our highs at half moon bay mid-60s for san francisco. highs in the upper 60s and low 70s for the south bay as well as the north bay. we will continue on with weather like this for the weekend. kari, a crash and no details yet in the palo alto area. on the right side this is what we're concerned with getting away from the bay bridge south 880. look how much it jams up around the bend past seven. there's a crash and a lot of crews there. three vehicles had to be removed after apparently a head-on crash but no major injuries. we hope to see that clearing soon as we look at the rest of the approach. no backup. back to you. president trump is already

making plans after getting the all clear to return to public events tomorrow. this morning we learned he's not getting an award he's wanted for years. "today in the bay's" tracie potts is live in washington. no nobel peace prize, tracie. >> reporter: no, he's not on the list. we saw the names come out and he's talked about that for years because president obama got the nobel peace prize. the president is talking about his campaign and plans for the weekend to hit the campaign trail again b president trump's doctor says he can come out of isolation tomorrow, ten days after his covid diagnosis. >> we want to do a rally probably in florida on saturday night. >> reporter: he's refusing to attend next week's debate now virtual since president was infected. >> i'm not going to do a virtual debate, sit behind a computer

screen. i don't think i'm contagious at all. >> reporter: he wants to push the debates one week but do them in person. >> we set the date. i'm sticking with the date, i'm showing up. i'll be there and, in fact, if he shows up, fine. if he doesn't, fine. >> reporter: we still don't know when the president last tested negative. at least 27 people connected with the white house or his campaign have tested positive. the president wants the debate and the stimulus talks delayed. house speaker pelosi is rejecting his demand to deal with covid stimulus piece by piece. >> i have been very open to having a standalone bill for the airlines or part of a bigger bill. but there is no standalone bill without a bigger bill. >> reporter: pelosi is introd e introducing a commission to decide if the president is fit to serve.

plus, we are seeing that cluster of coronavirus cases around the white house grow. news now that a fourth member of the white house press corps has tested positive. laura? >> tracie potts live from washington, so much to follow. the nation's top expert on coronavirus is sounding some new alarms. dr. anthony fauci says infection rates in the united states are actually too high as we approach the winter months. he's urging people to prepare for really a slow return to normal even after a vaccine is developed and released. dr. fauci spoke virtually through a berkeley forum last night telling viewers the slow return to normal may be about a year away. >> businesses will open. will people have to wear masks? likely. i would imagine if we get a good vaccine now that we could have some degree of normality in the

third quarter to the fourth quarter of 2021. >> fauci is recommending people remain vigilant in following covid-19 safety protocols. new this morning a look at the financial impact on san francisco with so many people working from home. a lot of experts believe the city may permanently lose out on millions of dollars every year. "today in the bay's" cierra johnson is live in the city with the dollars and the ripple effect already being felt. >> reporter: good morning. yes, for months we've been telling that you many folks have decided to leave the city not only because of the high cost of living but because they have the option to work from home and can do so in other states. but today we're getting a look at what that exodus looks like in pure dollar and cents. now according to "the chronicle" the city's sales tax revenue is down by 43% from the prior year. that means the city lost $30.8 million from just april to june.

another strong indicator people have left those falling rent prices. supply and demand is the name of the game. rent has fallen in around 10%. san francisco leads the nation in the cost of living in four of the most populated cities are also on that top 15 list for the most expensive rent prices in the nation and to add insult to injury it isn't just the exodus that occurred. an increase in crime has taken place. homicides and burglaries are both up in the city from year to year with homicides up 41% and those burglaries up 43% from last year. so all of these factors will go into effect when folks are able to move back into their offices and have to make that tough decision on whether or not they want to come back to the city. how it affects in the city,

live, cierra johnson for "today in the bay." san francisco is launching a new recovery effort in response to that report on the pandemic's economic impact. the report was submitted and includes dozens of recommendations including extending the city's shared spaces program for at least three years. the mayor's office agreed to back that idea along with a pilot program providing $1,000 each month for six months to 130 local artists. that program should begin next year. happening today members of the santa rosa fire honor guard will ring a bell for the lives lost in the deadly 2017 firestorm. the devastating tubbs fire tore through parts of napa, sonoma and lake counties. at the time it was the most destructive wildfire in state history. flames destroyed more than 5,600 homes and buildings. many of them in santa rosa. sadly, 22 people died. one south bay theater is

