into the weekend. we'll talk more about this, as well as what we're expecting with the red flag warning coming up in a few minutes. mike, how is it looking heading out the door for work? >> we had red sensor warning and very slow and over in the east bay we're looking at your map and focusing on the right side. we'll zoom into the nimitz southbound and from 92 down to about industrial, the construction zone usually there, but this morning we see a lot more slowing. chp is there for traffic control and two lanes are blocked. we'll see how that plays out and more slowing and an alternate you might need coming up. >> thanks, mike. let's get back to what kari was just talking about. the fire danger is back along with more power shutoff. hundreds of people waking up this morning in the dark. "today in the bay" bob redell live in dublin. talk to us about the weather conditions where you are. >> fine from our vantage point in the hills over dublin but san mateo and especially in the north bay are expected to see

wind gusts of 35 to 40 miles an hour along with low humidity. that's why they're under, well a a lot of us under a red flag warning until 8:00 tomorrow morning. pg&e has shut off power or in the process of shutting off power for well over 4,000 customers in the bay area. about 500 here in the east bay and over a couple hundred in the south bay. the majority over 3,400 are in the north bay. primarily napa county where many customers are already off line and some are about to be taken off line. this is the fourth outage for napa this year and one man says it is becoming expensive to fuel his generator during the public safety power shutoffs. >> i can't work. i need power. i am a contractor and i use power saws and drills and you have to have power. >> i would never want a fire to start and consume an entire community just because i was too

last month. she attended cal and then moved to san francisco. last heard from on september 30th. now, to our pandemic coverage. alameda county is ready to loosen restrictions allowing more businesses to reopen. leaders announcing those changes yesterday. so starting tomorrow, indoor dining can resume as well as indoor worship services and movie theaters, businesses can operate at 25% capacity with distancing guidelines. a north bay high school has suspended all in-class learning because school leaders say students were not following safety protocols for covid. marin catholic high school is closing its campus for two weeks after reopening just two weeks ago. school leaders recently learned of a large student party without social distancing and the principprinc principal says several student sleepov sleepovers. just too risky for them to come

to school. >> there was silence and then exasperation. they were very, very disappointed. >> right now the campus is scheduled to reopen november 2nd. the pandemic is impacting enrollment at berkeley schools. berkeley said it is down 5% district wide. that amounts to 445 students. kindergarten and transitional kindergarten. some returning to private schools that have reopened. all right. well, a lot of people today with recess time, kari, a lot of people getting outside because they are working at home. how is it going to be out there for them today? >> let's head to the south bay. we'll check out saratoga because we're doing what we can and just let them go run around in the backyard for a little while. it will be a cool start to the

morning with some low 50s in some spots. it will be at about 57 degrees here in the next hour and if we're at about 10:00, 11:00, much more comfortable. we're looking at temperatures in the upper 60s and low 70s and warming up into the low 80s for today. let's get a look at all our microclimates for this afternoon. of course, we continue to watch out for that red flage warning, the high fire danger that will continue and cooler air in the forecast today with san jose reaching 80 and 80 today in martinez. we'll get a look ahead and more talking about that fire danger that is coming up in a few minutes. mike, how is it looking for the commute? >> kari, maybe my optimism and maybe a true clearing. we'll see how the sensors shape up in hayward. i think that crew is starting to clear and i think these sensors are improving a bit. the bottom end of the closures around industrial and you see more traffic backing up around highway 92 south on the nimitz. down two lanes overnight and

>> we're looking pretty good. i just wanted to give you an update because i was talking about hurricane epsilon earlier in the week and it's still out there in the atlantic. category 2 hurricane and moving just to the south and east of bermuda. so, we're monitoring that as it continues to stay out there for the most part over the open water and it will continue to move to the north and weaken over the next few days. you may see that on social mead i atoday. let's bring it back home and go around the bay as we take a live look outside in san francisco. here we're looking at highs reaching up to 72 degrees and make your way inland from concord to napa you'll see a high of 85 degrees. little cooler than we had yesterday but still we had these high winds as we get ready for the cooler air to start to settle in. we're looking at a red flag warning for all of our hills and elevations above 1,000 feet and this also includes the east bay and the santa cruz mountains. we do need to be really careful here not to start any new fires over the next couple of days

