week with temperatures coming down. we do have a mild week ahead. one thing i'll be watching will be the high fire danger especially in our north bay hills. it does start late tonight but a couple other chances of some dry offshore winds. we'll talk more about that in the forecast coming up in a few minutes. mike, how is it looking now for the morning drive? it's looking as you would expect, 5:01 right now, a very easy monday start. we'll look at the bay bridge toll plaza. we talk about the clouds around our shot here. chp says on the other side, the eastbound side off the lower deck it will get foggy from time to time. watch that coming in out of the treasure island tunnel. no problem for the traffic flow. hitting to the westbound 80 direction into san francisco. we'll talk about what i'm concerned with in oakland coming up. thanks, mike. now to decision 2020 and an

important deadline. today is your last day in california to register online for the upcoming election and get a ballot in the mail. after that you can only register in person at an election office or polling locations. and 15 days until the election. president trump and democratic nominee joe biden are spending nearly all their time in the spring states that could make the difference. "today in the bay's" tracie potts joins us live from washington tracking both campaigns and a new stimulus deadline as well. good morning, tracie. >> reporter: yeah, and it's not clear they're going to make that deadline at all but we'll tell you about it. it could affect your stimulus check. as of this morning for the campaign president trump waking up out west not far from you in nevada. he's headed to arizona today while joe biden is unleashing a ton of new campaign ads. but he's scaling back

appearances before thursday's debate. we're going to win the state of nevada. >> reporter: with 15 days towing president trump is defending his coronavirus response in battleground nevada. >> if i listened to the scientists we would have a country in a massive depression. >> reporter: democratic nominee joe biden in north carolina. >> this president cares more about his park avenue perspective on the world, the stock market, than he does about you. the guy refuses to follow the science. >> reporter: coronavirus cases are soaring. medical experts predict a tough winter. >> the next 6 to 12 weeks are going to be the darkest of the entire pandemic. >> reporter: america holding out for a vaccine. >> the first people to get vaccinated won't be protected from the vaccine probably until february and maybe march. that's a long way off. >> reporter: the trump campaign is defending the president's mostly maskless rallies. >> people don't want to be living in fear again in their base many. we're going to be strong, we're going to be safe but not scared.

>> reporter: on capitol hill the clock is ticking on covid relief. house speaker nancy pelosi set a 48-hour deline. >> it only relates if we want to get it done before the election which we do. >> reporter: pelosi and steve mnuchin are at odds for money for states. they're set to meet again today. that could affect your stimulus check if they can't work it out. the language pelosi got back from the white house watered things down and took support away from communities of color, disproportionately hit by this virus. cnbc asked the white house about that, and we're waiting to hear back. back to you, laura. the final presidential debate is set for thursday in nashville. nbc's kristen welker is moderating. you can watch it right here on

nbc bay area. our coverage will begin thursday night at 6:00. we have a live look at capitol hill this morning, on the senate's agenda the next step in the confirmation of amy coney barrett to the supreme court. the senate judiciary committee is set to approve along party lines, 12-10. at that point it moves to the full senate. 5:05 this morning and another big number passed in the pandemic. johns hopkins university says there are more than 40 million cases worldwide. at least 1.1 million people have died. and as bay area counties move forward with reopening, a reminder always there if covid numbers spike again, restrictions go back into place. "today in the bay's" kris sanchez with details of a new tip line. kris? >> reporter: all of us know that up to this point our main tool is to keep covid at bay was to

wash our hands, keep our social distance, wear a mask when we are close to other people. but now san mateo county is giving folks one more way to now report people who are not complying with those health precautions. restaurants are set to move into the less restrictive tier before it gets cold. as we do that coronavirus cases, hospitalizations and deaths have to steady out and that's why san mateo county has the tip line to report violators. >> we believe it's the tool to modify and change behavior. that's why we're moving forward with the team. >> reporter: starting today residents of the 26 cities can report covid violations through the 211 tip line or the county's website, and those complaints will go to multiagency team of

