we'll get you that morning commute in a bit. let's check in with kari who has a look at our forecast. happy monday. we're starting out with some fog over san francisco, and it may drizzle for a little while throughout the morning. we are seeing a deemer layer of fog, and it's helping to cool off the rest of the bay area. we've also had some drifts of smoke, and it comes into parts of the north bay, east bay and santa clara valley. monitoring these numbers, we'll talk about where that smoke is coming from and a look at our temperatures coming up in a few minutes. mike, any new issues popping up? i want to show you the bay bridge toll plaza because there are more cars coming through the area but it's not a major issue. we see a smooth flow here but on the maps in that same area just past the toll plaza you'll see the sensors are starting to show more slowing as well. the arrow there. you see the orange. slowing out of vallejo. typical for 37. no major problems. still watching the south bay. back to you, marcus. >> thanks, mike.

san francisco experiencing the latest setback on the road to recovery. the city now rolling back its reopening addin$g new frustrations for business owners, not to mention all of those shoppers. "today in the bay's" cierra johnson is live in san francisco to explain what's closed as of today and why more bay area closures may be on the way. >> reporter: yes, good morning. as you can imagine the addition to the state's watch list is very frustrating for local business owners, but we all know it is being done out of an abundance of caution as the local covid cases continue to rise. now san francisco county was added to the list after three consecutive days of rising cases. so as of midnight sunday, malls in the city including japantown malls are back on lockdown after only being open about a month. business owners at japantown say the shutdowns have been tough financially with many of those retailers spending money to ensure their businesses were safe when they initially opened. some are now worried they may not be able to survive another

round of closures. >> anything too long, how can you do it? how can you -- what can landlords do, people, property owners what can business owners do? >> reporter: in addition to some more business closures san francisco public health orders now require private health care providers to take on some of the testing responsibility. private clinics and hospitals are now obligated to test any high-risk workers like nurses or those who work at high density environments like hotels. at this point every county in the bay area except for one is now on the state's watch list. san mateo county is not on the list yet but health officials say with the number of cases and the increase of cases they've seen lately it's only a matter of time before they, too, are added to the state's watch list. we're live in san francisco, cierra johnson for "today in the bay."

on thursday they will debate the role law enforcement and civil authorities should play and how to better ensure people follow the rules. "the press democrat" reports options may include issuing civil violations rather than those misdemeanor citations. a look at capitol hill where congress is back in session. "today in the bay's" tracie potts with the republican plan that is already facing a possible veto from president trump. tracie? >> reporter: the white house is talking about cutting $35 billion from testing and contact tracing and the cdc, which is now no longer in charge of tracking the numbers, plus the president is concerned about making sure there's a payroll tax in this bill. overnight we learned that top republicans are meeting with him

at the white house today to try to get on the same page. another trillion dollars. that's what republicans plan to pitch this week for businesses shuttered by coronavirus, money for schools and child care, lawsuit protection. another round of $1,200 checks to americans and tax breaks for businesses. president trump wants more. republicans can't agree what to include. it's a lot less than what the democrats approved. >> i don't agree with the statement that if everybody wear a mask everything disappears. >> reporter: states insist it's about the science. >> we need to wear a mask. that example needs object set by our national leadership. >> we know they work. >> reporter: but without consistent rules on wearing masks, the u.s. continues to break records for new cases.

