flooding five years ago. the area around where i am was flooded. they've got a couple of high water rescue vehicles. they've got a state rescue team ready to go. the bigger concern may be high winds. they have experience with that, too. hurricane rita 15 years ago brought tropical storm-force winds. lots of trees came down into houses, widespread power outages. a hospital had to be evacuated it is an all hands on deck situation every single person who works for an emergency group here is ready to go. i talked to the fire chief what he said to me was, "we are prepared all we can do now is wait and hope." we're still four to five hours away from the worst of it. savannah, hoda >> yeah, just taking a beating in louisiana and east texas. thank you so much. we turn to mr. roker for the latest on the storm's path what do you know >> hey, guys we just got the latest in from the national hurricane center. laura is still a category 2 storm. it's 20 miles north of fort

polk 100-mile-per-hour winds. it's wrapping into mississippi the national hurricane center did not update the storm surges. we've gotten a couple reports, 11 to 12 feet, but the sensors got knocked out. the actual storm surge could be higher we're just going to have to wait until daylight to find out destructive winds as the system moves to the north it is going to be bringing a high risk for downed trees and power lines. that means the potential of power outages all the way up to the mississippi and ohio river valleys as this moves north. the other big problem, we're going to be looking at tornado watches probably being extended north and east as this system moves to the north you can see the storm hazards, several tornadoes likely, damaging winds heavy rain this widespread flash flooding, upwards of 18 inches of rain as we move up into the mississippi river valley a lot of other folks are going to be affected by this

it is still a category 1 in arkansas, continues to move to the north and starts to head east by friday afternoon, it'll weaken, but it'll be causing a flood threat and more tornadoes. by saturday, it is in the mid-atlantic, northeast, as well, bringing heavy rain, winds. then it finally moves out. guys, we're still going to be talking about this for another 48 hours at least. we'll get a better sense of the storm surges as crews go out and start assessing the damage downtown lake charles, windows blown out in office buildings, a real mess. >> i read one article that said with the storm surge, it would be like the gulf of mexico had annexed parts of the coast >> wow. >> yeah, there's potential that it could change some geographical landmarks within louisiana. >> wow we'll wait and see al, thank you. let's turn to politics now vice president mike pence called for law and order during his speech wednesday night at the republican national convention he also warned americans they, quote, won't be safe if joe biden is elected president nbc white house correspondent

out here, even as the wisconsin governor authorized 500 extra members of the national guard to help protect the city. the u.s. department of justice actually just opened a federal civil rights investigation into the shooting of jacob blake. we're also hearing for the first time from the state's attorney general who, for the first time, identified the officer who shot blake. rusten sheskey has been with the department for seven years the attorney general also said that investigators found a knife on the floor board of blake's car. however, attorneys for the blake family have repeatedly said that that shouldn't matter. ut a the 17-year-old who was just arrested, charged with intentional homicide, for allegedly shooting and killing two protesters the previous night. he was from illinois his public defender so far has not commented. so far, state authorities say the officers involved in the blake shooting remain on administrative leave as the investigation continues, savannah >> gabe with the latest on the jacob blake shooting

coronavirus symptoms do not need to be tested. >> even if they've been exposed. president trump calling for less testing, so that raised the question whether this was a politically motivated change nbc's anne thompson looked into that for us. good morning >> reporter: good morning, savannah and hoda. the cry this morning from public health experts, show us the science to explain why nearly six months into this pandemic, and some 180,000 americans dead, the government is recommending fewer tests instead of more. new cdc guidelines that say people exposed to covid with no symptoms no longer need to get tested brought a swift backlash from the medical community >> i think most public health officials believe that this is a bad change we need to be testing people who are asymptomatic, not shying away from doing those tests. >> reporter: the american medical association calling the change a recipe for community spread and more spikes in

coronavirus. and new caution from the nation's leading infectious disease expert in a statement, dr. anthony fauci said he was under general anesthesia and in surgery the day the task force adopted the guidelines he recalls quickly reviewing them after reviewing them carefully, he has concern they could be interpreted as lessening the importance of asymptomatic spread of virus in the community, adding, without testing those who come in close contact with covid, but show no symptoms, asymptomatic spread to others could occur the changes sparked suspicions of political interference. president trump urged less testing earlier this summer. >> here's the bad part, when you test -- when you do testing to that extent, you're going to find more people you're going to find more cases. so i said to my people, slow the testing down, please >> reporter: but the administration's testing czar, admiral giroir, said there was no direction from the president

vicky nguyen and medical correspondent dr. john torres. doctor, i'll start with you. the guidance scales back on the testing if now have symptoms is that even if you think you've been exposed if you have no symptoms, they're saying don't get a test? >> good morning, savannah. that's exactly what they're saying they're not saying if you don't have symptoms. they're saying if you've been exposed and don't have symptoms, don't get tested at this point only get tested if you've had symptoms or you're part of the vulnerable population and your doctor thinks you need a test. >> does that make sense? >> it is a big concern in the public health community. we know three important points of getting the pandemic under control are testing, isolating, and contact tracing. now, we're taking one of the legs and shortening it a bit, saying you only need to be tested if you have symptoms. the problem is, around 40% of people with covid-19 don't have symptoms they could be silent spreaders so we're not really looking at those people who still could be

