now, that fog. >> right. we're seeing that as we look now from the cupertino hills in the south bay. right now not a good view of it, but hopefully tomorrow you'll have a better chance. let's go through our temperature trend. we're going to see our morning start in the 60s, and then as we go throughout today, it's going to reach up to about 80 degrees, and this will actually be one of the coolest days of the week as we reach into the mid-80s in the south bay and some mid-80 force parts of the inland east bay with concord reaching 86. we'll talk about hotter weather ahead in the forecast. mike, how is it looking right now for the morning commute? >> kari, the bay area toll plaza just turned on about 10 minutes ago. you see all lanes have filled in, so that was pretty quick. they're not stopped up, but they're close to getting there. looking at the map, there is no problem on the approach, just the backup on the toll plaza. the rest looks good, so does the rest of the bay. back to you. >> thank you, mike.

we want to get right to that breaking news. russia said it developed the first covid-19 vaccine. scott macfarlane is in washington, d.c. what is the talk right now? we know a lot of scientists will have some skepticism, but politically speaking, what are you hearing? >> well, there is a world of skepticism throughout the world on this. vladimir putin, russia's president, said it registered a vaccine which means it could go into mass production and could be disseminated to medical workers by next month. in fact, putin says his daughter has already taken a couple doses of this vaccine and feels well. this is, though, a skeptical topic forhistory, there is no peer review that's been finalizesededd on this vac and there is concern they're putting national prestige ahead of health and safety here and letting national prestige win out.

>> and, scott, question. is there any reaction from the white house at this point or capitol hill? we know that the stock markets seem to have reacted a bit. >> the president has just announced a news conference 2:30 p.m. pacific time, but his health secretary spoke this morning and said, quote, the point is to have a vaccine that's safe and effective for the american people and the people of the world showing some concern this may not be yet proven as safe in russia. >> all right, well, we'll be watching for that press conference coming up this afternoon. thank you very much, scott. 6:03, and right now the bridges to chicago's downtown area are raised. this is keeping people from heading back to that same area that saw the looting sunday night. more than 100 people were arrested. 13 officers were injured in dow

the car caravans going through the downtown area, looting businesses. more than 400 officers were called in to respond. in the wake of the arrest, shoe boxes, toys, all littered throughout the city streets. college football players, they are throwing a hail mary in a desperate attempt to save this year's season, but the players in the pac 12, it's probably too late. jackie ward is live for us on news4. the plans for this year, jackie? >> some college players across the country are unionizing after hearing their football season would be canceled, but we're still waiting for official word from the pac 12, but they are meeting today. we do expect that official announcement later on. pac 12 presidents are reportedly meeting today before formally cancelling the 2020 season. this after national talk show radio host dan patrick announced

on monday that the commissioners met over the weekend without officially making a decision. players like lineman drew dalman understand the health issues they have to consider when making this decision. >> as a player, i think we all want to play. i personally want to play, but we want to do it under the right conditions where everybody can be safe and where we can be safe. >> reporter: and yahoo sports reporter reminds us that without football, the economic impact on college towns throughout the country could be devastating. >> the identity of those towns revolve around those home games and everybody gathering around their local university. there will be untold financial chaos instate, canceled all 202 sports yesterday, and is looking at possibly rescheduling to spring 2021.

meanwhile, president trump is leading the charge to save this year's season, tweeting, play college football. the ncaa football brings in an estimated $7 billion every single year. reporting live from stanford, jackie ward, "today in the bay." >> if it keeps those virus numbers down, it may be a good move. thanks, jackie. you know what? there are more than 1700 new covid-19 infections right here in the bay area. solano and contra costa counties added 250 cases in the last 24 hours. meanwhile, infections in palo alto seem to be on the rise. as of last week, the city had confirmed 174 cases. santa clara county health leaders indicate most of the transmissions seem to be the result of community spread. and heading into the next school year, parents of children who are enrolled in special

