election just 25 days away, the president is apparently very eager to get back on the campaign trail. we'll have the latest on his hopes of holding a rally in florida tomorrow night, perhaps. >> but our top story this morning, the weather. the storm-battered gulf coast bracing for yet another dangerous hit. hurricane delta growing bigger and stronger over the night, as it approaches and landfall is expected today. we have al's forecast just ahead, but let's go to lake arthur, louisiana. morgan chesky is with us this morning. hi, morgan. what do you see? >> reporter: hey, savannah, good morning to you. this could be where delta makes a direct hit right around dinner time tonight. for the past several days, we have spoken to people who were born here, who grew up here, who are used to hurricanes, but everyone is saying that this storm season and this storm has even the most battle-tested feel

feeling tested. this morning, an already battered coastline waiting to take another hit, as hurricane delta churns closer, strengthening by the minute. now less than 200 miles off the coast. storm stretching from mexico to louisiana. it's on a similar path to the one hurricane laura took just six weeks ago. >> landfall is forecasted in almost exactly the same area as landfall with hurricane laura in southwest louisiana, in the area of the state that is least prepared to take it. >> reporter: least prepared since recovery from laura is barely under way. >> laura was so intense, and things getting back to normal in lake charles, was starting to feel pretty good, and then we hear there's another one coming. >> roberta works as a registered nurse and also owns a bank hotel in lake charles. >> i have a part of the roof missing here and a part of my roof missing at home. tomorrow, will i have a whole roof missing? >> in lake charles, blue tarps telling another story. the only shelter after the

hurricane tore through. >> i don't know if there's a structure in this parrish that doesn't have some type of damage. >> the damage and debris, a dangerous combination with another strong hurricane set to strike by nightfall. >> the debris that still has yet to be picked up, what risk does that pose? >> that's the risk. that poses a whole new danger of flying debris. i don't think it's going to take much to do that. then you see buildings like this, and we have homes that are in the same shape as this. >> those who live here trying to make sense of a record-breaking storm season in all the wrong ways. >> really, the word is disbelief. like how could this be happening again? >> reporter: and here in lake arthur, the impact could be significant. when the storm does make landfall later this evening the storm surge could be up to nine feet high and up to 15 inches of rain. important to note it's rare enough to have two hurricanes hit the same area in the same

decade, but two in the same season, almost inconceivable. and the comparison, just 10 to 20 miles apart. not much. back to you. >> morgan, thank you very much. >> al roker is keeping a close watch on the storm's path, its impact throughout the weekend. he mentioned the rain, the storm surge. you also mentioned the wind. >> it's going to be devastating. the tenth landfall of 2020. this is a new record. fifth landfall in 2020, that's the most since 2005, and the fifth consecutive above average hurricane season. so it's rough. right now, a category 3 storm. 200 miles south of cameron, louisiana, with 120-mile-per-hour winds. it's slowed down moving north at 12 miles per hour. landfall some time this evening as a category 2 storm. destructive winds, rain, storm surge. the area has been battered. it's vulnerable. what they might have survived if that wasn't the case, now they have to worry about this. as it moved onto shore tomorrow into sunday, this is bringing heavy flooding rains. even into mid-atlantic the destructive winds as you heard

the sheriff say, we are talking about a lot of debris flown around. the winds are already picking up. you can see the 41-mile-an-hour in south marsh and south lafayette, and this is going to continue and the storm surge is going to be a big issue with the winds on the east side of the delta flowing in from the gulf, and it is going to bring storm surges up to 11 feet south of morgan city and as that is pushing in the shallow gulf waters, as we have talked about, the destructive forces of the storm surge just three feet can cause big problems and knock people off of their feet. you get up to six feet, the backs of homes get blown out. as you get up to nine feet of storm surge, that is going to go inland and destroy whole neighborhoods as it pushes through. and of course, we can't rule out the rainfall, because locally up to 15 inches of rain, and the heavy rain will work up to mississippi river valley. so this is still going to be a very, very impactful storm. >> all right.

we will keep checking with, you al. now, what can be only described as a shocking story out of michigan. the fbi and local police say they disrupted a plot to kidnap the state's governor, gretchen whitmer. at least six people have been arrested now and the governor is pointing fingers this morning, saying the president's rhetoric is part of the problem. pete williams is following the latest developments. what can you tell us >> state and federal authorities say some of those charges are members of michigan militia groups upset by the governor's pandemic restrictions. they practiced shooting and building bombs and even scouted the governor's summer home the target of the plot, according to state and federal officials, was michigan's democratic governor, gretchen whitmer. >> i knew this job would be hard, but i'll be honest i never could have imagined anything like this >> the fbi says five men from michigan and one from delaware met several times beginning in

