kamala harris. a good morning to you on this tuesday morning. terrific tuesday, as i like to call it. thank you for joining us. i'm marcus washington. >> and i'm chris santos. i'm in for laura garcia. this is the first week back to school for a lot of kids. usually the forecast is a really big deal. do you need a sweater? do you need to wear long pants? carrie, we're learning at home, but we still need to know what the weather is going to be like. >> right, and we have breaks in between so we want to get outside and enjoy those breaks with some fresh air. let's get a live look outside in san jose as we start out this morning. the skies are clear, and as we check out our high temperatures for today, some mid-80s for the south bay, so it's going to feel nice. mike, how is it looking for the early morning drive? >> it's looking great, kari. you talked about the south bay. we'll start with our view of

silicon valley. the freeways are moving nicely. i was zooming in toward eastbound 237. there was a crash that took a light pole down. that crash may be clear, but i think there is still light repair work that may need to be done. back to you, chris. >> thank you, mike. back to the breaking news out of russia. russia says it is the first country to approve a covid-19 vaccine. president vladimir putin said russia rushed a covid-19 vaccine with state regulators there, putin adding that one of his daughters has taken the vaccine. doctors could begin receiving the vaccine as early as later this month or early september, but there is concern within the global health community as scientists have not completed a phase 3 study. that final stage study usually involves tens of thousands of people intended to prove if an experimental vaccine is safe and if it really works. right now there is a plan on

hold right now for that failing economy as millions of americans wait to find out what happens with those unemployment checks. now, the president is defending the executive orders to respond to the crisis. nbc's scott mcfarland reports. >> reporter: amid a stalemate in washington, president trump said progress is being made against covid-19. >> i think at the end of a fairly short period of time, you're going to be in very, very good shape all over our country. >> reporter: u.s. cases have doubled since late june, and the financial fallout is sweeping the nation, too. the president's executive orders call for a new $400 a week unemployment checks, partially paid for by states. critics question if the president has the constitutional power or if states have the cash. >> we just had a meeting with the governors, and they were very anxious to get money for the people in their states. >> the fact is he's showing us he doesn't understand the situation at all. the virus is raging on, people's

benefits are being slashed. >> reporter: meantime more school districts grapple with whether to reopen their doors. >> if i hear a cough, we're pulling right out. >> reporter: cases among children spiked 90% in the past month. the president told reporters those cases are mostly minor. >> they don't transport it or transfer it to other people or certainly not very easily. so, yeah, i think schools have to open. >> reporter: as democrats criticize his response to the crisis -- >> president trump's response, it is what it is. >> reporter: -- talks on treating the economic suffering have broken down. scott mcfarland, nbc news, washington. with 751 new confirmed coronavirus infections just added to the pandemic total, leaders in stantanta clara coun will now consider taking a different kind of action, cracking down on anybody who doesn't wear a face mask while out in public. today county leaders will vote

on proposed fines raging from 25 to $500. businesses could face penalties between 250 and $500. what you're looking at on your screen right now is a total number of cases in california. that number of cases continues to climb. right now 554,000 confirmed cases since the start of the pandemic, more than 10,000 people have died. cases among children, we've really been watching this closely, especially as kids are going back to school. cases among children and teens in california also surging. according to the department of public health, as of last week, more than 50,000 cases of covid-19 were confirmed young people, and again, santa clara county trying to s be discussed today. sonoma, contra costa county already have fines starting at $100.

city officials not enforcing the rules in santa rosa say fines could be $500. in san francisco, some of the personal training centers have actually moved that training outside, as you see right here in some of this video. now, the owners of mx3 in san francisco, they say that revenue is down 80%. that's a lot fior a lot of businesses. a lot of those businesses are considering permanently closing. the san jose coalition says 600 businesses with 700 employees are in trouble. >> i'm not exaggerating when i say this entire business sector could collapse within one month. >> the coalition says fitness centers should be allowed to operate inside just as physical therapists are allowed to do. they took numbers from the small business administration and

considered legal action. students, let's start you off in the south bay. the east side union's high school district in san jose will start the year with distance learning, as most of the peers will as well. east side and pleasanton will also start hybridly, but unified may end up in person. if you go to school today, have a great day. pg and e will begin discussing how to spend $50 million. that settlement is from the 2007 fires, and they're grappling with whether to spend the money on continued fire recovery or even use that to battle the pandemic. sonoma county and santa rosa