education have many questions. today palo alto unified school district plan to hold a meeting to address those concerns. according to paolo alto online, they hope to address that soon the state allow small groups of students to return to campus for in-person learning. that can only happen when santa clara county has been off the state's monitoring list for at least two weeks. pal palo alto students return to class on monday. the "today" show is having a discussion on special education kids as well. south san francisco schools get to sleep in another week as the superintendent asked them to delay the start of school until next monday. that's to give families a little more time to understand that phased-in reopening plan and also to give staff more time to prepare. the teachers' union does have to vote on this before they can

rolling in. i think the south bay will have the best chance of getting a clear view as we head towards tonight and tomorrow morning, but these shooting stars, they are flying past. and as the pre-dawn hours will be the best up until about 5:30. just lay out there with a panoramic view and enjoy the show. we are going to have some great weather for it. but once again, there will at times be some fog rolling by, especially for the coastal areas, and our temperatures today in san francisco will reach into the mid-60s, but we'll have some upper 80s for the inland areas. we'll talk about some hotter weather ahead in the forecast. that's coming up. mike, any issues for drivers about to head out? >> they're moving well, and not 36 miles per second, but 60 miles per hour, let's say that. that's the sonoma slowing. the east bay slowing for 84.

just a few minutes away from sunrise looking at san here, and it will be a very nice day. in fact, one of the best days of the week as we'll stay around our normal high temperature. but it's about to get hot. we'll talk about that in the forecast, coming up. and over in fremont, a live look shows you traffic holding steady with those taillights a steady stream past tesla and in towards silicon valley. outside the bay, we're looking at palo alto. again, southbound the headlights building in towards silicon valley. good morning and a very happy tuesday to you. investors are very, very optimistic this morning after news out of rus to you that there may be a working vaccine. now, there is some dubiousness to this. the number of people, for instance, who have actually been tested with this vaccine is very low, and this is also the same country that says it doesn't know who invaded ukraine, it

doesn't know who all those soldiers are, and it certainly did not interfere with our election. that country. nonetheless, let's take you out to the futures board this morning as we take a look at how the stock market is likely to trade. perhaps science will overcome politics. it looks like the dow is going to have a big, big burst on the open. dow powered ahead monday as well. the dow lost a bit as tech stocks fell slightly, except apple. apple was up 1.5%. ceo tim cook is a billionaire, one of the few ceos who is not also a founder to reach that mark. president trump says he is considering changing the way we calculate capital gains taxes so you would pay less, particularly if you are well off. we will dive deeply into that if this seems to become a reality. meanwhile, the payroll taxes, we're still waiting for guidance from the irs as to how to handle this. remember, the proposal is or the executive order is that

president trump says your employer will no longer take out payroll taxes out of your paycheck starting september 1st. that means more money in your paycheck, but you're still going to owe the tax that will come due, and it's california got the bulk of the unemployment money out of the $250 billion spent by the federal government in those extra payments. the "wall street journal" ran the numbers and said california received the largest, 38.4 billion. south dakota received the least, 177 million, with an m. kris, your family might need this. it's on sale online, the mask rack. it holds your masks and your hand sanitizer invented by a couple in southern california. it's truly a sign of the times. we all have those key hooks where we leave our keys, maybe your purse, our wallet and whatnot, but now it's your mask and your hand sanitizer.

about it. >> i just did a search that said wireless application protocol. >> yeah, we'll go with that one. >> we'll go with that. >> we'll switch right over to weather. >> and i'm going to change the subject completely. all right, let's start out this morning as we get a live look outside. looking at lafayette as the clouds start to roll over parts of the east bay this morning, and as we take a look at the 7-day forecast that's coming up on the bottom of the screen, a cloudy start but it won't be that way all day long. in fact, as we check out our high temperatures for all our microclimates, expect concord to reach 87 degrees, 71 degrees in oakland and some low 80s for palo alto. san francisco, we're staying in the mid-60s here. enjoy today with those little breaks you have from work or from home schooling. get outside and take it in, because we are going to have some hot weather in the forecast. let me show you what's happening out there in the pacific.

