"today in the bay" continues right now. a very good wednesday morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. mike, taking a look at that commute in just a bit. first meteorologist kari hall with a look at the forecast for today. kari, something to smile about this morning. it's going to be a great day, cooler temperatures and that trend continues today. let's get you out the door in the east bay checking out walnut creek and we'll start out at 56 degrees. grab a jacket. slowly warming up. it will be a really nice day, also improvements in our air quality will make it a good day for getting outside. our highs reaching up to 84 degrees here. 84, also, in livermore and 77 in san jose. we'll talk about what's ahead in the forecast coming up. how is it looking for the commute, mike? it's looking pretty good. slight changes.

let's show that you overall nothing alarming about this. we've come to know more intensely that there will be slowing through the construction zone north 680. the westbound your drive out of the altamont pass is standard and so is the westbound drive across the bay bridge with no delays. back to you. >> thank you, mike. in washington this morning a president in recovery and a stimulus plan in limbo. on his first full day back at the white house after being hospitalized for covid-19 president trump stopped negotiations on pandemic stimulus and then appeared to reverse course leaving the white house to explain. >> "today in the bay's" tracie potts joins us live from washington this morning with a look at how this may affect your next stimulus check. tracie? >> reporter: if that check comes, and it's looking more and more, marcus and laura, like that check will not come before the election.

shut down by a president recovering from covid-19. he first tweeted negotiations are off until after the election. the stock market took a nose dive. >> clearly this is a huge shock to the system. we know millions of americans are out of work and they're depending on another stimulus check. >> reporter: then in an apparent reversal the president said he's ready to sign off on stimulus checks and billions for airlines and small business loans. the president wants to deal with each issue separately. still contagious the president says he will attend the debate in miami next week. >> we have to ask if the stress of a debate is worth taking along with the infectious implications that potentially in the debate. >> reporter: the president's post comparing covid with the flu was taken down by facebook and flagged on twitter. >> you don't get a pandemic that

kills a million people and it isn't even over yet with influenza. it is not correct to say it's the same as flu. >> reporter: at least 18 people tied to the white house have now tested positive. the latest adviser steven miller, at the pentagon defense officials tell nbc the joint chiefs chair and other top brass are quarantined after a coast guard official caught the virus. now it turns out seven of the eight service chiefs were in a meeting with that coast guard admiral last friday. one was traveling so the other seven are now quarantined as well as the head of the national security agency who was also in that meeting. laura and marcus? >> the list is growing. voters hungry for information are looking to the vice presidential candidates to deliver at tonight's debate. here is a live look in utah where that stage is set with

covid-19 safety protocols in mind. it includes socially distanced seating and even plexiglas between vice president pence and senator kamala harris. supporters of both candidates are hoping to hear more about how they plan to handle some of the biggest issues. >> how do we move forward would be nice to cover, how we're going to pay back all of this debt we've incurred. >> climate change. you have to acknowledge it. we're in california. we're not going to last much longer without a deal. >> the debate begins at 6:00 p.m. here on nbc bay area. it will run 90 minutes with no commercial breaks. california's democratic party is holding a virtual watch party. the preparty starts at 5:00 p.m. it celebrates california women leaders including bay area native kamala harris followed by a predebate event at 5:30.

following the debate there will be debate analysis. you can watch that vice presidential debate here on nbc bay area followed by insight and analysis from our team at 6:00 p.m. all bay area counties in a holding pattern when it comes to covid tiers. no county moved up or down. san francisco remains the only county in that orange tier or moderate tier for you. "today in the bay's" cierra johnson is live for us in san francisco to explain how this is all allowing more reopenings today. cierra? >> reporter: yes, good morning. this month you could see more reopenings and today is the day that movie theaters are officially allowed to reopen. but as we've seen with so many other businesses in the past it's going to open with some sort of restrictions. those movie theaters are able to reopen at 25% capacity, up to 100 people. and you can forget about that