june and talked about storming the state capitol in lansing and taking the governor hostage. in meetings and phone calls, they complained about restrictions imposed during the pandemic, especially the closing of gyms. they call the governor a tyrant, and even considered kidnapping her at her summer house in western michigan, then putting her on trial for treason >> members of this conspiracy on two occasions conducted coordinated surveillance on the governor's vacation home >> governor whitmer says president trump's refusals to criticize white supremacist groups have been heard by them as a rallying cry. >> when our leaders meet with, encourage, or fraternize with domestic terrorists, they legitimize their actions, and they are complicit >> overnight, president trump fired back >> i see whitmer today, she's complaining, but it was our justice department that arrested the people she was complaining about. it was my justice department that arrested them but instead, she goes and does her political act and keeps her state closed

>> investigators say one of the men, adam fox, conducted meetings with the group in the basement of this grand rapids vacuum cleaning store where he was living >> he has changed in the last eight months with the covid, wearing a mask he believes his constitutional right were taken away from him >> the fbi says fox tried to enlist the help of a militia group, meeting with members during a gun rights rally at the capitol in june. but court documents say that fbi undercover informants were watching them closely after the two of them discussed carrying out violent attacks on social media. police arrested seven other men, charging them with domestic terrorism, accusing them of being members of a domestic militia group. no comment from the public defenders appointed to represent the six charged in the kidnapping plot, savannah. >> so how long was the fbi tracking this plot how much actual danger was the governor in?

>> tracking it since early this year, they say and federal prosecutors say these six men were deadly serious, but because the group was so closely monitored, the fbi could have shut things down at any time. in fact, investigators say they moved in to make the arrests when the men met to pool their money this week to buy explosives and to share tactical gear >> what a story. pete williams, thank you very much. now to the presidential race with just 25 days to go and a week after testing positive for the coronavirus, president trump is already making plans to return to the campaign trail this weekend nbc's chief white house correspondent hallie jackson has more on that, and new uncertainty surrounding the next presidential debate as well. good morning >> head spinning developments on the head to header, craig. i talked to sources with the president who say he has been ready to get out of the white house for days and now he may only have to wait one day longer that's raising questions for

what's really safe not just for him but the people around him. >> reporter: itching to get out of his residence and into a rally, president trump is previewing a possible campaign trip tomorrow. >> i think i'm going to try to do a rally on saturday night, if we have enough time to put it together a rally probably in florida on saturday night >> just nine days after his coronavirus diagnosis, the president's doctor in a new memo saying he's responded extremely well to treatment and giving the green light to public engagements starting saturday. but in a new interview overnight, president trump seemed to suggest he hasn't been tested at all in the last week >> well, what we're doing is probably the test will be tomorrow the actual test, because there's no reason to test all the time >> reporter: the president coughing and clearing his throat while clearing his throat while speaking to fox news. >> three debates with hillary clinton, and i think the first debate, they -- excuse me -- on the first debate, they oscillated the mic absentee is okay

>> i'm not going to waste my time on a virtual debate that's not what debating is about. >> then his campaign called to push back the debate a week and add another one a week later that was a no-go for the biden campaign who wants to stick to the original schedule. >> we set the dates. i'm sticking with the dates. i'm showing up i'll be there. in fact, if he shows up, fine. if he doesn't, fine. >> now biden is booked for a different town hall that same night, and the trump campaign wants to go back to the initial in-person plan, even though the head of the debate commission tells the a.p. that's not going to happen. and we have just learned this morning that president trump is set to appear in his first on-camera interview tonight. and will apparently get a medical evaluation, not by the white house physician, but by a doctor on fox news, according to the cable network. craig. >> okay. meanwhile, hallie jackson, the speaker of the house, nancy pelosi, she's also making headlines this morning bringing up the 25th amendment what more can you tell us about that >> so here's what we know. she's set to introduce a bill today to create this what's called a commission on presidential capacity.

she's hinting she's going to be talking about that 25th amendment you mentioned. that provides procedures to transfer power to the vice president in case of the president's death, removal, resignation, or incapacitation the speaker has been raising questions about the president's state of mind giving the drugs he's taken for his coronavirus treatment. she said in an interview, the president appears to be in an altered state. that is something, craig, we may hear more about later on today >> hallie jackson for us at the white house, thank you still in washington, it's a game of tug of war between the white house and congress over an aid relief package, emergency bailout for the airlines tens of thousands of workers are now furloughed, out of work, so the need is immediate. the question for congress is whether to include more americans in a bigger aid package. nbc's tom costello covers aviation this is well beyond airline employees. tell us about it >> it is, and it's confusing because earlier in the week, the president suggested he was opposed to any big plan.

