yesterday and the day before the northbound side had delays. use bay shore boulevard and no problem at the oakland side at the bay bridge, laura. back over to you. >> thanks so much, mike. breaking news in san francisco, the fbi says a former college researcher who lied about her connections to the chinese military is seeking refuge at the chinese consulate. last fall she received a nonimmigrant visa to do research at uc davis. the last month the fbi says it became aware of her connections to the u.s. military and charging her with visa fraud. this as the u.s. announces the closure of the u.s. cconsulate houston. video shows workers burning papers in the building's court yard. some progress this morning in washington where lawmakers are up against the deadline on the new coronavirus relief plan. next week, emergency

unemployment benefits are set to run out. "today in the bay" tracie potts live for us with what we've learn from overnight. tracie? >> marcus, overnight we learned that republicans in the white house have been trying to get on the same page with this trillion dollars of coronavirus relief. we know now that it would reportedly include a round of direct payments to americans. remember the 1,200 check from before, this time we don't know how much those checks would be. and, also, it's set to include $16 billion for testing, something that the president initially opposed but now says even though he thinks it's not necessary he'll go along to get this done. there's $70 billion in this proposal to reopen schools. half of it for all schoolsnd sce to reopen in person and another $30 billion for colleges and universities that are not tied to reopening. then there is the big issue. extending the $600 a week

unemployment check back is still undecided. >> we cannot allow there to be a cliff in unemployment insurance. >> we're still on the 20 yard line. where have the republicans been? >> democrats have yet to weigh in. they're blaming the republicans for a reckless delay and many in california are watching this very closely. we're about to get new jobless numbers here today. nationwide in california the number of unemployed is at 2,831,000. that was in june. also, we want to update you on the latest on the virus at the white house. on the white house grounds, the executive office building that is right next door literally across the driveway from the west wing, a cafeteria worker there has been infected. now, the white house says they've done the contact tracing, no one to

self-quarantine but it is another example of that virus getting closer and closer to the president's office, to the west wing. marcus? >> and that's for everybody no matter where you go. possibly come in contact with that and that's the scary part for a lot of people. all right. thanks, tracie. laura? lawyers across many cities a that includes san jose mayor sam liccardo and libby schaaf. both called the move an abuse of power and agents are already on the ground in kansas city, chicago is next on the list. in the meantime, new video shows portland mayor getting tear gassed in his own city. this was late last night when the mayor was talking to protesters outraged over federal presence.

well turning back to the pandemic coverage now. the u.s. is quickly approaching 4 million covid-19 cases. there are now more than 413,000 cases in california. that is more confirmed cases than any other state, but it's population. when you break down in the coun starting tonight in san francisco, mission district two blocks will be closed to cars four nights a week. this is to allow for more outdoor dining. some neighbors they fear the pilot program will attract crowds and lead to more spread of the virus. but restaurant owners say that they are closely following the city's guidelines and they're really trying to be good neighbors. >> they were in the legal area where they should have been. but i separated them a bit more so that coming out of his doorway there's no impedement, no nothing. >> so far san francisco has

reported 5,400 covid infections. well, peninsula and secondary school students will start the year learning from home. they'll also be able to wake up a little bit later every single morning. palo alot unified just released its fall reopening plan. acco classes will start classes on monday at 10:00 a.m. and classes on tuesdays and thursdays will start at 9:00 a.m. and on wednesdays and fridays, 9:40. more details for you. bishops from across the state are calling on the governor to allow private prischools to reo. they're concerned about health and development issues. reopening cases should be made on a case-by-case basis. right now students in 33 counties are set to start school from home. happening today, pg&e will square off in court with an east bay fire department over fire safety proernltcedures.

