folks to enjoy? >> you know, we'll probably keep a lot of that fog especially around the golden gate bridge. that's where we see the most cloud cover right now. for the first half, we'll keep it around and then we'll get partial clearing for the coast and it will get warm in san francisco today. upper 60s, low 70s, believe it or not. walnut creek 61 degrees. in through san francisco you can see right now it's at about 56 degrees. temperatures will be above normal. we have high pressure that will keep us warm in through inland areas as well. let's take a look at the fog further inland. we've got a couple spots near half moon bay. santa cruz waking up to that fog. let's quickly check out the temperature trend because this as to how a reverse mortgage works. is a sneak of what we're people think that the bank takes your home, but that is not true. tracking for this afternoon. that's absolutely 100% wrong. notice the temperatures. normal high around 82, 85. the home is ours. we can sell it if we want to at any time. today we'll be in the upper 80s for the south bay and interior i like the flexibility of not having a payment, valleys. definitely expect to feel a little bit warmer. but i can make the payment if i want to.

highly effective vaccine are slim. right now scientists are aiming for one that's 75% effective. there are several vaccines currently being tested. scientists expect to know if one of those vaccines is safe by the end of the year. masking while you eat. restaurants are slowly opening but some people are still confused about when exactly to wear a mask. the golden gate restaurant association in san francisco posted these signs to clear up the confusion. visitors must wear face covering when waited to be seated or picking up an order and masks are required if you're not eating or drinking, when you're walking to the restroom and when staff comes to the table. the new rules went into effect july 1st but many didn't get the message. >> there's been so many questions from patrons what's required from our workers who are scared to approach a table. >> in a nutshell, if you're not actively eating or drinking, your mask should be on. the south bay could become the latest spot in the bay area to fine people for not wearing a

mask. the santa kwlclara board of supervisors will vote on an ordinance on tuesday. you can see the mask fine counties here in red. how much will it cost you? in marin and napa counties the fines range from 25 to 500. if santa clara passes its ordinance, the fine could cost up to $500. this weekend was supposed to look and sound different at golden gate park. outside lands was supposed to begin yesterday but now a virtual event is in the works for august 28th and august 29th. it will highlight past performances and premiere never seen before footage. they call it inside lands. it will stream for free on twitch. as we head into the weekend, be warned a popular getaway spot

is closed because too many people are visiting big sur. there's an an overwhelming number of visitors causing damage around the south coast ridge. south coast ridge road is closed. the forest service says this will preserve the region. time now for check in with vianey arana for your microclimate forecast. i've always wanted to check out big sur. i'm thinking this would have been a good weekend if the roads hadn't been closed. >> it would have been a good weekend. a lot of sunshine and warmer temperatures. i mean, a lot of people could probably still head out on a good hike. that might be a great option. it's a great way to keep your social distancing and got to wear a mask. woodside we do have that fog rolling through. you can see it on our weather underground cameras and you can definitely see it in san francisco. haze valley. low clouds hanging out there. look at how beautiful that sunrise.

you can see it just over the buildings. that pink and orange glow there. we'll see that today heading into the afternoon. mild overall. 59 degrees in san jose. 60 degrees in san francisco. 57 in livermore. 63 in palo alto. what are we tracking when it comes to low clouds? when will it back off? we see areas in santa rosa and santa cruz and hayward and concord where you notice that cloud cover. we'll get partial clearing by the afternoon and once that clearing makes its way inland, we'll get so much sunshine that i have a feeling a lot of people will take advantage. before you do that, i want to give you an update on the air quality. it's based on the air quality index. anything less than 50 is considered good when it comes to particulate matter in the air. areas like the peninsula and the east bay will be moderate when it comes to air quality which means if you suffer from any sort of sensitivity or breathing