investigators depending on what they find. repeat offenders could face fines up to $3,000 and even misdemeanor prosecution. this is kind of new around the bay area. we'd love to mo what you have to say about it. please join the conversation on twitter and on facebook. all of our counties are watching closely what other communities are doing to see what the best way forward is. in san carlos, kris sanchez, "today in the bay." >> thanks so much, kris. something else to watch, marin county is launching a brand-new tool to try to track covid cases at schools. a dashboard and map will go live on the board of election website showing which schools have reported covid-19 cases and when. about half of the county's middle and elementary schools and a few private schools will have resumed on-campus learning by next month. classes will remain mostly online for contra costa county colleges through the rest of the school year this spring. that includes three colleges,

diablo valley in pleasant hill, in pittsburg and contra costa college in san pablo. some classes like labs will be held on campus. landlords and renters trying to make it in the bay. talking about sonoma county and landlords there are taking tenants to court to get evicted after the eviction ban ended in august. "the press democrat" says around 15,000 landlords are experiencing a backlog, sometimes for months. it gives some tenants leeway allowing them to stretch 25% of their unpaid rent into next year. there is a new push to keep the great highway car free forever. it has been allowed for traffic and a new initiative centers

around making the highway between lincoln into a world class park with no cars allowed at all. some supporters fear this could be a pipe dream because four different agencies regulate that area. we'll just have to wait and see. you don't have to wait and see what the forecast will be this week. how are we looking? >> i was at the great highway and saw it was closed and enjoyed walking there. we'll see how that goes. we'll get you out the door in walnut creek. upper 50s. we'll drop back to about 56 degrees right around sunrise and then we'll see our temperatures starting to warm up as we go throughout the morning. a slightly warmer day. along the coastline cooler as we see more of that fog developing. so as we head to our lunch time hour, oakland at 72. and a comfortable 77 degrees in san jose. we'll talk more about what's

degrees today. san francisco the low 70s. and for concord today expected to warm up to 88 degrees. we'll go around the rest of our microclimate and talk fire danger coming up. expected to get more crowded as the view of westbound 580 headlights coming toward us. for the dublin interchange a smooth flow of traffic, good spacing there. other parts of the tri-valley and you'll need to slow across the golden gate bridge and this is slow to a lot of folks on a daily basis. a warning for the oakland side of the bay bridge. the specifics coming up for chp. a very happy monday to you. prosecutors in central california say they have arrested a rapper for stealing more than a million dollars worth of unemployment money and then they say he and another

rapper made a music video called edd where they explain the whole plot. they say he was arrested in las vegas carrying seven california ebd cards that were not in his name. the u.s. attorney's office says the suspect -- they suspect he ordered at least 92 debit cards that had been preloaded with more than $2.2 million in fra fraudulently obtained benefits. nancy pelosi, as tracie was pointing out, has given the white house until the close of business tuesday to agree on a proposal for a stimulus or she can't guarantee that would pass before the election. wall street is also watching that one super carefully. "the wall street journal" was the first to notice oracle chairman larry ellison made a quarter million donation to a political action committee supporting lindsey graham during negotiations in washington over

tiktok. a document filed shows the donation. there's no allegation of wrongdoing, and while graham supported the american company buying tiktok it's not clear what influence, if any, he had over trump's decision to demand it. people's credit scores are going up. part of that is we're spending less money and paying down debt and benefits like stimulus checks are working. people are using those to pay down debt and payment holidays like student loans which could save hundreds of dollars a month which, again, they seem to be using to pay down debt. and american airlines says it will put the 737 max back into service once it's approved by the faa. american airlines will start a flight using that particular plane. marcus and laura, the airlines say they will tell you ahead of time if you're going to fly on a max. most times people don't really particularly care.