getting very creative after being shut down for more than six months. look at how they're showing their movies. three theaters moved all the seating and the film up to the top of a parking garage connected to the facility. the seats are disinfected and spaced out and the tickets are $25 but include a food voucher as well. they had to serve meals to comply with the covid rules. >> this opportunity is some way of bringing people together and having some community. >> the showings we started last night and the run will go on through november 1st. >> good for them. everybody is re-inventing themselves. a live look outside golden gate bridge and in san jose on your right. due to the wildfires the spare the air alert is being extended through at least tomorrow. and that will mark a record 48 spare the air days this year. meteorologist kari hall tracking all of this for us and the

cooler temperatures as well, kari. yeah, we had cooler temperatures but still some drifts of smoke coming in so we'll have to monitor that, of course. the most unhealthy air quality near the area of the glass fire but it's been moving across the bay area as well. we're looking at still some moderate air quality for today even as our temperatures continue to cool off and we get some breezy winds. take a look at our highs for this afternoon as you make plans. once again we still have to limit our time out there because of that air quality but it's so nice to have some cooler temperatures finally arrive. we'll talk about what's ahead in the forecast as we get a couple of weather systems passing by and then a warm-up next week. as we head over to you, mike, how is it looking for the morning commute? we're looking at a pleasant friday. lighter volume of traffic. the map shows you the speed sensors at the bay bridge are not a problem. there's no backup there. the issue is just south of there getting away from the bay bridge. we're looking at south 880 and

going on to say i know that many people may not agree and some employees may resign. 60 of them did exactly that. now the departing employees wer losing the people who chose to quit over civil rights issues may have made the company less diverse. but the ceo said in a blog post, and i will quote here, people from underrepresented groups have not taken the exit package in numbers disproportionate to the overall population. stocks moved higher on thursday and likely will again today after president trump reversed himself again on the stimulus talks. on tuesday he said he would not approve of any stimulus before the election. now he says he wants a full stimulus package. i've added amd stock to the bottom. the santa clara-based company is in talks to buy san jose's

zylinks. waymo says it will give people rides in its self-driving cars in phoenix with no driver at all. they had been giving people rides with a safety driver but waymo is ready to go completely automated. users don't have to pay but they have to download the waymo app to summon their ride. retailers are realizing you're not going to take big risks with your familfamily's h to go shopping. stores started to offer deals earlier and earlier and then the online buying particularly with amazon's prime day and other deals. the ceo of best buy is going to be on the "today" show talking about the eventual end of the american tradition of black friday. >> is this the nail in the coffin for black friday? >> i think it's fine if it is. the wonderful thing this puts the customer in control. they can start to decide when they want to shop, how they want

to shop and what a great deal looks like to them. >> laura, you talked earlier it was a social event. you got up early with your friends and we had great joy in sending bob redell out to the mall to track down shoppers. but, as we've proven, because i've been tracking prices over the years, black friday is not necessarily even the best day to buy something. it's not necessarily the best price either. >> so many different changes and adaptations not just because of covid but because of how we're feeling about seeing things different, too. thank you, scott. new this morning looking for a bargain, here you go, shoppers. dollar general is launching a new store aimed at high-end shoppers who just can't resist a good deal. the store is called pop shelf. it will feature items like home decor, beauty items and cleaning supplies and most will cost $5 or less. that's really high end.

dollar general plans to open about 30 locations by the end of the year. the ratings are in for the vice presidential debate. nielsen reports 58 million people tuned in to watch vice president mike pence square off with senator kamala harris. that is the second largest audience ever for the vp debate trailing only joe biden and sarah palin. the internet is still buzzing about that fly that landed on pence's head. biden's campaign cashing in selling out of the custom campaign fly swatter. nearly 35,000 flew off the shelves in mere hours. if you want to look fly, there is a mike pence fly costume already for sale online. i think the hairdo is wrong, though. you can get a mike pence bobble head with the now famous fly. >> i'd like to hear what mike pence has to say about the fly.

