potts and, tracie, the president seems to be all over the place when it comes to getting americans another stimulus check. where do we stand on it this morning? >> reporter: so the latest is the president says i'm ready to sign off on the stimulus check but not the other that comes with it. the more popular parts he wants to take care of the election. the other stuff they're still trying to negotiate the president wants to push those negotiations until after november 3rd. stimulus deliberations shut down by a president recovering from covid-19. he first tweeted negotiations are off until after the election. the stock market took a nose dive. >> clearly a huge shock to the system. millions are out of work. >> reporter: in an apparent reversal the president said he's ready to sign off on stimulus

checks and billions for airlines and small business loans. the white house explaining the big deal is off but the president wants to deal with each issue separately. still contagious he says he's planning on attending the debate in miami next week. >> we have to ask if the stress of a debate is worth taking along with the infectious implications of that. >> reporter: the president's post comparing covid and the flu taken down by facebook and flagged on twitter. >> you don't get a pandemic that kills a million people and it isn't even own yet with influenza. it is not correct to say it's the same as flu. >> reporter: over 18 people tied to the white house have tested positive. steven miller, at the pentagon defense officials tell nbc the joint chiefs staff after a coast

guard official caught the virus. now turns out seven of the eight service chiefs were in a meeting with that coast guard admiral last friday so one was out of town and didn't attend. now the seven are all self-quarantining plus the head of the national security agency who was there, too, marcus. tracie potts in washington, thank you. it's 6:03. got a live look outside in utah. inside the stage is set with a lot of covid-19 safety protocols including socially distanced seating and even plexiglas that they'll find between vice president pence and senator kamala harris. supporters are hoping to hear more about how they plan to handle the biggest issues. >> how do we move forward in covid would be nice to cover,

johnson is live in san francisco explaining how that's going to open more things today, cierra. >> reporter: yes, good morning. last month mayor london breed announced we could expect more businesses to reopen at the beginning or mid-october. we are here and starting today movie theaters in the city are allowed to reopen one of those being this one but like so many other business reopenings in the past it's going tocaveats, how will be allowed in at once. right now that is capped at 25% capacity or up to 100 people and you won't be able to enjoy any snacks or candy. no outside food or concession sales will be allowed. and according to cnbc the chances of many of these theaters actually reopening now that they are allowed to are pretty slim. like many of us hollywood was also shut down. there won't be a lot of movies

to show. from the theater to the classroom the state is providing an update on the virus and education. according to the state's top doctor california has not seen a connection between the reopening of cases from school and virus spread. dr. ghaly says it may take time for patterns. we've seen the safety protocols at one bay area school now officially reopen and how they're welcoming their students. san jose christian school not only hass sanitizing stations bt students have to wear a mask. what it is like to reopen a school during a pandemic. >> each class is considered a cohort and they will stay with each other throughout the day. for lunch and recess and pe time several zones set up through the day. each child and group of children will be together and will not

cross over or co-mingle. >> reporter: you can see that school taking the appropriate precautions there and allowing the reopenings throughout the city to continue. be sure to practice that social distancing washing your hands and wearing your mask in those areas. >> practice all of that so that things can stay open. happening today for you registered nurses at san leandro and alameda hospitals walk off the job to begin a five-day strike. in both cases citing stalled contract talks and safety concerns. alameda health operates both facilities. the union says those talks have been stalled for two years. "the east bay times" reports a trustee this week called the strike a blind side when he appeared before the board of county supervisors saying residents will feel the impact.

6:07 right now. taking a peek outside on this wednesday morning, downtown san jose. spare the air alert extended into thursday. meteorologist kari hall has been tracking everything for us so far. and it seems like we're getting some clearing but, still, that alert is out there. yes. so the spare the air alert tells us no wood burning and we should also be careful about the pollution that we're putting into the air because there's already so much from the wildfires and it will still be unhealthy due to the smoky conditions in the north bay, but we've seen the winds shifting to create some better air quality elsewhere across the bay area. as we go into today our temperatures coming down and we're going to see more fog near the coast. temperatures in the upper 60s for a high in san francisco. we have a high of 68 degrees expected in oakland. san jose reaching 77 and some

