>> yeah. >> kari, it was a toasty weekend. >> yeah, we had some warm weather for the inland areas but it was still cool and foggy near the coast. i went up to stenson beach and it took until 5:00 in the evening before the sky cleared and it was nice and cool. and we could see the fog starting out early in san francisco. seeing it misting and drizzling at times and here our temperatures will stay in the 60s. you head across the bay to oakland. it is in the mid-70s and upper 80s for the south bay. and then some mid-90s for the east bay. up in ukiah today, expect a high of 98 while santa rosa will get a little bit of the ocean breeze coming through the mountain gaps and we'll be in the mid-80s. we'll talk more about what is ahead for the rest of the workweek in a few minutes. but mike will get you ready to head out of the door. i wasn't ready for this, kari. the bay bridge toll plaza. everything is so light including the bay bridge but the toll

plaza showed the meterering lights on so now 20 minutes later we have the fill-in for all of the lanes. after the packing in, things are moving well for the middle lanes. so it is better than it could be but this is early for the back-up at 6:01. the approach on the map, the speed sensors knowing no problem. there may be a crash just off of highway 13. we'll check on that. the rest of the bay even at san jose slowing we start and cleared up. back to you. and breaking news out of chicago. there was looting and violence overnight. and as we lk live from the helicopter shot, you could see things were destructive overnight. hundreds of people rushed into the area breaking into high end stores and taking what they could. police officers responded even exchanging gunfire at one point. chicago police tweeted that shots were fired at officers who

then returned fire. no officers were hurt. it is unknown if anybody else was hurt at this point. all this unrest could be linked to an officer-involved shooting that happened yesterday. look at the parking lot of the best buy. that was hit by looters. to word on any arrests related to that. and we do know that one person was taken into custody related to this initial shooting into mean for more clashes between police and protesters in oakland overnight. three officers were hurt when a group of people started throwing bottles at them. on saturday people broke into the portland police association building and lit it on fire. last night the city's 74th night of protest calling for police reform. and now to washington and president trump and speaker nancy pelosi. facing off in a new battle of the president's latest executive order to provide relief for americans. this morning many are wondering what is in this for them.

scott mcfarland, a lot of that back and forth over the weekend could really get much worse for us as we continue to watch all of this. >> reporter: yeah, marcus, there are new questions about the constitutionality of the president's weekend executive orders. whether those orders will do anything to put money in the pockets of anyone any time soon. as he made his way back to washington from a weekend at his resort in new jersey, president trump made the case for his newly signed executive action for coronavirus economic relief. >> you may say that you have heard some negatives but i've heard mostly positives. we have to get money out to the people. >> reporter: $400 a week in unemployment benefits, less money than democrats were seeking and partly paid for and distributed by each state. it is unclear which states could afford it and how fast the money could be sent out and whether it is constitutional. >> whether they're legal or not takes time to figure out.

my constitutional advisers tell they're absurdly unconstitutional. >> reporter: and democrats argue the order could starve money from social security and medicare and oversteps the president's authority. >> our counsel office and treasury department believes it has the authority to temporarily suspend banking regulations. >> the executive order are all too narrow, unworkable and weak. >> reporter: but the president told reporters over the weekend if a lawsuit happens he expects courts to hear the case quickly. the president also told reporters he's heard from democrats over the weekend that want to start negotiations over the weekend but sources tell nbc news there has been no contact between the white house and congressional democratic leaders. live in washington, i'm scott

mcfarland, now back to you. >> scott, thank you. and i want to make a quick correction, in the last story before we heard from scott, that i said oakland instead of portland. again, that was the protest going on in portland, not oakland. kris. thank you very much. here we go. going back to school for students in oakland, kids are going back to school in a matter of hours. but there is still a lot up in the air. bob redell is following this. at this point, the teachers and the district don't have an agreement about what they're going to do for distance learning and the school bell is going to ring in just a few hours. >> correct, kris. so for about a month now the oakland unified school district and teachers have been trying to reach an agreement on what the distance learning model will look like. they're negotiating over how much live instruction per day and the length of the teacher work days. talks broke off this past