it looks like he didn't even know it was there and now everyone is abuzz about it. >> it's true. >> nice, polite response, you guys. 6:18. let's check the forecast with meteorology kari hall. cooler today. it will feel like fall. yeah, it's going to feel like fall but one thing we've been watching is now hurricane delta that continues to move to the louisiana coast. it's a category 3 hurricane and taking that same path as hurricane laura did just a few weeks ago so we are expecting this to make landfall later today. we're going to have a live report coming up from lafayette, louisiana, where i used to work. we'll have an update on that in just a few minutes. let's get back here at home because we've been tracking a couple weather systems here we were hoping to help us out with very dry conditions. this first one moving in just sliding down the coast and weakening but it has brought us a few more clouds and then the next one right behind that looks

like it will stay to the north of us so we're not expecting a lot of rain out of that as well. they are providing higher humidity so i think we'll welcome that and then as we go into next week we will still see the return of some hot weather as high pressure builds once again. we'll have something else to watch there further down the line. we are in a severe to extreme drought for much of the bay area. and we are hoping that we'll get some rain at least farther down the line if not this weekend. there may be a few spotty showers. as we watch la nina, which is cooler than normal water temperatures in the pacific leading into winter. it usually drives the upper level storm track farther to the north. it could be over parts of the bay area which would enhance our chance of getting a wet winter. but as we've seen in the past with the moderate phase of la nina, we have an 85% of la nina continuing into winter so it

does look likely we will have a la nina winter but they don't always bring heavy amounts of rain. about a 50% chance we'll get average or above average rainfall and the last moderate event was in 2012 so we'll see how this winter pans out. as of right now this first weather system coming in looks like a doozy. we may still see some spotty showers for tomorrow especially in the north bay. but then next week we'll heat up again and we're back in the upper 80s for the inland valleys. mike, you've been tracking the morning commute. what's going on right now? kari, we're looking at friday which is typically good news. the metering lights are off but there's an issue. getting to the bay bridge is just fine. look at our maps. no disturbance through contra costa county to the bay bridge toll plaza away from the bay bridge is the big jam. not that big but for a friday in this direction we are tied up south 880 approaching mandela

parkway and that curve around the area, still one lane blocked. heading down near the maze, no major injuries though. light traffic flows so 84 through pleasanton and livermore is at speed once again. only some slowing out of the altamont. that crash is on the shoulder near grant line road and no other delays south bay or the peninsula either. back to you. talking earlier about broadway and how long it may stay dark and now we know it will be dark through memorial day weekend of 2021. of course theaters here in the bay area watching to see what happens so we'll see what happens here at home as well. >> it's really heartbreaking not opening until at least may of next year, late may. coming up, as kari was just mentioning, we're watching hurricane delta quickly approaching the gulf coast. these are live pictures, in fact, from baton rouge this morning. a big storm heading their way

6:25. breaking news, hurricane delta is barreling towards the gulf coast right now. the massive storm, take a look at the size of it. it is expected to make landfall tonight. >> and it's headed right for southwest louisiana which has already been hard hit this year. this is a live look at baton rouge where you can see the

storm clouds looming. lafayette is now near the center of the projected path and that's where "today in the bay's" jay gray has the latest. >> reporter: good morning, laura. good morning, kris. we're in the center of that projected path right now which means the storm is targeting the same area it did with laura. we have delta moving in. this area will be flooded no doubt tomorrow. right now the early going a breeze that picked up a bit. obviously that will change dramatically. we'll see the driving rain, wind gusts over 100 miles an hour and, again, this is affecting the same region that got hit just six weeks ago by a major category 4 that has the attention of everyone right now.

and now landfall is forecast in almost the same areas landfall occurred with hurricane laura. >> reporter: and what you got in the area is still a lot of debris. twisted metal and the likes. very dangerous. everyone is getting out of lake charles. here we have a curfew that has been pushed back to 4:00. we'll see the rain pick up mid-morning. in the afternoon it will intensify. landfall sometimes 8:00, 9:00. kris and laura. then it will pick up dramatically as the eye moves onshore. a rough go here for the next 24-48 hours.

