first, a warning for those who enjoy going to those hills and those turnouts to get a scene of the city. some local leaders warning folks to use common sense and use good judgment when they head to those areas because the area is dry and could be the perfect area for a fire. those local leaders are warning that the drought and d a serene look out like places like grizzly peak vulnerable to fires and mix that with visitors not following rules and it could be a dangerous recipe for disaster. take a listen to this warning from an oakland council member. >> do not come up here at night. if you're up here during the day, you should not be smoking up here. keep in mind that the risk that we have and let's all be the good neighbors that we're supposed to be to each other. >> and taking a look at that wildfire continuing to rage in butte county. the sheriff there has announced 15 people have been killed.

just yesterday two more bodies a man and a woman both in their 60s were positively identified using dna. the sheriff says one of those deaths was a result of refusing to evacuate. so sad news there. cal fire did say yesterday that they, the weather conditions were favorable it has helped es the fight there still very tough because of that rugged terrain. >> all right, cierra, thank you. santa rosa leaders are asking for public input on what to do with $95 million obtained in the recent wildfire settlement with pg&e. now, a portion of that massive settlement includes about $1 billion for cities and counties. santa rosa is now holding a series online surveys and virtual meetings to divvy up the share that they get. half of the $95 million already accounted for. this is to cover unfunded fire-related projects. one san francisco group

believed the city's police defunding efforts are not going far enough. they want more. leaders this year say they've already approved tens of millions of dollars in defunding and one activist coalition organized a meeting tonight in which it will call for much larger cuts. an update on bay area covid cases and now has more than 94,000 confirmed. to give you perspective here. our total population about 7.7 million. more than 1,350 people have died. and across the state and bay area testing still an issue. that's why santa clara county says it is now taking more action. the county now requires private health care providers to make more testing available to patients. we're talking about health care providers such as kaiser and sutter. they can now be fined thousands of dollars if they don't comply. one motel in the south bay and another in the east bay will now soon become permanent homes for the homeless.

leaders call it a win/win because it may stop the battle to spread, the battle of spreading coronavirus among the homeless right now. "today in the bay" bob redell joins us live in livermore this morning. tell us more about this plan. local governments are buying these properties. >> yes, with money from the state, laura. we're talking about a motel with 76 units in san jose and then the motel 6 with 176 rooms behind me here on loveridge road in pittsburg. both locations are already in use as a temporary shelter to house the homeless during the pandemic, as you had mentioned. but now under california's new home key program, the state is awarding contra costa county a $21 million grant to buy this motel 6 and turn it into a permanent housing for the homeless. the state has already awarded the city of san jose $14.5 million to do the same with that 76-unit motel that i mentioned. eight other projects throughout

the state are receiving $40 million in state grants for similar projects. the state recently launched project home key and the initiative to find permanent housing for the homeless. a cause that has become more urgent during the pandemic to stop the spread of covid-19. now, the homelessness is a problem here in contra costa county. the county says that it has only 20 shelter beds but more than 500 people living on the streets, especially in the eastern part of the county. as i mentioned, this motel 6 has 176 rooms with beds, showers and bathrooms and also on-site health care and meals and assistance in finding those people permanent homes. reporting live here in pittsburg, bob redel, "today in the bay." >> bob, thank you. as more san francisco businesses reopen, a looming deadline has them nervous about of the month, san y. francisco's commercial eviction moratorium expires. the examiner reporting that

supervisors next week will urge the governor to allow the city to extend the moratorium but barring a change, it could trigger mass estrictivictions. one small business legal representative says sales are down more than 70% for many of those small businesses and no way to pay the rent. the problem is without the rent, landlords cannot pay the mortgages either. coming up tonight, we continue our week-long series on black businesses fighting to make it in the bay. fred jones took a while to find his path ultimately trading his corporate job for his dream. trading his suit for a camera as the pandemic arrived he saw the shutter closing on his picture perfect career. the crisis and determination have led him to new inspiration documenting the world as its reshaped by both the global virus and increasingly urgent demand for racial equality. you can see the full story tonight at 6:00 on nbc bay area

news. right now it's 5:39 in the morning and we'll check that forecast with meteorologist kari hall. all smiles in your department today. >> yeah, because the air quality has improved and we are definitely not taking for granted the nice air quality that we've had. we're also starting out with some fog and that's also helping to scrub the air as we've seen some mist and drizzle and visibility. that's the issue as you get ready to head out the door. we're down to three quarters of a mile in the trivalley, as well as napa. only quarter mile visibility in oakland. i'll continue to monitor that and about the day ahead coming up. mike, how is it looking right now for the morning drive? >> well, kari, we're starting to see a little slowing at the bay bridge toll plaza. typical pattern over there. you see the middle lanes filling in first and also the low clouds. kari talked about fog through oakland. the map will show you no major problems other than back up at the bay bridge and slowing at southbound 880.