"the wall street journal" reports fedex, ups and smaller carriers are turning customers away because they're stretched thin by the pandemic. it is mainly due to the spike in online shopping leading to longer processing and delivery time. trending this morning a love story that knows no bounds. so a couple had to get creative with their wedding due to the pandemic. so restrictions meant the bride's family could not travel from maine to canada for their wedding. so they got creative. instead the couple got hitched on a pier which runs along the border. the groom's family watched from land and the bride's family watched from onboard a boat showing that love definitely

forecast. kari is here with that. a look at the air quality. the air quality is what we've been watching for the past couple of months. it's been really bad and we do have to plan our day around how much smoke we have in the air. a look at our numbers. in the south bay we're seeing moderate air quality as the smoke settles into santa clara. one other thing i'm watching will be our fire danger. starting up later this evening the potential of high fire danger. we're looking at a northerly wind that will start to pick up with gusts up to 30 to 40 miles an hour and then some of those sustained winds at about 10 to 25 miles per hour.

we'll have very low humidity. let's head to the south bay as we see our high temperatures reaching into the low 80s for downtown san jose. upper 80s for the south county and then for the east bay we're going to see those high temperatures up to 88 in antioch. 75 in oakland. some foggy conditions in half moon bay with some mid-60s, and also a lot of 60s in san francisco in the marina district. as we head to the north bay we're up to 83 in napa. high pressure set up keeping it windy and dry for the next several days keeping that rain away as we start to see the windy conditions picking up several times this week. there will be some bursts of some of those high winds throughout the week. by the weekend it starts to cool off and we are going to see breezy but much cooler and more humid conditions. so our seven-day forecast shows it will be a warm week for the inland valleys reaching up to 90 tomorrow. we reach into the mid-70s.

how is it looking now for the commute, mike? weekend? awesome! happy -- oh, monday. traffic is light right now. just getting started, kari. looking over to the tri-valley where there's slowing for highway 84 and also a little bit off 580. no big surprises, mostly green everywhere. mostly green on this map. things look pretty clear getting to the bay bridge. emeryville, this is what i'm talking about. visibility may be an issue. our view cannot see the span on the bay bridge. you can't even see the east shore freeway that well from our rooftop camera. we can see a very light volume of traffic but you see the low clouds hovering around. this is the westbound side. chp said the eastbound side coming up off the treasure island tunnel and off the lower deck is seeing a lot of fog so do be careful traveling into oakland from san francisco. back to you. >> thanks so much, mike. dangling from trump tower,

wisconsin bar and restaurant owners there are suing the state over new restrictions on indoor seating limitations. a judge last week blocked the governor's office from attempting to enact the limits citing instead with tavern owners who say it would hurt business. today state attorneys will argue why the limits are necessary. one harvard expert agrees. >> my biggest concern about wisconsin right now is the cases are going up. hospitalizations are going up. deaths are going up, and yet the policy changes are still not quite in place. >> now the battle comes as the state this week plans to open a field hospital at the state fair grounds. today a southern california woman is expected to reunite with her family after surviving in utah in the forest for nearly two weeks. rescue teams found holly courtier after 12 days with no food and little water in zion

livermore to let you know what to do. bob? >> reporter: if you want a vote by mail ballot you must register online by today or register by mail by today sending in your registration by today as long as it's postmarked by today. your local office will send you a ballot to your home that you can drop your completed ballot at your local ballot box or take it to your polling station on election day, november 3rd or send it back in the mail and it arrives no later than 17 days after the election. if you are already a registered voter you do not have to apply for a mail-in ballot. you will automatically be sent one. you can register to vote in person at your polling station on election day. but keep in mind there could be long lines due to covid. so far san franciscans have mailed in about 100,000 ballots and hand-delivered roughly

another 22,000 at the city hall voting center. that means an estimated 23% of all registered voters in the city have already cast their ballot which the department of elections says is, quote, really good. >> the most important election, in my opinion, in my lifetime. and i've been around a long time. >> reporter: now checking the status of your registration is as simple as scanning a qr code with your mobile phone and from there you can go online to register to vote, request a ballot or change your address. reporting live here in livermore, bob redell, "today in the bay." >> thanks for the latest there, bob. pg&e is facing new heat for its power shutoffs and it comes as the north bay braces for a new round of high fire danger. "today in the bay's" cierra johnson with a look at the areas on alert this week. good morning cierra.