in fact, we broke another record on friday with 77,000 new cases diagnosed in just one day. laura? >> the numbers are pretty staggering. thank you, tracie, for the very latest. a coalition of unions and activist groups are calling for a walkout protest in more than 25 cities. the movement for black lives organized the nationwide event to oppose systemic racism. the plan is for tens of thousands of workers across the economy to walk off their jobs for 8:46, the amount of time attributed to george floyd's death while he was pinned to the ground by officers. here in the bay area fast food workers, ride share, nursing home and airport workers expected to take part in the protest. it's not clear how many will participate. organizers say ending systemic racism would lead to improved career opportunities for black

and hispanic workers who also need guaranteed sick pay and affordable health care. inmate sympathizers believe more can be done to stop the massive outbreak of covid-19 at san quentin. yesterday outside the prison gates they have a vigil for the 12 inmates who have died from the virus. medical professionals who attended say the prison should have followed expert advice immediately. the prison now has nearly 1,000 active cases. happening today a march on santa rita jail which is dealing with an outbreak of more than 1,000 inmates and staff members. they are planning a mock funeral processio procession. they say the jump in cases this month amounts to 1,500% increase in covid infections. angry parents and community members plan to join current alum rock school board members today in san jose. they're speaking out against the recent decision by prosecutors to file charges tied to the

district's shady contracts construction deal made three years ago. that scandal led to two of the five school board members to be voted out. santa clara county's d.a. filed the act before the statute of limitations ran out. they want the state attorney general's office to get involved. rising costs for san jose's b.a.r.t. extension have some critics questioning whether the project should be scaled back. here is how it's supposed to look when it's all done. b.a.r.t. expanding south six more miles from berryessa mostly underground to san jose and santa clara. "the mercury news" is reporting the price tag is moving towards $7 billion. some believe it's too ambitious and should be dropped. a tunnel into downtown san jose right now is pegged to open in

2029. >> this is something for you for tomorrow. this is to and from san francisco. crews will be doing overnight work on 101 for caltrain's aln' alemany project. the southbound lanes will be closed during the same time frame for the rest of the week. those drivers are being advised to detour to 280. as we take a live look outside from sonoma mountain, a beautiful sun rise but, unfortunately, that sun is coming through some smoke and the hog fire. we'll be watching that. we also see the fog below that as we look at parts of the north

bay as we look at our temperatures and the fog near the coast it will gradually start to clear out as our inland temperatures reach into the mid-80s. we're in the low 80s in the south bay and some 70s for the peninsula. san francisco will stay in the 60s. the north bay will see temperatures there only reaching near 80 degrees in sonoma. we'll be watching the temperatures and the fog and will talk air quality. any issues for the commute? >> no major issues. we'll do a spot check for the toll plaza where traffic is building a little bit. no major issues as we look out. a live camera and see how things are shaping up. oakland, that's my shot. a disabled vehicle reported that did not appear to be a problem as we look at the headlights south down to 98. now we'll look at the map and see no problems or the like. circle the area we look with the camera. a little bit of slowing up the incline. nothing major. the south bay is still watching our san jose camera. i saw a little build but right now things are still holding steady. back to you.

no metering lights just yet but that's a matter of time as the build has started on this monday. we'll show you the progress as it slows over here. and good morning and a very happy monday to you as well. wall street hoping for more good news about vaccines. i'll get to that in just a second. in the meantime, let's take a look at what we're working with this mornin the dow saw another winning week last week despite the slight loss on friday. the company said it had phenomenal growth during the shelter at home period but won be able to keep that growth up and investors bailed on the company. the company said its longtime founder would get a co-ceo. that's unusual but not unheard of system of leadership. as far as the vaccine astrazeneca and oxford university are expected to release new data anytime now that could show the progress, or

at least we hope it's going to be progress, on a covid-19 vaccine. this will be a first step. not a vaccineqi for everyone. over the weekend 2,117 americans died over the weekend of covid-19. so now is not the time to stop being vigilant. we are waiting on this news with baited breath. republican lawmakers will meet with president trump on another stimulus. maybe extend the extra money paid out in unemployment benefits. mr. trump said he may veto another stimulus if it doesn't include a payroll tax cut. he said that on "fox news sunday." we are going to talk a lot about this interview when we talk about politics coming up in a half an hour. late they ar we expect there wi good news. more buyers on the market. more people selling their houses. i do want to caution, though,