the utility wants to perform nonemergency electrical work on an as-needed basis. they have specific preermsh pro follow, including no work during high fire danger and 48-hour notice. prompting a lawsuit from pg&e arguing it exceeds the district's regulatory authority and should fall to the state. alameda's police chief plans to step down one month from now. chief paul lolleri he served as chief since 2013. the department did receive some flack last month when video went nationwide showing officers arrest a black man after responding to calls about him dancing in the street. other city leaders questioned it at the time. he actually did not reference the arrest in his announcement but did call this the time right

to move on. new details this morning on a big change in requirement for future incoming cal state students. it reports everyone will soon be required to pass a course in ethnic studies or social justice as part of any educational degree. the board calls this the first change to general education requirements in 40 years. all goes into effect in the fall of 2023. in one year, athletes from the bay area will compete in the summer olympic games in tokyo. bob redell joining us live and, bob, i know you spoke to a young table tennis champion from the south bay. how has the pandemic really affected the training for next year? >> well, of course, you're referring to him right there in red, a south bay olympian table tennis champion. the pandemic has been disruptive but dut destructive for him. he was forced to stay at home with his family in milpetis

where during the beginning of the shut down when there was no table tennis competition and he made the time to strengthen his body. she spoke outside his home from munich, germany, where he returned to train with his professional club. we referred to him last year when he was training at world tennis champion academy in santa clara. he's currently the top ranked male player and number 27 worldwide. was the youngest american male athlete when he competed in the 2016 olympics. now, when he was forced to stay at home in march and april, that was the first time in his career he's taken that long of a break from competition. >> it takes some time to get back in the flow when you come back you're really rusty. you're not feeling your game so much. but at the same time, the same problem for everybody. one of the benefits of this time

off from table tennis i focused a lot on my body and making it stronger and not have any of the stresses of the normal table tennis life. >> he says that germany where he's living right now is handling the outbreak much better than the united states. almost everything is open in his words. his club does temperature checks before his training session and wipe down the tables and equipment and they wear masks to the facilities but not for training itself because it would be too hard to breathe. no visitors are allowed so the ten guys that formed their own bubble. competition in germany will start in september until then round the clock training. >> we all cannot wait, bob. coming up for you right after "today in the bay." the "today" show gearing up for the tokyo olympics. to mark the occasion simone biles and all will be there this morning. they're joining "today" show live to talk about all of this as they anxiously await

competition for next year. we can't wait to see that. i guess if anyone was training outside today, kari. pretty nice to do any kind of training outside. >> yeah, we're excited about sports coming back, especially tonight as we watch our giants travel to l.a. i wanted to show you the forecast. and the kind of weather they're going to see in this area as we look at some mid 70s. i mean, that is just perfect. at first pitch we'll be watching it on tv and they'll have no issues here as our temperatures start to drop back to the mid 60s by the end of the game. as we bring you back home, we're looking at high temperatures around the bay area spread out from 60 degrees in half moon bay to 94 in clear lake today. mike, how is it looking for commuters heading out the door? >> it is looking great. one commuter or one car full of commuters that has an issue and one that is clear. those sensors clear around the bay and take you out to the

right now at 5:16, let's head over to pleasanton to see how our day shapes up. we'll see the clouds once again and a slow climb in our temperatures as we reach 76 degrees by noon and low 80s this afternoon. we'll get a look at all our microclimates and a look at the tropics coming up. a smooth drive across the bay. our bridges are picking up the volume a bridge. we'll look at the san mateo and your commute over towards the peninsula and both drifting equally as smoothly. picking up more flow from the east bay and getting closer

towards hayward coming up. and good morning. very happy thursday to you, as well. thursdays, of course, are when we get first-time jobless claims. a data point that back in the old life, we used to mention from time to time it was sort of interesting. now, it's a really crucial measure of how many americans are applying for unemployment for the very first time. and, of course, you heard tracie potts talking about perhaps a deal in there to get that $600 continued past july. they'll have to hurry because they have to do it by monday in order for it to take effect in the next cycle of paychecks. our local car company pulled out somewhat of a miracle. said it made a profit lastdespi the time the factory was shut down. elon musk told workers to come back even as the county said it wasn't safe. he then threatened to move the tesla factory to texas. now, this is the final straw he

tweeted about the health order on may 9th. tesla will move future programs to texas or nevada immediately. tesla did say on its call with analysts and reporters that it was building a factory just outside of austin, texas, where it will build the cybertruck and the tesla truck, as well. you can't buy a tesla in texas because they prohibit car companies from being car dealers. san francisco's wells fargo, a bank that can ill afford to get into trouble again is in trouble again. a "nightly news" investigation found consumers in 14 states complaining wells fargo signed them up for a program because of coronavirus and those consumers never asked for it and didn't need the help. wells fargo tells nbc it may have misinterpreted the consumers' needs.

