on tv at home. community. this was the scene outside san jose city hall last night. a group of about 100 so, no crowds allowed, but all demonstrators were there. there will be music acts and they chanted in support for times square all to be broadcast breonna taylor's family. some painted justice for breonao out live for you. sitting at home, in case you in front of city hall and other defaced the walls with calls to forgot. >> like all of us. right now at 6:00 on "today obolish the police. taylor was shot and killed and in the bay" outrage in america. after grand jury chose not to protesters were angry that a directly charge police officers grand jury did not indict the in the shooting death of breonna officer in her death. they are demanding police reforms and are asking that taylor. the decisions sparking protests social and mental health workers from louisville to the bay area. be sent to mental health calls >> it's anger and pain and hopelessness and frustration. for service. >> this isn't going to be like and hundreds taking to the we're going to protest for a few streets from big cities to the hours and forget about it. small. a live report next on all the we can't forget about it. it's our lives and our brothers and sisters who are dying. overnight developments, plus it's really important that we where protests are planned for stay here. >> you heard that activist today. the mourning continues at the supreme court. indicate they would be out there thousands are expected to pay their respects to late justice all night but i was at city hall ruth including earlier and they have gone home for the day.

activists have a demonstration the president and first lady. scheduled in downtown oakland. the theme of that demonstration, the third hour of "today in the our lives matter, stop killing bay" continues right now. black women and girls. reporting live here in downtown joining us i'm laura garcia. san jose, bob redell, "today in >> i'm marcus washington. the bay." from the south bay over to mike keeping an eye on that commute and, first, let's start out with meteorologist kari hall the east bay in oakland last night. several hundred people gathered with a look at that forecast for at lake merritt. us on this friday eve and, kari, protesters eventually blocked how is it looking for us today? >> still really nice. traffic along highway 24 and another demonstration is planned let's head over towards the east in the city for later today. bay where we're enjoying some cooler weather compared to and in san francisco, what's headed our way for the weekend. so, in pleasant hill as you head out the door, we're looking at demonstrators calling for temperatures in the mid 60s but systemic change. it will warm up to the low 80s protesters marched through the mission and eventually rally in front of the district's police by 1:00 as we look at all our microclimates, we still have our station. then made their way to the block where police shot and killed wide range in temperatures with luis gongora pat in 2016 and bay and some 80s for the interior valleys. we'll talk about that weekend calling for police accountability. this demonstration like one in heat up coming up in a few minutes and, mike, how is it oakland remained mostly looking for the morning commute? peaceful. >> well, kari, one key spot in we continue to monitor all the developments following the grand jury's decision. contra costa county has a this nationwide call for justice problem.

if you work in the corporate world, you may have had your company test your ability to detect a phishing attempt in your e-mail. you get an e-mail that looks kind of suspicious but must be legit. it's really fake and your company sends it to you to see if you'll click on the link. workers at the tribune company, parent company of the "los angeles tribune" and "chicago tribune" said they would get a bonus. they can provide the bonus because of ongoing efforts to cut costs, it says. but when the excited employees click on the link, they see this. oops. you clicked on phishing test and they were reported to the company's i.t. department. now, as you might imagine, the workers who were told they were getting a bonus then actually got in trouble for clicking on the link were not amused and they went on social media to talk about it. after slashing our staff, closing news rooms and furloughing and a neat little

the fog if you look there in the distance. we are seeing that. but we are definitely committed to bringing you the news and what's happening around the world in terms of climate change and as we get a look at our arctic sea ice, we know that it has been melting at an alarming rate. so, this graph shows you the million square miles in the amount of the arctic sea ice that continues to decrease and here we are at 2020 breaking another record for the second lowest amount of arctic sea ice and, of course, that contributes to sea level rise. it's a problem that just kind of feeds in itself because instead of reflecting the sunlight, that water is going to absorb more of it and just continues to melt. so, really big problem there. as we continue to go into a world that our temperatures are warming up and it's creating some very massive impacts on our weather as well as the climate. so that's something we'll continue to monitor as we bring