issues or anything like that, you definitely want to limit the outdoor activity. not to mention, inland areas will be hotter today in the 90s so something to keep in mind with outdoor exercise. north bay and south bay will be good when it comes to their quality. you should be okay on that front. microclimate highs for this afternoon, it will be warmer than yesterday and the day before that. not only that, it's actually a couple degrees warmer for this time of year so seasonal in san jose. let's take a look at how the east bay is doing. pleasant to 93. livermore, 94. not quite the triple digit heat for the east bay even though we head into the second week of august. still warm. oakland, 78 degrees. hayward, 81. san mateo in the 70s. as i mentioned for san francisco, we're going to get clearing for the afternoon and then it's going to be pretty warm there. upper 60s, maybe even low 70s

for the embarcadero. such a great day in san francisco. i look forward to seeing viewer photos. check out clear lake. upper 90s. so near triple digit heat. if there was an area that would hit triple digit it would be ukiah. high pressure is keeping us dry and warm. by wednesday just above you get that big l in red. that's a low pressure system passing to our north. when that makes its way through, we'll get a cooldown heading into tuesday and wednesday. very gradual cooling back down into the 80s for inland areas. we've got a couple more days of the 90s. what doesn't change is the sunshine. so it will be a little bit of a relief from the heat in the interior valleys and then we'll cool down in san francisco from upper 60s, low 70s, back down to mid 60s with the return of more cloud cover as well. expect to see that marine layer

as cases rise, the need for ppe continues. >> and breaking down transportation barriers. how to get drivers to move up in the company monday up in the c, all this week we look into challenges many parents across the bay area are facing including distance learning. this morning the story of one woman forced into remote learning by different circumstances. garvin thomas has more on her story. >> a member of a religion whose practitioners in her home country of iran are denied many civil rights including access to

higher education. they get around that ban with an underground university run on distance learning. from the richmond home, the distance is more than 7,000 miles. this day's architecture class runs smoothly, in part, because she's been teaching this way for a while. >> now for six years. >> reporter: she was first a student learning remotely in iran before coming to the bay area, getting her degree at uc berkeley and signing on to teach at the school. the homes are raided in iran with severe consequences. >> professors have been in jail

for, like, two years, four years, five years, so that's really putting your lives on the line. >> reporter: so secret distance learning is how they survive and how she finds herself in a position to share her expertise with those of us dealing with remote instruction due to a much different crisis. >> we have all of this experience. we have the tools and software and platforms. >> reporter: as for teaching, she stresses that the traditional lecture often boring in person is disastrous online. there has to be more give and take. >> i design my courses in a way that every 10, 15 minutes i ask a question and i start a conversation. i sometimes propose a scenario about the topic at hand and then we have to consult about it. we have to discuss the topic. have a conversation back and forth. i give them extra credit for active participation in the

vianey arana joins us with your microclimate forecast and all this morning she's been talking about how beautiful it's going to be this weekend. >> it is. it's going to be a great weekend to head outdoors. maybe enjoy the sunshine. you know, of course, we are going to be seeing those hotter inland temperatures so we may have to limit outdoor activity at times because of the heat. 59 degrees in san jose right now. this is probably the coolest it's going to be compared to how much warmer we're going to get through the afternoon. might be a good time to sort of head out and explore. we have patchy fog around the coastline. we saw it around the golden gate bridge. we'll continue to see that through 11:00 a.m. and then we'll get partial clearing through there to mostly sunny for inland areas. look at the temperatures in san francisco. it's going to be pretty warm. 69 for san francisco around this time of year is actually considered kind of warm. above normal to where we're supposed to be. santa rosa, 88. napa, 84. clear lake will be one of those

areas where it's going to be nearing the triple digit mark but everywhere else we'll remain in the upper 80s, low 90s. check out concord, 93. san jose, 88. santa cruz, 72 degrees. now, remember that air quality for the peninsula and the east bay is considered moderate for today so if you suffer from any sort of respiratory illness or anything, limit outdoor activity. we'll have a look at your seven-day forecast in just a couple minutes. marathon talks between democrats and republicans have gotten nowhere. caught in the middle are millions of americans. president trump said he'll take matters into his own hands and bypass congress. this could help his re-election bid and more immediately help struggling americans. >> reporter: speaking at his private golf club in new jersey, president trump blasted democrats for failing to strike a deal. >> if democrats continue to hold this critical relief hostage, i will act under my authority as