so we have now hurricane elida, and this is way to the south of us, and this is happening south of even cabo right now, and it's going to continue on its westward track over the pacific, and then weaken over the next few days. but this will actually have an impact on our bay area weather going toward the end of the week, so what happens here is as that storm weakens, it gets picked up on the high pressure that's over the desert southwest and gets drawn into the bay area. so it's going to bring in more clouds, possibly some higher humidity as we go into friday, as well as saturday. higher humidity and very hot temperatures from the desert southwest is not a good combination for us. it's going to be sweltering hot for the weekend, and we are going to see some relief along the coastline. take a look at these numbers. over the next seven days, for the inland areas, we go from the upper 80s today to the 90s tomorrow and then some upper 90s

in some of our hottest spots in the inland areas, but also with some high humidity, it is going to be not comfortable at all, mike. is it looking a little bit better for the commute right now? >> carkari, it was until just a couple moments ago when i got word of a traffic look in san francisco overlooking the bay bridge. the bay bridge toll plaza already had the backup and they're likely to slow these metering lights down, because on the san francisco side, west 80 that you commute into the city, a report of a crash and a car fire blocking your two left lanes at the fifth offramp there. there will be a stek pectacle f folks coming on the offramp through san francisco. the rest of the bay is okay. if you could option for the richmond bridge or the san mateo bridge, great options for you. no problem for the south bay,

the video showing you damage left behind in the midwest. this was after severe storms swept through the night. on your left, this is a chicago suburb. the heavy rain there flooding many of those streets. wind damage also toppling trees, causing power outages. on your right you can see right there that tree broken in half. that was in iowa caused by those strong winds, hurricane force winds, actually ripping through the state. also happening now for you, in baltimore, rescue units sifting through the debris of a home explosion, searching for survivors. aerial video showing you damage there, the extent of it. there used to be about three row homes there. that explosion killed a woman, injuring three others. the cause of that explosion still unknown, but the gas and electric company saying there was no gas reading found in any of the buildings and no leaks were found on the gas main. a southern california mother is now speaking out about a

situation where her son and his friends were held at gunpoint by police despite the fact that they had been the victims of a crime. this video is now going viral out of los angeles showing sheriff'sing their guns at two black teens and a white teen. bystanders said the boys were waiting at a bus stop last week when a homeless man tried to attack them with a knife. the boys defended themselves with their skateboards and the attacker ran off. the boys then called police, but deputies drew their guns and arrested the three young men. one mother said she just had that so-called george floyd talk with her son on how he should respond in interactions with police before that incident. now the families are taking legal action against the deputies they say used excessive force, and they say the boys were racially profiled. >> i was really heartbroken that they used so much excessive force, because i know that my son will never forget this

>> it looks pretty good today. get out and enjoy some fresh air, and actually the coolest temperatures we'll have this week. let's take a live look outside in san jose as we get ready for some kids to home school again today, starting the first day of school. if you get out and enjoy those little breaks in between those online sessions, you'll have some beautiful weather today. starts out cool with a few clouds at 8:00. by 11:00, it's sunny and we reach into the low 80s today. we'll talk about some hotter weather in the forecast coming up. mike, any issues for drivers heading to work? >> yes, a big one for folks traveling in san francisco on the bay bridge. i want to show you this picture taken from our cal tran camera there and you see a car fire on the bay bridge. live pictures there, you see the car engulfed in flames. people clearly slowing down because of the black smoke. i'm not hearing about major

injuries. that's good, but this is a major problem as we see only one, two, three lanes available there on the right. the map shows you how jammed things are. treasure island getting into san francisco in a decline. that's actually slowing down in the tower to san francisco. if you can avoid the bay bridge westbound, you can take that san rafael bridge or the san mateo bridge at the bottom of the screen. both are doing well. back to you. breaking news now. we get back to that news out of russia which claims it is the first country to register a covid-19 vaccine. president vladimir putin says that the vaccine was registered with state regulators and that his own daughter has taken several doses and is doing just fine. doctors could begin receiving that vaccine as early as later this month or early september. the "today" show just talked with the spokesman of the fund behind that vaccine. >> 30 million doses, so we'll be working based on this number. >> so you want to vaccinate 30