70% contained. the number of acres burned is holding steady at 67,000 acres and evacuation warnings lifted for santa rosa. the fires keep raging. now only after having burned more than 1 million acres. the zogg fire is almost out and the creek fire is 50% contained. happening today we should learn a lot more about the future of the house occupied by bay area activists last winter. moms for housing plans to update what's going on with that west oakland property. it was vacant when they first moved in. deputies evicted them in january. the land trust now owns that property. over the summer black lives matter street murals became a

regular part of city scapes around the world. san jose is planning to honor the tradition by installing a large banner at city hall. some fear it may lead to the removal of a street mural downtown. a memo raised some additional concerns citing a federal highway administration ban on murals, street artwork and other painted messages due to traffic safety. >> the notion this is a danger to traffic is the most absurd thing ever. having issues with traffic safety? no. >> the city's cultural affairs office, they only told us their department is not handling it. trending this morning sesame workshop, which is behind sesame street, will air an anti-racism special called the power of we. younger viewers and help them

the bay bridge and the san mateo bridge looks great. the taillights uninterrupted to the peninsula. an unusual warning from california's secretary of state ahead of election day. alex padilla says he expects the state's elections but is reminding county election officers to be prepared for potential disruptions or voter intimidation adding it's a felony to possess a firearm or to threaten someone to keep them from voting. and new this morning southern california's metro line has a new offer to get people out to vote on election day. free rides will be provided to people heading to polling locations. the ride will be free for those dropping off ballots in a drop box. eight metro rail and bus stations will have drop box locations as well. at this point we have not heard from any bay area transit agencies offering free rides on

election day. 6:42. the speaker of the house says she will speak about the 25th amendment today. >> scott mcgrew, that is to remove a president because of illness or incapacity. that's right. the amendment. and a lot of people don't like talking about it. it makes people uncomfortable and that's understandable. certainly nancy pelosi knows this. she's not calling for the immediate removal of the president. remember, she doesn't have that power anyway. what she does have the power to do is propose a commission made up of members of congress who would consider the president's ability and capacity to lead. this would be a permanent body so presumably would keep an eye on future presidents as well. now as you might imagine the current president was having none of it tweeting crazy nancy is the one who should be under observation. they don't call her crazy for nothing. now to understand the nuance of what they're really trying to accomplish here let's look at the amendment itself.

it allows the president's cabinet in agreement with the vice president to temporarily remove a president from power simply by writing a letter to congress. it also gave congress that power if congress first makes up a committee, a body, the constitution says, to consider the president's capacity to lead. congress has never created that body though the constitution allows for it. now that would have to be created by law, as you just read. there's no chance the senate would agree to that being a law and the senate is not meeting anyway. this whole idea is really rather moot and nancy pelosi knows that. bottom line, the constitution gave congress an equal branch of government the power that it's not even set up to consider. it will be interesting to hear what nancy pelosi might give as evidence that the president is acting in a way that he's acted differently before, anything

unusual. she's mentioned him constantly reversing his position on the stimulus, and he really has, but he often reverses course. other news the president's doctors have moved up the target date when he would be able to appear in public to saturday. it had been monday. the president says he'd like to hold a rally. they still won't say when the president last tested negative before announcing he was positive. and senate majority leader mitch mcconnell told reporters he had not been to the white house in two months because he thought the white house was too lax on masks and social distancing. we're tracking everything happening on twitter. we'll talk about the 25th amendment there. i would like you to join us @scottmcgrew. >> thank you, scott. next week is the last week californians who lost jobs during the pandemic will get that additional money from the midsummer executive order. an extra $300 per week from fema funding. californians received six weeks of those added benefits.

okay, let's check in with kari. she has a look at the forecast. talking about these cooler temperatures. you can already feel it. it's going to be see nice this weekend and we also have well below normal temperatures like in the south bay where it usually is this time of year. we're talking about a high of 70 degrees today. some low 70s for the east bay. now at the same time we want to open up the windows and let in some of the cool air but we're still dealing with the smoke from the glass fire. and then i was hoping that these two weather systems will bring us some rain but right now this first one is sliding down the coast and the bulk of the showers are off the coast and then the next one moving in tomorrow looks to keep that rain to the north and it has been weakening as it approaches. we have two storm systems we've been watching all weeklong and they're turning out to be a big

