breaking news we're following. >> very dramatic. it is. 101 closed because of an overturned box truck in san jose. we'll zoom in to northbound 101. everything else moves well. this is closed north 101 at hellyer because of an overturned box truck. the tow truck should arrive any minute now but chp is telling us probably 5:30 until they can get that reopened. monterey road fine right now but consider 85 to 87 to get around that for the south bay. that will affect folks coming into silicon valley and we'll track that in san jose. kari, over to you. >> tracking the air quality as well as the cooler temperatures. as we get a look at what is going on still unhealthy in parts of the north bay and east bay moderate air quality and we've seen more of that smoke returning across the bay area. so, you might want to monitor the air quality before you head

out but it will be cooler this afternoon as we'll see our high temperatures reaching into the low 70s in the south bay, as well as some of our warmest spots inland. we'll talk more about this and what's ahead in the forecast coming up in a few minutes. >> all right. sounds good, kari. we'll check back with you. now to decision 2020 we begin with more breaking news. we are just learning this morning that the next presidential debate will be in a virtual format with the candidates in separate locations. meantime, vice president mike pence and senator kamala harris met on stage in utah last night in their only scheduled it bait. the debate included some civil but occasionally tense moments and exchanges about issues ranging from covid-19 to taxes to race relations. to it. >> he would not raise tax on anybody making less than $400,000. >> reporter: the debate fast paced and at times the back and forth contentious but civil. >> you respect the american people when you tell them the truth. you respect the american people when you have the courage to be a leader. >> reporter: covid-19 dominating the early discussion. >> they knew and they covered it up. the president said it was a hoax. they minimized the seriousness of it. >> we were able to see to the delivery of billions of supplies so our doctors and nurses had the resources for what they needed. and we began really before the month of february. it was hard to develop a vaccine. >> reporter: the candidates also trading shots on other familiar issues, including the economy, jobs, immigration and racial injustice. >> the president of the united states took a debate stage in front of 70 million americans and refused to condemn white supremacists. >> he condemned the kkk, neo-nazi and white supremacist

information where folks can get information kits on how to begin the rebuilding process. unfortunately, this is a place that has experienced destructive wildfires so that officers have streamlined the process of offering that support. they are passing out kits with clean-up equipment like shovels and sifters. >> i lost three pretty good sized buildings and my home's still there but won't be lived in for six months. >> burned home are full of contaminants and stuff and people utilize the ppe that we have so that they're not inha inhaling the ashes from the home. >> now the kits will be available to kids and they'll be handing them out over the next week. we've got new details for you this morning. activists are reportedly suing the city of san francisco accusing police of illegal surveillance during the george

floyd protest. now, "the chronicle" is reporting the suit claims the police department tapped into a network of hundreds of surveillance cameras in order to spy on protesters in union square area without legal authority to do so. the city bans the use of surveillance technology without prior approval from supervisors, except in emergencies. neither the city or police are commenting at this time. homeland security is talking about the arrest made in a week-long bust targeting undocumented immigrants across california. between september 28th and october 2nd, i.c.e. agents arrested 128 people mostly in southern california but also six in the bay area. nearly all of those arrested have either prior convictions or pending charges. ndhs said the arrest went on despite california's sanctuary policies. now we return to our pandemic coverage. the bay area not seeing a spike right now, but still hundreds of new cases reported.

in total, there are now more than 105,000 cases. santa clara county reporting 88 new cases. contra costa 55 and san francisco 28. a staff member for governor newsom has tested positive for covid-19. the governor says he's had no contact with that particular employee, but there is a separate case, another state worker also tested positive. that employee works in a shared space with some of the governor's staff, but, again, the employee has no direct contact with the governor. happening today, dr. anthony fauci is joining a forum at uc berkeley to give an update on coronavirus. that virtual event starts at 5:00 p.m. he'll be answering questions about the virus and how it could affect the ability of colleges to reopen safely. 4:37 right now. let's get a look at that forecast. we're going to notice the cooler temperatures that are coming our way, kari. >> yeah, we've also seen cooler

temperatures in the area near the glass fire, which is great news. we continue to see the cool off happening there with temperatures in the mid 50s, we are also seeing much higher humidity right now at 93%. relative humidity at a very light wind as we go throughout this morning, we're going to see more clouds and fog in that area, which will hopefully help continue to slow the spread of those fires. but we're also tracking the couple weather systems that will be coming in. i'll talk more about what we're seeing here and if it could possibly bring us some rain that is coming up. mike, what's the update on that breaking news? >> kari, everything is normal except for san jose. we continue to follow this traffic alert here over my shoulder. take it to full screen and folks can read the sign northbound 101 is blocked at hellyer. folks are getting by in the center median and traffic is slowly trickling by and light traffic flow right now but the backup to blossom hill heading back towards silver creek and monterey road or a85 to 87.

