salons. why east bay hairstylists say the state's plan to let them work outside won't work for them. what they are now planning to do. but first, confusion on the peninsula. businesses supposed to shut down are still open, even though san mateo county is on the state's watch list. the news starts right now. good evening. i'm terry mcsweeney. >> no closures after all. tonight there is a lot of confusion for san mateo county gyms, hair salon, indoor malls and places of worship. they were supposed to be shut down as of today. >> that's because the county was added to the state's covid watch list earlier this week. today marks the third day on the list which is supposed to, repeat supposed to trigger additional business closures. >> but this morning the county said those restrictions are not being imposed yet. that's because the county says it's still in discussion with the state. now county leaders say they will let businesses know if anything changes, but all other bay area counties on the list have imposed restrictions because of

it. so a lot of confusion in san mateo county our sergio quintana is speaking to county health leaders. he'll have the latest information on our next newscast at 8:00, right after nhl on nbc. also tonight, hair salon owners and stylists in alameda county are pushing back on what has been a devastating past four months for their businesses. salons are still unable to reopen their doors because of rising covid-19 numbers in alameda county. >> that's right. but as ginger saab tells us, some gym members are taking hands into their own hands to be seen and heard by county health officials. >> we have complied and we are done obliging. >> reporter: it was a sentiment shared by almost 30 hair salon owners and stylists from pleasanton, livermore and dublin, all looking to reopen their businesses, despite existing restrictions for hair alameda county. they say enough is enough.prtic county. >> we are already licensed to be sanitary. we're licensed by the same board

that dentists and nurses are licensed by. 75% of our license is tested on sanitation. so you can't tell me that i'm not sanitary or ready. >> reporter: flaunt hair designs owner and co-organizer of the event christine palmer adds the industry should be considered essential, and county leaders should look at the tri-valley and its positive covid numbers simply from alameda county at large. >> we've been watching the trend the last three days, and oakland and hayward are the vast three,, of evidence to support that we are essential mental health care, it's anti-depressive. >> reporter: more than a week ago, governor gavin newsom gave the okay to operate outdoors. but with the tri-valley summer heat, these stylists say it is

near impossible to conduct services in a safe and sanitary manner. instead, they're opening their doors on protest on august 17th, with or without county approval. >> come in and get a haircut themselves. see how safe we are. come talk to us. come visit us. >> reporter: nbc bay area news. >> the alameda county sheriff's office says it does not intent to cite any businesses that plan to take part in the protest. as the push to reopen continues, the state is esetting records. yesterday 219 californians died from the virus. that's a new high. statewide, the numbers continue to be high, but seem to be on a slight decline. if you're looking for good news, you can find it here if you look hard enough. yesterday the state reported 6500 cases. that's about half of the single day record of 12,000 that we saw just last week. now stands at 7.3%, down slightly

from last week. look at where things stand across the bay area. more than 51,000 cases in santa clara county reported 410 new infections, topping 10,000 confirmed cases in the santa clara county. you see alameda county, 11,484. the county, santa clara county says their high number is buzz of a backlog of lab reporting all coming in now. santa clara county says that just in the month of july, more than 42,000 people were tested at pop-up sites across the county. now the emphasis of this testing we're told was on areas that have been hit the hardest by the virus. in fact, more testing sites will be open in the county next week. namely in san jose and in gilroy. just show up. you receive a wristband like that one. it reserves a time slot for you to get tested. this of course is to cut down on the long lines at these sites and the time that is spent waiting there. here is a look at where you can get tested.

san antonio elementary school in san jose from august 4th until the 7th. 1:00 p.m. until 6:00 p.m. and if you're in the gilroy area at the south county annex, also from august 4th until the 7th, from 10:00 in the morning until 3:00 in the afternoon. . bay area amazon workers and supporters got behind the wheel today for a car caravan protest. the caravan kicked off 6:30 this morning in san leandro. the final destination, the san leandro warehouse where say working conditions are just not safe. demonstrators want the warehouse and vance shut down for cleaning for two weeks starting right now. organizers say the company and state leaders are not listening to reports of unsafe working conditions. >> they're not being heard our complaints. and again at the state level, they don't feel like they're being represent order their health is being protected by the folks we pay every day with our taxes to protect our health. so to hold these folks accountable. >> amazon says ity of the prote

fremont. check this out right here. fremont police installed this camera trailer at the paseo padre shopping center. this after two suspects robbed an 80-year-old woman's purse at the 99 ranch store there. police say the robbers then went to the woman's home and burglarized it. so far police say they have not gotten a lot of information about those suspects, but the trailer is now there in hopes of deterring any more crime. a heads upre today began reg and rebuilding track components between the bayfair and south hayward stations. you see it right there. bart says there will be a free bus if you need to travel in that area. this is the first of five weekend shutdowns between those stations. also a reminder for folks traveling on vta. the transportation agency today has started to collect fares again. so be sure to have your clipper card reloaded or cash on you when you ride the vta. the agency has also rolled out a ten-point plan to ensure its

all this month, nbc bay area and our partners at telemundo 48 are working to clear the shelters. now this is one of our favorite annual events because we've seen so many great animals find their forever homes over the years. because of the pandemic, shelters are getting creative now to help people find their perfect pets. in the past you can walk right in, you might fall in love with a pet instantly, take him or her home. but now some shelters are offering virtual meet and greets, and a big part of the new normal at these shelters is something called matchmaking. joining us now is danielle fuchs

