going to be cool and breezy and a lot of clouds moving in. we have a couple of weather systems passing by. as we look at what's going on now the drizzle in san francisco, some low visibility in some spots. it will keep those temperatures much lower there, only 59 for a high temperature today in half moon bay. san francisco low 70s inland and a lot of us in the valleys are enjoying the cooler weather. we do see more changes in the forecast. we'll talk about that and more coming up in a few minutes. what's happening out there on the roads for now, mike? >> overall, nothing. we do have a couple of significant slowdowns in the east bay. let's take you out there, folks. we're still following this crash and looks like a crash with the vehicles in lanes west 24 outside the caldecott tunnel and only slow for a short section. the tow truck should be there now and that may be why we're seeing speed sensors change a bit. 880 approaching 23rd. northbound approaching 29th.

virtual. >> i'm not going to do a virtual debate, sit behind a computer screen. i don't think i'm contagious at all. >> reporter: he's urging to push the last two debates one week but do them in person. >> we set the date. i'm sticking up. if he shows up, fine. if he doesn't, fine. >> reporter: we don't know when the president last tested negative. at least 27 people connected with the white house or his campaign have tested positive. the president wants the debate and the stimulus talks delayed. house speaker nancy pelosi is rejecting his demands to deal with covid relief piece by piece. >> let me be clear. i have been very open to having a standalone bill for the airlines or part of a bigger bill. there is no standalone bill without a bigger bill. >> reporter: pelosi is introducing a measure to have a 25th amendment commission to decide if the president is fit to serve.

commissions and decisions, we do know that the nobel prize awards have been announced. president trump's name is not on them. notable because he had said repeatedly he feels he deserved one. there are americans who were awarded this year. the president noting president obama was awarded a nobel peace prize. so far we have yet to see his name. back to you. >> thank you, tracie. the nation's top expert on coronavirus is sounding new alarms. infection rates are too high as we approach the winter. he's urging people to prepare for a slow return to normal even after a vaccine is developed and released. dr. anthony fauci spoke virtually through a berkeley forum telling viewers a slow return to normal may be about a

year away. >> businesses will open. will people have to wear masks? yes, likely. i would imagine if we get a good vaccine now that we could have some degree of normality in the third quarter to the fourth quarter of 2021. >> fauci is recommending people remain vigilant following covid-19 safety protocols. new this morning a new look at the financial impact of the pandemic on san francisco with so many people working from home, some experts believe the city may permanently lose out on millions of dollars every year. "today in the bay's" cierra johnson live in the city with a look at the numbers and the ripple effect that people are already feeling. good morning, cierra. >> reporter: yes, good morning. this has caused residents to rethink whether or not they want to live in the city because of that high cost of living. right now we're actually seeing

in dollars and cents what that looks like during the pandemic. according to "the chronicle" the sales tax revenue down 43% from the prior year. that means the city lost $30.8 million from april to june. another strong indicator that people have left. take a look at this chart. rent has fallen by nearly 20% in the city and 10% in both oakland and san jose on average. again, san francisco leads the nation in the cost of living and the four most populated california cities they're in the top 15. and just to add insult to injury the city isn't just seeing a loss in residents, also an increase in crime. both homicides and burglaries are up year to year here in the city. homicides up by 41%. burglaries up by 43%. so all of that taken into

consideration, these are things folks are going to look at when they reconsider moving back to the city if their offices ever do decide to open up. so a lot to think about all in the midst of a pandemic. we're live in san francisco, cierra johnson for "today in the bay." >> thank you, cierra. san francisco is launching a new recovery effort in response to a report on the pandemic's economic impact. the economic task force submitted that report and it includes dozens of recommendations including extending the city's shared spaces program for at least three years. the mayor's office agreed to back that idea along with a pilot program providing $1,000 each month for six months to 130 local artists. that program could begin next year. one south bay theater is actually getting pretty creative after being shut down for more than six months. in downtown san jose it has moved seating to the top of the parking garage connected to

their facility. the seats are disinfected and spaced out. tickets are $25 and that includes a food voucher. the owner says they've had to serve meals to, of course, comply with the county's covid rules. >> this opportunity is a way of bringing people together and having some community. >> showings restarted last month and will run through november 1st. happening today members of the santa rosa fire honor guard will ring a bell for the lives lost in the deadly 2017 firestorm. the devastating tubbs fire tore through parts of napa, sonoma and lake counties. at the time it was the most destructive fire in state history. the flames destroyed more than 5,600 homes and buildings, many of them in santa rosa and 22 people died. well, a santa rosa man is recovering after being attacked by a shark in florida. it happened on wednesday while