you back home. we're seeing numerous storms moving into the pacific northwest. we're getting ready for another heat wave to move into the bay area. once that storm system moves in, moves out we're going to see high pressure moving in and with this clockwise wind flow around high pressure, we'll have an off shore wind and that's going to contribute to a high fire danger for the weekend as we get that descending air coming in. a very dry, warm air as well and the fire danger that increases from saturday into sunday, as well as monday. our highest risk of seeing some wildfire conditions will be in our north bay mountains. for the rest of the bay area and east bay, a moderate risk of some fires. any new fires that develop will spread rapidly in these conditions and then that's the reason why we have this fire weather watch that will be in effect from saturday through monday. we're willing to get high winds and very low humidity and possibly some of those gusts in the upper elevations reaching 50

miles per hour so we may also have the concern of a psps, a public service power shutoff continuing through early next week and we can see triple-digit temperatures in our warmest spots going into the weekend. mike, how's it looking right now as folks get ready to head out to work? >> pretty good, kari. we had earlier problems, traffic alerts or nearly those. but they're all pretty much cleared. we'll take you out to the maps and show you green sensors. that's great. little build north 101 and north of 680 and that's typical timing there as folks get out there. zoom towards the trivalley and back to what you would expect 84 slow through livermore and altamont pass and recovery from an earlier issue and still slow back in to 205. notice castro valley we talked about folks held up out of tracy a little bit because of a

disabled rig and it looks like a build now getting over towards the castro valley and getting towards the bay bridge, not a problem. at the bay bridge, it is there. been there since 5:45 and a gradual build and you might not be able to tell that because it's filled in right now at 6 6:21. good morning, rochelle cole said she bought honey on ebay and was charged sales tax. california's business tax law says tax does not apply to sales of food products for human consumption with exceptions for meals prepared at restaurants, for example. so what happened? we asked ebay to take another look. it found that the seller had put the honey into the wrong category. a taxable category. and that's why the ebay check out says sales tax. ebay then gave rochelle a refund of $7.69. kudos to rochelle for scrutinizing her receipt. many more families are shopping for essentials like groceries online and often from unfamiliar and smaller stores. so it's more important than ever to follow rochelle's lead. read your receipt, count every penny and if it didn't add up,

>> it's just outrageous. the whole country, the whole summer has been protesting and this is still the verdict. right now at 6:30, anger and disappointment on the streets of america. this is after none of the officers involved in breonna taylor's killing were directly charged. the bay area also seeing its share of protests from santa rosa to san jose. up next, where protests will continue today. and governor newsom bans the sale of gas powered cars by 2035. you've heard from politicians and experts but what do bay area drivers think about this? a live report coming up for you. we'll check in with kari right now. how is that forecast looking? >> looks really nice. we'll start out with some clouds yesterday at this time it was ay and those ll also have clouds helping keep our temperatures down. as we go into the morning in dublin, low 60s and then quickly warming up we'll see low 80s by early in the afternoon. matching temperatures we had yesterday with some 60s near the coast and some mid 80s for the inland areas and some 70s in between. we'll talk more about this and what's ahead in the forecast as our temperatures heat up. mike, how is it looking for the commute? >> it's looking standard, i guess. the bay bridge toll plaza, the lanes are filled in but right now has been the tradition for the last few months we're seeing things lightening up. out towards the outside. as we look at the map, no problem on the approach feeding in out of contra costa county and the north bay looks great despite fog at the golden gate

bridge. as we look towards the trivalley still slowing out of the altamont pass and some slowing near the dublin interchange that just developed and we'll check on that coming up. >> thanks, mike. the streets of louisville quiet this morning after hours filled with emotion following the decision not to charge officers directly in the shooting death of breonna taylor. that decision doesn't mean the full investigation is over. the fbi still has yet to weigh in but protesters across louisville making their voices heard. some in tears yesterday following that decision. and two officers were shot 30 minutes before a city- wide curfew went into effect. the city's interim police chief not concerned about officers on the ground. >> i'm very concerned about the safety of our officers. obviously, we had two officers shot tonight and that is very serious. a very dangerous condition. i think that the safety of our officers and the community we serve is of utmost importance. >> now, both of those officers shot are expected to survive.

