blocking the things that we want. and what we want is good for people. >> bypassing congress, president trump is taking action to extend loyed americans will now be getting. but first, testing yourself for covid-19. the pilot program one east bay city homes will get more people tested, with accurate and quick results. the news at 4:30 starts right now. good evening, everyone. >> as the pandemic grows, so does the push for testing. berkeley is giving people a way to test themselves for covid-19. and they don't have to wait in long lines for results. >> for how that works and what it means for the future of testing, here, in the bay area, here is nbc bay area's ginger. >> reporter: at this pop-up self-testing site at the berkeley school parking lot, the actual process of self-testing for covid-19 takes about 20 seconds. appointments are made online but

walk-ins are also welcome. i took the test myself to see how exactly the self-testing site would work. >> everything is done by the person who is getting tested. so, that really ensures sanitation and less exposure. >> reporter: the comfort and ease of self-testing are just some of the reasons why berkeley mayor has brought the curative testing kiosk, for the second time, to the bay area. >> we hope to expand this into parts of our city. particularly, make sure that communities that are higher risk of contracting covid-19, such as our black and latinx community, get access to tests. >> the mayor tested himself this morning, and expects results to arrive via e-mail, within 24 to 48 hours. >> we've heard some concern from residents about the amount of time it takes to get test results. these results are in 24 to 48 hours. >> fred turner says his lab's ability to have a one to two-day turnaround is essential to fighting this virus, and ensures the lab's accuracy. >> we built the lab, from the

ground up. so we're not stuck in any of the existing infrastructure a lot of other big labs have. we are doing about 60 to 70,000 tests a day right now. a lot of that is in los angeles, texas, and florida. >> the biggest site currently is dodgers stadium, where they test around 6,000 people, daily. while this berkeley pilot site will run from today to friday, august 14th, you don't have to be a berkeley resident to get tested. those with or without covid symptoms, and those with or without health insurance, are eligible. nbc bay-area news. >> alameda county continues to be the bay area's virus hot spot as cases climb, hospitalizations there on the rise as well. the blue bars here. representing the number of patients hospitalized with the virus, each day, going back to june 27th. on that day, 99 covid-related hospitalizations in alameda county. but you see, it's going up and up. bit of a jog, here and there. got 213 on july 28th.

county had a record number hospitalized that day. since then, the numbers have gone down, slightly. but they are still high compared to the numbers we saw in june. as of monday, that's the last blue bar you see there, down a little bit. not all that great. 193 covid patients in alameda county hospitals. that's more than double the number of patients, in just six weeks. now, in the bay area, all told, there have been 58,000 confirmed cases. and today, santa clara county reported 221 new cases. the total in santa clara county, better than -- almost 12,000, i should say. san >> statewide hospitalization numbers are falling. that's good news. right now, 5,700 californians are being treated for the virus in hospitals. that's down more than 3% from yesterday. now, in the past 24 hours, california reported 7,300 new infections, though. of course, health officials say this number is, likely, higher

because of a glitch in the state-reporting system. yesterday, dr. mark galley said that the number of hospitalizations is not affected by the underreporting of cases. help is on the way for manners struggling during the pandemic. while congress continues negotiations over a relief bill, president trump is taking action. today, he signed a series of executive orders, which the white house says will help americans in need. but it is unclear whether or not the president has the legal power to do this. nbc's chris pollone has more. >> reporter: at an event billed as a signing ceremony for coronavirus relief executive orders, president trump launched a lengthy attack against his political rivals, including his november opponent, former vice president joe biden. >> controlled now by the bernie sanders left wing of the party. in fact, he's gone dreamed of going. >> in front of an audience of

paying members, among other things, will cut payroll taxes, stop people from being evicted from their homes, cut interest rates rate on student loans and give the jobless an extra $400 a week in unemployment benefits. >> so, this week, i'm taking action to provide an additional or extra $400 per week in expanded benefits. $400. okay. >> the question, is it legal? >> i think when he is talking about delaying the collection of taxes or delaying the payment of student loans, the president probably does have the power to do that because he's not expending new dollars. >> on the weekend the number of covid-19 cases in the u.s. surpasses 5 million and the number of dead, 162,000. and it's against the backdrop of several events, which have health officials fearing further spread of the virus. like, more u.s. districts heading back to school. and this in south dakota, where hundreds of thousands are descending on sturgis for its annual bike rally. with no mandatory mask order or social distancing.