the travel time at the top of your screen has gone from 30 minutes down to 25. now improvement as the crash cleared west 80 at powell. more folks through the east shore freeway means more folks arriving at the toll plaza. this will get more congested over the next ten minutes. we'll see how it looks coming up. good morning. very happy wednesday to you as well. president trump seems to have reversed his reversal when it comes to stimulus. first urging congress to pass a plan. he tweeted that from the hospital. yesterday shocking wall street and, frankly, some members of his own party by saying the white house would no longer be involved in negotiations for the stimulus until after the election. now he says he would be willing to negotiate over piecemeal plan allowing checks to be sent to american families and possibly to airlines. the democratic house very unlikely to agree to such a narrow solution. the president's declaration

that a full stimulus bill was totally off the table came hours, moments really, after the head of the fed once again said the stimulus was badly needed. jay powell told an audience of economists basically congress can't overdo it. pledge too much, that will do no harm. not enough would further damage the economy. of course right now we're looking at nothing at all. it's an unusual strategy because a stimulus would really help the president in the election. waiting until he's won in november puts him right back to where he is right now or possibly worse for him there will be a democratic senate. if he loses he would be a lame duck and the senate may move forward without his support. a democrat-led house committee investigation released yesterday found google, facebook, amazon, apple all demonstrating anti-competitive behavior. this is a significant moment for silicon valley history. washington used to be hands off,

>> if this thing doesn't work out, you have another career for you. >> excellent. >> let's get a look at the forecast. nothing scary about that forecast today, kari. it looks really great as we get ready to head out. finally we have the kind of weather we want to head out for an early morning walk, jog or bike ride. if you're doing that in the south bay, a look at your temperatures for the morning. we are going to start out cool with mid-50s and some clouds. it does clear out quickly. by 10:00 in the low 60s and a comfortably warm day as we reach into the upper 70s and then it does stay breezy for much of the afternoon. here is a look at our microclimates and what we're expecting reaching 86 in antioch. 75 in napa and 87 today in clear lake while oakland will be in the upper 60s. we have some mid-60s for san francisco where we start out with some fog and that fog will not clear from half moon bay. here we're in the upper 50s. as you take a look at the seven-day forecast at the bottom

of the screen some rain icons. let me show you what's going on here because we've seen for the past several days the models trending a little bit wetter for the weekend but now things are changing because we have these two weather systems out in the pacific watching the cluster of clouds. we've seen more clouds in the bay area thanks to the remnants of a tropical system. we were expecting that to possibly be picked up by this low and enhance our rain chances, but it looks like it continues to weaken and we're not expecting much in the way of any heavy rainfall. there will be another weather system right behind that and we are seeing that possibly staying to the north of the bay area so those two chances of rain at this point looks like it's starting to dry out and right behind that high pressure returns once again and we know that makes it warm and dry. so this is a look at what one computer model is showing. remember yesterday morning it was showing a quarter to even up to an inch of rain? we are going to see just a few hundredths of an inch of rain

the bay bridge toll plaza is starting to have volume build. the crash on the east shore freeway cleared. look at the backup on the overcrossing coming off 880 and the other lanes build off the east shore freeway as well. the maps show you there was a second crash around golden gate field. you see that red near the top of the arrow and that added to the delay getting the traffic to the bay bridge. now it's heading over there. the rest of the bay shows a nice drive but i noticed slowing over the san mateo bridge and the high rise. checking all reports for what is going on there. back to you. vice president mike pence and senator kamala harris are expected to take the debate stage. president trump and former vice president joe biden's debate last week. and right now the stage is set as the countrydemic and the eco.

president trump and some staff testing positive. pence and harris have been clark over the senator's request for a plexiglas barrier. vice president pence has agreed to that barrier. you can watch the vice presidential debate here followed by insight and analysis from our team. the coverage begins at 6:00 p.m. whether you decide who you're voting for or not, voter registration in california is still open and the number of people looking to cast that ballot is at an all-time high. let's check in with "today in the bay's" kris sanchez live in san jose with what you need to know. you have some really great advice for folks. >> reporter: voter registration is still open. the deadline is october 19th. if you haven't registered to vote, there is still time and you'll be adding to what is a record year for this particular election. let's take a look at some of the numbers here. according to the secretary of state 84% of all eligible