the national guard now on standby in the event of more violence. taylor was killed in her home in march. this is after officers with a no-knock warrant broke down her door. the only charge filed yesterday involves a now fired police sergeant. now taking you to downtown san jose where there's graffiti up and down even on trees as demonstrators tried to make their voices heard following that decision. a small group of protesters planned to remain outside as a sign of solidarity for breonna taylor's family and we checked this morning and they actually all cleared out. they say the issue of racial injustice, however, is not going away. severalmerritt amphitheater nd blocking traffic calling for

taylor to receive justice. another demonstration is planned in oakland later today. in san francisco, mostly peaceful scene as demonstrators rallied outside the mission district police headquarters calling for change. >> as black people we just keep seeing people that look just like us and people who are related to people we are related to being killed with zero accountability and zero recourse in the system. >> the group eventually marching to the block where sfpd killed luis gongora pat holding a moment of silence and calling for police accountability. new video into our newsroom of the chaotic night with protesters in portland, oregon. hundreds of them gathering into the streets demanding justice for breonna taylor. you can see some of them throwing at police and flash banks. in denver a terrifying moment when a car plowed through a group of protesters and the crowd surrounded the car and then the driver sped off hitting

one person. police say no one was seriously injured and that driver was arrested. we're continuing to monitor all the developments following the grand jury's decision. this nationwide call for justice for breonna tlor is our top story on with the struggles, governor newsom finalizing a bold plan. it will change not only california roadways, but the kind of cars you can buy now. "today in the bay" cierra johnson is live right now. you know, this comes ahead of an important summit as climate change week 2020. >> it sure does. that pledge that governor newsom signed really would fast track the auto industry's design process. the pledge would ban the sale of new gas-powered cars in the

state in 15 years, which would be by 2035. now, the key word to that pledge is new. the plan wouldn't stop folks from owning gas-powered cars altogether or from dealers selling used gas powered cars but it would require every new car to be zero emission in the entire state in the state with nearly 40 million people. that would break down to one out of roughly every ten cars sold. while the governor touts the plan, it would reduce greenhouse emissions by nearly 35% and a spokesperson with the petroleum said it would increase the price of cars and cost jobs. take a listen to what one driver in millbrae thinks of this move. >> it would be inefficient because you have to find some place to charge it up. millbrae has a lot of charging stations, but what happens when you're low on battery power?

what happens, you're stuck in traffic. all you can see the meter just going slowly down, you know. you're going to be stuck on the side of the road waiting for someone to charge you up. you're going to have a problem. >> now, california is the first state to pursue this type of mandate, but as many as 15 countries have made similar vows. they include france, germany and norway. as we mentioned, this is the beginning of climate week here in the state of california. starting at 9:00, there will be a variety of discussions with the governor as well as several local leaders and national leaders on climate change. everything ranging from carbon to wildfires all discussing climate change. the conversation again starts at 9:00 and view it live on youtube. that is the governor's youtube channel. cierra johnson for "today in the bay." >> thank you, cierra.

right now at 6:37. let's head outside in walnut creek as the sun rises this morning, another day of good air quality. so, make some time to get out and enjoy it because as we go into the weekend, the shift in the wind will cause that smoke to return into our area for all of our microclimates and make it unhealthy for sensitive groups not only tomorrow, but throughout the weekend into monday, as well. now, as we look at our forecast, we're also going to see our temperatures remaining comfortable with upper 60s in san francisco and low a80s for napa and santa rosa. oakland will reach the mid 70s and upper 70s for san jose and antioch reaching 87 degrees. we'll talk about that weekend heat up coming up. mike, how is it looking for the drive now? >> well, kari, better i guess. let's take a look at the dublin camera. west 580 comes towards us and see slowing on the sensors. the live shot looks okay for traffic heading into the area and sort of the speed sensors now. they actually recovered.

not be approved too early for political reason. the president, in turn, is accusing the fda of playing politics with its assurances. the president and the first lady will visit the coffin, the casket of ruth baderi ginsburg this afternoon and then fly to charlotte, north carolina, to lay out details of his health care plan. he says he will assure americans that he will keep pre-existing conditions in his health care plan despite the fact that his administration is fighting to get rid of pre-existing conditions in the affordable care act. the president says he will also sign an executive order requiring the coverage of pre-existing conditions though there is already an american law that does that already. the affordable care act. we'll be watching what happens with that. we'll be talking about it on twitter. you can follow me there. @scottmcgrew. a live look at the supreme

court building this morning where the body of late justice ruth bader ginsburg lays in repose. president trump and the first lady will visit that site today. meanwhile, politics remain focus on the timeline of when and if her vacancy should be filled. let's turn to "today in the bay" tracie potts who has more on the battle continuing to heat up in washington this morning. tracie? >> hi, marcus and laura. good morning, everyone. the when that really seems to be the big issue here with republicans now believing they have the votes to move this forward and saying they'll have a hearing on whoever the president's nominee is some time in early to mid october with the plan of a final vote the last week of october just days before the election. democrats still crying foul on that. republicans say it follows precedent and it's the president's right to do so. so while literally across the street there are memorials for

