yes, you do need those sunglasses. most of us for the inland areas are starting out clear. let's check out martinez and our temperature trend looks beautiful. we are going to have a really nice day with some low 60s to start. clearing out with our sunshine continuing into the afternoon. some upper 70s for 2:00. now you will notice a little bit cooler today compared to yesterday. it's going to heat up again this weekend. we'll talk more about what's ahead in a few minutes. mike, how is it looking for this friday morning drive? >> we'll zoom in to san jose where we've been watching just a little bit of slowing for north 101 at 680. our live camera shows you the headlights and starting to thin out quickly here. short-lived as we look at the map. a short section from where the camera is up past the arrow. we've gotten some yellow and back to green. should be back at speed. the same thing for the bay bridge toll plaza, no backups. back to you. a live look at c ticking.

added unemployment benefits are running out as the eviction protections as well. republicans now say that they have a plan. "today in the bay's" tracie potts is live for us with the details and what things look like. tracie? >> reporter: marcus, good morning. what things look like we know when this is going to happen. the republican plan will be unveiled some time next week. of course the dead line for that unemployment is running out next week, too. we know how they're going to break it up into parts. and we're getting a good idea now of the details, what republicans are pitching to try to big america over 4 million coronavirus cases, 1,000 deaths a day, and unemployment running out. >> it means i'm homeless. there's no answer. i don't have an option. >> reporter: as lines grow at test sites and unemployment centers, republicans say their

trillion dollar fix rolls out next week. >> our proposal will focus on three things -- kids, jobs, and health care. >> it will put the people of america and those suffering the most as our number one priority. >> reporter: the plan will include direct payments to americans, a second round of business loans, help for hospitals and health care workers, a limit on medicare premiums, liability protection, and temporary unemployment. >> if you were making $300, you're not going to get $600 this time. >> we want to shore up the middle class and main street. >> we want to deal with the eviction moratorium is expiring in a few days. >> reporter: the cdc holds a briefing on reopening schools. >> families should be empowered to make the decision that is right for their own circumstance. >> reporter: check lists and questions to figure that out.

now republicans want to roll out new this morning an abc poll showing 55% of americans, just over half, do not feel comfortable sending their kids back to class. marcus? >> tracie potts in washington for us, thank you. chinese workers living in a compound near the consulate in houston will be evicted today. when video surfaced showing workers burning papers in the building's court yard. in response china is ordering the u.s. shut down the consulate in chengdu. thefy foy says a former college researcher who lied about her connections to the military is seeking refuge at the chinese consulate in san francisco. now back to our pandemic

coverage across california. now 433,000 confirmed cases and more than 8,000 deaths. with signs of financial trouble everywhere, the presidio in san francisco could lose up to $30 million this year. they have laid off staff and cut programs like a downtown shuttle. more than 1,000 people live in presidio military housing and many are facing hardships. the park is deferring some rental payments. a mediator to help renters make it in the bay. san jose has a new program to resolve rental disputes when it comes to evictions and that eviction moratorium ending next month. so the housing department says that it received hundreds of calls already to being a neutral party between tenant and landlord disagreements. the moratorium ends, tenants have until next august to pay all of their rent back that they missed in full.

the a's begin with a home opener. bob redell to talk about it. when it comes to baseball, bob, the battle of northern california and southern california just like we saw the giants and dodgers last night. >> reporter: yes, you have the giants versus the los angeles dodgers. their series started last night. the oakland a's versus the angels. that would be the home opener for the oakland a's. unfortunately for fans they will not be allowed inside the coliseum. the stands will be empty because of the pandemic. the only exception, cardboard cutouts of fans who sent in a photo. first pitch at 7:10. you can watch on nbc sports california. this was the scene last night at dodgers stadium where players and coaches knelt along the baseline together in a show of

support for the black lives matters movement. the dodgers did cream the giants, 8-1. across the street from oracle park, giants fans watched the game at momo's where there was not an empty table on the patio. they set up tvs outside so fans could enjoy the game. earlier this week the owner told us that reservations filled up fast. the nationals home opener in washington, d.c., had dr. anthony fauci throwing out the first pitch. i think the word throw is generous. the infectious disease specialist has now gone viral with this video of his attempted throw from the mound. as we said earlier he's a huge baseball fan but the mechanics and sport of baseball is not his specialty. reporting live, bob redell, "today in the bay." >> yeah, a little more than

