california schools are doing to re-open. scott, good morning. >> reporter: it is back to school week here in california but for the vast majority of the state that will be virtual back to school. the rule here is if a county is on state's monitoring list for rising covid cases, that school cannot re-open for personal instruction, 97% of the k-12 population live in counties that are on that monitoring list. here in san jose where they will tart classes on wednesday, the virtual instruction will begin the teachers, though, are being told they need to teach those class from the classroom the idea is they will have a better wi-fi connection and more access to classroom materials. some teacher unions raised concerns about that. when they can go back to in person instruction, there's a backlog of test results in california due to a data glitch from 300,000 test results and as