barrett out of chicago. a lot of talk about her, although no confirmation from the president or the white house that she's been selected. >> a lot of people closely watching this one. tracie potts in washington for us this morning. tracie, thank you. 6:48 and happening this morning pac-12 schools determine the fate of their delayed college football season. sources tell nbc schools including cal and stanford leaning towards kicking off the last weekend of october. this is opposed to what is now a january start date. teams will likely play eight games leading up to the bowl season at the end of the year. each college will have to comply with local health restrictions. okay, speaking of those health restrictions. everybody has to wear a mask these days. we saw a lot of innovative ones and this is from a member of our production staff. ourot only covers his face, but his beard, as well. that is quite the set up there.

all right. let's talk about what is going on right now as we are going around the world and talking about climate change especially as we go into the next week and we had a massive melting of our arctic sea ice. we know that's been happening over the past several years, but right now we're at the second lowest amount we've ever had. the lowest amount was in 2012 and this shows the million square miles of arctic sea ice and how we're down to just below two million square miles. so, it's really melted significantly and this not only has an impact on the arctic, but the weather around the world. and so we're seeing these changes happening due to our global warming and those temperatures going up and it's just a problem that continues to feed on itself because once that ice melts, it turns into water and that water absorbs more of that heat from the sun instead of reflecting it like the white sea ice that we normally see.

unfortunately, a big problem that we're seeing there and we're having impacts here in the bay area with sea level rise. as we look at our current weather happening right now, we've seen a couple storm systems moving across the pacific northwest. it's been so good to see that rain there and it's also provided us with some nice, cool weather as well as some better air quality. but as we go into the weekend, high pressure will build just off the coast and with the clockwise wind flow around that high pressure, it's going to give us instead of some cool ocean air, it's going to bring in some hot and dry conditions from the land. and that will be blowing off shore over the next couple of days. we will have a high fire danger going into the weekend as we are going to see those winds picking up to about 40 to 50 miles per hour. the highest risk of those fires will start on saturday for parts of the north bay and we'll have a moderate risk for the east bay hills. look at how hot our temperatures get. we're going from the 80s today and tomorrow to the 90s on saturday and then the triple digits for the end of the weekend.

we're going to see these major changes and, of course, we'll have more updates on that. mike, how is it looking right now for the morning commute? >> well, we've had these changes since quarantine earlier and shorter lived build. we show you san jose where there was more slowing that kicked in but the northbound side now coming towards us still lightening up even as we speak. as we look at the map, not a lot of slowing on the sensors from 680 to oakland road and push over towards contra costa county and smooth flow of traffic getting through the entire area and traffic out there and no delays and little build for the castro valley area which is starting to ease up even now. i talked about low clouds around the bay bridge toll plaza and look at the golden gate bridge, also. let's not forget fog there. no problem, folks are used to it. back to you. hpeinvestigators been looki the possibility of faulty power equipment that may have started one of the largest wildfires in

los angeles history. los angeles county. the bobcat fire now burned more than 110,000 acres destroying at least 27 homes and the utility southern california edison says it learned of a faulty electrical circuit near where the fire sparked just before the first call. also a quick look at our top stories this morning, including the outrage across the nation after officers were not directly charged in the killing of breonna taylor. a look at the bay area protest demanding justice for her death. late night demonstrations in downtown san jose. the damage and the graffiti that will be needed to be cleaned up some time today. this isn't our first flip.

morning. another big story we've been following. all the protests after breonna taylor. the officers were not directly charged. that led to a lot of vandalism downtown, bob. >> you can see right here at thomas fallon statue here at st. james near highway 87. graffitied with messages, anti-police, support of black lives matter. look over to your right and see a building across the street here on the sign there that says protect black women on the other side, breonna taylor. at one point protesters tried to set fire to this metal statue. fallon was san jose's tenth mayor in the 1850s and a push to remove the statue because activists say fallon oppressed the mexican community and this was the scene outside city hall a group of 100 demonstrators there chanting support for breonna taylor's family and some painted justs for breonno on a