disappointment. there may be spotty, light showers for parts of the north bay but not getting the soaking rain that we node eed to put an to the fire season. high pressure moves in again and that's going to cause those temperatures to heat up once again and bring back the kind of weather we do not want to see with those offshore winds. now we have such dry vegetation. right now we know that we're in a severe to extreme drought for the bay area especially in our areas prone to those fires in parts of the north bay and so as we go deeper into much of the winter we're looking ahead to see what's happening in our weather patterns. we are seeing a la nina developing with the cooler than normal sea surface temperatures in the equatorial pacific. that brings in a storm track that can enhance our rainfall but it depends on where that jet stream sets up. so as we go into the next several months we'll be watching la nina as well as some other

patterns in the atmosphere that could enhance our rainfall. we do have an 85% chance which can bring average or above average rainfalls. the last one was in 2012. just something to look forward to possibly as we are going to see also some nice cool weather for the weekend with highs inland reaching into the upper 70s. once again that heat returns early to mid next week. mike, you've been watching the commute. what's going on now? well, kari, looking really calm except for the one area of oakland. let's show you because there have been a subtle change. i'm looking for anything right here as we talk about the nimitz. the south bay, the peninsula, the tri-valley looks great, mild slowing for 84 and 580. here more than mild, we have it in flux. things were improving for a couple of minutes. now slow once again as you head south from the bay bridge and

6:55. welcome back. here is a quick look at the top stories we're following for you on this friday morning including a look at the financial impact the pandemic has had on san francisco. >> a by-product of so many people working at home. cierra johnson with a look at the ripple effect we're feeling. >> reporter: yes, good morning. for months we've been telling you folks have been leaving the bay area because of not only the high price of rent but they have

the option to work from home and today we have an idea of what that exodus looks like in dollars and cents. so "the chronicle" is reporting the city's sales tax revenue is down 43% from the prior year. that means the city has lost a total of $30.8 million from just april to june. another strong indicator are the rent prices. supply and demand is the name of the game. rent has gone down by 20% since the beginning of the pandemic and about 10% from oakland and san jose so just a real strong incentive for folks to move back if they want to and for those offices to reopen. but another issue that we're seeing is crime is going up. both homicides and burglaries have gone up. there's a lot of things in play for when folks are able to return back to the city. >> covid and pandemic has affected so many things including people able to work out but alameda county is

actually loosening some restrictions today. >> bob redell is live with the reopening. good morning, bob. >> reporter: good morning to you, kris and laura. yes, gyms like 24 hour fitness here in livermore which just reopened after six months of being shut down can reopen today. gyms, fitness centers, dance studios at limited capacity, 10% capacity. take a look at your tv screen at other businesses opening indoors. museums, zoos, galleries, libraries, 25% capacity starting today. more personal care services can operate indoors with modifications. those services include nonmedical massages. skin care, waxing services, tattoos, piercings. starting tuesday elementary schools can reopen with restrictions. middle and high schools possibly within 4 to 12 weeks depending on the rate of infection. keep in mine alameda county is now in the red tier status which

means there's still a substantial risk of infection. if the infection rates do decrease over the next few weeks, couple of months, we see more businesses allowed to open with more capacity, a lot more people inside. reporting live here in livermore, bob redell, "today in the bay." thank you, bob. happening today members of the santa rosa fire honor guard will ring a bell for the lives lost in the deadly 2017 firestorm. the devastating tubbs fire tore through napa, sonoma and lake counties. at that time it was the most destructive wildfire in state history. the flames destroyed more than 5,600 homes and buildings, many of them in santa rosa, and killed 22 people. let's take a live look outside golden gate bridge on your left. san jose on the right. the wildfires and spare the alert extended threw at least tomorrow. it's marking a record 48 spare

the air days this year. quite amazing. cooler temperatures, though, however, should be able to help in some of the firefight. yeah, we've had cooler temperatures, higher humidity and very light winds and that will continue in the near term at least through the weekend. we will heat up again next week reaching into the mid to upper 80s while san francisco will keep that fog but we'll go back into the 70s with more sunshine early next week. mike, how is it looking right now for the commute? finally, kari, i can say the roadway in oakland has cleared. south 880 the last few minutes, chp has everything cleared as you travel away from the bay bridge around mandela parkway. anywhere south of 980 is fine now. actually anywhere around the area, a little slowing into san francisco on the decline for west 80. no surprises there. the rest of the bay, it's friday. the south bay, the peninsula without delays and only a tiny