in fact, he was pulling the plug on all negotiations. the next day, he came back and said he was open to a targeted relief plan for the airline industry and now, this morning, senior administration officials say they are in fact open to the idea of a big plan but for the families involved, not just airline families, but families all across the country, this isn't just a news story this is their lives. for millions of americans, the pandemic, the weak economy, and gridlock in washington have created a very personal financial emergency. no paycheck, savings running low, with the rent, mortgage, and grocery bills coming due forced to furlough 32,000 workers, airline ceos are pleading for washington to act so they can bring employees back >> what happens once airline employees, particularly pilots, are furloughed or out of work for any significant period of time, less than a month, they are no longer current in their training and we have pilots in

the wrong seats when it comes -- when the economy does rebound. >> after first walking away from negotiations, president trump now says he supports a targeted aid package for the airlines but house democrats want a much bigger aid package for families and small businesses too >> but they have walked away from the whole package and that includes 17 million children in the country, food insecure millions of their families on the verge of eviction. >> nationwide, there are 10.7 million fewer people employed today than in february last week, 840,000 filed for unemployment for the first time. no stimulus deal means no checks for laid off americans to make ends meet, no money to help local governments or schools, no money for small businesses in boston, restaurant owner ace says he's already been forced to close. >> we're not some big corporation that has endless funds. we're losing our jobs. we're losing everything that we

have put into something that has been built over years. >> for furloughed airline pilot tammy okata, whose son was born prematurely in april, the stakes could not be higher. >> we will need medical help for the next coming months, too, definitely with him. so that's my huge concern, is the health insurance and having medical for me and my family >> meanwhile, the covid pandemic continues to ravage the country. >> tom, back to the airlines and the relief they're requesting. i understand they're also warning they could soon start cutting service routes, just cut all together >> that's exactly right. you may recall back in the spring when they got $25 billion in aid from the government, they agreed to keep their staffs on they agreed to keep servicing small communities. but passenger levels now down 75%. their revenues down up to 85%. and they say they simply cannot continue to service all communities across the country

screening of the flu and other viruses. and jen rapid testing makes the vaccine and flu and covid develops in the early stages the same, and so this early test could help the hospitals quickly and effectively treat patients this winter. a massive fire engulfed a high-rise apartment building in south korea thursday night forcing hundreds to evacuate. check it out. you can see it there. it happened in the city of ulsan. it started on the 12th floor and then quickly spread throughout the building. windy conditions fanned the flames. video shows slabs of concrete crashing onto the street below. at least 80 people had to be treated for smoke inhalation. fortunately, no reports of deaths or serious injuries. now to the nfl and that dramatic ending in last night's bucs/bears game. chicago took a one-point lead on this 38-yard field goal just over a minute to go right then. so it was up to tom brady to try to mount a comeback.

see it. kerry sanders joins us from miami with details on this one. kerry, this is a heck of a story. >> reporter: absolutely. and you can understand why beachgoers today might be a little anxious about getting in the water. a tourist in waist-deep water and boom, gets hit by a shark. the aftermath was captured on camera, so we should warn you that it is somewhat graphic. mark bowden leaving a miami hospital, remarkably walking on his own after a shark bit into his right leg. the gash so deep it cut well into his muscle. >> it just felt like something punched my leg really hard >> reporter: the 31-year-old not so lucky he was attacked, but very fortunate miami beach ocean rescue was there within moments. mark's girlfriend holding his leg and hand >> i was super worried >> reporter: after several anxious minutes onshore, mark even managed to make maria smile.

>> he made a joke. i said, man, this is happening i can't believe it >> reporter: on vacation from santa rosa, california, mark was body surfing when it happened. >> i didn't feel pain but i guess it was a duller feeling. i have read that sharks' teeth are so sharp, it's like a surgeon's scalpel. it was just a really clean bite. >> would you say that was the case >> i would say that that's the case and i'm sure a little bit of shock, too. >> reporter: brant davis visiting from pittsburgh was swimming nearby. >> he asked me, hey, did you feel that? i did not realize he had been bit by a shark it happened that quick >> reporter: mark tells me he feels lucky he didn't lose a leg or worse >> afterwards, they were saying it was probably a black tip because they saw drone footage of black tipped in the area. >> black-tip sharks are common along the area with three rows of teeth the predators can grow to six

feet in length and often swimming close to the shore in search of food. did you see bait fish around there when you got hit >> there were a lot of fish in the water. in california, like, i surf and swim like that. i didn't know that was something to look out for. >> reporter: for others on the beach, the attack reason enough to go no further than the sand >> it makes me kind of fearful to get in the water. i don't really want to swim anymore. kind of dangerous. >> i don't think i can stay out of the water i think at some point i'll be going back in. >> kerry, with more folks staying at home and avoiding public places like the beaches because of the pandemic, has that affected the number of shark attacks that we have seen around the country >> reporter: well, experts say there's clearly a correlation. beaches not only less people, but in some cases have been closed, so worldwide, we have seen a decrease year over year of shark attacks by 24%. 18 this year, seven off of the u.s. coast and two of those