saturday. nothing changed yesterday on sunday. the teachers union wants the district to provide small group distance learning in addition to daily instruction because it is so effective in their opinion. but a union representative said the district just won't budge on this. >> that is something that especially in the virtual world that we know is critical to provide students with what they need academically and help keep their growth going. >> reporter: in her back to school message, the oakland unified superintendent wrote in part although we're not able to see each other in person we are excited to connect with our students and families virtually. we continue owe work hard with our labor partners to reach an agreement about what exactly what distance learning will look like and we look forward to reaching a deal. we'll update you as soon as that happens. for now teachers plan to hold a single hour each day online. and teachers will be doing in

person wellness checks on at risk students. they could not release any details until they reach an agreement with the union. as students throughout the bay area return to a virtual classroom, a national retail federation said parents plan to spend a report amount of money. $789. almost $100 higher than the previous record because parents are spending more on computers and chargers, less on backpacks and bunch boxes and clothes in the age of distance learning. kids still care about their shirts and decorations for the bedroom wall since you could see them on the zoom call but everything below the camera line is not as much of a concern. reporting live, bob redell, "today in the bay." >> thanks, bob. meantime, oakland unified grab and go meal program resumes today but with a big change to tell you about. now the meals will only be offered to registered students. now since the pandemic began, oakland unified has been giving that food to anyone 18 or older but the district said that the

change in federal rules is forcing them to cut back. those memals will be handed out at 22 schools. happening this weekend, new covid testing sites are opening in the south bay. starting tomorrow they'll be testing offered by appointment only at overfelt high school in san jose and in gilroy. there is also testing monday through friday including walkup testing at several locations in santa clara county, just check out the county's website. so the a's and astros went after each other. so things went ugly. after the a's outfielder got hit by a pitch the second time. sparking the benches to clear. major league baseball said these type of brawls would be punishable. well, expect suspensions from both sides. the a's did win the ninth

straight game. well, the weekend weather was nice for them as they were out there playing. but keep that fighting to yourself. fight within. notfield. >> right. absolutely. that should be the lesson. let's check out our temperature trend for walnut creek this morning. as you get ready to head out, we're checking out a few clouds moving in but overall a mostly clear start here in the east bay and our temperatures heating up quickly. going from 61 at 7:00 to 87 at 1:00 today. and it is continuing to go up a few more degrees from there. as we reach into the low 90s, some upper 80s in the south bay. palo alto will reach 84 and san francisco stays in the 60s. mike, what is the update for the commute? we had a crash i told you i would check on in oakland. let's start with the big view. a lot of green. things are light. even in the south bay, san jose

but some of us will still have the cool weather. we'll talk about that and a look at workweek forecast coming up. and an update for the richard san rafael to richmond, a debris but not causing a major problem. westbound the commute is starting to pick up. but we're seeing a shift as folks head to school even as folks continue to work from home. well, good morning to you. and a very happy monday. speaking of working at home, a lot of companies are getting to point where they're just telling employees to stay home as the virus gets worse, not better. the latest to tell employees to stay home for a longer period of time is zynga, the san francisco gaming company said it was going to bring people back in october, but the san francisco business times reports zynga employees will stay home. uber and facebook have said much the same.

it is easy for tech companies to keep their employees at home, easier than it is other industries. companies are really leading the stock market. so when you hear people talk about stock market records, what they're really saying it a lot of tech companies are doing very well. the nasdaq may have traded slightly lower on friday but when you look at the broader picture, amazon, apple, microsoft, facebook, google, pulling the markets higher. now the markets this morning trying to figure out what to make of president trump's executive orders over the weekend. some of them are not enforceable. the eviction ban doesn't ban evicks. we'll get to that as we talk politics later. but let's talk payroll taxes for a second. president trump has ordered employers to stop taking the payroll tax out of paychecks if you make less than $104,000 a year. so this is going to make your