for the longest stretch in nearly a year. the s&p 500 is 1% away from its high set in february, but the nasdaq is shifting away from high tech stocks such as amazon. the u.s. and china are against hopes for a virus aid by secretary mnuchin saying he's open to talks with foreign leaders. disneyla will resume servic. disney will close an hour early and epcot will close two hours early. disney reopened last month with new health and safety protocols and reservations required to manage crowds. people have been spending more on gaming than ever before. the ntd group said total spending ros quarter to $11.6 billion at a

let's head over to walnut creek. we're going to start out this morning with a few clouds, but we'll see it clearing out. temperatures here in the low 60s and at 10:00, we're at 70 degrees. 74 degrees at 11:00. at the bottom of the screen, we check out the south bay and our high temperatures reaching up to 84 degrees in cupertino, and gilroy today, we're looking at a high of 84 degrees. for the east bay we'll see a high of 86 in pleasanton. oakland today 71, and for the coastal areas, we will get some sunshine today, but i think it's going to be foggy for most of the day at half moon bay. heading over to palo alto, we expect the high temperature to reach 80 degrees, and san francisco will reach into the upper 60s. today in the mission district and our north bay high temperatures in the mid-70s in stant santa rosa. compare it to the heat we'll still feel in ukiah today as it

heads up to 95 degrees. some of us enjoying a nice, clear sky but we'll also have a meteor shower peaking tonight into early tomorrow morning, and this is the time we could see, in those predawn hours, several of those meteors streaking across the sky. find a panoramic view, look up and just sit back and enjoy it. the south bay, of course, will have the best chance of seeing it with the clear skies overhead. as we go through the forecast, it's going to turn hot by the end of the week. are you ready for this this weekend? highs in the upper 90s in the inland valleys. all right, mike, how is it looking right now for the morning drive? >> first of all, you didn't wait for my answer. the answer is no, i'm not ready for that. never ready for hot, humid weather. on the roads we are ready for the morning commute. overall this is beautiful. the green is all around the bay, and we expect it at this time. we do expect some slowing but it's not there yet.

before folks get around mountain house parkway, that crash just cleared from the roadway, so i'm expecting a lot more trucks heading to ultima. contra costa county, no problem, or the approach to the bay bridge. back to you. listen right now, it probably sounds like a broken record, but we could soon find out who the vp pick it for joe biden. we've been talking about it a lot, but by now you know that list is short for the women and kamala harris is reportedly at the top of those contenders. bay area political watchers actually agree with this. they say harris is a strong contend contender. >> she's a hard one to attack. when she was d.a. and attorney general, she was a tough one to crack when it comes to law and order. >> women's groups, they say they're already warning the

media that they are tracking the coverage closely. >> the discrimination, the stuff that's out there on the internet, the attacks that we've seen. that's what they're doing, they're anticipating this, and i think it's a good idea. >> that's senator amy klobuchar. a lot of people talking about a lot of things surrounding this. there is already a column out comparing joe biden's selection process to "the bachelor." a majority of americans say they don't think the upcoming 2020 election will be conducted fairly. those are the findings of a new poll just out from nbc survey monkey. republicans are more vocal it will be a fair mail-election. many will be there to vote in person. they say people should have that

option. salons are opening because they say they can't wait any longer than they already have. in southern california, shops have been closed. several shops say they face permanent closure. a movie night will occur for a defense fund because they plan to reopen next week despite health orders. the money will go to opening back up. a barber shop owner said her shop is her livelihood and she's not ready to give up. >> it's not just a job, it's a way of life. this is how i fulfill my purpose and my community and take care of people around me. i cannot and will not find another job because we wear it proudly on our skin. >> southern california salons say they plan to reopen indoor services next week.is morning, california neighbors are teaming up to help struggling restaurant owners and those who are working

on the pandemic front lines. it all started when their friend and owner of a pizza place outside san diego made pizzas and donated them to local health care workers. the two men then launched a website called feeding local heroes. someone can order food from 24 different restaurants and then pick the hospital they want to send that food to. >> we are killing two birds with one stone in terms of helping both ends, both the restaurants who are struggling and the people who are putting themselves at risk. >> the two men say they are not making any money off that website. they are encouraging other restaurants and health care facilities to join in as well. happening now, excavators are starting to remove the debris and rubble that was left behind after that explosion in beirut. last week more than 163 people were killed and it led to the prime minister and his government resigning yesterday. lebanese security officials reportedly warned the government
