livermore and sunol and near grant line and and maybe another disabled vehicle in your slow lane and we'll track that out of the altamont. breaking news out of southern california where the lake fire is burning near santa clarita north of los angeles. the fire exploded from 400 acres to an estimated 10,000 in just about two hours. it all started yesterday afternoon and it is certainly being fueled by high winds and dry conditions that they have in that area. today, temperatures are expected to be a little bit cooler hopefully to aid firefighters in this firefight. hundreds of homes there have been evacuated so far. officials have set up some shelters in parking lotstheir c. we are checking in with our sister station in los angeles this morning where they have some reporters close to the scene and we'll let you know more details as soon as they come in to us this morning. well, also happening today,

pg&e is preparing for power shut off this fire season, but they vow that this year will be different. california public utilities commission and pg&e will hold a meeting this morning on the company's preparedness for the upcoming shut off. the press democrat report says pg&e will cut the number of customers to lose power down by one-third because it made smaller sectors in the electrical grid. many states grappling with covid cases and businesses struggling to stay afloat, the medical community is forging ahead on their search for a vaccine. "today in the bay "cierra johnson is live in san francisco to explain where researchers are in that search. cierra, how can they be a part of it? >> yeah, definitely. we're going to have more information and as those researchers are working to find that vaccine that uses that type

of technaology, that new type o technology they're looking for a group of people to go forward with the study. african-americans and latinos this call for participants being made here in california, as well, as oregon. thousands of kaiser patients are being asked to take part in the study from pfizer and a german company. that hospital system is looking for 1,400 participants in both states and hoping to have a large three-phase study to make sure that drug is safe. now, take a listen to why researchers say this vaccine is different from others in the way it works. >> and that includes dna vaccines which you may have also heard about. this is a new technology for vaccines. there are no currently licensed vaccines developed using this technology. >> researchers say those who take part in the study will either be given a placebo or that vaccine and monitored for two years. the study has already begun

effects on the disease severity. >> researchers say it will still take more studies to determine why some patients get sicker than others. as hospitalizations go down in the south bay, testing sites are going up. a new testing site opening today in santa clara county. this is all part of the county's rotating pop-up site. it will be at the los altos youth center in cupertino. you will need an appointment to get tested. oakland school leaders and teachers have come to a tentative agreement of what the new school year will look like. students began distance learning on monday and both sides settled on terms that offer teachers flexibility and students have live interaction but exact details are still being fine tuned. the agreement comes following a month of negotiations between the two sides. san francisco state university is making it easier for students to transfer after a decline in enrollment. according to "the chronicle" the university lost about 2,000

students this year because of the pandemic. the transfer students were required to be at community college for two years, not any more. but students need to show that they have taken the basic math and writing classes. s.a.t. scores are not required. on friday, san francisco police officers will vote on a new contract agreement that includes delayed raises. the san francisco examiner spoke to the san francisco police officer's association president and called the new contract a, quote, sacrifice. the deal calls for officers to get a new 6% pay hike over two years starting in 2020. in turn, a 3% pay raise the office is expected to get next year would be delayed until june of 2022. that hike has already been pushed back by six months because of the pandemic. well, a protest is set for this morning as thousands of san francisco renters fight to try to make it in the bay. now, we have been reporting that the city is looking to end an

emergency rule on evictions. this morning, supporters of the eviction moratorium plan to protest in front of the state building on golden gate avenue. back in april, you might remember the district council voted to ban courts from prosecuting eviction cases from people who couldn't pay their rent because of the pandemic. now the council is looking to reinstate that rule. well, new details this morning. a new warning to tourists going to lake tahoe. quote, don't trash our home. lake tahoe residents say they're fed up with people coming in droves to visit the area and possibly spreading covid-19. post on facebook is going viral of a man saying the number of tours are continuing to rise and people are trashing beaches and the city isn't doing anything so locals are planning to protest this weekend demanding that the area prohibit tourists from there. well, i kind of love to go to lake tahoe, that's a tough one. >> don't trash anywhere where

and over towards palo alto 80 degrees. some spots reaching 100 degrees during the middle of the afternoon. concord right at 100 degrees and then at livermore we're at 98 degrees. 91 in cupertino and in san francisco we're in the low 70s there. we'll also start to see a surge in clouds later on this evening and that's the humidity arriving. that humidity is going to make that heat oppressive for tomorrow. we're going to talk more about that and also the temperatures that will go along with that high humidity. that's coming up in a few minutes. mike, how's it looking right now for the morning commute? >> well, kari, looking really small for what i have to point out right over my shoulder. let's show people the map on the screen because it's over on the left side up north of the san mateo bridge near the airport for those right by the 101 sign right there. there's construction approaching sfo and it looks like that has seen off and on for the last 20 minutes a period of red sensors

