do i want to be on the watch list? absolutely not. right now at 4:30, bay area's only holdout, san mateo county, is headed for the state's dreaded watch list if things don't turn around. the key factors ringing the alarm. plus, today's giants' home opener overshadowed by the marlins covid outbreak that could put the entire season at risk. a live report on the impacts beyond the ballpark. and today marks one year since the garlic festival shooting and the pain for many still all too real. this morning we remember the lives lost and look towards the future with the community.

"today in the bay" starts right now. and it's a good tuesday morning to you. thanks so much for starting your morning with us. i'm marcus washington. >> and i'm laura garcia. good morning, everyone. we'll get to that commute still early this morning at 4:30, but let's hear about the forecast with kari. good morning. good morning. we're in for another beautiful day across the bay area. as we head outside in walnut creek we're getting a live view. as we start out with our temperatures in the upper 50s, expect it to clear out and a lot of sunshine as we gradually warm up into the mid-70s today. for the south bay very seasonable high temperatures reaching into the low 80s. but some upper 80s for the south county. we'll check out our microclimates coming up. mike, any issues for early drivers? yeah, one of those that raises the hairs on the back of my neck because it's a wrong way driver was reported on the

peninsula. there are no major crashes. it sounds like everything calms down looking at green overall. it was a wrongway driver on the southbound side of 280. there may have been a traffic break heading into the area. it looks like everything has calmed down now but i will continue to monitor the area. the bay bridge, no problem for the westbound commute. back to you, marcus. the state's watch list is getting longer and the only other bay area county o that sa county could be joining soon. the health department there says that it has an average of 127 new cases per 100,000 people. this is over the past two weeks. state guidelines require that to be under 100. that is the only place in the bay area to have hair and nail salons as well as gyms open. one county supervisor says he's afraid forcing businesses to close again will be devastating but lives are at stake. >> do i want to be on the watch list? absolutely not. but, remember, we started this

pandemic, it's about saving lives. meanwhile, beginning today, santa cruz county must begin shutting down nonessential businesses. this is after being placed on the governor's watch list over the weekend. well, today contra costa county could join the list of bay area counties enforcing citations for anyone violating public health orders during this pandemic. now anyone not properly socially distancing could have to pay up to $100. for businesses, it could be up to $1,000. it could be up to cities to enforce the rules. contra costa county supervisors are expected to vote on the proposal at a meeting today. things will look different in downtown campbell today. this is to make room for more outdoor dining, it's the most recent city to help restaurants stay in business, for the next two weeks traffic will be closed, this is on east campbell avenue. restaurants will be able to set up the tables on the street and give patrons an outdoor dining

experience. the fda is expanding its warning on hand sanitizers. dozens of brands, we told you here, were recalled last week. now nearly 100. some may contain toxic levels of wood alcohol that can cause injury or even blindness if absorbed through the skin. sanitizers were sold at walmart, costco and other national chains. the new order urges people to avoid using any brands on the recall list even if your bottle specific lot number is not included in the recall. we have a full list on nbcbayarea.com. the giants will play their home opener at oracle park, concerns about the already shortened baseball season could continue after several marlins players tested positive for covid-19. manford says the recent positive results among the marlins not unexpected, this is not a nightmare scenario. he believes the protocols are still strong enough for all teams to continue to play ball. 12 miami players, two coaches tested positive for covid-19. as a result the marlins canceled last night's home opener. some members of the team remain self-quarantined in philadelphia where they last played the phillies on sunday. the phillies, too, postponed its game against the yankees. the giants organization says it is following all protocols set for major league baseball. however, some giants fans say it seems too risky to continue. >> we don't need to be entertained so badly people's hel healths are at risk. >> they're smart. let them figure it out. they're not going to do what's bad for them and the players. >> reporter: no fans will be in attendance tonight at oracle park, but some s o w them

like we've seen at other baseball games like at the oakl for example. first pitch at 6:45 against the padres. you can watch the game on nbc sports bay area. reporting live, bob redell, "today in the bay." >> all right, thank you very much, bob. well, tonight, one year after the mass shooting left their city broken, the community certainly is coming together to showcase why they're still gilroy strong. we're talking about the mass shooting that happened to three people. they died at christmas hill park during the city's annual garlic festival. nearly 20 more were injured before the gunman was killed. today at 10:00 a.m. city leaders will hold a small, private commemoration at the site. then tonight another ceremony will be held at the park to honor both the victims and survivors. police defunding, a virtual hearing for contra costa

supervisors. they want money to be given to the health care department, housing, and youth programs. also a call to action to reform stanford campus police. a group marred in front of stanford university's president's home demanding he defund the campus police. now the group is holding a rally to find different ways to police the campus. the rally starts at 9:00 a.m. in front of the hoover house. happening today san jose councilmembers will debate some amendments to the so-called strong mayor ballot measure this fall. councilmembers approved the charter amendment last month. it would give the mayor more powers to move the mayoral election to presidential election years. councilmembers have been divided on measure and local unions came out against the current plan. a slowdown on new housing projects in san francisco could affect people trying to make it in the bay. but there is one bit of promising news here. in june only one developer,

strada, received the green light to start construction on the first of six buildings to create more affordable housing. that would mean about 600 units on market and franklin streets. most san francisco developers are saying due to covid-19 and plummeting rent prices there in the housing projects, they won't start until 2021. 4:38 this morning and still ahead this morning on "today in the bay," outdoor religious services that are sweeping through california and could soon come to your town. plus, a private investment firm looking to buy j kjcpenneyt of bankruptcy.