for the paycheck protection m o program. program's part of the cares act passed by congress back in march. there is still about $130 billion in federal funding remaining for small businesses. 130 billion. some say bay areas, including san francisco, are also offering assistance. >> streets in downtown livermore are back open this weekend. the city shut down streets to give people more room to social distance while dining and shopping downtown. but the city said most businesses felt that the street closures were hurting them because of a lack of parking, among other now back open. social distancing and face coverings are a must, though. the city wants to remind you it's now fining people for not wearing a mask. first-time offenders could face a $100 fine. the uc system is adding extra requirements to keep everyone safe. students and staff members will now be required to get a flu vaccination. the uc system already requires

students to get vaccinated for measles, tetanus, and chicken pox. so the influenza vaccination reduce the burden on its health leaders, who are already fighting against the covid-19 crisis. but staff members may request a medical exemption. >> people can sign up for a testing appointment a sites in sunnyvale, morgan hill, santa clara, los altos, and palo alto. future testing sites will rotate, daily, through other cities in the county. now, you don't need an appointment at many of these testing -- existing testing centers or public sites. we have made it easy to find all the information about those south bay test sites. just head to our website. that's nbc bay area.com. and search coronavirus testing. it will tell you where those test sites are and when they're

open. new details now on that dangerous scene in downtown ave reacted three juveniles accused in a midday shootout. investigators say a number of people, some of them juveniles, were involved in an altercation leading up to the shootout. several firearms, as well as high-capacity magazines, recovered. the gun battle happened around noon. noon on santa clara avenue. as people were dining outside, one of the bullets went by a passing car, barely missing a 10-year-old and lodging in the driver's seat. somehow, no one seriously hurt. >> police are looking for two men they say robbed a 7-eleven store last night. it happened on colorado avenue in palo alto's midtown. you can see a picture of the men right police are searching for. both wearing masks. only one other clerk was in the store at the time. luckily, neither of the clerks

were injured. >> the victim of a small plane crash in lake county is a well-known civil rights photographer from san rafael. the pilot who crashed his mini glider in lakeport yesterday afternoon. he captured the 1965 voting rights m rights march from selma to montgomery. nbc bay area interviewed him about his work earlier this year. and he even told us about wanting to buy a new mini glider. when joe asked him if he was worried about his safety, he said he'd much rather go out flying his glider than with an illness. >> in less than 24 hours, east bay commuters will have a new option to get around. check this out. tomorrow, ac transit is launching the first-ever rapid bus line. it's called tempo. the new line replaces bus line 1. it will connect oakland

and his work, even hanging in mayor london breed's office. >> a san francisco company is trying to celebrate a milestone as its future remains uncertain. the golden gate factory in chinatown celebrating its 58th anniversary. and enjoyed some of the handmade cookies, of course. but it's not all fun, as you can imagine, this time of year. the owner of the store says he is struggling to keep his business afloat amid the pandemic and increased xenophobia. >> our community dying and we need help. >> the owner added he usually doesn't celebrate the store's anniversary. but this time around, he wanted to bring joy to his workers during these difficult times. >> a casino is moving their operations outdoors. stars casinri card room employees back to work with this move. card tables set up on the patio, as you can see right there. social distancing is in effect.

the setup includes those tents for shade but allows for a lot of airflow. staff and guests are excited about the return to gaming. most have been closed for weeks now and it's not clear how many have been able to move operations outdoors. >> san jose police officers are helping students get ready for the school year. today, they hosted their annual shop with a cop event. community leaders help distribute backpacks and school supplies. might remember, the police department also hosts its christmas shop with a cop program. where they help students celebrate with toys for the holidays. but today, all about getting students ready for school. >> i think it's really good because some of us can't afford school supplies, then we could get some from the cops who are really nice to give them out. >> more than 800 elementary school students were able to receive supplies. fairfield police, also, making sure students have what they need before heading back to

clashes broke out between protestors and security forces in beirut today, as demonstrators protested against lebanon's government. those protests followed the deadly explosion four days ago. amazing video of that blast. documents show that for years, officials had been warned, time and again, about the danger of the presence of ammonium nitrate at the port. no one did anything to remove it. there were 2,700 tons of ammonium nitrate at the port. the disaster also comes amid lebanon's worst economic and financial crisis in decades. here is another perspective on the destruction, from the harbor.