anytime we're talking about backwards looking data it's very hard for us to work with because we have so many -- i think, marcus and laura, we call them periods of time. we had our shelter in place period of time. we had the let's open things up period of time, which is what the data will be measuring. and now we're back in this, oh, no, i think we messed it all up period of time. it's hard to look at trailing data in these strange, strange times and understanding exactly what's going on. >> good to keep all that into account as well. thanks a lot. with twitter posting new details on the hacking of 130 high-profile accounts including former president obama, joe biden, elon musk and bill gates. the hackers set up a phishing scam resetting pass words for 45 of those accounts and sent out tweets asking people for bitcoin payments promising to double their money. authorities are still contacting

fog and smoke coming in from the mineral fire farther to the south. now this is over the central vall valley. in parts of the east bay and even making it into the north bay but it hasn't had a huge impact on what we're breathing in because it's higher up in the atmosphere by the time it gets here. but looking at the direction of that smoke that we start out in the morning hours with it moving into the bay area and then once the wind increases and it shifts direction, it comes in from the ocean, we have more of an ocean breeze that kicks that smoke off to the east and we'll see that happening again today. so the worst of the haze and the smoke we see will be early in the day. but we're seeing more clouds as well. once the sky starts to clear and our temperatures start to warm up, we're heading into the mid-80s for the tri-valley and some upper 80s for the inland east bay. as we look at the north bay anywhere from 76 in napa to 95 in ukiah today. in san francisco we'll stay in

the mid-60s. our inland temperatures are going to be very seasonable for this time of year with more sunshine and once again some drifts of smoke coming in as the winds start to shift throughout the early morning hours. then we look at san francisco. foggy, mist and drizzle to start out the day. sunshine for a little while during the afternoon and our temperatures remain the same mostly looking at low to mid-60s. mike, how is it looking for the commute now? it's looking great, kari. our indicators are holding steady. as we take a look outside we have a smooth flow on our sensors all around the bay, the south bay at the bottom of the screen held up at the limit for 101 up toward 880 is good. the peninsula no problem. over in the east bay we did have an update southbound 880 at 98. one lane may be blocked by a disabled rig there. we're looking at the bay bridge toll plaza where there is a build but no metering lights. the middle lanes are the ones you have the longest wait. back to you. >> thank you, mike.

s developing right now on the east coast the search for a gunman who shot the husband and son of a federal judge at their home in new jersey. authorities say the son of judge esther salas died. her husband remains in very critical condition. so the suspect reportedly dressed like a fedex delivery man and it's believed that her husband was shot multiple times after answering the door. her son then ran to the door and was shot as well.

rest of the day and nice, comfortable temperatures. we'll talk about what else is going on right now for the commute, mike, what's happening out there? kari, within seconds of the last report the bay bridge toll plaza metering lights were turned on and it's been about ten minutes. so all lanes are showing that they are having cars waiting. you see between the middle lanes and the hov lanes, which are clear. the maps show you no problems getting there. the only other slowing there is west 37 out of vallejo, traditional around mare island. the rest of the bay pretty much at speed. this morning all eyes are still on schools as the state continues to try to clear up any confusion about what the start of the school year really is going to look like. "today in the bay's" cierra johnson is live for us in san francisco to explain what's going on today as well as the controversial new push by those parents to find some alternatives. cierra? >> reporter: yes, good morning. the countdown to the start of a

brand-new school year is officially on, and today state education leaders are holding a meeting to make sure everyone t. now districts throughout the state are invited to take part in superintendent tony thurmond's meeting to unpack those state guidelines. on friday governor newsom announced schooling for 90% of the state's children would be done online, a move that was supported by the state superintendent. but what about the parents wanting to take their child's education in a different direction? well,marin county some families are exploring the option of micro pods. a few families come together to pool their resources to hire teachers or tutors. many parents in the bay area are exploring this as an option, but experts suggest the concept may not be feasible for everyone. it could possibly create an educational gap. the cost associated with obtaining an instructor may not be affordable for all families, unintentionally leaving some