popcorn. you won't be allowed to enjoy any snacks. no outside food or the concession stand. they will not be allowed to open at any of those theaters, but, according to cnbc, the chances of many theaters reopening is pretty slim because like all of us hollywood has been shut down so there won't be a lot of movies to show. and making a switch from the theater to the classroom the state provided an update on the virus and education according to the state's top doctor california has not seen a connection between the reopening of k-12 schools and the virus spread. dr. mark ghaly says it could take time to see patterns but what he has seen has been encouraging. >> the way we're setting everything up each class is considered a cohort and they will stay with each other throughout the day. for lunch and recess pe time we have different zones set up throughout the day so that each child and each group of children will be together and they will

not cross over or co-mingle. >> reporter: so the key is taking those proper protocols, keeping the social distancing, sanitizing your hands. right now we're unsure exactly what theaters are open. as we mentioned there are not a lot of movies to show in a lot of the smaller independent theaters were already having a hard time prepandemic. right now it's a waiting game to see if this theater along with dozens of others actually reopen. we're live in the marina. >> thank you for the latest there. 5:07 now. happening today registered nurses at san leandro and alameda hospitals walk off the job starting a five-day strike. in both cases citing contract talks and safety concerns amidst the pandemic. alameda health operates both facilities. the union says talks have been stalled for two years.

"the east bay times" reports a blind side when he appeared before alameda county supervisors saying residents will feel the impact. a former palo alto police sergeant is facing criminal charges stemming from a controversial arrest. our investigative unit first showed you last year. surveillance video shows police pulling over alvarez from his home in february of 2018. pulled him out of the home on suspicion of driving with a suspended license. then he's slammed against the car. at one point the officer appears to be mocking him for being gay. officers never filed a use of force report. wayne benitez now facing charges of unlaw if the beating by a public officer and lying on the police report about the arrest. >> there's an officer using more force than necessary at a time no force was needed. when he filed his police report made no mention of use of force. >> last year the city settled a

civil rights case paying more than half a million dollars. alvarez's attorney pointed out the charges are misdemeanors and contend that it they should be more severe. in a statement the palo alto police chief says in part, quote, the palo alto police department appreciates the important work of the district attorney's office and supports the district attorney's recent decision involving a former palo alto police officer. developing for you right now california wildfires and the huge toll. the 4 million-plus acres burned statewide is already a record for one season. fires have destroyed at least 8,700 buildings. 31 people across the state have died. 5:0 9 right now. a live look at the golden gate bridge and downtown san jose. you see the fog moving in. a spare the air alert is being extended until thursday. meteorologist kari hall has been tracking all of this for us.

kari? with that spare the air alert they do want us to, of course, limit the amount of pollution we're putting in the air because there's already so much from the wildfires in the north bay. and so as we look at our north bay air quality it's still going to be unhealthy throughout today but we've seen some improvements elsewhere still looking pretty good across the rest of the bay area from the coast to the east bay down to the south bay. our temperatures are going to be very nice this afternoon for your walk outdoors. a cooldown of five or six degrees from yesterday. mike, what's going on with the commute? kari, commute wise everything seems pretty cool but i have to give that warning again. we talked about alamo. 680 a deer was hit up there. it's out of lanes and everything is moving smoothly. watch the construction north into fremont to sunol. highway 17, i've circled it there, south of the 7, reports of a deer and a bumper in lanes.

right now at 5:14 a nice morning for your commute and as you're walking out the door we'll see temperatures in the upper 50s in brentwood on the way to work. it's going to be cool but we'll gradually warm up today. it's going to be a nice one. make some plans to get outside. we'll talk about what's ahead in our weekend forecast coming up. and now as the clock turns 5:14 tracking the peninsula. an easy drive for 101 to palo alto. fog reported at the golden gate bridge. we'll take a look at that in a bit. another live look out here. the richmond bridge into the north bay, we're tracking the fog as well as another important bridge note coming up.