that blast killed at least 154 people, wounded more than 5,000. so far, 19 people have been detained, including the port's chief and the head of lebanon's customs department. not going away without a fight. tik tok is planning to sue the trump administration. this comes after president trump signed an executive order banning transactions with its parent company, bite dance. the executive order cites privacy concerns, saying the app captures personal information for its users. the lawsuit could come as soon as tuesday. tik tok plans to argue that the order is unconstitutional because it failed to give the company a chance to respond. >> turning now to 2020. anticipation is mounting for democratic presidential front-runner joe biden to announce his running mate. sources close to the matter say biden will likely announce his vice president pick by the middle of next week. the only real deadline is the start of the democratic national convention, which is on the 17th. among the contenders, california

senator, kamala harris. former obama national security adviser, susan rice. and senators elizabeth warren and tammy duckworth. biden has promised to pick a woman for a running mate. >> rob is in an air conditioned home, i'm going to guess because this is the kind of day you'd be in the ca in the air conditioning, right? >> yeah. in the east bay, tri-valley, in the low 90s. and i think by this time tomorrow, we will probably see a few mid to upper 90s in the forecast. notice, from walnut creek as you see there. sunny skies. bit hazy outside. we got temperatures in the 90s. currently, 91 degrees. wind slightly out of the west, 15. but not cooling things off much. where the big-time cooling is obviously in san francisco, with patchy, low clouds. 65 degrees but the wind not quite as strong as it's been over the last couple days. that may allow san francisco, downtown, tomorrow briefly up to 70 to wrap up the weekend.

82 degrees and wind out of the northwest at 12. and speaking of those hazy skies, notice the air quality. moderate from the north bay, to weekend but look at the differences. 60s, 70s, 80s, and 90s. and that might get a little more extreme tomorrow into solano county. temperature change right now, not a whole lot. in fact, north bay slightly cooler. the reason on this map, notice the areas. you get a south wind into the north bay. that prevents you from getting too hot. so it's pretty comfortable there but expect less of that sea breeze tomorrow, as we will see temperatures starting to climb up toward our east. you can see on that map. thunderstorms firing up here. little circulation of low clouds offshore. again, that's going to scoop up the clouds. localize drizzle.

and through the day tomorrow. morning temperatures 50 to low 60s so for some, including san jose and livermore. near 90 now in san jose. mid-90s for morgan hill. antioch, up to 97 degrees tomorrow. 94. mid to upper 70s from oakland into heyward. and even bayside, san mateo. and san francisco, that wind, not quite as strong, west at 14. should see upper 60s around downtown and you will see the north bay still with the south wind. that's going to keep santa rosa and napa, we think, to the mid to upper 80s. going through the week, similar trend to last week, except without the drizzle storm. we are going to get a bit of a stronger sea breeze, which is going to cool things off. then, thursday and fr we see a coast. that's a sign of increasing

mid-level moisture. we might see a little taste of moon so monsoonal clouds here. meantime, tomorrow, warmer of the two weekend days. i think downtown san francisco actually pretty close to 70 for tomorrow. and valleys, the averages will be in the low to mid-90s. but hottest places, inland. could see upper 90s. and then, we cool off the middle part of the week. overall, not too bad. heat not sticking around too long but the hottest day comes our way tomorrow. also, where it's nice and air conditioned in the studio, right? >> it sure is, yeah. thank you. >> still ahead, a southern california city is helping businesses adapt during the pandemic. where one yoga studio is now holding classes. well many people have such a misunderstanding

finally, tonight. some baby penguins are getting a taste of real life. >> this is really cute. these four penguin chicks. >> that's not them. there they are. >> there they are. terry and i look nothing like them. hatched at the chicago shed aquarium back in may. now, they are old enough to explore like the adult penguins.