families out. and another concern with that pod concept is it may be difficult for students with learning disabilities or special needs. so this morning a lot of parents are waiting just to hear what the superintendent has to say, and there are a lot of tough decisions ahead of that start of the new school year and for some that's as soon as three weeks. we'll be following this closely as we approach that. we're live in san francisco, cierra johnson for "today in the bay." all right, thank you very much, cierra. in the meantime hair salons and other personal care services will get some updated information on how to offer some service outdoors. the california business consumer services and housing agency plans to make an announcement about that today. now, according to a tweet, the services include hairstylists, barbers, manicurists and estheticians. right now san mateo is the only bay area county allowing those services indoors. and, laura, coming off that

we probably don't have to tell people we know it's confusing to know what's open, what's not open. take a look at this. this is something we have on nbcbayarea.com. it gives you a full list of what's closed, what is open. you can see now the bars, indoor dining closed. it is closed everywhere. we see the openings of outdoor dining but then after that the only thing we see openings with, san mateo with the places of worship, gyms, personal care. we know that all of this could change at any moment and we want to keep you updated on what's happening there. you can always find this list with the updated information at nbcbayarea.com. happening now a live look at the north bay's largest hospital, santa rosa memorial, where hundreds of workers are starting a five-day strike. some of them are out picketing already. 740 staffers including nursing assistants, respiratory therapists and medical technicians are asking for better wages and benefits along with more access to personal protective equipment. providence st. joseph owns the hospital. they tell "the press democrat"

substitute workers will be called in to cover all shifts but appointments are being rescheduled. the top executive calls the company's proposed wage hikes significant and competitive. a new wrinkle this morning as caltrain pushes for more funding. a proposal by san francisco and santa clara county lawmakers would mean that caltrain would see a big chunk of that money. according to "the chronicle" a new push by lawmakers would mean money collected by a proposed sales tax would go back to the county where it was collected which would then determine which transit agency gets it. peninsula leaders say that proposal violates the law. caltrain says at this rate it only has enough funding until perhaps october due to plunging ridership. all right. let's get a look at the forecast for you today. meteorologist kari hall is tracking those temperatures and what's that i see, a lot of cloud covering over the bay area

kari? yeah, we're starting out with fog reaching in from the coast over through the peninsula and extending to the east bay. this is to start out the day. we're seeing that overhead right now. as we go into late morning and into the afternoon it starts to retreat back to the coast and our temperatures stay nice and cool. we're looking at some mid to upper 70s at the lunch time hour and then we see for the middle of the afternoon we're in the mid to upper 80s for the inland east bay. we see oakland will only be at 70 degrees at 3:00 and some mid-60s for the south bay. for san jose expect some low 80s today. if you plan to head out later this evening it's going to be cooling off once again, maybe grab a jacket before you head out for that evening walk. we'll talk more about this and the air quality coming up in a few minutes. mike, how is it looking right now for that morning commute? we're looking to a smooth flow of traffic. updating my maps, the bay bridge toll plaza, we'll take a live look and show you all lanes are now showing traffic waiting patiently and there is movement

drifts of smoke coming in in a few minutes. i'm talking about the build on the sensors in san jose. more cars going a little more slowly but it is a smooth drive here north 101 at 680. we'll show you bigger view coming up. thanks so much, kari and mike. it's 6:41. now to our top stories and disturbing developments in vallejo where police are telling us this morning a woman stabbed her mother to death and tried to kill her brother. it happened yesterday morning on byron street. the woman and her mother were visiting her brother from new orleans. police say after some sort of altercation, the woman began atta attacking. her brother is in critical condition. a baby and 3-year-old were in the home at the time but were not hurt. happening now firefighters are really trying to make way in knocking down the wildfire burning in fresno county.