californians are now registered to vote, which is 3 million more than at the same time during the last presidential cycle. santa clara county hit that 1 million registered voter's mark over this week. that is 83% of eligible voters in this county. santa clara county will celebrate the work to get out the vote at noon today but there are a lot of moving parts right now for registrars of voters around the bay area. voter registration continues, as we mentioned. early voting is already under way as of earlier this week and preparations for election night and ballots are in the mail. i put a link up on my facebook page and twitter feed. i know mine is headed to my mailbox very soon. there will be a voter registration drive in east oakland. a literal drive. folks will caravan through neighborhoods with low voter

registration. maybe you haven't registered because you feel intimidated by the process. maybe you're a first-time voter. a full voter guide there because it's not just about the presidential election. there are a lot of local issues to decide as well. in san jose, kris sanchez, "today in the bay." something is missing from ballots received by some 2,000 voters in southern california. voters are seeing a blank page. the registrar called it a printing error and adds corrected ballots have already been mailed. if voters send in the faulty ballots, mailing a corrected ballot will later cancel out their initial vote. our website is a great resource as you prepare to cast your ballot. complete voter guide that goes beyond the ticket and breaks down the ballot. all the propositions, for

example. head to nbcbayarea.com/electionguide. sonoma county is holding a virtu virtual town hall for those affected by the glass fire. more than 500 homes. today's town hall will focus on the recovery process. it starts at 5:00 p.m. and people aren't the only victims of the recent wildfires. animals are as well. the international fund for animal welfare and other groups rescued around 600 animals from the north complex fire burning in butte county. cats, dogs, horses, chickens, goats. owners only had moments to escape and really couldn't get those pets in time. >> i just think there's a really unique bond that people have with their animals. it's important to protect the bond so when disaster strikes

and that bond is somehow -- it could be shaken a bit, that it's really just an honor to be able to help people in that time of need. >> more than half of the rescued animals have been reunited with their owners. rescue groups are taking care of the others where owners don't have a place to live. a look at the forecast and certainly up in that area where the fire is still going, it is not good for air quality because of the glass fire still burning. right. it is still burning. we have more containment. 67,000 acres on a map with these two outlines that we are seeing. and favorable weather conditions. it's 47 degrees. we have calm winds and humidity up to 88% which also slows the spread of the fire.

announced that included an indoor reception after the outdoor announcement and is looking more and more as a significant spreading event. we may never know the exact cause. bottom line there's a lot of coronavirus risk in the white house. president trump's top adviser steven miller is the latest to test positive. president trump, of course, testing positive. he says he feels fine. yesterday i defended the president's decision to take off his mask on the white house balcony because his doctor said he was alone at the time. no harm in that except it turns out he was not alone. it's not true. the president was there with a photographer alongside with him. "the new york times" has just endorsed joe biden for president. not a huge surprise. "the times" has supported democratic candidates all the way back to the '50s when it endorsed republican dwight eisenhower. "the times" editorial board says joe biden has vowed to be a president for all americans, even those who did not support

state's energy grid found the agency was selling power to other states of rolling blackouts last month. the independent system operator or cal iso found a series of errors led to plaqblackouts in mid-augment they thought it had more power available than it did. that led to managers scrambling to find more electricity. it's 6:46. a recent outbreak of covid at a small shasta county college is now being credited with bumping the entire county down to a lower tier status. 120 students and teachers have tested positive. the county is now moving back to the red tier from orange. at the same time sacramento state just announced a new record enrollment despite doing all distance learning. a small city in the east bay is expected to get a big boost

"today in the bay's" bob redell is live where amazon will officially cut the ribbon on a new distribution center later this morning. bob? >> reporter: good morning, laura. earlier we did speak with the mayor of oakley who tells us this new amazon distribution center on wilbur avenue expected to create 800 jobs for the city of 44,000 people. the city and amazon will cut the ribbon on this 150,000-square-footwear house expected to be up and running by the end of the month. this is the first of five buildings to be constructeded in what's known as the contra costa logistics center. the business park under construction in northwest oakley on the site of what used to be the dupont chemical plant. the entire project expected to bring in $500,000 in property tax revenue and create 2,000 jobs.

