recommending only certain people receive this vaccine at first. >> reporter: correct, laura, namely those on the front lines of this fight against covid-19 and individuals who are at high risk of contracting this virus. the national academies of science, engineering and medicine just released a draft report within the past 24 hours recommending the united states be broken up into four groups prioritized who receives the vaccine first. now group one would include doctors, nurses, other first responders, high-risk individuals, as i mentioned, and senior citizens in nursing homes. this would be about 15% of the total u.s. population. group two, essential workers like teachers, people who are in jail or homeless shelters. moderate risk individuals excluded from group one. half the country would be inoculated. group throw, young adults and children and other workers at risk of exposure that gets us to around 85% to 95% of the population. group four would be everyone else.

"the press democrat" is reporting the county is $21 million in the red. supervisors have approved $8 million in federal stimulus fund. it will go to help small businesses struggling, renters, and food relief efforts. it will to the latino community which is getting hit19. ro a major plan is under way to build affordable housing for people who need help making it in the east bay. the new apartments will have easy access to public transit in the city of berkeley.

according to berkeley, they approved the development plan to build hundreds of homes and new apartments at the ashby and north berkeley b.a.r.t. stations. hundreds of people weighed in on how much affordable housing should be near each station. councilmembers say the project won't be finished until 2025. 5:39 right now. santa cruz beaches, sad to say, off limits this labor day weekend. the city says beaches are forbidden starting saturday to help prevent crowding during the pandemic. though people will be allowed on the sand between 4:00 and 8:00 p.m. saturday and sunday. the closure lasts until monday. several other beaches are also closed. in pacifica the sand is off limits and in monterey county 17-mile drive and pebble beach are closed friday through nd a lot of traditions go on. people like to travel, saying a final farewell to summer.

since the deadly dive boat fire off the coast of santa barbara. this morning the 34 people who lost their lives will be remembered in a solemn virtual ceremony. that boat had burned on santa barbara waterfront. the waterfront department will hold a virtual plaque dedication. people can view it on the webcast. they will reveal their conclusions about the investigation on october 20th. insiders suggest criminal charges may be filed. this morning a full apology to a bay area woman who had to make a tough decision involving her newborn baby. >> and ellie agrees. we absolutely need to pass this bill. >> that is buffy wicks and her 1-month-old baby ellie. ellie making state history as the youngest person to speak, or in this case cry in session. the mother says she was forced