"1-800-273-8255" the number for the national suicide prevention lifeline it's an imagined phone call between someone in pain and a lifeline operator. after the vmas performance, calls to the hotline went up a staggering 50% from those looking for help, and opened up a national dialogue on mental health that was desperately needed even more so now with the pandemic >> i wonder if you thought during this crazy time, unless you're an essential worker, parent, or teacher, you have a lot of time to yourself and your thoughts how has that been for you? is that a benefit or a burden, would you say? >> what a beautiful question, dude it's kind of crazy because, yeah sorry. i have always been able to talk to my notebook, right? but even then, there are things i hadn't dealt with, but i see a therapist. i see a therapist once a week. she's the bomb

and it allows me to get these thoughts out but even before her, i was always still speaking to loved ones and people that i felt close with, even if it was difficult and scary to initiate. i think that is something that's really important, like, not to sound cheesy, but it's like, if you're home alone in the pandemic, you're not really alone. if you have the internet or a phone or some source, you could write someone, pen pal, get it out. don't keep it inside >> and now, logic wants to make it easier for you to not only get those thoughts out but to find someone to talk to. he partnered with project healthy minds, the founder and ceo phil shurmur was able to join us. >> so phil, if you can, jump in with logic and i i know there's sort of like two main things, goals for the organization what are they? >> the first goal is to shatter the stigma of mental health. and the second is to make it easier for people to find mental health services. we have brought together all of

the mental health services that we can find. we tried to aggregate it in one place to make it really easy for people to find what's right for them >> and this past summer, logic announced what was right for him was to retire from rapping, after not only releasing his sixth studio album "no pressure" but also becoming a first-time father >> if i was going to come back, i wouldn't rap because i'm so over rap, and that hopefully won't be misquoted as everyone likes to do, but i'm more strumming a guitar and hanging out with producer homies and writing lyrics about my life as a father and a man and dealing with anxiety >> if somebody is watching this right now and they're perked up in their chair a little bit listening to our conversation and they're struggling, what do you say to them? >> it's hard to see the light when you're in the depths, in the darkest part of the tunnel anything that anybody could be going through alone in the

depths of their mind, and they feel like they can't get out of it, dude, you totally can. you will laugh later it's a real thing. you can 100% get out of it, but it's by making positive steps. you can make it, man >> what a great guy. >> it helps to hear other people talk about it. a lot of people are struggling right now. struggling in general certainly during the pandemic. i have struggled for many years. i worry, as i have said on the show and other places, the millions of people around the world struggling in silence and don't know what to do, don't know the first step. the mental health state is a large delta between, let's say, pediatric anxiety,ll ahe t way to depression and anxiety. a large area to navigate i like the conversations that are happening publicly and people like logic and project healthy minds. at least it's a point to point to >> it feels so overwhelming, but he's just basically like, speak it write it down. he tells his notebook.

if you're looking for great game day food, we have you covered. >> two terrific chefs joining us, repping the vikings, there she is, molly ye, an award-winning cookbook author, the host of girl meets farm. for the seahawks this morning, seattle native joel cameron, founder, head chef of the homemade.com, which offers a personalized virtual cooking experience. it's a really cool concept first, molly, we're going to start with you in minnesota. what do you have for us? what are you making? >> i have some delicious food. even if your team loses, you're going to feel like a winner eating it. i'm starting with an iconic minnesota specialty, the classic tater tot hot dish it's hardy, it will soak up the beer, and it looks cute because it's covered in tater tots typically, you open up a can of cream soup i'm making mine from scratch i have carrots and celery and onion cooking, and i'm going to add flour.

that's going to make a roux with the butter and that's going to thicken up the milk to create a creamy sauce any time you're making a roux, you want to cook off the flour for a couple minutes and get the flour flavor away. you also want to mix it continuously as you're stirring in the milk. that's going to get really smooth and creamy. and then once all of that thickens up, you add some chicken bouillon, and that mimics the flavor of the canned cream soup when that thickens up, it looks just like this really smooth and creamy it's going to hold everything together this is what i love about a hot dish it's a full meal in a casserole. you have all of the food groups, the protein, i'm using ground beef, ground turkey or meatless meat will work i'm using corn, but peas or green beans would be delicious it all gets held together by the cream soup and then the best part is, of course, the tater tots it gets covered in tater tots. they look like little footballs.