million people this year in russia. >> we'll produce up to 30 million doses of vaccine, and then, you know, it will be up to people who want to be vaccinated, but in principle, yes, we can vaccinate tens of millions of people in russia this year. >> there is, of course, concern within the global health community as scientists have not completed a phase 3 study. that final stage study usually involves tens of thousands of people to prove if an experimental vaccine is safe and actually works. well, covid-19 money from uncle sam could significantly beef up law enforcement in contra costa county. "today in the bay," bob redell is downtown with a board of supervisors. they will meet in just a few hours. bob, talk about what they're going to discuss. >> reporter: marcus, we're talking about the covid-19 relief money from the government that could help martinez

area. behind me later this morning the contra costa county board of supervisors will vote whether or not to add 200 deputy sheriffs to work at the contra costa prison. these new deputies should be used to support mandated health services inside the jail, which should allow those inmates more out of cell time and general visitation time while still maintaining a safe environment. contra costa county recently passed an ordinance for law enforcement to find people who violate the covid-19 orders. later this morning, sonoma county will consider a similar order in the south bay to issue fines ranging from 25 to $500 for people not wearing masks or failing to maintain social distance. businesses could face steeper

penalties. in the north bay, santa rosa will also consider a similar program, allowing them to find people who aren't following social distancing procedures. bob redell, "today in the bay." >> thank you, bob. owners of small businesses are looking to stay alive any way they can. some fitness centers moved their equipment outside and are training clients right there. they say their revenue is down 80%, buty are considering permanent closure. the small business coalition says 50 businesses with 700 employees are now in trouble. >> i'm not exaggerating when i say this entire business sector could collapse within one month. >> the coalition says fitness centers should be allowed to safely operate inside just as

physical therapists. members took their concern to the small business commission last night. they are now considering legal action. okay, this next story may sound like a broken record, but it could happen today. or even tomorrow. we're talking about joe biden's vp pick. we all know it is a short list of women, and senator kamala harris is reportedly among the top contenders. bay area political watchers, they say harris is really a strong contender. >> she's a hard one to attack, because when she was da and when she was even attorney general, she was reasonably tough when it came to law and order. >> well, there is also concern over sexist attacks against the possible pick. women's groups are already warning the media that they are tracking that coverage closely. >> the discrimination, the stuff that's out there on the internet, the attacks that we've seen. that's what they're doing, they're anticipating this, and i think it's a good idea. >> that's senator amy klobuchar.

right now at 6:41, as we take a live look outside, in san francisco, some low clouds and fog if you're heading out the door. we're going to see from martinez a lot of fog and clouds there as well. temperatures in the low 60s. mike has been talking about why that commute may take a little bit longer. >> yeah, kari, but it's not fog, it was smoke from a car fire. first flames and black smoke, now it looks like most of that smoke has cleared. there is a tanker there as well. i don't think it's involved in the fire. we have a number of crews and we have a lot of slowing. we'll show you the bay bridge into san francisco coming up.

we want to get right to washington, d.c. for more on that breaking news out of russia. p president vladimir putin saying his country is the first to register a covid-19 vaccine, and even his own daughter has taken a couple of doses. scott mcfarlane is in washington, d.c., and what are you hearing about the reaction there? we know the stock market seems to be reacting positively, but what are you hearing in the nation's capitol? >> there is certainly skepticism in washington, d.c., what russia says publicly. they said it could go into production and to medical professionals by next month. that will be met with skepticism not just here in america, but across the world. vladimir putin says the vaccine has passed the necessary tests. he said his own daughter has been inoculated and given two

doses. there is certainly concern that russia is trying to put national prestige ahead of health and safety. in fact, their vaccine testing system is called sputnik. that's the effort they're trying to say. of course, sputnik was the first rocket across the sky. they're trying to win that race. the question is can they win this race on a covid-19 vaccine. >> the president has been tweeting all morning long. he hasn't specifically referenced this, but are you hearing any reaction coming out of the white house? >> the president just did a radio interview with fox sports radio. he wasn't asked about it, he didn't speak about it, but he has announced a 2:30 pacific time right white house press conference like he has several times the last couple weeks. it will certainly come up there. the health secretary said this morning, it's not about speed of the vaccine, it's about safety and efficacy. >> all right.