because we are looking at winds for the most part at about 15 to 20 miles per hour. but then as you go up in those mountains, i just saw a wind gust on mt. diablo, 46 miles per hour. it is gusting up there but not feeling it so much down here. as we look at our forecast over the next few days. check out our inland temperatures going from the low 80s today to the upper 70s tomorrow. making plans to get outside this weekend and expect it to reach into the mid 70s and then some upper 60s on sunday gradually it starts to warm up early next week and for san francisco we're going to see some also very nice weather here going from the 60s and 70s to the upper 60s with more clouds and fog for the weekend. once those winds start to calm down. so, a lot going on here. i'm making plans to get outside for the weekend. mike, how is it looking just get outside for work right now? >> you know, for the most part, it's all right. but the problem is and i don't mean to blame anyone but the folks outside doing their work

in the east bay. as we look at the map, the speed sensors are slowing. southbound 880 coming through hayward and continued problems for the commute heading down towards the construction work clearing by whipple but the zone here, i thought it was clearing, not yet. supposed to be clear at 5:00. i hope those crews are starting to move and the volume is starting to build up heading south and then westbound version or northbound of how highway 13. the toll plaza is clear but it will start to back up over the next, let's say, 20 minutes. we'll track that volume, of course. back to you. >> sounds good, thanks so much, mike. 5:21 right now. a big announcement from pope francis. next on "today in the bay" reaction from bay area catholic leaders on the big. and -- >> rudy giuliani has a questionable run in with the new borat film.

not possible because no one can find the parents. new details for you. the manufacturer of the powerful pain killer oxy contin will plead guilty to three federal criminal charges. the purdue pharma includes conspiracy to defraud the united states and anti-kickback laws. the guilty plea is part of a settlement totaling more than $8 billion. oxy contin is blamed for sparking the opioid epidemic in the u.s. president trump's personal lawyer rudy giuliani is denying he did anything wrong in the new borat film after compromising an edited scene in the movie in which giuliani talks to a young, fake, female reporter in a bedroom. giuliani leaves the room. giuliani says he was only adjusting his clothes after

taking off a microphone and calls the video a fabrication and says he was never inappropriate. the cdc is issuing new guidance on close contact and spreading the coronavirus. it takes less than 15 minutes of close contact to become infect would the virus. now the cdc says those minutes could be spread out one or two at a time over the course of a day. that means you should still keep six feet of social distance and wear a mask and limit exposures to others to just a few minutes. flying during the pandemic may be safer than most people think. so the aircraft manufacturers are researching how the virus spreads. boeing spread a nonharmful virus and that is harder to detect than covid-19 on one on its planes. now it's focused on hi tech surfaces and then applied for different cleaning techniques used by airlines. it says that they all were killing that virus.

yesterday, the fbi announced that russia and iran obtained voter registration information that's like e-mail addresses and a physical addresses for voters for an unknown number of people. then, they use that information to send threatening e-mails that claim to be from the far right group proud boy that say vote for trump or else. it is unnerving, but this might make you feel a little bit better. ballots in the u.s. are secret. no one can actually know how you vote. the threats targeted voters in swing states, battleground states. so in california we're not likely to get them. even if you do get one of those e-mails, it's likely too late as more than a million californians have already returned their ballots. 43 million americans across the nation have returned their ballots. still, you'll want to make sure that you use two-step verification for your e-mails. >> got one of these e-mails and you don't have that turned on and your password has been on

the dark web and then one of these hackers could go into your e-mail and start forwarding that on your behalf. >> now, that applies to your passwords on social media, as well. that cybersecurity expert also says to be critical of the information that you voluntarily repost, retweet or forward. now, the director of national intelligence says that iran is also spreading around a video that says that people can submit fra fraudulent ballots from overseas. in san jose, kris sanchez, "today in the bay." >> thank you very much, kris. developing this morning, san francisco police are now talking about a woman they say tried to kidnap a 3-year-old girl. it happened on monday night in the financial district. police are not providing many

details, but they do say the suspect grabbed the young girl's arm and tried to run off with her. we're not told where the parents were. a witness then intervened and responding officers eventually arrested that woman. well, the man accused in the headline grabbing theft of a lemur from the san francisco zoo is expected to appear in court this morning. 30-year-old cory mcgilloway will enter a plea tied to property theft charges. police arrested him a few days after the lemur was recovered on the grounds of a daly city preschool. well, there is some good news for san mateo county when it comes to the pandemic. if you've been paying attention, you know the orange tier is something good. it's coming soon for them. that's the word from state leaders who say that the county can advance to the less restrictive level if it continues to meet the state's criteria next week. now, in the orange tier, restaurants and places of worship and family entertainment centers can operate with 50%