a very happy wednesday to you as well. president trump appears to have reversed his reversal when it comes to a stimulus first urging congress to pass a stimulus plan. he said that in a tweet from the hospital yesterday, shocking wall street. tracie was talking about this. shocked some in his own party by saying the white house would no longer be involved in any negotiation until after the election. now he would negotiate over a piecemeal check, possibly more money to airlines. the democratic house very unlikely to agree to such a narrow solution. the president's declaration that a full stimulus bill was totally off the table came hours, moments really, after the head of the fed once again said a stimulus was badly needed. jay powell told an audience of economists basically congress can't overdo it. pledge too much, no harm. not enough that would further

damage the economy. right now we're looking at nothing at all. it is an unusual strategy because a stimulus would help the president politically. waiting to see if he wins in november could be worse for him. there may be a democratic senate. if he loses he would be a lame duck. it's possible the senate would move forward without him. a democrat-led house investigation released yesterday found google and facebook, amazon and apple all demonstrated anti-competitive behavior. this is a significant moment in silicon valley. washington used to be hands off with us, let silicon valley be silicon valley. let it grow unimpeded. you don't want to step in too early and stop the next google was the attitude. we'll be revisiting this finding through upcoming hearings throughout the rest of the year but know right now we are at a major pivot point. facebook says it will ban qanon

insta gram as the second most popular for teens. 34% of teens list snapchat as their favorite social app with 29% picking tiktok. 25% select instagram. i think the next story is about me. trending with halloween lurking a new revelation about people who watch horror movies. a new survey finds after watching a scary movie, 36% of us, yes, including myself, will sleep with the lights on. i haven't done that since i was a kid but it happens from time to time and about one third of them double-check locks in their home and i do that every day. that survey also revealed the top three halloween movies of all time which are some of my favorite "halloween," "nightmare on elm street" and "scream." >> i can't tell you the last time i watched a scary movie but you like them. >> i love them. >> it sounds like you like to

scare yourself. >> i do. >> roller coasters, scary movies, right, marcus? >> it's a perfect match. 5:19 for you this morning. nothing scary about this forecast because it is going to be a nice one out there, kari. yes, it will be, and we've seen a lot of improvements in our weather over the past few days. as we head into the weekend. now we are on a cooling trend but we still have to deal with that smoke in the north bay as the glass fire continues. hopefully we continue to get more containment. those firefighters working very hard out there and our models, unfortunately, are trending drier as we head to the weekend. that may mean a lot less rain than we were originally expecting. let's just enjoy toe. we're home schooling and looking for those opportunities to get outside. and in pleasanton expect it to start out cool at 8:00 a.m. we're at 58 degrees and then at

11:00 it starts to clear out. upper 60s, a lot of sunshine. low 80s here and dropping back into the mid-70s. we will have some better air quality for you heading out today. and as we look at all of our microclimates and our temperatures we are going to make it into the 60s and 70s around lunch time. if you're heading out for an outdoor lunch and then for today walking outside taking those little breaks in between working, we are going to have some comfortable temperatures at 7:00 for the evening walk. we're in the upper 60s for most of the bay area as the winds pick up. you may even need a light jacket. we have a couple of storm systems headed our way. the first one looks like it weakens as it moves in and doesn't bring in as much rain as we had originally hoped and then the next one behind that will stay mostly to the north of the bay area. the models are backing off on

how much rain we'll see. the possibility of only a few hundredths of an inch. it may be spotty between friday and saturday. we're still looking at a cooling trend and at this point that's about all we can ask for. and some low 70s in the forecast. but as we were talking about, unfortunately, we don't get that good soaking of rain we need to help us out with the fires. as we head over to you, mike, how is it looking for the commute? we're doing okay, kari. it's early in the commute so we'll talk about things we're looking for in the next half hour. the golden gate bridge, the possibility of fog. the chp did say it was dense overnight. it's great, the view you can see all the lights right now. the maps to the north and, kari, we've been talking about patchy fog as you travel through the highlighted yellow area. now circled through observiakla that's the corridor. overnight construction and we may be slowing the next half hour. bottom of the screen coming to the top, the arrow pointing up