california's ab5 which is going to force gig economy companies to consider their employees or their contractors rather as employees and uber and lyft don't like that. they have been ordered by a court to consider their drivers employees and not independent workers and neither company is ready for that. they appealed that. but they said if they lose the appeal they may stop operations in california until the fall when a proposition ending ab5 appears on the california bal t ballot. president trump says he wants to end payroll pays for your social security. he says he doesn't want to end social security and says the funding for your social security checks will come out of the government's general fund. we'll talk more about social security as we talk about politics coming up in about a half an hour. we get the first-time jobless claims today. these have been trending lower

but really about a million people or more a week tell the government they have applied for unemployment. that numbers continues to be 21 weeks of 1 million people or more. so, it's not good news even when it is sort of sounds like good news. vm wear inp the south bay and cisco warning about tough business ahead. vm is still laying off and still working and trying to figure out how many total people they employ about 31,000. cisco says it needs to cut costs. one of the largest employers in san jose. in a conference call with reporters yesterday afternoon, cisco's ceo said sales were down but no specific talk about exact job cuts. take a look at this, marcus and laura. rei's new headquarters near seattle. the company has not moved into it and now it never will. it is putting it up for sale as companies rethink the whole idea of a central headquarters.

now, although we have a nice comfortable start to our morning, if you're about to head out from antioch, low 60s but look at later this morning at 10:00, we're rolling the windows down but then at noon we're conditioning as temperatures reach into the upper 80s. let's go through all of our microclimates and look at our high temperatures. for today up to 93 in los gatos and gilroy reaching 98 degrees and you get over towards the inland east bay and triple digits here with a high in danville reaching 100 degrees and 101 today in antioch. for half moon bay we're in the mid 60s today. palo alto reaching 87 degrees and today we'll reach 70 on the embarcadero and north bay high temperatures from 66 in point reyes to 103 today in ukiah. we're going to start to feel that heat today, but check out what is happening farther to the south. look at all the rain and even some lightning strikes off the coast. this is all happening because of the remnants of a tropical

system that has weakened and it is actually bringing rain to parts of southern california. now, as it gets closer to the bay area, a lot of that rain falls apart. but we're going to feel a surge in humidity starting late this evening and then continue throughout the day tomorrow. and it's also going to make it feel very muggy and combine it with these temperatures. so look at this. we're up to 104 degrees for our inland areas tomorrow. it's still going to be hot on saturday, but at least the humidity will start to come down and this heat continues into next week. our coastal areas in san francisco will be in the 70s and even some low 80s here. as we head over to you, mike, how is it looking right now for the commute? >> just checking, it sounded like you were saying but least it will be a dry heat. check over there after the humidity breaks down. over here, no break down to worry about on the roadway and i'll show you the maps, a couple areas for concern and the first

a hospital during that huge explosion. through smoke, collapsed ceilings, toppled medical equipment and broken glass, she managed to rescue three preemies and carried them through all that wreckage to safety. we understand the nurse ended up walking more than three miles just to find a safe haven for them. in the meantime, chaos after the blast that killed more than 170 people earlier this month. well, in just a few hours national civil rights attorney is going to provide an update in the case of breonna taylor. the day after family met to charge the officers who shot and killed the 26-year-old while she was sleeping in her bed. this was during a no knock search warrant at her home. dozens of radio stations nationwide will carry a breonna taylor memorial this afternoon.

new insight this morning on how widespread covid-19 really is. now our station in los angeles conducted an investigation by swabbing 75 surfaces that people touch every day. 11 of them, including shopping carts and public bathroom doors tested positive for the virus. the cdc says the virus can live up to three days on those types of surfaces. an epidemiologist at usc says despite the finding, she does not recommend people wear gloves. >> just because wearing gloves really getting a false sense of security and cross contamination. now, the test did not specify if the virus was alive at the time. the swabs used in the study were made by san francisco based. happening today the status hearing is scheduled in the lawsuit in the state of florida over reopening schools. a florida's teacher union filed

"today in the bay" kris sanchez is live in one of those parking lots that is about to look a little different. kris? >> hi there, marcus. yeah, according to kari's forecast, might be too hot to eat outside. but this is still very good news for businesses that need a little bit more area to serve their customers. this is the parking lot behind the famed willow glen downtown area, lincoln avenue. this is one of the first spots that will open up for expanded services outside for any business that wants to apply for a permit. now, lots of parking lots like

this one and other open areas will be available to any business that is within a quarter mile of here. and that is also a large number of restaurants, hair salons, nail salons, gyms and other personal training studios along with retail businesses. no doubt, there will be costs associated with doing business outside, but paying the city a permit fee will be one of them. >> we're waiving all the fees for doing it and accelerating the process to help businesses stay open and really to survive. >> so here are all the areas now available under san jose's new expanded al fresco plan. all city-owned properties. downtown plazas and all city parks that are bigger than an acre and surface parking lots like the one we're in this morning and private parking lots also available and streets where

