>> a very good morning to you. we're so eager to say good monday morning to you. >> it is. >> i missed you this weekend. >> i missed you all, too. i'm marcus washington. >> and i'm laura. and there's mike and there's kari. good morning, everybody. everybody have a good weekend? >> yes. >> all right. kari, take it away weatherwise. a nice day ahead? it's going to be a nice day. we still are dealing with a lot of that smoke, and that's going to be the main concern for today is the air quality we've seen, drifts of smoke coming in and it will remain unhealthy today, the spare the air alert has been extended at least through tomorrow. we're going to see how that plays out. as we look at our temperatures, we're still going to see those highs that will be a little bit hotter than over the weekend reaching up to 92 in livermore. 83 today in napa. for the south bay we're in the mid-80s today. we'll talk more about that

coming up in a few minutes. mike, any reports popping up that may slow people down? not on the freeways, kari. concern for a local roadway and also for the folks in the area down to the south bay, a live look, this is the neighborhood at grant park lane. that is not far, i guess, from the wood land library. folks just off foothills express. let's show you on the map where it is. a residential map. there's a gas meter fire reported. six people evacuated, no injuries. traffic control on the local roadways, foothills, 280, 285 moving smoothly. back to you. >> thanks, mike. continuing coverage on our wildfires. it has now been two weeks since lightning storms ignited those fires across northern california, and this morning new signs of progress. the lnu complex fire in the north bay is now nearly 60% contained. thousands of structures are

still threatened but none burned over the weekend. that fire has burned some 375,000 acres. the scu complex fire is now 55% contained. that fire has burned almost the same amount of acreage with a number of structures destroyed now a little more than 100. and the czu complex fire in the santa cruz mountains is 37% contained. that fire has burned 84,000 acres with close to 1,200 structures destroyed. another great way to stay informed is through our free nbc bay area app. you can sign up for alerts and track the latest on air quality. the latest weather alerts with other breaking news stories. well, it is a big day for hundreds of small businesses across the bay area. starting today all the counties you see in red, well, they will now allow hair and nail salons to move back inside, but not everyone happy about this. businesses are opting to stay outside. we found out just like everybody else -- >> reporter: you could call it the mane event. they can finally style clients' hair indoors. welcome news for the co-owner of the mane gallery in concord. >> we were a little confuseded by the information and where to go to. we figured it out, and we knew we were back in business. >> reporter: the salon spent the weekend getting ready with extra cleaning supplies, dividers and signs. here in alameda county hair salons are only allowed to operate outdoors, which is why rudy ramirez is testing out his pop-up tent, putting out cones, and reading through ten pages of guidelines as he prepares to reopen his fremont hair salon tuesday. he's not been able to cut hair here since mid march. while he's excited to get back to work, he's not thrilled alameda county still requires

him to cut hair outside even after the governor announced a new tiered reopening system that would have allowed it. counties are allowed to enact stricter rules than the state. >> we're on display like zoo animals basically, and we're forced to do this. we need to support ourselves. we need to work. so we have to do whatever it is they tell us to do. >> reporter: rudy questions how he can compete with salons in nearby santa clara and san mateo counties where they will be able to style clients' hair inside. >> we should be treated equally. >> i think the other counties are doing it. i don't see why alameda county wouldn't. if all the hairdressers and patrons are wearing masks and taking precautions, i don't see what the harm would be. >> reporter: restrictions are easing for other businesses in alameda county. indoor malls can reopen at 25% capacity, but that doesn't help

rudy who is trying to make up for nearly six months of lost earnings. >> i've gone through my whole life savings and nobody seems to care. >> reporter: in fremont, marianne favro, nbc bay area news. >> certainly tough out there for a lot of business owners. also happening today for you the first public hearing in the court battle over reopening california's schools. now that suit challenges the governor's decision on keeping mostly schools operating online. attish be you here if the governor actually exceeded his executive authority in making that order. some 6 million california students could be impacted by the decision. happening today the post office says they'll return mailboxes that were removed due to ongoing protests. their removal sparked outrage and skepticism from the public and elected leaders especially so close to the election. nationally the postal service has agreed to stop removing

right now at 4:39 our microclimate weather alert continues due to unhealthy air quality. temperatures today will be slightly warmer than we've had over the weekend with spots like campbell reaching into the low 70s by noon and continuing to climb from there as we go into the afternoon. we'll talk about the air quality and the rest of the forecast coming up in a few minutes. and just outside of there a roadway blocked by a car crash at 280/17. highway 101 does move smoothly through palo alto. we'll track your commute. good morning. i'm contessa brewer from cnbc, and here are today's top business headlines. wall street is set to open higher as the markets look to close out their best august in decades. the dow, which is up more than 8% this month, the s&p 500 is up