wells fargo signed up millions of its own companies for bank accounts and credit cards that they didn't want or ask for in many cases never knew they had. the good news about they're at historic lows and that has driven home sales way up. people are out there, they're looking at homes, once again. the latest numbers show home sales jumped nearly 21%, the biggest jump on record. you have to be careful of those kind of statistics. retail sales jumped 17% recently but, again, the month after most retail stores were closed. you have to take that with a grain of salt. marks and laura, these are big numbers but actually very few homes still for sale. what they call inventory. people are not moving out of their old homes for a variety of reasons. this is a problem for quite some time. but, obviously, now maybe this is not the time to be selling your home and inventory is very low. >> yeah, especially if you want to get a lot for your home. a lot of people just saying,

look, i'll stay put for a minute. thanks, scott. 5:19 right now. all southwest and american airlines passengers will not have to wear masks, even those with medical conditions. both airlines say exceptions will not. until they exit the terminal on the other end. delta and united have also tightened their rules. listen to this, beer supplies are getting tapped out by the pandemic, at least when it comes to the cans of your favorite brands. this is all due to that surge we talked about days ago. those little cans as a result breweries are being forced to cut back on some of the products and some things a going on these days, same thing we're seeing with soda cans. many people there are buying those cans versus going out to drink and also demand for canned hard seltzer like white claw is higher, as well.

trending for you this morning, many of us, well, we let things go on during the quarantine and maybe our weight, you know, our weight is getting up there a little bit. facial hair some of us growing a little bit. martha stewart -- >> are you trying to tell me something? >> no, i'm telling myself something. oh, yeah that, that quarantine 15. martha stewart is like, no, don't worry about that for me. look at me now. >> yeah, right. look at her. the domestic guru is getting a lot of attention for this selfie at her pool on instagram. she's 78 years old and many are complimenting her youthful appearance and the foes post go to talk about modifications she made to her pool to keep it environmentally friendly and uses as little chlorine as possible. she used to be a model in her younger days. she was maybe striking a pose. >> there's nothing to it. >> wow. >> she looks good.

>> if i had a pool in the hamptons there, as well, i'd probably look that way, too. >> you can post whatever you want. >> well, you know, some parts of the bay area you will be able to swim today because warmer in some parts. >> right, it will be a little bit warmer for the inland areas. but i also wanted to show you this cool video coming out of new york also not too far from the hamptons. i want to show you this, a look at this lightning strike caught on camera right behind lady liberty there. they were on ellis island on the dock and they just happened to get some video of this lightning as it struck right there. of course, we know that lightning happens all the time in this area in the summertime. but to be able to capture that, well, that's not that common. really cool to see. let's bring it back home. absolutely no storms going on here. it is very calm as we get a live look outside in san jose, although we're seeing the clouds and we typically see this time of year. we're looking at some of that

clearing out as we check out our high temperatures for today, some low to mid 80s for the south bay, but it will be a touch warmer for the inland east bay as we reach up to 90 in antioch and staying cool along the coast and for san francisco we're in the mid 60s today and for the north bay, still some cool weather near the coast, but hot inland. so, as we look at our seven-day forecast. some low to mid 80s here and it will be heating up for the weekend and reaching 90 degrees and then we'll see more of that warm weather continuing into early next week. mike, how is the commute looking right now? >> it is looking exactly like what we'd expect. that's great. one problem, though. when you look at the maps, speed sensors are great but in san francisco similar to yesterday that 101 alemany project is held up. scheduled to pick up at 5:00. the southbound side still closed and that's what it says on the grid. southbound approaching alemany and south shore and that may go on for another half an hour. doing it for the last couple