paycheck bigger but you still owe the taxes later and by making your income bigger, you make your income tax slightly bigger as well. democrats and quite a few republicans argued against this idea, saying taking out a payroll tax helps people who are employed and does nothing to help people that are unemployed and don't get a paycheck at all. and i thought this was a clever idea. malls are getting emptier and amazon is talking with simon properties about moving into spaces once owned by macy's or penny's or sears and for warehouses to serve amazon deliveries. you know the big anchor stores are enormous and many cases in some malls they are absolutely empty. and amazon said, hey, we still have a lot of customers. >> yes, but marcus, you were saying that some of the other malls tenants don't want to see

that because they don't drive foot traffic. >> they're seeing a decline in that a but i'm sure the owner of the mall want to use the space in some kind of way. we'll have to see what happens. thank yous scott. 6:18 this morning and a cal graduate has his name in the record books for you this morning. 23-year-old collin morikawa won the pga championship at harding park. he takes home a cool $2 million. ching ching. he made only one mistake yesterday, so look he tried to lift the trophy as you saw right there and then the top fell off. afterwards he spoke about his accomplishment. >> it is amazing. it is been a life goal obviously as a little kid. kind of watching everyone grow up all of the professionals an that is what i've always wanted to do. >> he may have some star power

we're going to be in the low 60s but you could see the trend as it goes upward throughout the morning and into afternoon. at noon we're at 77 and then 79 degrees. and once again it is going to be a hot afternoon for some of us. so let's take it hour-by-hour. at lunchtime we're seeing some upper 80s and low 90s. we're at 92 degrees as we look at what is happening in livermore during the middle of the day, while napa is at 85 degrees. and then some upper 80s for spots like cupertino. in san mateo it is 76 and you could still see the fog near the coast and cooling off the rest of the bay area going into the evening. so at 7:00, if you're planning an evening walk, it will be at about 85 degrees in antioch and napa at 78 degrees. so feeling much more comfortable. but i think a lot more of the fog will start us out early tomorrow morning and cool us off a few more degrees. so look at our valley temperatures. from the 90s to the upper 80s

for the next couple of days and that is only break from the high heat because it is going to get potter by the end of the week. by friday we'll see temperatures reaching into the mid-90s. and it is still going to be hot this weekend. mike, how is it looking right now as folks get ready to head out for work? not good. because you're saying 87 is the break we get. but we'll transition toward traffic. that is okay. that is moving nicely. but we start with the bay bridge toll plaza where the metering lights were turned on early, about 5:38 and the back-up forms quickly. i think it is very slow. maybe they heard about an incident on the span but there are no incidents. you see the middle lanes recovering. the map will show you, it is only at the toll plaza that we have the slower drive. the maze and the east shore freeway and contra costa moving smoothly just slowing through contra costa county -- oh, my gosh, i circle that.

pandemic rachael ray has been filming her show from her house and her show airs right here on nbc bay area. very big flames there. >> i'm glad they're okay. as students go back to school here in the bay area, there are concerns in georgia following a photo i want to show you. this photo going viral last week. you likely saw it. this is where students were in a crowded hallway in a high school. this is just outside of atlanta. the school suspended that student who took the photo because they said using the phone without permission on school grounds, well it followed that suspension but the punishment has since been lifting this week. students won't be returning to school. you won't see the photo because they're not allowed back to school and this is after nine people tested positive for covid-19 there. forced to shut n march because of the pandemic are starting to reopen. happening today, the city's main library will offer curb side

the map ashows you the approach and a nice easy drive in the green zone. back to you. >> sorry to cut you short, mike. we want to take you back out to chicago right now where the mayor lori lightfoot is speaking about the unrest, the looting and some arrests that happened overnight. we have a better look at some of that outcome of the violence in downtown chicago. new video of stores that got looted. we learned that more than 100 people have been arrested. so far officials say hundreds of them rushed into the area, they were breaking into the stores there, taking what they could. police officers at one point even exchanged gunfire with some of the suspects. chicago police tweeting that shots were fired at the officers first and that the officers then returned fire. no officers were hurt. it is unknown whether anybody else was hit. but, again, the mayor is talking about some arrests that happened and what triggered this whole event which happened after an officer-involved shooting