mark bowden was vacationing in miami. the black tipped shark left an eight-inch gash below his knee. bowden says it wasn't until he was in the ambulance he learned about a warning sign that should have tipped him off. >> so i wasn't aware of the flags. i was never warned that it wasn't a good time to go into the water, that it was the feeding season. i was never warned about any of that. i'm just a tourist from california. later in the ambulance i heard my paramedic say i won't go in the water when there's a lot of fish. >> yeah, bowden plans to return today from florida. i guess that's a hard lesson to learn, sharks in the water in florida. >> you don't want to hear shark and feeding season in the same sentence going into the water. >> no thank you. we'll take our sandwich on the sand. >> he's lucky, though. >> yeah. wow. >> all right.

kari -- >> i don't think it's a beach weekend, right, kari? no, not so much.we've had a cooler weather and we're still dealing with some unhealthy air quality at times. that will especially be true in the north bay. as we get started this morning we've seen some of the drifts of smoke in the north bay. elsewhere it is good for now but it will turn moderate as we go into this afternoon. as we can see still some changing air quality today due to the glass fire. now we're looking at temperatures with our highs reaching into the mid-60s for san francisco. some upper 60s for oakland and some low 70s for the south bay and east bay. mike, how is it looking right now for the morning commute? looking pretty good. a couple significant issues. the altamont pass always a concern and there's slowing there. a wind advisory from chp, it's just gusty a little bit. that's why you have the windmill farms. over to west 580 at north flynn, a disabled vehicle that was in lanes and got cleared in the

peninsula holding steady with an easy drive at the limit. our view northbound with the taillights. well, good morning and a very well-deserved happy friday to you as well. 60 employees have quit san francisco-based coin base that deals with cryptocurrency after the company's ceo said the company would take no position on civil rights issues. the ceo had wriden ee een writt memo while i think these efforts are well intentioned thethe pot of value creating internal division. going on to say i know many people may not agree and many may resign. according to a new company memo 60 of them did just that. now those departing employees were offered severance. losing the people who chose to quit would make the company even less diverse.

the ceo said in a further blog post, quoting here, people from underrepresented groups have not taken the exit package in numbers disproportionate to the overall population. stocks moved higher and likely will today. on tuesday the president said he would not approve of any stimulus before the election. i've added amd stock to the bottom there. the santa clara-based company is in talks to buy a company. waymo says it will start giving people rides in its self-driving cars in phoenix with no driver at all. they had been giving rides with a safety driver. waymo is completely automated. users don't have to pay but do have to download the app to summon a ride. retailers are realizing you are not going to take big risks with your family's health to go shopping on black friday and, in fact, black friday already

now that we have a category 3 hurricane, this is hurricane delta and it is expected to make landfall today possibly as a category two or three hurricane bringing in so much rain it will cause a lot of flooding and those high winds. now we were watching a weakening tropical system we were hoping would come in and bring us much-needed rain, but it has weakened and fell apart as it moves closer to the coast. we can see it bringing in more clouds as another system right behind that and it's been disappointing to see those two weather systems miss the bay area with some soaking downpours. now we are in a severe to extreme drought. of course it's been so long since we've had some significant rain and now as we enter into our water year we look ahead at what's going on. la nina is developing and sometimes that tends to bring us a little bit more rain.

it does depend on the storms moving in. we have an 85% chance a la nina will continue and four moderate events since 1954. 50% of the events bring in at least average rain or above. we are going to hopefully have above average rainfall this year as, of course, as we just mentioned we have a severe to extreme drought. but we are still dry for the weekend. a couple spotty, light showers for tomorrow and parts of the north bay. mid-80s by next wednesday. mike, what's the update on the morning commute? >> things are changing for the positive and we like to see that on friday as the day goes on. we'll look at the maps and we see no major problems out here. we're going to zoom in over to the altamont. there may be a crash but the