antioch and 72 today in oakland. mike, any issues for drivers heading out? >> no, just little note, the construction crews, i believe as we look at the map, i circled the area heading down towards the golden gate bridge on south 101 and just cleared up after showing some slowing and the crew cleared from that direction heading in towards san francisco. but this crew is late picking up this is southbound 101 on the alemany project and still registered as closed on the grid and used bay shore boulevard and the rest of the bay, marcus, looks great. >> thanks, mike. that breaking news we are just telling you about a former college researcher who lied about connections with the chinese military is seeking refuge in san francisco. now, this comes as tensions rise between the u.s. and china tied to the coronavirus. "today in the bay" cierra johnson is live in san francisco to explain how officials learned about this possible connection. cierra. >> yes, good morning. it was last fall tang juan

received a nonimmigrant visa to come to the states to work as a researcher at davis. last month they found photos of her dressed in chinese military wear when they began an investigation. now, according to the fbi, tang denied having connection to the chinese military. she said she never served in the military and was not a part of it or the communist party. on june 26th the u.s. government charged her with visa fraud. after that the former research sought refuge at the chinese consulate here in san francisco and that's where they believe she still is. the news comes as the u.s. announced the closure in houston on tuesday. the u.s. accuses china of stealing research and intellectual property to covid research and reports of workers burning papers in the building's courtyard began to surface and the fire department out there rather was called but those firefighters were not permitted on the property. take a listen to what the u.s.

secretary of state has to say about that consulate's closure. >> we'll take actions that protect the american people and protect our security and our national security and also protect our economy and jobs. >> now the chinese government has condemned the closure of the consulate there in houston. as for the situation regarding tang here in the state, they say that came up because of an investigation into another chinese citizen. that's how they made the connection that she may be seeking refuge here in san francisco. we're live in san francisco, cierra johnson for "today in the bay." >> thank you very much, cierra. new shortages are being reported this morning for one of the most widely used coronavirus treatments. some san francisco hospitals say they're running low on supplies of remdesivir. stanford health told us they have no problem with supply and it's not happening everywhere.

but one ucsf disease infection specialist say some facilities are running out. >> soon to the point where we'll have to decide on an ethical basis if five people or ten people come in at the same time who are you going to give the last course of drugs for. >> some of the problem has to do with recent spike in hospitalizations. also hospitals are forced to rely on the department of health and human services for restocking after a deal made with the drugmaker gilead. new thisern moi morning, a important tool in fighting covid-19 is under recall. the fda is now recalling 75 brands of hand sanitizer. some contain toxic levels of wood alcohol. it can cause injury or blindness if absorbed through the skin or even death if ingested. the sanitizers were sold at walmart, costco and other national chains. the fda first warned nine products made in mexico last month and since then dozens more

have been added to the list. happening today sonoma county leaders will debate on how to enforce public health rules. supervisors will look at the role they should play and how to better ensure that people follow those regulations. reporting that options may include issuing civil violations rather than those misdemeanor citations. you know some businesses in los angeles already struggling because of the coronavirus backlash. they're being hit with fines that have nothing to do with those health orders. this is what happens. the restaurants have to post those banners telling customers they're open for takeout. the problem here is that they don't meet the building codes. some they have gotten notices in the mayor from l.a. department of building and safety ordering them to take down those banners but they've also issued them fines for more than $350. mayor eric garcetti says he's looking into this one. for many beay area students the first day of school is now just weeks away and with

distance learning on the horizon for so many, access to technology has never been so important. "today in the bay" kris sanchez joins us live to talk about how supply and demand may make really all the difference for some students, kris. >> hi, laura. my daughters are in public school and we just got a survey from their district asking about their technology needs and we know that districts all around the bay area are rushing to try to make sure that they're meeting the needs of their students, as well. but it is going to be rough. according to california department of education survey districts around the state still need 700,000 computers and more than 300,000 wi-fi hot spots. a half billion dollar price tag is one issue. the supply chain is the other part of the issue. but some good news here in the bay area. in oakland, 25,000 chrome books are on order and due early august for oakland unified students through a public private partnership called