restaurants are already serving customers outside. one salon said she can't offer favorite services outside like color and blowouts and some companies are rolling back their street closures because they found they weren't getting the boost that they were expecting because with limited parking, people just weren't showing up. 2,000 san francisco businesses list themselves on the review site as closed permanently. that's just san francisco and hayward. that doesn't include the entire bay area. things will look different as we emerge from this pandemic. "today in the bay" kris sanchez. >> thank you very much. a lot of people hoping for some normalcy but a new warning going out to couples getting married in monterey county. covid health orders prohibit big wedding receptions. but the district attorney says it's received several complaints of venues planning to host

wedding receptions anyway. weddings are still allowed and everyone must follow their social distancing rules. well, in california, cases continue to be added from the backlog that occurred during the glitch lastnth. confirmed covid cases approaching 600,000 now. but as we've been telling you, hospitalizations continue to fall down more than 20% over the last few weeks. in fact, the number of hospitalizations, the lowest it's been across the state in six weeks. after spiking in july on the 21st, in fact, it dropped 25%. icu numbers are also down. cases in santa clara county have also decreased since matching its all-time high of 185. here's a ucsf disease specialist. >> we're in the right track. hats that's for sure. ucsf we've also seen that increase. >> what we are doing as a state, i say we, the people of the state of california.

"today in the bay" bob redell live at the company's headquarters and the company faced scrutiny during the election. >> correct, marcus. facebook was criticized to not stop russia from spreading this information in the lead up to the 2016 election and now if we're not fact tracking president trump's posts, misleading posts about the upcoming election in november. today the company has launched on facebook and instagram the voter information center. the new tool designed to help register americans to vote for

the november presidential election. the goal is to sign up at least 4 million people. this new tool is in part a response to the fact that many americans are expected to vote by mail due to the covid-19 pandemic. mail-in ballots will lead to widespread voter fraud because ballots in places like california are sent to anyone, regardless of who they are, where they come from. that's just not true. california only sends mail-in ballots to registered voters. facebook new voter tool is setting the record straight about voting in america and relying on neutral sources such as the bipartisan policy center. still facebook won't fact track the facts and won't label it misleading like twitter has. the new voting information center will also help people sign up to be poll workers and receive voting alerts from local election offices. reporting live here outside facebook headquarters in menlo

>> remember, other people's fears include dr. fauci, who says that you need to be very careful around coronavirus. president trump has said several times that he wants to go beyond his executive order to suspend payroll taxes and make them permanent. i can't stress this enough under the current system if it goes through, you will owe these taxes just not on your paycheck. > as for the payroll taxes the problem with making the cut permanent they are what pay for your social security. the president says he wants to change it so that the general fund, the taxpayers pay for it. >> when we win the election when i win the election i'm going to completely and totally forgive all the third payroll taxes without in any way, shape or form hurting social security. that money will come from the general fund. >> changing or even talking

we make plans for the weekend. make sure you plan for the heat, as well. all the areas shaded in red will be under a heat advisory, especially for our valleys. this includes now san jose and the tri-valley heading over towards the delta and all of solano county and lake and me i mendocino. we're also looking at higher humidity. look what is happening to the south. this is the radar and rain moving in towards the l.a. area and absorbed off the coast. this is from the remnants of what was the tropical system hurricane and now it weakened and spreading rain across southern california. as that moves in, we'll feel higher humidity and we're talking about temperatures that will reach over 100 degrees with high humidity. it's going to be very oppressive and really uncomfortable if you're going to be working outside over the next few days. and, mike, you were saying that commute is looking a little

confume confco confortable, too. especially going across the bay bridge. >> we have it right now. we had it for a while. look at the bay bridge live shot. a horrible drive right now as far as the time goes getting over from oakland into san francisco. we're just under an hour right now but we should see good recovery. notice the approach towards treasure island. you see all those red lights moving much more quickly and rippling back just like at a stop signal because they just cleared lanes there. the bay bridge toll plaza itself filled in just about 5:25 as the metering lights were turned on and a huge backup out of oakland, as well. the map will show you only right there and the maze is moving nicely. you can avoid the bay bridge by taking b.a.r.t. great option. they just retweeted our note and what measures they're taking for riders' safety. richmond and san san mateo bridge going through san jose and starting to clear up a little bit. i'm checking on fremont coming up, guys. i see slowing on the map.

welcome back. 5:57. you're watching "today in the bay." on friday, san francisco police officers will vote on a new contract agreement that includes delayed raises. the san francisco examiner the association president who calls the new contract a quote, sacrifice. the deal calls for officers to get a new 6% pay hike in two years starting in 2022. in turn, a 3% pay raise that officers are expected to get next year will be delayed until june of 2022. that hike has already been pushed back by six months because of the pandemic. meantime, sfpd has a new look. new banners at every station starting now a black lives matter poster will be in all stations. now, take a look at this.