gusting, just a light breeze. that's going to change dramatically the next few hours here. expected to make landfall looking right now around 8:00 or 9:00 central time where we are. the governor was warning residents about the powerful storm. >> and now landfall is forecasted in almost exactly the same area as landfall occurred with hurricane laura. >> reporter: and that's an issue, an area already pounded by that category 4 system, laura, and now, six weeks later, here it comes again. they're going to get another hit from mother nature. a tough go. to be honest, ladies, when you

we do still have the smoke and so we're not able to enjoy as much time outside as we'd like. unhealthy air quality will continue for today especially in the north bay, moderate air quality spreading across the rest of the bay area. it is cooler than normal. san jose's normal testimony is 77 degrees. and in concord reaching 73. 70 in napa and san francisco reaching 65. we'll talk about what we're expecting for the weekend forecast and next week as well coming up in a few minutes. mike has an update on the morning commute. >> at fremont coming into downtown oakland, the crews are starting to move now and the commute starts to build. we did have a disabled vehicle slowing traffic away from the toll plaza off 580 and the bay bridge toll plaza itself no problem out of the maze.

>> time to grab your workout gear if you can remember where you put it back in march. alameda county is loosening its covid-19 restrictions. bob redell is live in livermore. not just gyms but other businesses can resume operations today, too, right? >> reporter: correct, kris. one of the most notable are gyms. in livermore just reopened a few moments ago for the first time in over six months. there were a number of customers outside the front door when it opened at 5:00 a.m. alameda county is restricting indoor facilities, however, to just 10% capacity. 24-hour fitness indicates staff will be wiping down equipment requiring customers to wear masks at all times and maintain a distance of 12 feet during heavy exertion. >> nice to get back with other people while you're working out

to keep you motivated. >> there's people we haven't seen for six months or so and it's going to be nice to see them, too, plus working out is a way of life for us. >> reporter: you have no concerns? >> i'm not concerned. i'm not. keep my mask on and doing what we've been doing. >> reporter: alameda county is in the red tier status, still a significant spread of infection. gyms and fitness centers can reopen at 10% capacity. libraries and zoos at 25% capacity and more personal care services can operate indoors with modifications. starting tuesday, middle and high schools within four to 12 weeks depending on the rate of

infection and then within the next four to six weeks the county mitt allow stores, restaurants, churches, movie theaters to expand the number of people that can go inside. those businesses are open right now with limited capacity. they might expand the capacity. it will depend on whether or not the rate of infection decreases. reporting live in livermore, bob redell, "today in the bay." >> thanks for the latest there, bob. 5:35. happening today we should learn more about the future of the house occupied by east bay activists last winter. moms for housing plans to update what's going on with the west oakland property now called the moms' house. it was vacant when the group first moved in. deputies evicted them in january. the land trust now owns the property. california still not out of the woods when it comes to fire season. a month left and over the weekend some areas could even

experience power shutoffs. pg&e says the shutoffs will happen in parts of northeastern california and the sierra foothills sunday into monday. firefighters continue to gain ground on the glass fire. a number of acres burned is holding steady at about 67,000 acres. evacuation warnings lifted for santa rosa. a live look outside at the golden gate bridge on your left-hand side and san jose on your right. a spare the air alert extended into the weekend. now it's going to last until tomorrow. this marks a record 47 to 48 days in 2020 that an alert has been in place setting a new record. meteorologist kari hall is tracking all of this for us. i guess the air will be bad for all of us.

now a nice cool down but we're not able to enjoy it because of the unhealthy air quality. as we head through the lunch hour into 10:00, it's going to be very nice and at times that filtered, hazy sunshine we've seen will continue. our temperatures with spots like concord reaching 75 degrees at 4:00 in the afternoon. san francisco will be in the mid-60s. we head up to santa rosa and in the low 70s and then this evening as that ocean breeze picks up we'll have those temperatures back into the mid-60s. we will see more weather like this going into the weekend but a few of us may have some spotty sprinkles not expecting heavy rain. more about that and what's ahead in the forecast. mike has an update on the morning commute. yeah, kari. looking to the east bay corridor around the bay bridge down here