that fire has burned close to 27,000 acres over seven days destroying four buildings and nearing 50% containment. the fire also making its presence here in the bay area contributing to the smoky skies. today the air district is extending the air quality advisory through at least the end of the day. and happening today for you and through wednesday, you'll have to find a new place to do some grocery shopping in one east bay neighborhood this is after a worker at a community foods market on san pablo in west oakland tested positive for the virus. "the chronicle" reporting other employees may have been exposed. as a precaution the store is shutting down for deep cleaning. for the next three days or so. >> trying to keep the virus away. one of san francisco's landmark restaurants is actually closing temporarily due to covid-19. the cliffhouse just announced

hours ago it will shut down operations starting today. the famed restaurant was providing takeout service. until cases spiked again. the restaurant adds it has survived earthquakes, fires and flooding and expects to survive the pandemic as well. happening today california's attorney general will join attorney generals in massachusetts and new york to try to urge president trump to protect the affordable care act. the trump administration is asking the supreme court to strike down the health care law commonly known as obamacare amid the pandemic. indicated that private businesses could opt out of providing birth control to its employees under the affordable care act. 6:43. president trump held a wide-ranging conversation with fox news over the weekend. >> scott mcgrew, chris wallace came prepared. oh, chris wallace always does a good job.

with it. we're going to see sunshine as we go into the afternoon. a look at our live view as we check out the mountains above lake berryessa. there's a lot of smoke, and you can see that layer above the hills coming in and reducing our air quality. we've seen it higher in the atmosphere, and that's giving us the hazy conditions as well as the regional smoke advisory especially for the east bay as well as the south bay. we're watching out for our air quality for the day as we see also a lot of that smoke coming up from the mineral fire farther to the south. as we go into the morning, it drifts into the south bay and east bay but then once we go into the afternoon that ocean breeze picks up and then we'll start to see that smoke moving off to the east. our air quality should improve later on today. we're looking at highs at that will reach into the mid-90s further to the north, some upper 80s for the inland east bay. oakland will reach 71 degrees

and in the south bay expect some low 80s. for san francisco we're staying in the mid-60s today. you can still see we'll have a wide range in temperatures. and throughout the week we're going to see high temperatures in the inland warming up a tu degrees each day but still comfortable and seasonable for this time of year. by the week highs in the 90s. in san francisco we'll see our temperatures in the upper 60s as well as that fog at times rolling by. some mist and drizzle during the next couple of mornings. mike, how is it looking right now for the commute? it looks good, kari. i told you i saw a build in the south bay. it's mild but it's there on the map northbound 101 between 680 and 880. the typical spot we see the first slowing. silicon valley we do have the build happening before 7:00 a.m. at 6:51 right now. typical slowing in the tri-valley, just highway 84 and

following for you on this monday morning. nonessential businesses in san francisco this morning are being hit by those new closures. this after the city was added to the governor's watch list last friday. san francisco was put back on list after three straight days of rising covid-19 cases. after closing last night westfield shopping center and japantown mall were among the locations that went back on lockdown. this is after only being open about a month. as of now san mateo county is the only bay area county currently not on the list. but health leaders say with the current rise in cases there, they anticipate being added shortly. hair salons will get some updated information today on how to offer some service outdoors. they're getting creative here. california businesses and housing agency plans to make an announcement today. according to a tweet the services include those of hairstylists, barbers,

manicurists and estheticians. the only bay area county allowing those services indoors is san mateo. high school athletes across california will likely learn today if they'll be playing this fall. the california interscholastic federation is supposed to announce its plans for the upcoming quarter. practices begin at most schools two weeks from now and games kick off in september. it's possible football could be played during the winter quarter. other fall sports now in limbo include girls volleyball, field hockey and water polo. happening today a coalition of unions and activist groups are calling for a walkout. protesting in more than 25 cities. the movement for black lives organized the nationwide event to oppose systemic racism. the plan is for tens of thousands of workers across the econo economy. they plan to walk off their jobs
