and a good morning to you on this wednesday for you. i'm marcus washington. >> and i'm laura garcia. usually you have a name for it. >> wind down wednesday. but that's after 5:00, of course, 5:00 p.m. >> there you go. right now it's not even 5:00 a.m. 4:31 right now. we'll check in with mike in just a bit. first kari with a look at the forecast. good morning. we're hoping that these winds will wind down for today. now we've had a lot of these red flag warnings and a lot of concerns here as we go into the next couple of days we are going to see the last day of some high heat as we will have two red flag warnings in effect as our temperatures today will reach into the upper 80s. we'll talk more about this coming up in a few minutes. mike, how is it looking for the early morning commute? overall the big picture looks like you would expect, lots of green sensors, even mostly out of the altamont pass.

look at the big map and find your drive. what we're talking about is a crash i'm tracking. a spinout happened earlier north 680 north of 242 heading to burnett heading to the benicia bridge with no injuries. but it was a spinout and fire crews there blocking the fast lanes checking for minor injuries from what i understand. minor traffic flow over to the bay bridge. we'll talk about slowing in oakland but, laura, right now you have breaking news in san francisco. that's right. it's breaking news out of san francisco just in. there's an active cliff rescue that is going on. the san francisco fire department actually tweeted it out. it started at about 4:00 this morning going on at battery in the presidio. one is lost, one is located but trapped. there's a rescue going on. we have a crew headed to the scene. we'll bring you any available updates as soon as they come in

to us in our newsroom. in less than 24 hours thousands of people could lose power again. now this is all part of what seems to be a new normal for so many in the north bay. pg&e contacted its customers about the potential power shutoff which is expected to start tomorrow. nearly 4,300 residents in napa county alone will be impacted. it would mark the fourth shutoff of the year for napa county with the town of calistoga impacted by at least two of the shutoffs. one woman from calistoga says she's familiar with the drill and is hoping her home generator will suffice. >> i would rather pg&e shut down the power and keep us safe than worry about more fires and having our homes burn. we can adjust. it's aninconvenience but they're doing the best they can.

>> weather could affect its effectiveness. >> as the bay area preps for more fire danger, a big plush planned to help stop another big wildfire from happening. the coalition says it wants to dedicate $2 billion in prevention efforts. according to cal fire wildfires burned 1.5 million acres so far, about 13 times the city of san jose. environmental groups tried and business associations plan to make their plea at an online news conference at 10:00 this morning. starting this weekend you can eat, drink in downtown san jose until the clock strikes midnight. that's the word from the city as it plans to amend its al fresco dining plan. according to "the mercury news" the change is prompted after restaurants and businesses along san pedro street and square were forced to close up shop after 10:00 on saturday night. police citing the dining plan's current rules. a group of napa valley

wineries asking county leaders to ease restrictions on tasting rooms to help boost business. that request comes from the current economic double whammy of the pandemic and glass fire. "the chronicle" reports wineries are asking to lift the by appointment only and allow visitors' hours extended to 7:00 p.m. supervisors have not issued a comment. and a follow-up for you sonoma county leaders approved a new fund to go boost efforts to battle the coronavirus. supervisors have signed off on an initial $4 million to fund increased testing in underserved communities. it includes money to cover the cost for people who test positive and cannot otherwise safely quarantine. the initial money covers the cost through the end of the year. you heard marcus mention this at the top of our newscast, to the top of this observation wheel. it will start at golden gate park.

long-awaited attraction, of course delayed like most things by the pandemic. it's here to celebrate the park's 150th anniversary. the 15-story wheel will provide a spectacular view of the city and the bay from inside temperature-controlled gondolas. they will clean them out and riders will need to book their times to limit lines. i don't know who will be the first one of us to get on that thing? i bet it's marcus. >> you know, it probably is me. >> i just took a picture in front of that wheel. >> oh, in front of the wheel. >> the other day. i wondered when it would start working. >> there you go. >> of course it wasn't open then. i'll be in line to do that. >> kari might beat us all. we continue to watch what's going on with our wind speeds. i want to show you some of the top wind gusts that we've had

over the past 24 hours across parts of the bay area. now some of our highest wind gusts are in the upper elevations. you check out santa rosa and we've been up to 17 miles per hour. concord has had a wind gust of 28 miles an hour. san francisco up to 22 at this point and oakland at about 17. so there will be some times when our winds will be quite high and, of course, that's the reason we do have the high fire danger. we'll talk more about the two red flag warnings we have coming up in a few minutes. mike, how is it looking for the commute? no red flags, no red sensors either. we had some. let's look at your maps. overall we expect the slowing on the right side with the altamont pass and we see right where it says 205 merging with 580. things are smooth after you get past north flynn. now here southbound 880 up until about three minutes ago we had a lot of slowing. orange and red. now it's clear. they may have cleared the overnight crew from the southbound side. the northbound side still