americans very uncomfortable and understandably so. certainly nancy pelosi knows this. she's not calling for the immediate removal of the president. in fact, she doesn't have the power to do that. what she does have the power to do is propose a commission made up of members of congress who would consider the president's ability and capacity to lead. this would be a permanent body so presumably would keep an eye on future presidents as well. as you might imagine the current president was having none of it tweeting crazy nancy is the one who should be under observation. they don't call her crazy for nothing. it's helpful to look at the amendment itself. it allows the president's cabinet in agreement with the vice president to temporarily remove the president, any president, from power simply by writing a letter to congress. it also gives congress that same power if congress first makes up a committee, a body, the

constitution says, to consider the president's capacity to lead. congress has never created that body though the constitution allows for it. now that would have to be created by law and there's no chance the is not would approve of that currently. the senate is not even meeting. the whole idea is rather moot and nancy pelosi knows that. bottom line the constitution gave congress a power and, remember, congress is an equal branch of government but it's a power not set up to consider. now it will be interesting to hear what nancy pelosi will use as justification the president's behavior is any different than it usually is. she's mentioned him constantly reversing course on the stimulus, but this president reverses course all the time. random example back after the stoneman douglas shooting the president said he would push for new restrictions on assault rifles, much to the delight of

then-california senator dianne feinstein. trump said people were too afraid of the nra, the politicians should stand up to the nra. he said government should be able to take away guns from people without due process. guns first, due process second, he said. >> and if you could add what you have also, and i think you can, into the bill -- can you do that? joe, can you do that? pat, can you add -- you're not going to agree with me. >> you saw how delighted feinstein was. that rocked washington. the president then met the next day with the nra and reversed his position entirely. the president's doctors moved up the target date he would be able to appear in public. he may have a rally. tracie potts will be talking about that and we'll be talking about the 25th amendment on twitter. follow me @scottmcgrew. >> thanks so much, scott. here is an unusual warning from california's secretary of state ahead of election day.

he says he expects a safe election and is remining officers to be prepared for potential disruptions or voter intimidation. it's a felony to possess a firearm at a polling location or to threaten someone to keep them from voting. next week is the last week californians who lost their jobs during the pandemic will receive additional money from president trump's midsummer executive order. lost wages assistance program provided an extra $300 per week from fema funding. next woke's payment covers those jobless during the final round of the period between july 26th and september 5th. in all californians receive six weeks of those added benefits. so we all need something we can cheer these days. how about our beloved san francisco 49ers with a big game this week. the big question, though, will jimmy g. play or sit out on the sidelines? let's check in with "today in the bay's" thom jensen this morning live outside of levi's

quality and will they play with the smoke lingering i watch for. temperature wise our 49ers will have some with some mid-70s all throughout the game. so i don't know if it gets any better than that in terms of what to expect to be outdoors. then we are also feeling that for today, our highs reaching into the mid-70s for a few of our warmest spots inland. mostly low 70s and 60s for parts of the peninsula. we were hoping for some rain this weekend, but these two weather systems coming in are not really packing much of a punch. in fact, the first one moving in will keep the rain off the coast and then the next one further to the north will stay to the north. so we are going to see two chances of rain kind of fall apart before they move in but at least we are getting more of a westerly wind that will help improve our air quality slightly as well as bring in some cooler temperatures as well as higher humidity. that higher humidity will fire e

next week it's going to heat up once again and we may have more fire weather conditions that we'll have to monitor. it is bringing in beneficial weather although as we go hour by hour not seeing any rain here. there is the possibility that we could see in the north bay some spotty, light rain but not really measurable. just a few hundredths of an inch of rain. and then it all starts to clear out late saturday into sunday. we're still going to enjoy our temperatures in the 70s for the inland areas but then once again next week we'll be heating up and will be in the upper 80s by next wednesday. mike, how is it looking right now for the morning commute? kari, still in transition for the speed sensors. out to the maps and the areas where it's not green. the bay bridge toll plaza, that's looking just fine right now. typical friday, easy build. getting away from the bay bridge

welcome back. you're watching "today in the bay." 5:56. the california lottery is reportedly telling its employees to pay up. some lottery employees were charging unnecessary expenses that amounted to $300,000 paid for travel, fod and accommodations at sales conferences over the past four years. "the sacramento bee" reports the lottery is telling employees they need to repay that money. the lottery is seeking about $15,000 from nearly 70 staffers. a santa rosa man is recovering after being attacked in florida. he was vacationing in miami. the shark left an eight-inch gash below his knee. it wasn't until he was in the ambulance he learned about the warning signs that should have tipped him off.