>> oakley residents have some of the longest commutes in the county. to bring in local jobs is really important for quality of life for those people who would like to be home to attend evening baseball games during the summer and what not. it is important that they work closer to home and that's what we're trying to do out here. >> reporter: the mayor did point out to us oakley is one of the most affordable places to live in the bay area in terms of what their median housing price just over $500,000. you compare that to other places that is, believe it or not, a bargain. "the east bay times" reports amazon jobs here would pay a minimum of $15 an hour. amazon will become the city's largest employer supplanting the local elementary school district. bob redell, "today in the bay." >> that will really help out the community. thank you, bob. 6:48.

let's talk a little baseball. the a's on the verge of elimination. game three of the best-of-five series this afternoon happening at dodgers stadium. the astros won 5-2 yesterday. the a's now have to win three straight games or the season is over. let's hope they pull it off, marcus. laura, a big shoutout to the seattle storm. they are taking basketball by storm. this is after capturing the wnba championship last night. this is their second trophy in three seasons. seattle swept the las vegas aces in the three games winning last night game three by 33 points. congratulations to them. >> good for them. usually seattle gets a lot of rain. some in our forecast but probably not what everybody really would want. i think the rain is heading to seattle once again. let's talk about what's going on here. we still have the smoke in the

north bay as the glass fire continues to emit a lot of that smoke and harmful pollution into the atmosphere. we're also tracking a cooling trend over the next few days. so that will continue. we are watching those models trending a little bit drier for us as that storm system could head to the north. it will bring in more clouds and also some higher humidity which is good as well. a look at our highs for today reaching into the mid-70s for santa rosa and napa. 68 degrees the highs in oakland and 84 today in livermore. 81 in morgan hill. the seven-day forecast is up at the bottom of the screen as we look at the slight rain chances. let me show you what's going on here. we have the two systems out in the pacific and the remnants of a hurricane that continues to weaken as it moves closer which was expected to enhance our rain chances, but it looks like a lot of that continues to weaken so much so that we're not going to see much in the way of any rain heading into friday but more

clouds and higher humidity will continue as our temperatures cool off. there's another system right behind that but as we mentioned it looks like it stayed a little bit further to the north so we will see only slight rain chances between these two systems as we go into the weekend and then right behind that high pressure moves in and we know that heats up our temperatures and creates unfavorable weather conditions. but where the rain is certain, the gulf coast. they're watching for this category 2 hurricane delta that may continue to strengthen over the warm gulf waters. louisiana is expecting the storm to move in possibly as a category 3 and around the same area hurricane laura made landfall not too long ago. a lot of concerns here. you'll be watching that on your time line in your news feed. we're going to see here a big change in our weather pattern that knocks out that high heat we've had for much of the summer. more clouds and only spotty rain

chances for the weekend and we start to warm up early next week. mike, how is it looking now for the morning commute? overall not bad. san mateo bridge westbound a problem again. now let's look at the map and i'll explain some of the confusing details. we do have reports of a crash west 92 as we zoom in we're looking to delaware, over on the left side of your screen as i believe that's where the crash is involving a deer. on the span itself it just involves two vehicles there in the slowdown. the dumbarton bridge is your alternate. a little more slowing again like yesterday. the map shows you now slowing a bit along the flat section. we can barely see that but, again, avoid west 92 if you can in favor of the dumbarton bridge and a look at the bay bridge toll plaza as traffic flows smoothly without any problems. we just have that overcrossing at 880 which is slowing. we have the east shore freeway recovering. back to you. >> thanks, mike. happening now for you, uc

"today in the bay's" kris sanchez is live for us in san jose with what you need to know. kris? >> reporter: hi there, marcus. when you say this is record breaking, it is no joke. only 16% of eligible voters in california are not registered to vote, and if you are one of them and you want to change that, you have until october 19th to go ahead and register. take a look at these numbers, voter registration continues through october 19th but it is a banner year. here in santa clara and

downtown san jose. the fog is rolling in. now due to wildfires the spare the air alert is being extended into a third day. meteorologist kari hall has been tracking it all for us. kari? yes, so the unhealthy air will mostly be in the north bay. we're monitoring that as our temperatures continue to cool off. we have some mid-80s for our inland valleys today but then check out what happens by the end of the week, more clouds, cooler air and there will also be some light, spotty rain but not the good soaking that we need. we continue to monitor that and, of course, make sure you keep checking back in for updates. how is it looking for the update on the commute, mike? kari, the live camera seems to show westbound is just fine. look at the map. our sensors tell the real story. this crash still just over on the foster city side of the high rise. westbound is tied up. that's the reason why you use the dumbarton bridge as your alternate. it beats the bridge by about 12