with the east bay spca. danielle is going to explain what this all means. thank you so much for joining us. here. walk us through the adoption process at your location during the pandemic. what's different? >> yeah, as you said, it's very different than it used to be. we are undergoing a matchmaking process for our adoptions now. the way that works is we have a questionnaire on our website that you can download and fill out. you would send that to us for a dog or a cat. we do have our animals listed on our website right now. if you see a particular one you really, really want to meet, you fill out that questionnaire, you'll send it to us. we will match you with an animal that fits the description you're looking for, that a home that would be appropriate to that animal. and then meet him by appointment and hopefully take him home. if it's a cat, we would reach

out, talk to you more about the animal, see if you're interested in coming to pick him up, pick him up and take him home. >> danielle, i'm not sure if you can see this. but we're going put up some photos of some of the pets on the screen here as you and i are having the conversation. i wanted to ask you a question that maybe the answer is obvious here. but how important are those match makers in this process? >> they are very important. yeah, we have a few staff working full-time essentially to reach out to adopters after they submit that questionnaire to really talk in depth what animal might be right for them, what they're looking for, if there is wiggle room there, if we can match them with an animal that is going to really work out for them. so the matchmakers are really important go-between. and a lot of adopters are getting a lot of quality time with our match makers. >> very, very good. now with more people staying at

hope obviously because of the pandemic, are you finding that shelter animals are finding more foster homes? and what are the benefits of that? >> yes. i think nationwide, it's pretty widely agreed on that people have really stepped up as fosters pretty much everywhere, and our organization is no exception. at the very start of the pandemic, almost our entire shelter population was in foster at one point which has never happened before, which is amazing. but yeah, it's really, really beneficial for these animals. because our environment here at the shelter is nothing like a home environment. so it gives them a chance decompress, let off some steam. it gives us really good information about how they do in a home, what type of home they, it's amazing on all sides. >> danielle, thank you so much for take timreak it all down for us, give us some information. i'm sure there are a lot of

strong surf on the coast. beaches, marinas and parks in miami are all closed. the storm already hit the bahamas and puerto rico. you can see how strong the winds are. as isaias approaches florida, they're warning people they have to be prepared. >> so now everyone should be safely staying at home. do not go out unless you really need to. yesterday you should have finished any necessary preparations in advance of the storm. >> leaders say they are ready to open evacuation centers, but right now they do not expect evacuations to be necessary. i saw something in the video from miami. i think rob mayeda is going to give it auy wind surfing. >> probably not a good idea.bay be doing as a tropical storm is spinning off the coast. let's t latest on isaias. yes, a tropical storm by 5 miles per hour. it's been going a little back

and forth with category 1 status to tropical storm status, and that's where it is right now. we do think it's going to approach the coast more or less over the next 24 hours, kind of run parallel to the florida coastline. you see it there briefly, strengthening back to a category 1, offshore west palm beach. and then possibly during the day tomorrow, moving up the coast, passing melbourne and actually close to cape canaveral as the crew dragon now, the splashdown is being plan odd about the gulf of mexico side by florida out there, by pensacola or panama city on the opposite side of florida. we'll still have a tropical storm or maybe category 1 hurricane that is slowly moving up the florida coast this time tomorrow. now closer to home we have our summer microclimates under way. we have numbe good strong sea breeze there. and if you want temperatures that feel more like the desert, we got you covered there too. we're at 93 degrees in walnut creek, and in between the two, are not so inland valley locations like san jose comfortable at 79 degrees. wind at 13 miles per hour. now air quality is good. at least at ground level. but i think you're going to

notice it again tonight if you haven't noticed it outside already is we do have some haze out there. this is smoke coming down the coast. and from fires that are burning to the north, some of that is drifting into the bay area. so tonight at sunset and tomorrow around sunrise, you see a little extra orange tint to the sunlight, that's the cause. it's upper-level smoke that is moving into the region. now low clouds will be moving in for tomorrow morning with drizzle at times. we'll see a cool day continued on the coast. 60 there's. inland temperatures again climbing into theer al sunday i a lot like we saw today. the big cooldown now will arrive as we head towards the middle part of the week. san jose in the mid-80s. closer to 90 for san martin and morgan hill. expecting 90s across inland contra costa. peninsula tonight, bayside also 70s and 80s. and san francisco finishing the weekend in the mid-60s. the north bay will see numbers in the 80s to 90s for tomorrow. so what about the big cooldown? you know we've got hockey here on nbc bay area.

this is some hockey weather for you coming up midweek. look at san jose. what could drop temperatures into the upper 60s? well, we got this late season or maybe early season storm approaching the pacific northwest. that will bring some rain there. big-time cooling here. maybe not so much for the coast or san francisco. that means you're going drop into the lower 60s. but we could see drizzle at times. not just for san francisco, but inland. midweek going from the 90s inland to 60s and 70s. and we could have some measurable light rain out of that system for wednesday morning. we'll have a closer look at that following the nhl on nbc. again, it does look a bit like hockey weather here in august. big cooldown by midweek. send it right back to you. >> all right, rob. thank you so much. coming up, talking about hockey weather. let's talk about the 49ers. they're getting ready to kick off the season. well, it is august. the changes players will see when they return to levi's.

popular app tiktok in the united states. microsoft has paused its negotiations to buy the u.s. operations of the chinese-owned company. this after the president told reporters yesterday he opposes the deal. tiktok has grid to add as many as 10,000 jobs in the u.s. over the next three years, but it's not clear if that concession will change the president's mind. whatever happens, tiktok says it isn't going anywhere, and stands behind its video sharing platform, its creators, its user, and its employees. more covid concerns in major league baseball. the st. louis cardinals home opener had to be postponed yet again. two players with the team tested positive for covid-19 yesterday, but today more positive test results have come back for the cardinals who were supposed to play the brewers. in the wake of delays, brewers outfielder lorenzo cain became the latest player to not play