a few hours of that high-tech showdown. the leaders are supposed to talk to the house judiciary committee and the antitrust subcommittee. it will be one of the most significant moments in washington for high tech ever. now high tech ceos have testified before often to unprepared lawmakers. mark zuckerberg had to explain how facebook made money to chuck grassley and testimony of tim cook to the senate in 2013 was memorable for how senators fawned over a ceo who was supposed to be there to face tough allegations how and why the company didn't pay all of its taxes. stocks expected to move lower. talking about the chinese demand, tit for tat for what we did to them in houston. president trump says he does not care about the china trade deal as much as he used to. checkers laying off --

we're going to see headlines p hurricane, category 4. this is douglas. it's a big concern because it will be helding to the hawaiian islands. it will encounter cooler water and may move into parts of hawaii as possibly a category 1 hurricane and weakening to a tropical storm. and then as we look at the gulf of mexico we have a strengthening tropical storm hannah that will continue to move in south of corpus christi for tomorrow as well as saturday and then continue to weaken but bringing a lot of caribbean we have storm gonzalo moving over to the west over the next couple of days. and so this is a concern for those southern caribbean islands. and then moving possibly into the gulf as we go into next week. we'll be watching that as well.

as we look at our forecast here it's going to be nice and mild today for the inland areas. it will heat up for the weekend into the low 90s. not much of a cooldown. san francisco stays mild. any issues, mike, for drivers heading out? >> kari, we're looking at a couple crashes in the south bay. they're both off the main road, they're on the shoulder, a distraction. a little slowing but as you come off the split there with the lanes off 880. over here, 87 as well, a crash off the freeway on the shoulder as well. no problems. the arrow shows where we typically show slowing in san jose but not right now. an easy drive for 84 through sunol out of livermore, over to the bay bridge. a tiny bit of slowing and no problem at the bay bridge just slowing. back to you.

welcome back. 6:24 this morning. new details president trump's former lawyer michael cohen is expected to be re-released from prison today. the judge ordered cohen's re-release saying the government leaders retaliated against him by sending him back to prison. they did so after learning that he was planning to release a book critical of president trump. developing new overnight, video shows federal law enforcement and protesters squaring off during this new round of demonstrations in portland. we're now learning the justice department's independent watchdog agency will investigate use of force by federal law enforcement

a rally supporting those protesters in portland is scheduled for later today in lafayette. more americans seem to be onboard wearing those masks, but it's not clear everyone is there. three in four americans now favor wearing masks to stop the spread of covid-19. that includes 89% of democrats and 58% of republicans. and this week nbc bay area, well, we are supporting our schools. consumer investigator chris chmura is here to show us how. >> reporter: good morning. our annual supporting our schools drive is in the final stretch. we still need your help, though, to make a big difference. we're gathering backpacks to support schools like this one. dorsa elementary in san jose. more than half of its 360 students come from low-income families.

dr. birx says cities seeing small surges need to respond big in order to prevent a more widespread search. dr. birx explaining much of the spread among young people is asymptomatic and thus testing and hospitalization data may not show how much the virus is actually spreading. san jose is now one of 12 cities the white house coronavirus task force is tracking. dr. birx said this morning that subtle changes require big action from local leaders. >> until you can see that explosion it's hard for people to understand how deeply you have to clamp down. and that's why we called out the next set of cities where we see early warning signs because if you make changes now you won't become a phoenix. >> reporter: despite this concern santa clara county leaders and city leaders of san jose say that they were not consulted nor notified nor involved in the conversation.

the county says in part we are concerned about the increase in cases nationally and believe that this highlights the need for a coordinated national approach to address the pandemic, something the president has failed to put into effect. dr. birx also talked about a national coordinated approach as well now that the nation is dealing with what she calls three new yorks, meaning california, texas and florida are all seeing surges right now. she reminds us to wear our mask and keep our social distance and to even wear a mask at home if we live with poem who might have co-morbidity factors as well. kris sanchez, "today in the bay." >> interesting to note there. thanks so much, kris. the latest look at bay area counties on the state's watch list. these are the counties in red currently on the list. the county in green, santa cruz county has been on the list for less than three days. san mateo county in yellow there is not on the state's watch list.