oakland undivided. work is under way to provide students with internet access and tech support. as we've all learned from working at home, we know that tech support is so important. in the south bay leaders from santa clara county and the city of san jose are boosting spending to close that digital divide that emerged as a major issue when learning shifted online in the spring. >> the city of san jose is going to be investing $24 million to build infrastructure for online learning throughout our city of san jose and that the county has invested $7.1 million for devices. >> comcast the parent company of this news station extended free internet services for eligible families. we've also seen a lot of private donations from google, t mobile and other companies and also the twitter ceo jack dorsy donated $10 million to that oakland fund, as well. but the clock is ticking. so, no matter what the donations

"today in the bay" kris sanchez. >> thanks so much, kris. for those that are just trying to make it in the bay, trouble may be looming. new this morning, a report reveals a whopping 43,000 households in santa clara county might face eviction in the next few months. those are just new numbers in from a working partnership with usa and law foundation of silicon valley. this comes as santa clara county eviction is set to expire at the end of the month. many people impactred reed are minority households and rent relief in other parts of the bay area. san mateo is extending its eviction moratorium.

the county board of supervisors made that decision this week. san francisco is expanding a ban on rent increases this week. if you're looking for something to make you smile, we've got you covered with something good for you this morning. so, instead of drive-in theater, how does a floating boat cinema sound to you? if it sounds good, it's actually coming to the san francisco bay. >> it's pretty unique. during the first week of september, the floating cinema will be here only for that week. the company the floating boat cinema started in paris. families will have to buy an entire boat to practice social distancing, not buy it, you're probably going to rent it. then movies will be a mix of old and new movie releases. tickets aren't on sale just yet. because to buy a boat to watch a movie, that's quite the investment. >> kari, i don't know. we have a boat for your family. you can reserve it. >> yeah. you know, we thought the movies were already expensive, so i'm

pretty sure that is like way above what we're used to paying. let's get a live look outside in san francisco that starts out foggy right now. and at times it for the inland areas. let's head over to martinez and check out our temperature trend for the morning. we'll continue to see some clearing here as our temperatures slowly warm up. but we're still going to have a nice and warm day as we reach into the low 80s here. we're up to 86 degrees in concord and 82 in san jose and in santa rosa expect a high of 79. how is it looking for the commute now, mike? >> it's looking fine except for like the last couple days we still have a late pickup for one of the construction crews. they're doing work in san francisco. let's take a look at your maps. we're looking at getting towards the bay bridge and the toll plaza, no problem. it's over on the san francisco side we'll zoom in for southbound 101. that's the ongoing alemany project and fixing the barrier there and it's still closed. scheduled to pick up at 5:00.

let's bring you back home. we're looking at some highs up to about 82 degrees in san jose. as we look at the north bay, we're going to see highs up to 96 94 degrees in north lake and much more comfortable in san francisco look for a high of about 64 degrees today. i'm also tracking three tropical systems out there. so, let's get straight to it as we head over towards the pacific. this is category 3 douglas. now, this is a major hurricane that will impact hawaii over the weekend as it continues on a westward track. but the good thing is that it will not move into hawaii as a category three. we are expecting it to weaken over the next few days and still bring lots of rain there. for the gulf, they'ric looie ilt tropical depression number 8 and will continue to the west and will have an impact on southern texas as it strengthens to a tropical storm over the next few

days and then farther out in the atlantic, we're watching tropical storm go moves over to the a lot tropics as we're seeing me activity, which is about typical for this time of year. once again, this will continue to push off towards the caribbean just south of his paniola moving south of cuba, as well. as we look at our seven-day forecast, we'll see highs reaching into the low 80s but get ready for a slightly warmer weekend for our inland areas. we're going to reach into the low 90s and for san francisco, no change as we continue with fog and nice, cool, natural air conditioning. mike, what's the issue for drivers heading out right now? >> you know, we have a couple, let's take you out to the roadways and we'll show you first of all the live pictures out of san jose where we had that build traditionally and easing up right now and that shows us shorter lived backup here as the map shows you.
