>> never too early. 4:30. it is a little bit early. we'll check in with mike in just a little bit. let's get a look at the forecast from kari. good morning. good morning. i have a few things i'm watching as we get started on this tuesday. we are going to have some slightly warmer weather for the inland valleys today, and we're also going to still have the high wind gusts in the north bay especially in the upper elevations giving us a high fire danger for the east bay hills as well as the santa cruz mountains. we are going to see some hot temperatures for this afternoon keeping in mind we should be in the mid-70s. we're looking at some upper 80s today with livermore and concord reaching 89. 85 in santa rosa and san francisco will reach 70 degrees. we'll talk more about that fire danger and what's ahead in the forecast. mike, how is it looking early this morning for the commute? it's looking early, i guess. what that usually means is pretty much green all over the bay. let me zoom into the one spot

where it's not green and this is oakland. up until about two or three minutes ago we had the northbound side slowing also heading to 29th that has cleared up the southbound side toward 23rd. down to one lane in that direction. northbound crews should still be there but not flowing right now. on the golden gate bridge we'll show you coming up. laura? thank you very much, mike. pg&e warning customers to brace for another power shutoff. the high fire danger kari was talking about may force the utility to proactively cut power to about 50,000 customers across 19 counties. the areas you see highlighted in yellow where it could happen as soon as tomorrow. california state insurance commissioner wants to make it harder for insurance companies to abandon high fire risk areas. insurers have been abandoning such areas at high rates. the insurance commissioner held

a meeting in sacramento to address theish be you and better protect residents from the increasing risk of wildfires. oakland leaders today make a new push to end the city's recent surge in gun violence. they will debate a resolution making police enforcement against gun violence the top priority. oakland right now is on pace to have the highest number of homicides in years. the resolution would redouble efforts to crack down on illegal guns and focus on boosting police response times. observing couns oakland councilmembers have a new plan on hopeless encampments. it would be the city's first real set of organized rules. supporters say it would better maintain public spaces lowering health risk in the process. opponents say it would expand police activity and not provide the essential services for those who really need it. happening today mourners will gather for a celebration of life honoring a san francisco paramedic who died in a training

accident. jason cortez died when he fell 30 feet from a fire escape landing just two weeks ago. investigators say a blast of water knocked him from the landing while he tried to hook up a hose. today's celebration of life will include a procession to oracle park. it is not open to the public but it will be streamed online. some good news when it comes to the outbreak of covid-19. the second surge of cases in california has not happened. governor newsom warned that the end of last month of a possible 89% increase in those cases. since then hospitalizations actually fell 15%. the governor says despite the positive trend he plans to keep the same, quote, slow and stubborn approach to reopening businesses. the covid vaccine is coming and the question now is who gets it first? governor newsom says the state may get the first batch by the end of the year. health care workers and first responders will get the

vaccination first followed by those in high-risk categories. the governor also created a scientific safety review board. this is 11 top experts across the state headed up by a uc berkeley epidemiologist. he thinks that the vaccine won't be able to get to everyone until the middle of next year. mixed reaction from san francisco parents after an elite public school proposed a new enrollment plan. "the chronicle" is reporting the school board will make the final vote today on its lowell high school having a lottery instead of its regular application process. the school says because of the pandemic the way to assess applicants changed. they usually look at the grades and test scores. the school says the lottery will give everyone a fair chance for next fall. so far over 5,000 people have now signed petitions opposing the change. those who live in san francisco struggling to make it in the bay during the pandemic

may get a helping hand today. supervisors plan to vote on a plan that aims to help those living in 2,800 supportive housing. rent for those residents would be capped at 30% of their income. supervisor haney tells "the examiner" he believes the move will help keep people off the streets and homeless costs down. 4:36 right now. it seems like summer is hanging on, temperatures and high fire danger. we could use a cooldown, kari. we'll get that this weekend but in the near term we are still looking at hot weather and also that high fire danger due to the winds picking up. i want to show you all the areas shaded in red in the north bay that's included in the red flag warning which is basically a step up from what we call a fire weather watch where we will still have the high winds but we won't have as low hume humidity

as in the north bay. fires could spread rapidly. we're going to start to see the winds pick up as we go into afternoon. a northerly wind very dry, mostly at about 15 to 20 miles an hour. the upper elevations will see higher gusts. more on that coming up in a few minutes. mike, how is it looking for the commute? kari, you're talking about humidity and i know your readings are different than what chp tells me overnight. they're talking about fog, of course, at the golden gate bridge. this is not the thickest we've seen. we'll give it a shout out because our friends tell us to warn drivers there. a little slowing on the map as well that did clear up about seven minutes ago, but there was a crash reported at alexander on ramp on the marin side of the bridge. only affecting the onramp so we'll track that. also slowing through oakland there for your construction. after that everything is clear including almost the entire alat this mon pass.

here we go on this terrific tuesday for you, dark and early. 4:47. a live look for you right now outside in downtown san jose. meteorologist kari hall has been tracking the forecast for us. what can we expect today? i want to start out on a light note, there's a meteor shower going on, the orionid meteor shower. this is some debris left behind from halley's comet and the best time to watch the predawn hours.

you'll see 10 to 20 an hour once your eyes adjust. something interesting to start out your morning. it's going to be a little bit warmer today as we'll see our lunch time temperatures in oakland right at about 75 degrees. we'll be at 78 in san jose and some low 80s in livermore. for santa rosa 77 degrees. we do continue to warm up even more from there. we're still in the low 80s from concord. upper 80s in the tri-valley as well as fairfield, napa and about 87 degrees during the evening commute and cooling down quickly. we are, of course, watching the red flag warning. we also have a high fire danger and the timing is a little bit

different for the east bay. we'll see our winds picking up for the east bay and santa cruz mountains. we'll still have the potential of high wind gusts due to high pressure off to our west giving us the northerly wind, that offshore wind flow and that elevated fire danger stays with us throughout the week and then some cooler air once a storm system passes just to our east. looking at our seven-day forecast, upper 80s for the next couple of days. but then it cools off significantly starting on thursday. but once again those high winds will continue. breezy and much cooler for the weekend. mike, how is it looking for the commute? the only spot we're watching for any concern is the oakland area. that's where the construction brings you down to one lane. the altamont pass looks great on the right side of the screen. now here is the southbound side of the nimitz has the nightly

construction crews with slowing there down to one lane to 23rd. the northbound side we saw speeds improve. there was slowing. good news. the crew is still there on the grid so there may be some issues. getting to the bay bridge, no problems. theish be you there is you don't know what lane to pick, you have so many options. a good problem to have. thanks, mike. violence is becoming common place in the run up to the election and some say likely to continue up to and after election day. san francisco police announcing the arrest of a vacaville man after an attack in san francisco on saturday. team save america, made up of president trump supporters, were protesting what they see as big tech suppression of the conservative message when their leader was attacked.

was charging at them with a knife despite several demands for him to drop his weapon. two officers then opened fire. both performed cpr. vargas died at the scene. police say he carjacked a woman at knifepoint on market street before the incident. new details the ntsb will vote on the probable cause on the conception dive boat fire today. they will hold a public hearing on an investigation into a fatal boat fire last year, you may recall in southern california. that 75-foot diving vessel had 33 passengers and six crew members onboard when it caught fire. it was anchored off santa cruz island. one crew member and 33 passengers died in the accident. happening today for you flight attendants will be protesting this morning demanding action on covid relief