change dramatically over the next hour. good morning i'm bertha coombs with your cnbc headlines. stocks set to extend the gains and investors encouraged by the fact that fiscal stimulus talks remain ongoing. averages rose sharply on wednesday after president trump tweeted in support of aid for airlines and other stimulus measures. investors are feeling hopeful that a smaller package could be passed by lawmakers. facebook announcing yet another political ad policy ahead of the 2020 presidential election. the social media giant says it will stop running political ads in the u.s. after the polls close on november 3rd in an effort to eare deuce opportunities for confusion or abuse. that temporary ban expected to last at least a week. in a year when we are expecting to see a lot of votes still being counted because of those mail-in ballots. last month, facebook announced it would not allow new political

kari, you said yesterday maybe we will have a chance of rain at some point in the forecast and i did you a favor and washed my car. >> well, actually those rain chances have been drying up for the bay area, so you probably did a good thing by going ahead and washing it because all of our cars are coated with ash and dust and all the other things we have going on. let's get a look at our temperatures as we go throughout today. hour by hour and take a look at where you live. we'll start out with some 50s but then by lunchtime we're in the upper 60s across the bay area and a cooler day. only reaching into the low 70s. i mean, that's going to be perfect for going out there for a nice, long walk or enjoying more time outdoors. but, just keep an eye on air quality because that will also be an issue and it cools off quickly for tonight. it has been a very long time since we've had weather this mild. we've been watching those two weather systems coming in. the first one already extending

some clouds into the bay area and we were hoping that it would really tap into some tropical moisture and bring us enhanced rainfall but it's just kind of sliding down the coast and all the rain is staying off the coast. the next system moving in, staying to the north of us. so, the rain chances we were hoping for at this point don't look like it will happen. but we will keep the cooler temperatures more clouds and higher humidity. by next week we'll see high pressure returning. that means warmer weather and possibly more wildfire conditions. now, where we do see the rain that will be certain will be the gulf coast where this category 2 hurricane delta continues to move closer. it is expected to strengthen over the next couple of days but then make landfall as a category 2 heading into friday. so, we'll be watching that. here at home, once again, 70s in the forecast. breezy winds. higher humidity. more clouds but not a lot of rain. and next week we'll start the heat up, once again. enjoy this cooler weather while

it lasts. mike, how is it looking right now with the update for the south bay? >> well, we're not enjoying it while it lasts but it's still lasting. this is the traffic alert in san jose, kari, you mentioned this northbound 101 hellyer northbound direction. commute direction very light right now. folks are squeezing by in the center divide area overturned rig there. sounds like a big rig. they may have to off load it. if it's a box truck, they have to make sure they can right it without tearing the sides off the truck. that's the way it goes, folks. tow truck is not there yet. north 85 to 87 is your easiest a alternate. it should last until 5:45, 6:00. we're hoping 5:30, but i don't think it will clear by then yet. the rest of the bay looks great. even the golden gate bridge no fog to see in this live shot, but just always theern warning. low clouds hover in the distance. back to you.

>> thank you, mike. 4:51 right now. new this morning, an alameda county man is out of jail after waiting for a trial for nearly 14 years. "the chronicle" is reporting that the state's appeal's court ordered terrance butler released. this is the back story. in 1993, butler was convicted for raping two women and then served 18 years. at the time of his release in 2006, alameda county decided to hold a new trial to keep him locked up for good but then that trial never happened because of delays. a nursing home is now dealing with a deadly outbreak. nine people have died at watsonville post acute center. more than 60 patients and staff have been infected since the start of the outbreak three weeks ago. state and county health workers are now helping. all students at a small shasta county college are being ordered to quarantine after an outbreak that sickened does of students and teachers. 137 people were infected since classes resumed one month ago at

the bethel school. bethel mega church in reading runs its own evangelical college. 68 out of their students have active cases most having occurred because of social interactions outside of school hours and off campus. and new this morning, bad news for music lovers. the show will not go on at coachella after all. not this year anyway. after rescheduling it from april to this month, festival organizers now called it off altogether. the event draws 250,000 fans to the desert in southern california and supporters say coachella may return next october, but so far no dates are on the books. >> wow, what a year it's been. so many cancellations. but we did have a shortened baseball season and we get to load up the bases once again. next on "today in the bay" we will have the highlights from oakland a's big win against the