spreading it around. it is going to be a little tougher to keep this under control. what public health experts are saying in the meanwhile, as we're getting this sorted out, if you've been exposed, quarantine yourself for 14 days. if you get symptoms, get tested. like i said, this is causing a lot of consternation in the medical, public health community, a lot of head scratching, trying to figure out exactly why this is happening, why we're doing this testing should be one of the tools we use, and it should be ramped up as time goes on. we have gotten more tests. we need more now, too. >> okay. the fda actually just authorized a new antigen test how is it different from what's out there? >> this is good news hopefully it helps to get this under control. if you've done to the doctor, got a rapid flu or strep test, this is the same thingr es it ie office it's a simple card they'll take a nasal swab, process the card, 15 minutes, then say you have it or you don't have it. it is not as accurate as the ones you send away because those take days to process in more complicated laboratory

situations but it can be a screening tool as doctors, we look at this and say, if it's positive, you have coronavirus. if it's negative but you have symptoms, let's get a more accurate test to find out. abbott, the company making it, is saying they'll have tens of millions of these tests in september, 50 million by october. they're actually putting an app out that you can put on your cell phone, so if you get a positive or a negative, you can take it to your work or school and say, "here's my test results. i got them back today," and, that way, they know whether you have it or not and what they need to do with you at that point. >> exactly if you're positive, stay home. send a screen grab dr. torres, thank you very much. hoda the virus didn't only spread across the world over the past few months, we've learned there are different ways it's transmitted what are we supposed to do about that vicky nguyen joins us now. i remember when this whole thing

we were wiping down everything every surface. groceries, all of that stuff what should we be doing today? >> reporter: good news, save the wipes. early on, hoda, we didn't know a lot about how this virus was spread now, the cdc says the risk of surface transmission is very low. you're much more likely to get the virus from someone's droplets if they're coughing, sneezing, or talking at you and they are sick. that is the good news. remember, last month, we showed you the first ever surface test for sars covi-2. we took it to public spaces across the country, atms, gas pump handles, the grocery cart there. we did get some positives but a lot of negatives, too, for the virus that causes covid-19 that's reassurance the best advice now, wash your hands after you handle groceries, packages. out in public, wear the mask study after study has shown it is effective in preventing the spread of covid-19. >> schools are back in session some are about to be back in session.

there are numbers just came out this showed that 21% jump in children getting the coronavirus in the last two weeks. that's 75,000 new cases. it makes parents wring their hands a little bit what should parents think about? >> yeah, it is nerve-racking what parents need to focus on, what they need to know is what's happening in their community is the rate of infection going up are they seeing people wearing masks and practicing social distancing when it comes to the school, ask the school, "what is your plan for if there is an infection here or a covid-19 outbreak in the classroom? 440,000 children have tested positive for covid-19 in the united states. the good news there, they're at much lower risk for they exposy come complications. it's about who is they exposed to when they come home grandma and grandpa, mom and dad, anyone with a compromised immune system? it is personalized decisions parents have to make about sending their children back to school the schools having the most success are the ones with the most collaboration from administrators, teachers, and parents. at a school in new jersey,

they're taking everything outside, hoda. it is not just exercise and playground time. they're doing art, reading, writing, all outside at another district in new york, they're doing air handling systems, putting screens on the windows, and installing more sinks to encourage hand washing. schools that are collaborating and coming up with solutions, thinking outside the classroom, those are the ones where we're seeing the most success. >> vicky nguyen, thanks. craig? let's bring back dr. john, or senior medical correspondent. obviously, we know there is not. best cure for covid-19 at this point. we seem to at least made progress in terms of treatments. best treatments for folks dealing with covid-19 at home, best treatments in the hospital? >> you're right, craig we have gotten some treatments and learned a lot more about covid-19 since we first heard about it in january or february. if you're at home, regular flu and cold treatments at home, things you buy over the counter, something for your cough, your fever, something for the aches

and pains. if you get to the hospital, that's where things have really progressed the last few months we have two treatments we use. one has been proven to be life-saving. the other one can help a steroid, dexamethasone it reduces the rate of death in people that get t it remdesivir cuts down on the number of days people are hospitalized, days they're sick. those are what we found that work against covid-19. if you're at home, getting the aches and pains, typical symptoms but you don't need to be hospitalized, treat it as the flu. quarantine yourself, isolate yourself, and protect others from you the other thing to remember, since february/january timeframe, we've learned a lot more with the 5 million cases of coronavirus in the country 180,000 deaths unfortunately happening. we're still in this first wave the second wave is probably coming along with the second wave is the flu, a twindemic which could happen