earlier in the day yesterday. well back here at home, late night announcement over the weekend from sacramento. forcing the state department of public health leadership. dr. sonia angell is stepping down from her position as public health director. jack y jackie ward is live with the details this morning. >> reporter: good morning, marcus. there is speculation as to why dr. sonia angell is leaving her position and she's only held since october. she's also the first latina to have this role. effect today she's no longer the head of the department of state public health and she didn't give a reason why when she emailed the colleagues in which she wrote each and every one of you has been essential because we know that in the final calculation health is not defined by one condition, disease or experience. and the final calculation all of our work in aggregate makes a

difference. her resignation is days after a major blunder with the covid-19 tracking system announced. a computer glitch caused several thousand cases to go unreported. they're working through the back bog to provide more accurate numbers. california has 554,160 confirmed cases of covid-19. 10,293 californians have died from the virus. an the rate of positive tests over the last 14 days is 6.1% which is slightly down from two weeks ago. sandra shoery will be the health director and dr. erica penn will assume the role of acting state public health officer. gavin newsom thanks sonia angell and he's expected to speak to the public at noon today. watch that right here on nbc bay area. back to you. >> thank you so much, jackie. kris. well now coronavirus cases

in the state are dropping but the deaths in senior centers continue to rise in the north bay. this comes after health leaders there say that nursing homes are showing signs of slowing the spread of the virus. since the pandemic started 47 people died from covid-19 in sonoma county alone and 38 were living in senior care facilities. nursing home administrators say that seniors make up more than 80% of covid related deaths happening in that count. and many needed ppe will be handed out for medical practices. he state of california and efforts to provide up to two months supply of ppe to facilities. clinics could pick up the supplies today at san jose city college from 10:00 this morning until 2:00 this afternoon. as oakland students prepare to start the new school year today, san jose unified are getting ready.

as home learning, well, it is what the students will be doing as they start school on wednesday in san jose. but teachers, they're required to physically report to classrooms. say it is an unnecessary risk as well as a luge incontroversy for those who have children themselves. the district said they working on accommodations for teachers with childcare and medalic needs. well, all this week nbc is launching a new series called coronavirus and the classroom. hear from the team of expert searching nationwide for the best answers to all of those questions from teachers to participants to students. coronavirus and the classroom kicks off on the "today" show, right after "today in the bay" at 7:00. well new this morning, it seems like a lot of parns are saying no thanks to the happiest place on earth because of the pandemic. in a new poll by morning consult and the hollywood reporter found that nearly 80% of parents say

it is just too risky to go to any team park this summer. disneyland is shut down in california as is universal studios which is part of the nbc family. great america won't open at all this season and, kari, this weekend we surely could have used the water rides. it was a hot one. yeah, we have a season pass but it is good to know it is extended through next year. so we'll see how things go then. as we start out this morning, getting out the door, we're seeing a lot of fog in san francisco. it is been misting and drizzling but the inland areas are all clear. we'll still have the wide range in temperatures from the kroeftal areas to the inland valley. half moon bay will reach 63 today and oakland will see a high of 75. upper 80s for san jose. and 82 in napa. and then for livermore, we're up to 94 degrees. and ukiah reaching 98. now we'll get a bit of a cooldown heading into tomorrow. we'll talk more about that coming up in the forecast.

mike, you've been keeping an eye on some of the slow spots, including the bay bridge. >> yeah, that is the one that started early this morning, despite the fact that we see a lighter volume of traffic all around the bay. let's get out to the roadway and talk about the smooth drive for the maps. i've circled the east shore freeway around carlston, reports of a crash there and some slowing as you're approaching golden gate field out of richmond. the middle lanes are moving the best. a circle at the bottom of your screen, 101 northbound north of 680, the live camera will take a look out there. chp just notified me about a traffic break they plan to run north of here. i don't know why. i'm assuming it is debris or a disabled vehicle. right now traffic is very light but we'll see if this causes a back-up, back to you. >> thanks, mike. >> the political world hitting a fever pitch this week.

