"today in the bay" sharon katsuda joins us now outside one

of the schools>> school distric schools and here in menlo park are getting waivers from the county. last friday the state announced a shift from its monitoring list to a color coded four-tier. since many counties are in the purple tier, schools are not permitted to open for in-person learning until covid conditions improve. to move into the red tier, the county's case rate needs to be between four to seven per 100,000 residents and a testing positivity of 1 to 5%. as part of the waiver application process, schools and districts in alameda county, for example, would need to develop a reopening plan that addresses categories that include disinfectants, cohorting, health training, contact tracing and testing of all staff. many schools that are asking for

waivers are those that have students with special needs and find it difficult to conduct online learning. now, check out the list of schools that are applying for these waivers and the list is very long and the county health departments are going through them one by one. reporting live in menlo park, i'm sharon katsuda. starting tomorrow barbershops and hair salons can also reoepen for business indoors. tweeted out new guidelines just days after outdoor hair cuts were given a green light. outdoor malls can reopen tomorrow at 25% capacity. it won't be crowded. family recreational activities like mini golf, batting cages and go-kart can also resume. developing right now, san leandro police officer now faces criminal charges tied to a deadly shooting that happened in april inside a walmart. alameda county district's attorney announced those charges yesterday. body cam video shows the death

of steven taylor who was holding a baseball bat inside the store. investigators say less than 40 seconds passed from the time officer jason fletcher arrived at the store to when he tased taylor and ultimately shot him. in an online video, district attorney nancy o'malley read a prepared statement saying officer fletcher failed to de-escalate the situation. we couldn't ask questions. taylor's family calls the charges a small step towards justice. >> we know she's not charged an officer in alameda county, but we know her. so, we're kind of excited that maybe this is a turn for the better for everyone that has family murdered in alameda county. >> fletcher has been charged with voluntary manslaughter and be arraigned on september 15th. we're talking about the fact that the weather will be heating up this weekend and firefighters are already making a push to knock down bay area wildfires already burning.

the czu fires have already destroyed more homes in santa cruz county than the loma earthquake did. close to 1,500 homes and buildings have burned along with more than 85,000 acres and containment stands about 46% right now. we know one man died in bonny do doon. but more evacuations lifted in areas including ben lomond. five deaths tied to the lnu fire in the north bay. that fire is now nearly 80% contained. more than 1,400 structures have been destroyed. firefighters can now expect full containment of the scu fires by the end of next week. it's burned close to 400,000 acres covering parts of santa clara county and the east bay. five people have been injured in this fire, including two first responders. this morning a new warning that smoke from those fires could linger in the bay area for

months. here's a live look in san jose and san francisco. another spare the air alert has been extended through today and that's marking 18 straight days of alerts. this is the longest stretch ever that we've had of these spare the air alerts. but with the three big fires that were consuming much of the bay area, kind of not surprising, as well. there was a lot of smoke out there. so now we're talking about coming up for the weekend and we know that we are going to have unhealthy air quality combined with hot temperatures going into the weekend. our excessive heat watch goes into effect on saturday. this starts at 11:00 a.m. and will continue through sunday, as well. we're looking at near record high temperatures in the valleys into over 100 degrees and then for our bayside temperatures will be in the 80s and 90s. also still have the smoke advisories. as we look at our temperatures,

we're going to see some upper 70s for today. still a very nice day for getting outside and, also, for the east bay we're in the upper 80s while oakland will only be in the low 70s. we'll still have some cool coastal temperatures, but then you head over through palo alto and in the mid 70s and very comfortable and mid 60 for the embarcadero and north bay high temperatures reaching up to 93 in ukiah and santa rosa in the upper 70s. we'll take a closer look at the weekend forecast coming up. mike, how is it looking for the commute right now? >> well, it sounds cluttered, but it looks pretty good. we'll show you the map. circle the area first. the bay bridge approach off north 880. that connector reopened after overnight construction and that ramp isn't back open with no problem. we still have that closure and that should be clearing any second. this is off eastbound 80. away from the bay bridge. the east shore freeway gilman off ramp is closed. there is a roadside fire and fire crews there.

quality is going down and more smoke coming in and so it's time to head inside. as we look at our highs for today, we're going to see some more mid 80s inland and then as we go into the weekend, we know we'll have some hot temperatures and also watching the wind speeds for next week. this is a look at the wind speeds between monday and tuesday. we're going past the weekend into labor day and we're all heading back to work and it looks like our winds will in th hills where you see the bright pink and upper elevation a there may be some high wind gusts in those areas. and wind coming in from the north is very dry. we know with a dry, northerly wind and those winds picking up, we have the concern of those fires that are currently burning spreading even more. so, here's a look at what we're expecting for the weekend. unhealthy air quality, as well as hotter temperatures this weekend. those winds picking up between monday night and tuesday, which means an increased fire danger and also the potential of power outages and so that's something