capacity or 200 people, whichever is fewer. meanwhile, sonoma county continues to linger in the purple tier. partnering with the company to photograph 750 locations. that's a way to offer virtual tours. 75% of businesses recently surveyed say that they won't be able to survive for another year, if the pandemic continues. a new insurance plan for workers at sfo is now getting push back from the airlines themselves. "the examiner" is reporting the board of supervisors to expand health insurance for all their workers and families at no cost to help them during the pandemic. if the airline refuses, it has one other option. it will have to pay nearly $10 an hour for each employee for the current health care system that covers some workers. right now airlines pay just over $5. airlines say the new requirement would increase cost at sfo and

damage the already failing industry. well, the pandemic is keeping people at home and lowering traffic crashes on san francisco streets. new this morning "the chronicle" finds between march 17th and the end of june police responded to 434 injury crashes. less than half the same period as last year. the numbers do not include hospital records, so, the total count may be higher. also through the end of last month, there were four more traffic deaths compared to last year. a new policy in oakland is trying to get homeless off the streets and help them just make it in the bay. the oakland city council approves to prohibit homeless encampments. the homeless won't be able to set up tents and parks or near homes, businesses, schools and some churches. the goal is to get them into affordable housing. the policy will start next year. now, the news comes as the founder of charles schwab plans to donate $65 million to build housing for the homeless across

the bridge in san francisco. 5:38 for you this morning. getting started with your day. time to get a look at what we can expect with that forecast today. meteorologist kari hall has been tracking that and, kari, how is it looking out there for us? >> yeah, a lot of people getting ready to head out for the morning commute. let's check out our east bay commutes and temperatures mostly in the 50s as we get started and it's going to be a cool morning but then much more comfortable as we go towards lunchtime going into the upper 70s by 12:00 here. and our temperatures will be warming up for today but we're coming down a few degrees compared to yesterday. let's take it through lunchtime. we'll see those temperatures at about 75 degrees in santa rosa and in san jose and then along the coastline, we'll have some 50s making it into the 60s today and a nice afternoon ahead. we'll talk about what's coming our way for the weekend, but also monitoring that fire danger. mike, how is it looking for the

and still slow down in towards hayward out of san leandro. bay bridge starting to build. we'll show you, back to you. breaking news for you this morning, we've just gotten new weekly jobless numbers. 787,000 people filed for first-time claims. that is less than what analysts expected. more than 8 million people are continuing jobless benefits. on top of the national jobless numbers, california is not doing well when it comes to unemployment. federal numbers last month put the state's unemployment at 11%. the third highest in the nation. now hawaii and nevada round out the top three. business leaders tell the "mercury news" governor newsom cautious approach to reopening is having an impact on the state's jobless rate. to decision 2020. former president barack obama is back campaigning for joe biden. >> scott mcgrew, 12 days to go until election is over.

the south bay right now at only 34% of our capacity and those levels have been dropping because we didn't get a lot of rain this year. so, it's still going down, of course, with the very dry season as we haven't had any rain as of yet. looking statewide. looking much better. mainly for the parts of california, we're not experiencing drought conditions. so, we're at 85% of the historical average statewide but the worst of the drought, of course, for the bay area on northward. as we go into the next couple days, we're looking at our fire danger as well as those high winds for all of these areas shaded in red, including the north bay. our upper elevations above 1,000 feet because our winds could gust up to 50 miles per hour due to high pressure overhead and then a couple storm systems passing off to the north to our east. they will also bring in cooler temperatures. we're going from the 80s for today and spots like san jose.

welcome back. 5:57 for you this morning. new video for you coming out of this terrifying bank robbery in the country of georgia. the armed man there took 43 workers and customers hostage demanding $500,000. after hours of talking with police, he got that money and let all the hostages go. he actually ended up getting away disappearing. the search for him is now under way. a north bay high school has suspended all in-class learning because school leaders say that the kids were not following

social distancing and off-campus restrictions and all those protocols that they have. marin catholic high school is closing its campus for two weeks after reopening just two weeks ago. school leaders recently learned of a large student party with no social distancing and the principal said several student sleepovers. just too risky for students and teachers to come to school. >> i made the announcement here on campus and there was silence and then there was exasperation. they were just very, very disappointed. >> right now the campus is scheduled to reopen november 2nd. well don't adjust your tv setting, take a look here. yes, you're seeing there that is a green puppy. no jokes here. that puppy actually born that way. this is in italy. the rest of the siblings, you can see, what we all consider normal there. this is extremely rare, but experts say it can happen when puppies come in contact with a green pigment in the wound.
