of july. now democrats and republicans are trying to work that out. they have different priorities about the relief bill that would include extending unemployment. democrats promised to get it done by the end of the month. now speaker pelosi is saying if they don't, they should skip their own summer break next month, work through it, and try to get those checks rolling. marcus? >> i know a lot of people out of work need that money. thanks so much, tracie. decision 2020 and all new this morning florida congresswoman val demings joined jimmy fallon last night on "the tonight show." and of course the question of being joe biden's running mate came up. here is her response. >> only in america can that

hour-by-hour outlook. some morning fog and temperatures in the 50s right now. around 8:00 a.m. we'll be cooler, still checking out around 1:30 we get some much better clearing. our temperatures warm up into the 80s. fremont, 77. san francisco, 66. and about 3:30 we'll really see the warm-up into the upper 80s and a couple of 90s for the interior valleys. by tonight and overnight we'll see the return of the fog once again through tomorrow morning. your pollen report, grass pollen is high. weed pollen is moderate. tree and mold is low. so a quick reminder for all of the stargazers, this will happen all the way through next thursday. so if you didn't get a chance to see it yesterday look one hour after sunset, around 9:25 p.m., northwest in the sky. as far as the weather goes we will see fog around the coastline but mostly clear

welcome back. here's a quick look at the top stories we're following for you on this wednesday morning. a live look in livermore which is allowing outdoor dining to continue even though the state recently shut it down. and now alameda county leaders are trying to get the stamp of approval. last friday governor newsom had watch list counties to end outdoor dining unless they received a variance. alameda county does not yet have that variance although it has now aemployed for one and you can guess it's adding to the confusion for a lot of people. the county also waiting for the green light from the state for the oakland zoo to reopen for the first time since it shut down in march. with the recent spike in cases more california testing sites and labs are getting

overloaded. long lines for testing are now a common site in the bay area. some are also waiting longer for test results. california leaders are now calling on medical providers to increase testing access. they're also looking to expand lab options. well, today marks the end of the irs extended deadline because of the pandemic. state and federal tax returns must be submitted or postmarked by the end of the day. everyone was given an extra 90 days to file but individual taxpayers can get another extension until october 15th. new this morning, south lake tahoe taking action to slope the spread of coronavirus. "sacramento bee" reports they decided to cancel all city led events through mid-september. leaders want to cancel parades and have it later this year.