we have to keep in the back of mind as we head back to school and work next week. as we see our seven-day temperatures, we're going to start to really heat up as we go into the weekend on saturday but temperatures peeking on sunday at 1:03. mike, we have been watching the commute. couple minor issues, right? >> that's right, kari. a couple on the peninsula. i want to take a second to point out over my shoulder here 101 and 92 the interchange and let's take that full to screen. right there we may have a crash. two reported but i think only one there and i don't think any lanes are blocked but i'll track that. details still coming in from that side of the bay. you have a chance to look at most of your commute for the area. looking all right and we still have the slowing here. 880 southbound towards the 16th and earlier crash cleared some lanes and 20 minutes ago we still see slowing there and getting towards the bay bridge, no more problems. live look shows you we're just starting to see a few more cars now. back to you.

developing now, new fears that a los angeles firefighter who disappeared in mexico might have been the victim of a violent kidnapping. aguilar was last heard from 12 days ago. the fbi is assisting mexican authorities. aguilar's daughters say everyone is facing a lot of obstacles. >> the difficult part was, you know, the information flow from the u.s. to mexico, as well as mexico needing records from my dad here to continue their investigation. and at first the connection and

"today in the bay" pete ssuratos is following it all for us. >> the stylist agreed with speaker pelosi that this was possibly a set up, but the owner did discuss thisw in fox news a course, she's disagreeing with the set up claim. let's show our viewers this

video. the controversial video of speaker pelosi during her hair appointment here at the east salon in san francisco. now, of course, she's getting some backlash because one indoor appointments are not allowed due to the coronavirus. also, you can see in that video, it looks like her mask is under her face. so, it's in her neck area. the stylist did say in a statement through his attorney that he claims this was a set up. claiming that the owner of the salon erica kious has been illegally styling clients for months. also pointing out that the owner is unhappy with how speaker pelosi with covid restrictions and how if is affecting this business. here is kious talking to the response to of this in an interview with tucker carlson on fox news and speaker pelosi weighing in on the incident yesterday, as well. >> since this happened, i have received nothing but hate text

messages, death threats. they're going to burn my hair salon down. my yelp page is just unbelievable with bad reviews. >> when they said we are able to accommodate people one person at a time and that we can set up that time, i trusted that. as it turns out, it was a set up. so i take responsibility for falling for a set up. >> now, i did get a chance to go on the yelp page and, yes, there is some backlash from mixed reviews and showing support or against the owner after this incident. but kious did say in that interview with tucker carlson that she thinks her business is done here at union street due to the backlash. we'll see what happens there. reporting live, pete suratos for "today in the bay." the bay area just saw the highest number of covid-19 deaths in one day.

there were 30 reported yesterday. the most reported in a single day since the start of the pandemic. there are 87,000 cases in the bay area and more than 1,000 deaths. statewide, nearly 800,000 cases and more than 13,000 deaths. all right, so, take a look at the state's new color coded reopening tiers. this is new. where each bay area county currently stands by color. you can see san francisco, napa, are the only two below that purple widespread risk level. that could soon change, though. "the chronicle" looked at recent data and it's possible that marin and santa clara counties might shift from that purple tier and tiers are updated each tuesday. stay tuned for that. a new advice from santa clara county this morning to businesses in this county. if customers don't follow health guidelines, then you should lawyer up. santa clara county health leer really be seeking legal counsel if their customers are refusing not to wear masks or

keep their social distance. the counsel will help guide each business to how they should react. if businesses need legal help, they can contact the business county call center to point them in the right direction. well, chris, that health order is not stopping a local church from continuing their services. north valley baptist church in santa clara has racked up more than $50,000 in fines because they're holding indoor services. this week the pastor posted video saying no local spike in cases and they are following protocols. santa clara county sees it differently. >> very sad that we find ourselves in this condition that the county is basically shutting down a church. >> it's concerning examples of folks not following the public health directives and as a result, putting not only their own congregations but, in fact, all of us at risk.

>> county attorneys say the church is one of only two buildings that continue to defy the health order. a dire new muni forecast from the director of the mta, the examiner reports muni will require more than $600 million. every year just to replace infrastructure through the year 2040. right now, over the next five years, muni stands to lose more than half a billion dollars annually. the director of the mta says basic transit repairs and maintenance would likely be slashed. firefighters and power grid operators are bracing for a dangerously hot and dry labor day weekend. in contra costa county and neighbors in this area could face power outages along with power curtailments around other parts of the bay area and northern california. and this is, this area has faced this before. this is an area where the deer zone fire sparked or caused evacuation. those fires burned more than 3,000 acres and forced evicuatievi evacuations of more than 150 homes in this area. that is part of the scu lightning complex, which is now about 76% contained. but just as they face containment and making headway on that fire, we get this extreme heat warning coming from the national weather service. excessive heat warning through the weekend potentially dangerous heat that could last through monday evening, according to the national weather service. you heard kari just talk about this heat in her forecast and the winds were already winds out