>> reporter: it's like deja vu, we are warning folks in the north bay, napa and sonoma counties, to be on high alert with that watch beginning tonight and going into friday that risk of fire watch. winds up to 40 miles an hour. those two could be a recipe for a new disaster. now this all comes as we're learning new information about pg&e and those mandatory psps shutoffs. now last year about 2 million customers in the north bay were complaining about their shutoffs being too long and unorganized. the managers in charge of the shutoffs actually did not have the proper emergency training. we did learn some good news, though. hundreds of those employees now have completed that mandatory training, that emergency

training so, again, folks in the north bay, you are on alert, but we have seen some of those psps shutoffs in the past shorten in length. so they weren't prepared last year. they're on the right track to get things done this year and folks in the north bay be alert because we're seeing those warnings again. live in san francisco cierra johnson for "today in the bay." >> and most importantly we want to keep everyone safe. developing for you right now the criminal trial gets under way in sacramento for the accused norcal rapist. in 2018 60-year-old wahler was arrested. he's from benicia and is accused of sexual attacks against women between 1991 and 2006. investigators say that he was identifieded through dna technology. and today sfpd will hold a virtual town hall on an officer involved shooting. police say this stems from an

alleged attempted carjacking at knifepoint earlier this month off market street and 101. officers opened fire when they say they tried to detain the man. it was recorded on video. someone uploaded the aftermath to citizen app. the town hall starts at 3:00 p.m. when it comes to cracking down on people who are ignoring the facial mask rules in the bay area, it turns out to be mostly just talk. at least that is the conclusion from "the chronicle" which asks counties just how often people are being fined for not wearing masks. they say most people are wearing masks but it's probably not worth the risk for police officers to cite them. ac transit is announcing additional changes due to covid-19.

buses have all been outfitted with protective shields around the drivers. they've added those hand sanitizer dispense ers. fare collections and front door boarding resumes today when restrictions first went into place passengers were boarding from the rear of the bus and no fare collection to help with exposure and of course social distancing. san jose leaders will hold a public gathering tonight on google's massive new downtown west development plan. a company recently submitted plans and preliminary sketches for the 80 acre new site around diridon station. city councilmembers hope to have the project certified next summer. well, right now we're going to get a look at today's forecast. meteorologist kari hall is taking a look at that. how is it looking out there for

us? it looks really nice. we're starting out with temperatures in the upper 50s as you get ready to head out the door. we can see the trend going from the mid-50s to the upper 60s. it's going to start to heat up pretty fast. as we look at our microclimates and what we're expecting today i'm taking you through lunch time. 73 in fremont and santa rosa with san francisco in the upper 60s and then as we go into today we're looking at a wide range in temperatures from the mid-60s in half moon bay up to 85 in livermore and 86 in fairfield. we'll talk about that high fire danger coming up. how is it looking now for the commute, mike? kari, we're going to start in the south bay because i did talk about slowing from 101 and on the map you see where the arrow is a typical pattern and nothing unusual. maybe three minutes earlier than we expect especially on a monday. i'm surprised by that. the circle incident is southbound 17 at hamilton. it's on the shoulder there. a minor crash.

had the metering lights turn on. so the backup at the toll plaza now filling in the middle lanes and starting to spread out to the outer lanes. a look also at the drive through dublin. palo alto on the peninsula, no problem. a little bit of mist here, fog on north 101 called the golden gate bridge. well, now to a developing story for you. a man wanted barricaded himself on the lot paramount studios in hollywood. so this all started when police were trying to take that man, the sexual assault suspect, into custody and they tried to tase him. he got away. lapd was called in to help. now at some point officers shot at the suspect, but he then ran away and barricaded himself on one of the lots in one of those buildings. officers later arrested him overnight. to decision 2020.

it doesn't look like washington will pass a new stimulus before election day. >> scott mcgrew, nancy pelosi has given the president a 48-hour deadline. >> yeah, it expires at the close of business on tuesday. good morning to you. beyond that she says she cannot guarantee congress will be able to pass a stimulus before the election. "the washington post" points out president trump and speaker pelosi have not spoken in person or by phone in more than a year since the head of the executive and the head of the representatives have talked directly. president trump continues his whirlwind tour as he stumps for re-election. over the week he was in michigan where he criticized the governor there. you may recall a band of men were caught by the fbi planning to kidnap governor gretchen whitner. >> what you're doing in michigan has been amazing. you have to get your governor to open up your state.