president to get americans the relief they need. >> reporter: president trump said he would issue a sweeping executive order extending enhanced unemployment benefits and eviction protections. the president also promises to defer student loans, defer payroll taxes and order insurance companies to include pre-existing medical conditions already allowed under obamacare. on capitol hill, chuck schumer and nancy pelosi walked away from negotiations disappointed. >> i offered to them we'll take down a trillion if you add a trillion in. they said absolutely not. >> reporter: the president's negotiators balked at the democrat plan for $600 enhanced unemployment plans a items. >> they a $2 trillion blank

check. >> reporter: they remain sharply divided. the house came up with this ten weeks ago. the senate came back and said we're trying to work it through. we'll offer you this or that. >> reporter: there is still hope that a second stimulation package will be passed in some form by next week. another sobering benchmark. more than 10,000 californians have now died from covid-19. only new york and new jersey have more deaths than california. and in the last 36 hours, the state reporting 8,400 new infections. >> health leaders revealed why the state was reporting wrong numbers in covid-19 cases and what it is doing to fix it. the glitch is holding up as many as 300,000 health records. not all of those are necessarily covid related since all lab results in the state are processed through a system called cal ready.

a doctor says the problems started on july 25th and a few days later one of the largest labs stopped reporting to the state for five days. as soon as health leaders fixed the problem, the state started getting results again. the doctor says bottom line the system failed californians. >> we apologize. you deserve better. the governor demands better of us and we are committed to doing better. the governor has directed a full investigation of what happened. we will hold people accountable. >> the doctor says it will take a few days to clear the backlog. once that happens, health workers will unfreeze the watch list giving bay area counties hope of getting into compliance soon and reopening shutdown busine businesses. unfair and ineffective is what they are calling the governor's watch list. adding a county to the list and

forcing businesses to operate outdoors is a mistake. his issue is with the methodology. >> we do a lot of effort to try to understand what the numbers mean. this process doesn't allow for any of that nuance. it's just you're on the watch list. these things have to close. >> the doctor questions if closing gyms, salons and restaurants well stop the spread saying the bigger problem may be private gatherings where people are not taking proper precautions. a woman in her 60s is beaten and sexually assaulted. san mateo police are looking for wednesday. they believe the suspect is homeless and may he was wearing a red shirt that said lifeguard on it. they found a bicycle they believe belongs to the suspect. a shootout has people in shock and police trying to figure out what happened. it took place in alameda at park

street and santa clara avenue during lumnchtime on friday and one witness says it's a miracle no one was killed. we talked to that witness who was having lunch with a friend as the shooting happened. >> all of a sudden there's this guy next to me with this automatic weapon. the guys are coming out of the shoe store and he's shooting at them. then another guy came out with a handgun and started shooting at the guy with the bigger gun and they all just went running down the street. >> that witness was hit on her ankle with shrapnel. police are looking at surveillance video and they have no suspects. more details about the big backup on i-80 yesterday. our sky ranger was overhead. a crash involving a chp motorcycle officer on southbound

880 near marina boulevard exit. the officer was rushed to the hospital. we've learned he is expected to be okay. it's not clear what caused the crash but it did lead to a big backup on southbound 880 all of the way back to oakland. oprah winfrey is once again calling for action for breona taylor with billboards. she put up 26 billboards across louisville. she was 26 when she was killed. the billboard demand the officers involved be charged and arrested. she died after officers shot and killed her. still to come on "today in the bay," the as and astros play an extra inning thriller at the coliseum. we'll show you how it ends. sports is next.

degrees. you can see sunshine coming through there. we've got a pretty fantastic start for inland areas. of course we're seeing that fog and it wouldn't be summer in san francisco without that fog and, of course, we're in august. 57 degrees. as you know the clouds are typically a lot slower to clear for the coastline. we'll get partial clearing into the afternoon for san francisco. eventually we'll go from 50s all of the way up to 60s and low 70s in today's forecast. it will be warmer today. san jose, wind speeds are calm at 8 miles an hour. let's looktemperature change. no major changes right now when it comes to the temperatures. i want to show you where that fog lies right now in santa cruz. a couple areas through livermore seeing cloud cover. once that clears out, here's a look at what you can expect when it comes to sunshine. any time i talk about daytime highs and enjoying outdoors, i want to make sure i give you an update on how the air quality is