here this morning. the threat of fire increases and so does the threat of power outages. state electric grid regurates say we should prepare for outages over the weekend. strains during the heat wave have forced curtailment this summer. already pg&e saying it has to follow the orders for curtailment when they're given. mild temperatures also at night. not giving firefighters or the power grid much of a break. the dry brush out here remains dry through the night and those winds, if they kick up, fire danger, power outages and things that we're going to have to look out for through the entire labor day weekend. we're live in contra costa county, thom jensen, "today in the bay." growing up in california when we were kids they had the animated commercial to give appliances the afternoon off. but it's really so important to do. >> i remember it. >> i remember it, too.

the next nine minutes. for now, we'll go back to scott mcgrew who is talking about voting and voter fraud. president trump asking us to vote twice. once in person and once by mail. you say that's illegal, scott. >> it is illegal. good morning, i was just texting elon saying why do that in the middle of my segment. is that not something you could wait a couple minutes on? president trump in north carolina talking to his supporters suggested that they should vote twice. once by mail and once in person in order to figure out, you know, which vote goes through. that is voter fraud. it is a felony. and it is illegal to even suggest or encourage voter fraud, as well. and you can bet we'll talk about that several times over the next couple of days. but this morning what i would really like to talk about is the national guard.

take a listen to this political ad that was running in wisconsin. >> president trump is sending national guard and federal law enforcement to protect wisconsin's family. >> all right. you heard it right there. the campaign claims that the president sent in the national guard to wisconsin. that is not accurate. the president of states does not demacommand the national guard. it is not a national force at all. state governors command their various guard units and it was the wisconsin state governor who call called up his guard. he asked other states to send in their state forces. they did, but the command stay would the governors who sent them. alabama, michigan. yet the president over and over claims it was he who brought the guard in. >> we called up the national guard. we sent it out and they did a fantastic job last night.

>> we are finally able to get the go ahead from the local authorities to end is in the national guard. we sent in the national guard. >> and it all stopped immediately upon the national guard's arrival. >> and once we said let's go, that was the end of it. unfortunately then a few days when people wouldn't call us. they didn't want to have us come in. >> when the governor didn't want us there, he didn't want the national guard, as you reluctan. >> when the president says we in washington, washington did not do anything. the president does not command the national guard unless he federalizes it, which he did not do in this case. so, the guard is not a federal force. the president does not command. it's a national guard in wisconsin is made up of people from wisconsin who are commanded by the governor of wisconsin. when the president says we sent them in and you hear him say it in future crises, unless he is

supposed to hang out with our family or not. >> we're not. i know. one story we're saying, avoid groups and then the next one we're like this lady flew to ohio. but it's just so hard, right? it's so hard. >> it is. >> all right. well, you are not going to want to hang out with anybody. too sting sticky hot this weeke kari. >> you're going to try to find some air conditioning or also just try to stay cool throughout this weekend. now, that's going to be very important because our temperatures will be very hot. as we start out this morning, we are taking a look at it's also really nice to see the fog. we know it's going to be abu th quality, we're also going to have at times some unhealthy air quality in parts of the north bay and santa clara valley and then as we go into the weekend, we'll see not only the smoke in the air, but ozone as our temperatures go up on saturday and sunday.

and then it continues into labor day, as well. here's a look at our today high temperatures. we'll take it in and enjoy it as our highs reach into the upper 70s in the south bay. that's actually cooler than normal in san jose and then mid 80s for antioch and concord and up to 77 today in santa rosa. as we go into the weekend, we've been talking about how hot it is going to be and se spots anywhere from 13 to 19 degrees above normal. as you can see your microclimate and those temperatures. let's go through the seven-day forecast. mid 80s for today. 90 for tomorrow. look at those temperatures jump on saturday into the mid and upper 90s. and then peaking on sunday at 0 103 degrees. hot on labor day and in san francisco we'll see temperatures going from the 60s to up thor 7 70s by the weekend. mike, how is it looking for the commute? >> kari, we'll focus on the south bay where the speed

response from a clash from officers and demonstrators last year but the pride community did acknowledge several efforts they took to make changes within the department. bill scott said in a statement that he is disappointed with the pride board's decision. if you're looking for a new place to rent, we have some tips for trying to make it in the bay. many landlords across the bay area are offering incentives for new renters and on a survey of apartments on zillow showed 41% of rentals in san francisco had discounts. that is up from 16% in february. while in san jose, 40% of rentals offered some sort of concession. rent across california is also down about 1% but that's compared to average rent increases of nearly 2% the previous five years. the oakland a's are back at home waiting to be cleared by the mlb to return to the diamond after someone in the organization tested positive for covid-19 over the weekend. no players have tested positive