immediately as the vaccine is announced and it could be announced in october, could be announced a little bit after october. >> now, looking back at the president's past statements about vaccines and his tweets about vaccines, he raised a lot of questions about the safety of vaccine before he was president and before there was a pandemic. it puts biden in a tough spot almost sounding sort of anti-vax himself as he worries about a rushed vaccine. >> what criteria will be used to ensure that a vaccine meets the scientific standard of safety and effectiveness? what is the criteria? second, if the administration green lights a vaccine, who will validate that the decision is driven by science rather than politics? what group of scientists will that be? >> now, the president said earlier this week that a vaccine could be available as soon as three weeks from now.

technically now that's two weeks and five days from now. we'll be checking back with that often. moderna released a report on its latest progress on a vaccine. i am literally on page one, but i will get through that for you. but it definitely appears as if these vaccinemakers are trying to be as transparent as they can. other news in washington today, the president will get a report about tiktok today. you remember he demanded a chinese company sell tiktok to an american company. that's not what is happening with oracle. more of a partnership. we'll find out more about that. we are also aware of reporting by the guardian newspaper about mr. trump. nbc news is working to independently confirm details of "the guardian's" reporting. we'll be talking about that. i'll tweet out that report and maybe you can help me get through it. i'm on twitter @scottmcgrew.

new details overnight about attempts to control protesters outside of the white house in june. a military whistleblower said federal officials considered using a heat ray against the crowd. emitting a beam of energy that feels like fire on the skin. spoke to lawmakers into the use of force against protesters. well, new details and some good news coming out of southern california. one of two police officers that were ambushed really cold blooded style have now been released from the hospital. sheriff alex villanuava. the gunman still on the loose. hopes were raised yesterday when a lot of deputies took part in a traffic stop near the shooting scene. but the sheriff did not answer directly.

broken and then all of the other ones were full. so, you're probably experiencing the same thing just trying to get your car clean and get up and out the door this morning. we're dealing with some low visibility as we take a live look outside in dublin and it's nice to see that fog because it also helps improve our air quality, especially when it's drizzling. that helps to wash a lot of that smoke and the pollutants out of the air. we're seeing some improved air quality for all of our microclimates today and our temperatures starting out fairly mild mostly in the low 60s and then as we go into today, by lunchtime we're at 76 degrees in parts of the east bay and spots like danville and you head up towards napa and 73 degrees. that's perfect for lunch outside. we'll see temperatures in the south bay reaching into the upper 70s but then as we head over towards the east bay, there will be some spots reaching into the low to mid 80s. along the coastline, mostly staying foggy today at half moon bay in the low 60s. for tonight, that fog rolls right back in and that will cool

it off, once again. so, let's talk about our wind speeds because that's had a dramatic impact on our air quality. southwesterly wind has cleared it out for the bay area and we'll see those gusts picking up today but then as you head over towards the central valley, that has not really helped to clear out a lot of the smoke for spots just to the east of sacramento and leading up to the sierra. so, they still had a lot of really big smoke. if you plan on traveling this weekend, it's still going to be smoky in those spots. and then for us, we're looking at a couple of weather systems that may have an impact on our weather. we're seeing the remnants of a tropical system that continues to weaken and heading towards southern california. that may spark off a few thunderstorms for the sierra this weekend and it starts later today into tomorrow. and then we have another storm system that we've been watching that will be approaching the pacific northwest that will bring in some rain and a stronger ocean breeze along with some cooler temperatures. and there will even be the possibility of some of that rain

reaching into northern california as far south as ukiah for a little while, but most of the bay area staying dry and our temperatures coming down. this looks so nice. at least for a couple of days. our interior areas inland valleys reaching into the upper 70s and low 80s and then look at what happens on sunday. as our temperatures go up once that storm system moves out, we may see that smoke settling back in once again. so, that's something we'll be watching for that weekend forecast. mike, how is it looking right now for the morning commute? >> well, kari, we had some significant changes since the last report. nothing dramatic as far as your drive but important what we're talking about. look at the maps. we're showing you in the south bay we have the slowing and north 101 and that should start to ease up and look at all the yellow highlighting, as well. along the peninsula the left side of the screen there and that will be a factor for fog through foster city, san mateo and pacifica. showing you traditional slowing

out of the trivalley and now a little early for the castro valley but that highlighting into the pleasanton dublin area, that's what kari showed you. low clouds also through the area and maybe some fog tough to see, but the construction zone has cleared and now it's green where the arrow shows you. that's good news. right on time there. bay bridge with slowing at the toll plaza. there you go. remember that fog advisory from chp from overnight. low clouds. even areas like that 880 overcrossing, marcus. that could be a concern. the roadway that comes through the fog approaches the backup right here. back to you. >> eerie looking out there. thanks, mike. happening now for you. a better idea of when we're going to be able to read former president barack obama's memoir.