"today in the bay" continues right now. and a good wednesday morning to you. thank you for starting your morning with us. i'm marcus washington. >> and i'm laura garcia. we'll check in with mike in just a little bit. he has a look at the morning commute for us. let's check in with kari right now. a look at our forecast for this wednesday morning. it's going to be a little bit cooler today. we've been looking forward to those opportunities to get outside and breathe some fresh air, but it still will be unhealthy in parts of the north bay and the area of the glass fire as we'll see more smoke coming in for today. but elsewhere we've seen major improvements as we go into this afternoon looking great as well as the cooler temperatures with highs in the mid-70s for palo alto. oakland will stay in the 60s and we'll see some low to mid-80s

for the inland valleys. we'll talk more about this as well as our chance for some weekend showers coming up in a few minutes. let's see how it looks right now for the commute. kari, the goal is improving for 680 where the road crews are traditionally there and they are today. we're looking at the overall map, things are moving smoothly. zoom in northbound 680 out of fremont into sunol and just past mission boulevard north where we're seeing the slower drive and have the overnight crew. they should be clearing within the next half hour. i think they started to clear now. the road work in oakland has yet to budge but no slowing there either. that's good news. back to you. >> thanks, mike. now to decision 2020 vice president mike pence and senator kamala harris are expected to take the debate stage tonight. the spotlight has already intensified after president donald trump and former vice president joe biden's debate last week. a live look right now at the debate stage in salt lake city as the country really grapples

with global pandemic, slumping economy. president trump and a number of his staff have tested positive for covid-19. pence and harris have already clashed over having a plexiglas barrier. vice president pence has agreed. you can watch the vice presidential debate here on nbc bay area followed by insight and analysis from our team. coverage begins for you at 6:00 p.m. voter registration is still open and already the number of people looking to cast a ballot hit an all-time high. "today in the bay's" kris sanchez joins us live this morning from san jose with what we need to know. good morning, kris. >> reporter: first we want to make sure people know what you said, that voter registration is still open. the traditional deadline is still about two weeks away and already it is a record breaking

year for voter registration. take a look at the numbers here. according to the secretary of state, about 84% of californians are registered to vote, 3 million more than the same time during the last presidential election. santa clara county hit the 1 million registered voter mark which is 83% of eligible voters in this county and there is still time for people to register. santa clara county will celebrate that work to get the vote out at noon today, but there are a lot of moving parts for registrars right now. voter registration continues, as we mentioned, and early voting is under way along with the prep for election night. and the ballots are in the mail. if you're wondering where your ballot is right now, i did put a link up in my facebook feed and my twitter page so that you can track where yours is in the process. i tuned out mine is already in the mail and should be arriving soon. on the push to register voters

a small city in the east way bay is expected to get a big boost from the economy. bob redell is live for us in oakley. this is where amazon is cutting the ribbon or a new distribution center later this morning. bob. >> reporter: good morning to you, marcus. we just spoke with the mayor of oakley who tells us this brand-new amazon distribution center behind me on wilbur avenue is expected to create 800 jobs for the city. in a few hours the city and amazon will cut ribbon on the 150,000-square-foot distribution center that is expected to be up and running by the end of the month, the first of five buildings to be constructed in the contra costa logistics center, a brand-new 143-acre business park in northwest oakley. if you're not familiar with this area, maybe you are, this is the site of what used to be the dupont chemical plant. the entire project when built out over the next couple of

years expected to bring in about half a million dollars in property tax revenue and create a total of 2,000 jobs. >> oakley residents have some of the longest commutes in the county. as you bring in local jobs it's really important for quality of life or for those people who would like to be home to attend evening baseball games during the summer and what not. it is important that they work closer to home and that's what we're trying to do out here. >> reporter: this is one of the most affordable cities with the median housing price a little over $500,000. i know that's a lot of money but for the bay area, unfortunately, it's not. "the east bay times" reports amazon jobs will pay a minimum of $15 an hour. amazon with this new distribution center will become the city's largest employer