i want to take you live to san francisco this morning. we're getting an update on the active cliff rescue in san francisco. let's listen in. >> all right. are you good? good morning, my name is lieutenant jonathan baxter for san francisco fire department. a little after 1:30 this morning our crews received 911 calls for a subject or subjects calling for help in the area of marshall's rock near battery crosby in the presidio of san francisco. our crews have a search and rescue starting at 1:30 attempting to locate this individual. shortly after around 4:00 we were able to locate this

individual stuck on a rock. it's undetermined if this individual is injured or not. we currently have a boat operation, helicopter operation and long line technical rope rescue in progress to get to this individual who is currently trapped, staying still on a rock, probably about 100 to 130 feet below a cliff in an area that is extremely dangerous to access with rescue swimmers or boat. nonetheless, your san francisco firefighter rescue swimmers and marine assets are down below ready to deploy, do a joint operation with the u.s. coast guard once their helicopter arrives on scene. originally it was determined that we have four victims based on multiple 911 calls. we have been able to determine at this hour that we only have one individual who requires rescuing. the remaining three were

unfounded or not actually ever in need of being rescued. at this time what we're going to be seeing in this area is a helicopter coming in with large lights, a couple more boats from the u.s. coast guard with some lights to help us get a little bit better visualization on this incident and then we're going to determine if we're going to be doing a long line rescue off the helicopter to get this individual to safety or if we're going to be able to reach him by rock. all of these operations are extremely dangerous, extremely technical, which is why it is taking some time to put these together, and that's why we're also putting all of them together in case one of them doesn't work, we have another one that we've already started to get to this individual. the question may come up as to why it took a few hours to locate this individual when our crews got here, that individual was no longer verbal, no longer

speaking. we had to use technology such as thermal imaging, flare cameras to actually locate the individual, which proved to be successful. at this time our hopes are this person is going to be medically sound, once we get the person a paramedic, and we'll be able to get this individual to a local hospital. we will have an update at a later time. [ inaudible ] >> the area we're talking to is not accessible by sea, so it's going to be, our assumption at this point, that it was a land-based location for this individual. as to how or why will be determined later. >> okay. we'll continue to follow this breaking news as a cliff rescue that is going on, this is battery crosby in the presidio. it is one person stuck on a rock. it sounds like a very dangerous,

precarious situation. they have crews by air and by land going in attempting to rescue the person, but you can see it's the dark of night right now, so it'll be a tough operation. we'll continue to follow that breaking news out of san francisco for you this morning. 4:50 right now. and of course we have to talk about weather conditions out there. what is it like out there right now, kari? i'm pretty sure the gusty winds are another factor. we do have high wind gusts if they're trying to get the person by air they'll have to continue to watch out for the wind speeds that have been very high at times. so we're watching that as well. let's get to our temperatures for today because we are going to have one last very warm day before we start the transition over to cooler temperatures. palo alto will reach up to 81 degrees today. oakland with a high of 78 degrees. 84 in martinez. and 89 in concord today. as we go through the forecast, of course we continue to monitor the red flag warning that's been in effect for the north bay.

this is for all of our elevations above 1,000 feet where most of the wind gusts will be and then for the east bay we're going to see another red flag warning going into effect by late tonight through friday, so we have two time frames here watching for the potential of high wind gust that is will include the north bay with the second red flag warning going up into effect for tonight. so we are looking at our wind speed forecast that will start to gust as we go into this evening. take a look at spots like santa rosa where we'll see the winds at 24 miles per hour later this evening. the same in san francisco and it's going to stay gusty overnight which is going to ka cause a concern that any fire could spread rapidly because of this high pressure we're seeing off the coast and a couple of storm systems moving to the north of the california area. so we're going to see that also interacting with the high pressure causing the winds to rush through the bay area. and once again we do see the warm weather for today in spots like concord, but a significant

cooldown is coming our way over the next seven days. check out the weekend here in the east bay along with 74 for a high temperature. we'll talk more about what's ahead as we continue to monitor the winds. that's coming up in a few minutes. mike, how is it looking now for the commute? right now, kari, on the commute an easy drive. there may be a new crash over at the bridge. we'll check that out for 160. the big map overall looks great. to oakland where we did have slowing southbound. now interestingly the slowing cleared up there, the northbound crew is the one that will reportedly clear from the department of transportation tracking oakland still. looking at the oakland and the san francisco drive, the connector there the bay bridge moving smoothly across the span, a nice easy drive there, our view from the toll plaza. an easy flow of traffic. no major problems. not even a lot of track, guys. back to you, marcus. >> thanks, mike. happening now landlords going head-to-head with the cdc. a judge now listen to halt the