administration officials to look into the problem and then, quote, take action as appropriate and consistent with applicable law. to promote the ability of representers and homeowners to avoid eviction. so within the current parameters and no new action. one of the more peculiar bits of news out of the white house is the president denying his staff was looking into figuring out how to get him on the the mt. rushmore, his face added to mt. rushmore. the president tweeted out this pike with to commentary over the weekend. "new york times" reported white house staff talked to the governor of south dakota about adding trump to the monument. actually the media part of that article had to do with kristi noem who pulled out all of the stops for the fourth of july visit to mt. rushmore. "the new york times" said she made a trip to washington to meet with vice president pence to assure him that she wasn't looking to replace him on the

looking at mostly clear visibility and the temperatures in the mid-50s. it is going to warm up. if you're leaving out of the door later, expect at 10:00 it is going to be in the upper 60s and then upper 70s at 1:00 today. let's look at our microclimates and make plans for the day at lunchtime, it is still foggy along the coastline with half moon bay in the low 60s and san francisco in the mid-60s. across the bay it is 71 degrees in oakland and some upper 80s already for the inland areas. as our temperatures there max out in the low to mid-90s. santa rosa will get some the cooler breeze off of the ocean so looking at low 80s there. and san jose will reach into the upper 80s. and if you are planning to get out this evening for a walk, it is dropping back into the 70s for the microclimates. but a lot more fog building in and that is going to cool off temperatures for the next couple of days. for our inland valley expect upper 80s for tomorrow as well as wednesday. but then it is going to heat up. and we're looking at highs in

the 90s by the end of the week into the weekend. while san francisco, for the most part, will stay in the 60s over the next few days. mike, any more issues popping up for the commute right now? >> yeah, kari, out to the dumbarton bridge as we look at the map. it is eastbound 84 away from the facebook side and over to the other facebook side. disabled vehicle and that is all we know for sure. it does sound like the car might have turned around for some reason and be facing the wrong way on the shoulder. so we'll watch that. dumbarton bridge smmoving smoothly. 101 through san jose approaching the key, a possible traffic break. i haven't heard about it for sure. we're looking at recovery where the arrow is, and that crash has cleared from the roadway and not cleared the bay bridge toll plaza, still the back-up there and the metering lights are on. back to you. >> thanks, mike. hong kong police arrest

welcome back to you. it is 6:56. here are the top stories this morning. >> including that breaking news out of chicago, we're learning more about that looting and the violence in the downtown area. the mayor of the windy city is holding a news conference as we speak. we'll learned that at least 100 people were arrested. a lot of damage is centered around the city's magnificent

mile area. and the unrest might be related to a police shooting on sunday. a surprise move out of sacramento. the head of california's public health department is stepping down. dr. sonnia angel is a announcing she's leaving effective yesterday. no reason given. she was the head of the department for less than a year. her resignation after a major blunder with the state's covid-19 tracking system. now a computer glitch caused several thousand cases to go unreported. state is still trying to work through that backlog to provide more accurate numbers. and now to making it in the bay by keeping people in their homes. santa clara county is taking up the issue of the extending the eviction moratorium. it expires at the end of the month. last month a report by a law foundation of silicon valley showed more than 40,000 south bay families and small business owners are on the brink of losing homes and businesses. right now tenants have six nt

months to pay back rent after the moratorium. in san francisco, a growing call to have a moratorium ontoing. the city has a high number of people living in their vehicles. towing was halted since the pandemic began. but with parking restrictions back in place, homeless advocates fear that towing will start to ramp up. san francisco has some of the highest towing fees in the nation, although fees are waived for those that could not afford them. and there were some wild times at the oakland coliseum as the a's an the astros went after each other. things got ugly after the a's outfielder ramon liriano got hit by a pitch for the second time. he charged the dugout sparking a clearing of both benches. pandemic that these types of brawls would be punished severely. so we could expect a lot of s