>> actually they have been vacated by courts, very similar to most other states. at one point the crowd at the rally chanted lock her up referring, we believe, to whitner. >> it's incredibly disturbing that the president of the united states ten days after a plot to kick me out, put me on trial and execute me, ten days after that was uncovered, the president is at it again and inspiring and incentivizing and inciting this kind of domestic terrorism. it is wrong. >> president trump also traveled to nevada, a state he narrowly lost to hillary clinton in 2016. he'll spend the night there, travel to arizona this afternoon. arizona usually dependably a red state. the polls closer than he would like. biden's camp says they'll slow down appearances as the former

vice president prepares for thursday's debate in nashville. now the president has been making several appearances in states that fell easily into his column in 2016. for instance on friday he was in georgia, a state that traditionally has gone to republicans in the presidential race but the polls show a number of so-called red states including georgia, iowa and texas are closer than expected meaning the president has to play defense there while biden concentrates on key states like ohio and pennsylvania. we're watching everything that's happening in the campaign and in washington, particularly the stimulus talks. you can follow me on twitter. i'm @scottmcgrew. governor newsom is responding to an "l.a. times" report saying a spy plane was used to monitor the sacramento area neighborhood where the head of california's national guard lives. "the times" says it happened during the george floyd protests and similar things were done in

three other cities including washington, d.c., minneapolis and phoenix. the sheriff's office requested the surveillance and the governor says changes have since been made. the head of the guard tells the "l.a. times" the location of his home had nothing to do with the deployment. not changing, just not yet, that's what l.a. public health leaders are saying about an uptick there in covid cases. l.a. county reported over 350 new cases over the weekend. health leaders also say hospitalizations increased for the second straight day after dropping just below 700. right now l.a. county is in the purple and most restrictive tier. cases need to drop to about 700 cases daily. the past week cases have been over 1,200. switching gears for you right now, 5:48. jimmy g and the niners all good. they showed up and prevailed over the l.a. rams.

fog right now and we are going to see our temperatures reaching into the 80s and a few low 90s. for the most part it will cool off for much of the bay. we're up to 71 degrees in san francisco this afternoon with half moon bay reaching into the mid-60s. a high of 82 in san jose. 86 in martinez. santa rosa, 85 degrees. we've been talking about the potential of an offshore wind and this starts tonight. there will be a few days, all of these areas shaded in orange with very low humidity. let's go through our forecast. a light wind this morning but it starts to pick up in the north bay going into this afternoon and with this northerly wind it's very dry as it moves over the hills. those winds at times up to 20 to 25 miles an hour.

what's going on here? we have this high pressure off the coast that's giving us the northerly wind and so we will have an elevated fire danger throughout the week especially to the end of the week as the storm system passes to our north. we're not getting any of that rain. we are going to see the potential of high winds sparking more fires over the next few days. but the good news is that once weep get past this week, this weekend is looking very nice. in fact we're going to cool back into the mid-70s for our interior valleys. as we head over to you, mike, what are you watching besides that fog? the fog and some slowing starting early at the bottom, 101 through san jose. it's already starting to clear early as well. that's good news. there was slowing at the dublin interchange and also hayward past the san mateo bridge but it's moving smoothly and back to the speed limit. a live look shows you as we head out to the bay bridge toll plaza. metering lights are turned on.

bay area. you can either do a walkup or drive-through test through wednesday. the site opens at 9:00 a.m. california appears to be leading the way when it comes to containing the coronavirus. new numbers show there are about ten new cases of covid-19 every day per 100,000 people in california. in the meantime north carolina is seeing about 85 new cases per 100,000. some say it'll have to do more with californians following all the mask rules. california has yet to experience the fall cooldown that they are in other parts of the country. if you're planning on gifting a puppy for the holidays, you might want to rethink that plan. as we have been reporting here there has been a surge in pet adopti adoptions. shelters are running low and pet sales have topped a record $100 billion. now they say they don't have enough puppies for the holiday. one rescue group is warning people looking for puppies not