supplanting the local elementary school district. bob redell, "today in the bay." >> more jobs are needed. bob, thank you. 5:37 this morning. developing now sonoma county is holding a virtual town hall for those impacted by the glass fire. so far that fire has burned 67,000 acres and is more than 500 homes destroyed along with a number of wineries. it's 54% contained right now. today's town hall will focus on the recovery process starting at 5:00 p.m. and one north bay winery that was on the verge of destruction was saved not by firefighters but the family and employees who took a stand refusing to let it burn. jonathan cline remembers gripping a two-inch hose to fight that fire. he says that it was so close to the home and so close to burning down that family business located in the hills of st. helena. cline and his wife were married there. his mother-in-law and her husband built barnett wine vineyards in the 1980s from the

ground up. the family, extended family and friends all helped save the winery. >> johnny saw some flames coming out over there and all of a sudden we realized, oh, my goodness, it's getting close. it's fortunate we still have a winery and a house. we have a lot of people to thank for that. >> barnett says she hopes she can rebuild a small portion of her business that was burned in seven months. and people aren't the only victims of the recent wildfires. animals are as well. now an international fund for animal welfare and other groups rescued around 600 animals from the north complex fire burning this butte county. cats, dogs, horses, chickens, goats, even coy fish. in some instances owners have only moments to escape and really couldn't rangel wrangle

their pets in time. >> there's a unique bond people have with their animals, and i have just always found that it's very important for us to protect that bond. so when a disaster strikes and that bond is somehow -- it could be shaken a bit, it's really just an honor to be able to help people in that time of need. >> more than half of those rescued animals have been reunited with their owners. rescue groups are taking care of the others whose owners are still without a place to live. 5:40 this morning. time to get a look at the forecast and still the glass fire, kari, certainly on a lot of people's minds this morning. yeah, we've seen some really good weather conditions for hopefully slowing the spread of the fires and getting more containment. i want to show you how cool it is in the area near the perimeter of the glass fire. you can see with these two outlines what 67,000 acres looks like on the map and our relative

humidity come up at 86% and we have a calm wind so it is looking pretty good there. hopefully more containment continues. as we look across the bay area our highs will reach into the mid-70s for the north bay, some upper 60s for oakland while san jose will reach the upper 70s today. we'll talk about our weekend rain chances coming up. mike, how is it looking now for the morning commute? not bad, kari. the timing we know we'll see slowing in san jose. look at our live camera down here. a lot of brake tapping. right in front of the camera the last five minutes showed a lot of slowing. the map shows you we're in that slower compression. we have that construction through fremont so keep that in mind. everything else moves smoothly. back to you. >> all right, thanks, mike. colleges and covid. next here on "today in the bay" the growing outbreak in one small northern california school that's causing big problems for the community and forcing new business closures.

be outside or going out for a sandwich we have some upper 60s in the north bay. it's still nice and cool. we only reach into the low 80s today. we take you through 3:30 in the afternoon. along the coastline is still in the low 60s because of the fog hanging on and then as we go into this evening making plans to go out for a walk, we're going to be back in the upper 60s so it does cool off fairly quickly and then tonight mostly some upper 50s across the bay area. i'm watching a couple things here as we look across the region and what's happening in the pacific. we see the clusters of clouds and a couple systems heading closer to us as we've seen the remnants of a tropical system bringing us more clouds. this first low coming in we were hoping to bring us some scattered showers on friday but it looks like it weakens significantly before it moves in.

another system right behind that and that one looks like it's staying to the north of the bay area so those two chances of rain we were hoping for doesn't look like it will pan out to be a lot. that will warm up our temperatures. where that rain is a lot more certain will be across the gulf states. this is now a category 2 hurricane, delta expected to make landfall on friday morning, so that's something we'll be watching in our headlines and our social media feeds. as we see our temperatures reaching into the mid-80s today you can see the cooling trend, the thing that's working for us for the fires in the north bay will be lower temperatures. we will see at times more clouds as we make our weekend plans. still a spotty shower or two possible. that's not the heavy soaking we were hoping for. mike, you have a look at the commute. what's going on? >> folks have to watch out in
