"early today" starts right now >> good morning. i'm frances rivera >> i'm phillip mena. >> hurricane sally is creeping toward the gulf coast. the category 1 storm is one of four cyclones in the atlantic. sally's outer bands have already started impacting florida's gulf coast. the impact is expected to make landfall anywhere between the florida panhandle and south easternlouisiana residents have already started evacuating in mississippi. >> i don't want to be here when the water is that deep and be stranded that wouldn't be smart >> reporter: sally is churning at 3 miles per hour. forecasters say a slow moving hurricane like this one only means a prolonged impact and heavy rains, flash flooding and storm surges

mandatory evacuations stretch from alabama the the bayou state. janessa webb joining us now. she has the latest on this slow moving freight train >> hurricane sally is not moving and overnight the west side of the storm system has kind of collapsed. it will reorganize by the morning, but we are seeing it just really lashing across the eastern portion of the storm right now sustained winds, 90 miles per hour moving at a slow west speed of 3 miles per hour many people can outwalk that and i do think this storm system will stall out for the next 24 hours. so you can see as it will gain momentum, some rapid intensification will happen. goes back into a cat 2 and right now i'm forecast not a potential landfall until late tomorrow evening. now, the storm surge, we're going to see at least four high

sheriff is calling on l.a. lakers' star lebron james to match the reward money l.a. county sheriff challenged amount to $350,000 the challenge comes as the officer shot are now in stable condition. authorities have also released new video from the ambush attack it shows a wounded female deputy applying a tourniquet to her partner who was also shot. outrage over videos showing a white deputy violently arresting a black man in georgia during a traffic stop. that deputy has been fired and the girlfriend of the man being beaten is speaking out >> reporter: it was a traffic stop for a broken taillight according to the family of roderick walker that somehow escalated to this.

26-year-old walker on the ground, restrained by two sheriff's deputies in georgia. the video does not show what led up to the encounter but from multiple angles you see two white deputies violently restraining walker who was black. in one video a deputy says walker bit him at another point an officer seen punching walker repeatedly >> my five-year-old was screaming don't do this, please stop. >> reporter: they were passengers riding in the car also with them, their young infant davis says once deputies pulled them over they asked walker for his id even though he was not behind the wheel and when walker questioned why he was ordered out of the car >> what made your pull out your phone and start recording? >> if i wouldn't have pull out my phone there's no telling what would happen >> he complied

he wasn't rude, he wasn't aggressive he was arrested charged with battery and obstructing law enforcement. the officer has been fired for excessive use of force dozens protested outside of the jail where walker is still in custody held on warrants on unrelated charges. but walker's family wants the officers arrested. officials are not commenting on the specifics of the incident. the district attorney's office is now investigating nbc news, atlanta. >> still so much to talk about when it comes to hurricane sally. let's check back in on the extreme weather. >> good morning. we're also going to be watching the rain threat that is going to be really enhanced with this storm system stalling out. we could see just copious amounts of rain. we are talking about 24 inches possibility in isolated areas, higher amount on top of the storm surge.