doing. this definitely might impact you depending on where you live. we're talking about moderate air quality. this is based on a measure of an air quality index, which sort of measures the matter in the air. when it's above 50, it goes into moderate which means it could be sensitive if you are part of one of those groups that suffers from respiratory illness and this signals to me you need to limit your outdoor activity when it comes to, you know, the peninsula and the east bay. south bay and north bay doing good there. limit your outdoor activity because look at how hot these temperatures will be through the afternoon. we typically 3. san jose, 88 de. east san jose, 90 degrees. 92 in danville.

along the peninsula, 70 degrees for san mateo. san francisco, 70s today. we'll get a breeze. we have westerly winds right now at about 15 miles per hour. and then up through north bay santa rosa, 88. high pressure to the west keeping us warm and hot. when we see dry conditions paired with hot temperatures, i always have to bring up the fact that we will be seeing elevated fire danger. thankfully we won't see gusty conditions this weekend. that will help keep that at bay. be mindful of that. as we head in toward tuesday and wednesday, we'll notice a cooldown in the forecast. a system approaching. that's going to bring us back down into upper 80s. less 90s in the area and san francisco will go back down to more seasonal mid 60s and we'll keep that fog in through tonight and into tomorrow. dog walking forecast for the coast, it's going to be sunnier today. i normally say you're fine. it will be cool all day long. today by 1:00 we could see 70s in some areas so definitely take

ventilated and the lack of airflow could increase covid-19 risks. >> reporter: teaching children outdoors is not always going to be an option and indoors poor ventilation in classrooms is something we told you about in december. researchers say with covid-19 this invisible problem can no longer remain unseen. eric park said he started caring about the air inside his son's classroom before the pandemic. in 2018, he said the campfire filled schools with smoke and debris. >> kids were complaining about nausea and vomiting. i went in with an air pollution meter and checked the numbers at the school and saw that it was really bad. >> how bad? he worked as a robotics engineers for nasa for 11 years and says air pollution levels in classrooms were five to ten times higher than inside his home. >> i sent an email to the superintendent and says the

numbers are too high. they said it's a known issue. >> reporter: scientists have documented underventilation in classrooms for years. park says schools have kept the issue on the back burner. >> it's an invisible issue. >> reporter: covid-19, ventilation is now at the forefront. in july the world health organization said the virus can spread through respiratory droplets and aerosols. >> ventilation reduces indoor contamina contaminants. >> reporter: before the pandemic, she worked with scientists and visited more than 100 classrooms across california including the bay area. they found 85% of clas heating d ac units known as hvacs were underventilated meaning not enough outside air was coming in. most of the systems weren't maintained or set up properly. >> we wouldn't say it's acceptable to send kids back to classrooms that are not disinfected on a daily basis so

why do we think it's acceptable to send kids back to classrooms that are not ventilated. >> reporter: many hvac systems were funded by prop 39. a ballot measure approved by california voters in 2012 allocating nearly $2 billion to k through 12 schools for energy efficient projects. nbc bay area requested an interview with the commission numerous times, but they declined saying good indoor air quality should be a given for every student. the california energy commission collaborate rates to provide the necessary training and tools to the division of the state architect so their inspectors can oversee school's compliance with energy code. nbc bay area has learned there is no california statute that focuses on classroom ventilation safety. the state requires buildings to submit ventilation tests but schools aren't part of that requirement. california's division of state architect, which provides construction oversight for

schools, also declined our multiple requests for an interview but said in an email, facility maintenance is up to the school districts. >> districts have different capacities. some districts underfunded have limited staff. >> reporter: nancy is the superintendent of the san mateo county office of education which oversees the schools that park's son goes to. she says moving forward it may become a priority. a question parents may have now is why haven't schools addressed this more effectively earlier? >> we did address -- create an extensive pandemic plan about ten years ago. without having that direct understanding of all of the complex impacts of the kind of pandemic we're experiencing right now, i think you don't even know in advance what to prepare for.
