>> whether it's fireworks or what, definitely we hear it throughout the night. right now at 4:30, neighborhoods on high alert. up next, the crackdown one east bay community is making to stop wildfires from starting. plus, housing the homeless. coming up, how bay area hotels are playing a permanent role in that as others struggle to stay open altogether. expiring soon. the rent moratorium on small businesses across san francisco. so, what happens now? we take a closer look in the making in the bay series. good thursday morning to you. thanks so much. we're starting right here with us, i'm marcus washington. >> and i'm laura garcia. we'll check in with mike in just a moment. but let's talk to kari right now. another good day to actually go outside? >> yes, it looked so great yesterday and we're seeing more of the same today with cleaner air continuing to move in. a lot of green sensors here, once again, meaning good air quality. as we look at the high temperatures, we're basically close to where ewwe were yestery afternoon with upper 60s for san francisco. we head over towards the east bay where we'll reach, once again, back into the upper 80s. arm air today, but it will cool going on in this forecast. that's coming up in a few minutes. how's it looking as you get ready to head out the door, mike? >> you know, overall, green sensors, which is great news but you want to slow it down a tad bit. let's take it out to the maps

where the folks are looking at the weather and chp gave a couple advisories, as well. yellow highlighting in the san francisco area and in the san francisco county over there. typical fog reported across the golden gate bridge and see that in the north bay. the circle shows you slowing through the construction zone for oakland southbound 880 and the arrow shows you what we're showing in the live shot, as well. the bay bridge toll plaza has quite a bit of fog there, as well as across the span. that is a note for drivers from the east bay. you might have to deal with more fog than you're used to. back to you guys. >> thanks so much, mike. 4:32 right now. happening now a crackdown in the east bay after a public outcry following a number of recent at grisly peak in the berkeleyes going of area. that popping sound. now the oakland city council says police and fire crews will start cracking down on activities that could actually spark a fire.

>> do not coming up here at night, if you're up here during the day, you should not be smoking up here. keep in mind the risk that we have and let's all be the good neighbors we're supposed to be to each other. >> neighbors say they don't want to repeat of the 1991 oakland hills fire that killed 25 people. it destroyed thousands of homes. santa rosa leaders are asking for public input on what to do with a $95 million obtained in a recent wildfire settlement with pg&e. the one portion of the massive settlement includes about $1 billion for cities and counties. the city is now holding a series of online surveys and virtual meetings to determine how to divvy up the share. half of the $95 million already accounted for. this is just to cover unfunded fire-related projects. one san francisco crew believes the city's police force defunding efforts just don't go far enough. they want more. leaders this year have already approved tens of millions of

dollars into funding but one activist coalition organized a meeting for which will call for larger cuts. moving to covid-19 and right now we have more than 94,000 cases here in the bay area. perspective for you. our total population is about 7.7 million. santa clara county is now reporting 82 new cases. san francisco county 60. and across the state and bay area, testing still an issue. that's why santa clara county says that it's now taking more action. the county now requires private health care providers to make more testing available to those patients. we're talking about health care providers such as kaiser and sutter. they can now be fined thousands of dollars if they don't comply. the woman who was forced to close down her san francisco salon after the controversial visit from nancy pelosi may be considering a brand-new offer. the "sacramento bee" reports the

supervisor wrote a letter to eric kious inviting her to open a salon there. the video of nancy pelosi seen without a mask in a closed salon led to backlash from both sides of the spectrum. pelosi believed she was the victim of a set up. well, new this morning, most of the californians still support covid-19 restrictions. california's public policy institute finds 74% in favor of some type of limitation. 26% say they want restrictions loosened. 61% say they're at least somewhat concerned about becoming infected. as more san francisco businesses reopen, a looming deadline has them nervous about making it in the bay. at the end of the month, san francisco's commercial eviction moratorium expires. "the examiner" reporting next week will allow the governor to extend that moratorium but barring change, it could trigger mass evictions. one small business legal

representative says that the sales are down more than 70%. for many small businesses and there's just no way to pay that rent. the problem is without rent, landlords can't make the payments with their mortgage either. 4:35 right now. time to check weather and traffic together. okay. kind of not yet to the weekend, but we're cruising there. we're getting there. slowly but surely. >> we're almost there. and it's going to be a nice weekend. i have a couple things i'm watching and we'll talk about that. let's just start out this morning with a live look outside in san jose. it was nice yesterday to have that mist and drizzle that we had reported across the south bay and the peninsula. i think we could see the same thing again today and that's helping to scrub that air of all those pollutants. another clean air day and some clouds to start. we'll clear out and that also helps keep our temperatures down a few degrees. we'll talk about a couple weather systems in the works coming towards the bay area and that's coming up in a few

minutes. mike, how is it looking for the morning commute right now? >> it'sic looi ilooking like i'g at what you're talking about. low clouds and drizzle impact us yesterday and the oakland camera. you can see that affecting our view. from oakland downtown and our camera near the coliseum. but low clouds there and on the map i'll show you the yellow highlighting which indicates fog impacted here right through the area where we have south 880 and the construction zone at 23rd. slowing there also visibility lower through a construction zone. always concerned for everyone's safety just use caution as you travel south past 980. clear by the time you get towards 29th. better news over towards the bay bridge where there is no backup of fog there and the golden gate bridge and gives overnight drivers the warning for that. folks along the peninsula know south bay and over in the trivalley, no problem. back to you. keep it no problems. working to recover. still ahead on "today in the

right now at 4:40. as we take a look at what's coming our way, we are looking at a couple systems off the coast. one the remnants of a tropical system moving towards southern california and then an approaching storm system for the pacific northwest and we are kind of right in between. we'll talk about how these two systems may impact our weather leading into the weekend. that's coming up. and right now we are showing a smooth drive for those sensors around the bay, but we have a couple of issues. a live look out there shows you the north bay where folks traveling away from us over san rafael and low fog around the golden gate bridge and 101 through palo alto looking at a clearer drive for the flow of traffic but low clouds cause some blowing. no problem for this traffic flow right now but we will show you where i want you to watch out, coming up.