7%, they're on track for their best august since 1984. the dow will kick off trading today with three new members of salesforce, amgen and honeywell replacing exxon mobil at the opening bell. apple will be a smaller influence on the dow as its four-for-one stock split takes effect. the weekly jobs report friday, economists expect 1.25 million jobs were created in august. comcast is reportedly in talks with makers of smart tvs to sell them the software that runs its cable boxes. a few factors come into play for comcast, the parent of nbc universal. pay tv providers have seen a cost in cord cutters and wider distribution for comcast's new streaming service peacock. it would put the company in direct competition with amazon, google and roku. united airlines is getting

beautiful, but you have a special reason for this change. >> i did. i just really wanted to be a good example to my kids and show them they don't have to go through extreme lengths to become something that they're not or make their appearance different from the way it is naturally. you see this story popping up. i was talking about how when i became pregnant with my daughter i just wanted to be really healthy, and so i stopped putting chemical relaxers and things like that on my hair. as my daughter got older, i've noticed that she's being very observant on how i look and what i look like when i go to work and when i'm at home. i just wanted to stop all of the changes and just be myself. you can see that whole story of how i went from relaxing my hair to using a flat iron to eventually wearing wigs and so now i'm just going to stop doing that. i want to be myself. i think right now is a good time

encouragement i got on social media and to each and every person i reached out, i really do appreciate#freethecurls. >> free the curls. all right, let's get down to business right now. let's get a look at what's going on for today because on social media i'm talking about the weather as well as we look at our air quality. that's been what we've dealt with for the past couple of weeks since the fires are burning and we're still going to have unhealthy air quality across our microclimates due to mostly a northerly wind that will keep the smoke over the bay area. as we look at our temperatures today we're going by the microclimate by microclimate starting in the south bay with much of the inland east bay wh concord reaching 93 degrees and then for coastal areas we're in the mid-60s in redwood city.

as we go to san francisco upper 60s for the mission district and north bay high temperatures reaching up to 85 degrees in sonoma. it's going to be warmer than it was over the weekend as this high pressure continues. we are going to catch a little bit of a break for the first part of the week in through midweek. it's going to come in closer and that will fight back our natural air conditioning and our ocean breeze, so look at our temperatures the next seven days. how we shape up will be warm to start out this week. a slight cooling but still that unhealthy air quality. we may get more of a wind. as we go into the weekend it will get hot once again with highs in the mid to even upper 90s in the inland valleys. san francisco will stay in the 60s all throughout the week. now, mike, you are tracking a traffic alert. what's the update on that? kari, issues on local city streets at grant park lane, a residential area. folks familiar with the area off foothills expressway and it's

kind of behind that lucky. no injuries. we're tracking that. what i've circled is a bigger issue as far as interchanges, 280 at 17 also in the south bay and that's where the disabled vehicle is blocking part of that connector. everything is out of the roadway, maybe a distraction. the rest of the bay shows a great, easy drive as you can see, no delays getting there or out of the altamont a mild slowdown. back to you. >> all right, thanks, mike. california's stay-at-home order is helping wildfire related crashes. a study by cal davis finds traffic overall decreased 75% when the shelter in place order went into place. researchers say they have seen a 58% decrease in deadly crashes involving mountain lions and about two fewer large wild animals are being killed each day due to traffic collisions. a south bay church continues to defy the public health orders during the pandemic. reportedly holding indoor

services, and they're getting big fines because of it. we have some video from santa clara's north valley baptist church showing yesterday'servic. the church for weeks has been ignoring health codes. "the mercury news" reports before yesterday they had been fined $15,000. those are said to be the largest fines accumulated anywhere in the county which calls the services a public health threat. in just a few hours state lawmakers will vote on an emergency bill aimed at blocking evictions until january 31st of next year. the current bill moratorium statewide ends tomorrow. it was put into place due to the pandemic. courts could force tenants to pay back rent through august 31st but can't evict them. for rent owed after august, residents must pay at least 25% of that by january 31st. if they are unable to do so they could then face eviction.

a california senate will now require the state's top prosecutor to investigateke des from attorney general xavier becerra. he called the previous version untenable and unreasonable because it would cost his office up to $80,000 a year. the bill heads to the final vote in the senate assembly before it would then go to the governor's desk. in decision 2020 joe biden again condemning violence on the streets of american cities, but he's also calling for national standards for policing. here's vp nominee kamala harris. >> when joe biden talks about reforming policing in this country, there are a number of things we need to do. we need to start by banning chokeholds and carotid holds. >> biden will travel to pennsylvania today.

the campaign says biden will speak about escalating violence under the trump presidency and lack of focus on unity by the president. coming up, this is a make-or-break week for lots of players on the 49ers. talk about a break, how about a shout out from the queen b herself as one struggling california business singing a new tune. happening now for you, the first ever direct commercial passenger flight from israel to the united arab emirates took off this morning. that flight from tel aviv to abu dhabi holds great symbolic value and is a key step in what's expected to be a full normalization between israel and the uae. the direct flight was made possible by a deal president trump brokered between two middle eastern countries. the deal advances the process of israel and uae establishing official ties. we'll be right back.