thank you very much, scott. we'll be listening for that press conference at 2:30 this afternoon. let's take a live look for you right now at the dow, which is up nearly 400 points right now. even thehing closer to a record high. i want you to know this is also rounding what russia is saying this morning, and that is they possibly have a vaccine for covid-19. vladimir putin said his daughter took it, but of course many people stkeptical about that. this morning, the white house house is reaching out to democrats saying they're ready to negotiate the next stimulus bill. >> that sounds like good news but it also sounds like they're not getting much response. >> not publicly, anyway. there are really two washington, as you well know, marcus and kris. there is the public stand before the tv cameras that are pa bipartisan and there are some behind-the-scenes talks. publicly we're no closer to a

deal. this despite the fact that republicans said they would be open to compromise. democrats feel they have the upper hand. they've had a plan put together since may but it's much more expensive than the republicans are ready for. the fact that congress was unwilling to take action is what inspired president trump to write those four executive orders and sign them on saturday. candidate trump back in 2015 had a real problem with executive orders used when congress wouldn't move, and he said they weren't legitimate. take a look. >> the executive orders are an outrage. we have a president that can't lead. he said the hell with it, i'm not going good this anymore, i want to rest and do other things, including going out and playing golf. this guy played hundreds of rounds of golf. i shouldn't complain, i own golf courses all over the world. i shouldn't be angry at him, it's good. except it's not good. because he should be doing other things. but he signs executive orders

because he's given up. he can't convince anybody to do anything, so he's given up. >> that was candidate trump back in 2015. signed four executive orders at his golf resort in bedminster. saturday was his 383rd day at a trump resort and his 287th round of golf, according to the presidential calendar. more important news for you to know, both the "wall street journal" and the "new york times" say the white house is considering a new rule that would bar american citizens from coming back to america if they have covid-19 or even if they were exposed to it and that that would be an indeterminate amount of time before the americans were let back in. that is something to consider if you are thinking about traveling overseas. we're watching what's happening in washington.

60s. at 11:00, it's 72 degrees and reaching into the low 80s in the middle of the day. as we start what will be the coolest day of the week, you can see that at the bottom of the screen. 71 in oakland, san jose will reach into the mid-80s while napa reaches 82 degrees, san francisco in the 60s. i want to show you what's happening in the pacific, because we have hurricane elida, which is a grade 1 hurricane. this will continue on its track over the next several days. why are we talking about this hurricane that's way out in the pacific right now and will fizzle out? there is an area of high pressure and it's going to draw that tropical moisture into the bay area as we go toward the end of the week, so it's going to start to feel more humid, we'll see more clouds, and this will likely happen friday into saturday. you define the higher humidity

with some desert southwest heat, and our air is going to be very uncomfortable going into the weekend. let's take a look at our inland forecast. we're in the upper 80s today in some of the warmer spots, but look at the trend as we go into the weekend. 99 degrees with high humidity. make sure you're prepared to try to stay cool as we go into the weekend. mike, you've been keeping an eye on a couple issues out there for the commute. >> yeah, we'll call it a series of issues, kari. we look out to the live camera we have with caltran, this is west 80. the bay bridge, a car fire. there was a four-vehicle crash so up to eight vehicles involved as well as the emergency vehicles blocking your three left lanes now, only two getting by here. the map shows you how jammed it is all the way across the span from the bay bridge toll plaza west into san francisco about an hour out of oakland. the richmond bridge by comparison is eight miles.