"today in the bay's" cierra johnson joins us live in mill vertebr millbrae and why this is critical for people in the county. cierra? >> reporter: yes, good morning. here in san mateo county they are not on the list yet but the county health officials are saying they're seeing an uptick in the number of cases. they're saying those cases are contributing to a lot of the frontline workers that don't have the opportunity to work from home and are hoping to slow the spread. here is a live look at santa cruz as health leaders are seeing a significant surge over the last two weeks. the county is now on the state's watch list and per state orders if a county remains on the list for more than three days and cases continue to rise officials will force the county to roll back the reopening. the gyms, salons, barber shops and places of worship will be forced to close. we've seen beaches in santa cruz

packed with visitors. the hope now residents heed the state's warning and work to reduce the number of covid cases. >> over two-thirpds of our case have is been in the last two weeks. this is a dramatic change. >> reporter: we will be following the updates coming out of santa cruz from over the weekend. it is important to note here in san mateo county this is the only county in the bay area where all of their businesses are open. they hope things stay that way and their numbers do not increase. we're live in millbrae, cierra johnson for "today in the bay." new details for you this morning, sonoma county leaders are considering hefty fines, even jail time for covid-19 rule breakers. "the press democrat" reporting supervisors yesterday showed strong support for fines up to $1,000 and six months in jail. the final vote is expected august 6th.

the family of a little boy in the east bay desperately needs your help. they have some really mounting medical expenses. tomorrow a local restaurant will hold a big fund-raiser to support jameson everson. the 3-year-old boy who goes by jammer was just diagnosed with an extremely rare type of brain cancer. his parents say he's now undergoing chemotherapy at stanford for the more than 100 rumors on his brain and spine. >> if i can do anything, i'd rather it be happening to me. i feel helpless as a parent. you do what you can but you have to leave it to all good doctors over there. >> we try to stay focused. it's hard as you brain wanders when you hear cancer, especially for a 3-year-old.

cancel the jacksonville, florida, component of the gop convention. >> it's not clear at this point if the president will make his acceptance speech but it may be online as scheduled for august 27th. and the senate is still working on a coronavirus bill, but it's fallen behind. we do know it will not include a payroll tax cut, som the president hadnted. businesses want the immunity clause to protect them against the lawsuit if they get infected at their establishment. it seems like they will get one. as for the next extra payment in unemployment benefits the secretary of treasury says for most people $600 is way too much. >> this is intended to be wage replacement. so we're focused on the percentage which is about 70%. nobody is going to get more than $600. again, if you were making $300,

you may even need a jacket if you're going out for an evening walk right around sunset. it's my favorite time to go out there. as we also look at our hour-by-hour forecast we've had friends and family over the sierra dealing with some storms firing up each day so that will continue for the weekend if you're heading in that direction. just a heads-up there will be a chance of not only lightning but at times heavy rain has been quickly passing by for those afternoon hours. then mostly clear for the rest of the day. as we look at our inland forecast for the bay area we're in the mid-80s today and then low 90s. a warmer week continuing to crank up just a little bit more for sunday. not much of a cooldown next week. still no changes here in san francisco. that fog will continue. as we head over to you, mike, any issues for drivers? no, you will have to deal with it's smooth driving. we appreciate that and you. looking out to the roadways, a smooth drive.

welcome back. a quick look at the top stories we're following for you on this friday morning. a live look in santa cruz. this is where the county has been added to the state's wats r the last two weeks. if cases continue to rise for more than three days openings will be rolled back. that means gyms, salons, places of worship all have to close as soon as monday. as for now san mateo county is the only county not on the watch list. health leaders there fear that it could change soon. across california 433,000 confirmed cases and over 8,000 deaths due to covid-19. a senior alameda county sheriff's deputy lost his battle. deputy sheriff oscar rocha passed away last night. they said on twitter he put up a courageous fight to the end and will never be forgotten.

san francisco's ferry building is reopened again. now the building operators are reportedly saying it is no longer considered a mall but a transport terminal so they can reopen. they reopened yesterday. san jose has a new program to resolve eviction disputes. the housing department has received thousands of calls. that moratorium ends, they have until next august to pay back in full all missed rent. next tuesday mosharks one y of the deadly killing rampage at the gilroy garlic festival. the spirit will still live on in a virtual setting. happening today organizers hold a virtual kickoff on facebook. for the next three days all things garlic online with events celebrating one of the world's
