conditions in san francisco and oakland. mike, you've been following a traffic alert. is that still going on? >> still going on. where it's foggy on my map, the yellow highlighting. the red, though, is the closure of highway 84 closed because overnight a crash took down a powerful and you notice off the right side flowing out of livermore indicates more traffic coming in out of the altamont pass. 680 to mission and vice versa. that and the build coming up. vallejo police are investigating a deadly shooting. this happened a little before 10:00 last night on sacramento street. now an unidentified man has died. a woman claiming to be the victim's cousin later showed up at the scene.

kris? >> reporter: hi there, laura. he is going to be coming to california today and will be at one of the busiest places in the state right now, that is the emergency operation center that is near sacramento. that's where cal fire is launching those really big firefighting planes. the president has been criticized for remaining pretty quiet about the latest round of wildfires burning not just in california but up and down the west coast. his press secretary, however, reminds critics that trump approved a major disaster declaration back on august 14th. he will come to california fresh off this indoor campaign rally in nevada stoking coronavirus concerns. the president has previously said that wildfire risk is highly related to forest management. but today democratic presidential nominee joe biden is expected to point to climate change as the overriding factor in wildfires today. and his running mate, kamala

harris, talking here with nbc bay area's raj mathai, will visit the creek wildfire zone in fresno. that's the fire that trapped so many families that were camping at the time and who required military rescue. this is a lock at some of the damage both biden and trump will have to address. my husband on assignment for nbc news got this video of phoenix, oregon, one of the towns just leveled bycoffey park did in santa rosa after the 2018 wildfire storm we had here. many of our friends and neighbors are still working to rebuild after the fire several years later. this is something the president and nominee, biden, will have to address, not just the wildfires happening today but a plan for recovery for so many people needing help. in oregon one out of ten is under evacuation because of

"today in the bay's" cierra johnson live to break down which businesses are g reopening phase. and to a lot of business goers and shoppers as well. >> reporter: this is the news that thousands of business owners have been waiting about six mon to hear. it was on thursday mayor london breed announced the next phase of reopenings. one of the most noticeable being hotels. hotels have really had a hard time during this pandemic with folks not able to travel and with that stay-at-home order. hotels are not the only ones able to reopen today. we do have a list. included in that list hair and nail salons, barber shops,

massage parlors, hotels, gyms, churches for individual prayer and outdoor family entertainment like mini golf and batting cages. now these reopenings come with restrictions and capacities will be limited for personal care services. and all of the services will need to be done wearing masks. this is big news for personal care providers likee rallies ang for their industries to be able to open inside explaining it wasn't feasible for many of the services to be done outside. many of the services offered in the city were done at high rises and they didn't have the street space. recently the poor air quality made it difficult for those to work outside, so they are able to do that starting today. and mayor breed was looking forward to the next phase of reopening starting on september 2st which is next monday hoping to be able to open elementary schools as well as some of the

indoor museums, those zoos and aquariums. good news for the shoppers as well as those business owners who have been holding out for months waiting for their business to be able to reopen indoors. we're live in san francisco. cierra johnson for "today in the bay." happening today even more restrictions are also easing in alameda county. it will begin permitting additional car-based gatherings such as movie showings or live musical or theatrical performances. typically we've seen a lot of graduation ceremonies and religious gatherings but now it's expanding under the new order the number of cars allowed will increase from 200 to 400 and you'll be able to preorder food and other goods for pickup at that event. starting this morning another hopeful sign for the bay area commute. pandemic took hold. b.a.r.t. is now adding more runs during commute hours for three of its busiest lines.

>> kari, you're saying it's not going to clear until tomorrow maybe? >> maybe tomorrow. i mean, the fires are still burning. they're still putting up a lot of smoke in the atmosphere over the weekend. we played bingo and watched a couple movies so, yeah, we're staying inside. it's a cool start to our monday morning, mostly upper 50s and low 60s. as you head out the door in the east bay we will see our temperatures staying on the low side because of all of that smoke. mike, you've been following that traffic alert. is it clearing any? no. i don't think they're going to clear this, kari, until daylight when pg&e can more easily see those power lines that are involved. that's the reason for the closure on our map. that's very evident when we look at the map especially with the yellow background. yellow means there's fog or lower visibility. you see the patches there. a couple red stretches. one is for the closure at 84 where the power line and power pole is down. that's why you're cut off