names such as netflix, amazon and apple. consumer confidence and earnings from 3m, mcdonald's, visa, ebay and starbucks. the private investment firm that backed out of victoria's secret wants to buy jcpenney out of bankruptcy. they are offering $1.7 billion for the department store chain with plans to merge it with belke. also in the running is hudson bay which owns sachs fifth avenue. and garmin says it was a target of a cyber attack that made software for its navigation systems and fitness devices unavailable for several days. the company says there is no indication any customer data was stolen and systems should be back to normal in the next few days. garmin says it affected garmin pilot, a mobile app providing flight plans and weather data to pilots and garmin health which

and a good morning to you on this tuesday, terrific tuesday, as i like to call it. a live look out in san francisco, what do you see? well, a lot of fog. no doubt there the transamerica pyramid is somewhere in the midst of all that. i think i see it in the middle of the screen. of course i will leave all that up to meteorologist kari hall. she can walk you through what you can expect from the forecast in the city. of course as well as you can expect throughout the bay and, kari, a nice one today, i'm hoping? whatever weather you had yesterday will repeat today. our concord temperature trend, as you head out the door in the east bay expect it to mostly be in the upper 50s and a few clouds to start. by 8:00 a little bit more sunshine and 9:00 we're all

clear as we go into the rest of the day with warming temperatures. as we look at our highs expect it to still be hot in the interior valleys with antioch reaching 94 degrees. we're up to 90 today in livermore, san jose a comfortable 82, and we're at 65 degrees today in san francisco. a lot of the fog that you saw on the camera will linger throughout much of the morning into the early afternoon but then you head up to clear lake. look at how hot it's going to be. 97 degrees again today. we're excited to watch some baseball on it tv today. we're looking at our temperature trend out in san francisco first pitch at about 65 degrees and then dropping down into the lower 60s as the game goes on. our overall weather pattern really hasn't changed. we have this stubborn area of high pressure but a couple storm systems will create some breezy winds going into the end of the week and even a slight cooldown. not much as you see at the bottom of the screen.

as we go into the weekend it's going to get hot once again so we're going from the low 90s today to the upper 80s for the rest of the week and then back into the 90s for the inland valleys for the weekend while san francisco holds steady in the 60s over the next few days. mike, you were talking about a couple of things going on out there on the roads. yeah, the wrongway driver issue has cleared without incident. we love to hear that. the south bay we did have reports of a fire, a roadside fire, 280 and around 7th, that's the exit for folks familiar with san jose state. it did sound like it was a smaller fire. sometimes in the bushes people are cooking outside and that's not the issue anymore. the freeways are moving smoothly. the rest of the bay we zoom out. out of the altamont there's slowing that started up. i heard about an incident off 205. i think it only affects 205 and i think it's on the shoulder, but i'll double-check to let you

know if there's any problems out of tracy. getting over through the rest of contra costa county to the north of that a smooth drive. you see that throughout walnut creek and heading into richmond as well. a smooth drive to the bay bridge with no backup, marcus. back to you. >> thanks, mike. now to decision 2020. there are new requirements for anyone attending the democratic national convention in milwaukee next week. the dnc says that everyone will have to wear a face covering. that event is being held mostly online due to the pandemic. there are self-isolation rules in effect for attendees. so last week president trump canceled the rnc convention scheduled to take place in jacksonville, florida, citing the pandemic. california democratic lawmakers say that they have a new plan to help the state's economy get back on track. lawmakers say their $100 billion stimulus will focus on future tax vouchers, like a coupon allowing to prepay at a slight

discount. the state would spend up to -- or speed up that spending through revenues like mass transit. lawmakers are also considering adding an extra $600 in benefits to people unemployed if another stimulus package isn't approved by congress. coronavirus concerns are shutting down three southern california food companies amid what health leaders are calling a large scale outbreak. l.a. county's public health director says the companies failed to comply with new regulations. at least 40 cases of coronavirus have been confirmed so far. and outdoor religious service like this could be coming to a park or beach near you. this gathering of 1,200 people happened sunday on a san diego county beach. the organizer is sean foyt, a christian musician. he ran for a congressional seat near sacramento this year, but he lost. a similar event was held in redding recently and in other

welcome back. it's 4:54 this morning and technically 49ers veterans report to training camp today, but the season, like no other, they won't be hitting the field anytime soon. a live look for you right now at levis and nfl players will report, get tested and self-quarantine. after three straight days of negative tests players will receive physicals. and if everything goes according to plan, practices may begin by next week.