goodern moi morning, i'm fr holland from cnbc. wall street set to open in the red after stocks ended mostly lower. the s&p 500 and the nasdaq closing down while the dow ended well off the high of the day. adjust the fed's pledge to keep interest rates low for the next few years. rates could stay near zero through at least 2023 as they try to spur inflation. parts of the economy will continue to struggle and as lawmakers move forward with more fiscal stimulus. the focus today data on housing starts and the number of americans filing for unemployment. holiday shopping will look dramatically different this year. a new report from creditcards.com finds more than 70% of consumers plan to make most of their holiday purchases online. about a quarter of people said they started or plan to start their holiday shopping by the end of september. the top reasons for shopping online include convenience, avoiding human interaction and better deals and prices and wider product selection.

here we go. getting started with this thursday morning, friday eve as a lot of people like to call it. a live look for you right now out at the bay bridge. not too many cars on the road,

don't you worry, if anything changes, mike's got us covered. we'll get to that in just a minute but now we have to talk about that forecast. meteorologist kari hall has been tracking that. now we can smile and breathe because the air quality has gotten a lot better for us out there. >> yeah. i did a lot of that yesterday outside playing in the backyard. it looked so nice to see that sunshine. but we are starting out with some fog this morning. this is a live look in dublin. and we can even see it extending into the tri-valley so fog is pretty thick especially along the coastline and the air quality has improved significantly. as we go into today, we're still looking at nice, fresh air. our temperatures warming up into the upper 80s for the trivalley and livermore reaching into the 80s. but we're starting out warm already. we're at 67 degrees in san jose and we're seeing some low 60s in san francisco. let's get to the high temperatures as we take a look at all of our microclimates. napa today reaching up to 83.

up to 75 in oakland and 80 in palo alto and 88 degrees in antioch and in concord. our winds have been light coming out of the south, but the more of the southwesterly or westerly wind we see and that breeze and that cool ocean air and as we go into later today, the winds will pick up once again. we're looking at a nice breeze and the wind speeds at 15 to 20 miles per hour. i was talk about the two systems that we're seeing off the coast. the storm approaching parts of the pacific northwest and the remnants of a tropical system that is reaching closer. you can see that cluster of clouds reaching closer to l.a. so, we're going to see all of the moisture from the tropical system staying to the south. but the rain from the pacific northwest starting to make its way into far northern california as we go into friday. and this may make it as far south as ukiah and mostly some very light sprinkles early on friday morning. but a lot of fog for the rest of the bay area between flooriday

saturday. that is helping to bring in some much cooler temperatures along with that ocean breeze that will continue. but once that moves out, sunday we're back to some warmer weather. and that may possibly mean more of the smoke drifting in with highs in the upper 80s and we'll also have some slightly cooler weather for the beginning of next week. so, a lot to watch here over the next few day. mike, what are you watching for the commute? >> well, kar irx ti, we're look slight build for traffic flow and look at the map and we'll see green sensors and highlighting where this fog registered our road weather index. now, not registered as far as difficulty for driving conditions, but kari did show you the live camera over here for livermore and sees that volume of traffic out of the altamont pass and low traffic hovering around the hills and also watch the construction zone towards 23rd slowing and we're

down to one lane and overhere looking at the east bay shore way and trouble from the rooftop to see the roadway. but on the roadway, you're still okay. we're watching the low clouds. >> simply driving on the road. that's right. thanks, mike. new details for you overnight about the attempts to control protesters outside of the white house back in june. a military whistleblower says considering using a so-called heat ray against the crowd. that device capable of emitting a beam of nrenergy that feels le fire on the scan. spoke to lawmakers as part of an investigation into the use of force against protesters. we've got some new details and really good news out of southern california this morning. one of two deputies that were shot at in just a cold blooded ambush has now been released from the hospital. sheriff villnewava tweeted the news saying the deputy still has a long road to recovery. the female deputy shot in the

face is still in the hospital. the gunman, of course, still on the loose. hopes were raised when a lot of deputies took part in a traffic stop near the shooting scene, but the sheriff did not answer directly. >> if there's any possibility that he could be connected, of course, we're going to explore that. that would be irresponsible to not do that. >> the sheriff says investigators are pursuing promising leads. the reward has now grown to $300,000. new details are coming to light about crew members onboard a southern california dive boat that killed 34 people in a fire on that boat last year. investigators say those onboard the conception were not properly trained for emergency procedures. that information is included in a newly published federal document on the investigation. investigators still have not pinpointed an exact cause. some colleges dealing with their own covid outbreaks have been talking about this.

house and whether it is politicizing the issue to win the re-election. and a month of spare the air alerts now in the books. the record books for us. but we're not in the clear just yet. the latest on nearby wildfires in the ongoing threat to our air quality. ontinues right now. and a very good now thursday morning to you. thanks so much for joining us, i'm laura garcia. >> i'm marcus washington. we'll start with kari hall with a look at that forecast for today. how is it looking out there for us? >> still looks really nice for the bay area with blue sky but we're starting out gray. that means some clouds will be rolling through and we've also seen the fog and the drizzle as we head over towards concord. a cloudy start here, as well. but then we'll see those temperatures warming up quickly as we go into late morning into the afternoon. we're at 76 degrees at lunchtime. and then eventually going to see those highs in the upper 80s today. while still in the 60s near the coast.
