interfering in the election. the aggressive tactics targeting some voters in the live report. hopeful news for restaurants in the east bay. alameda county now has the framework in place and a date to resume indoor dining as the third hour of "today in the bay" continues right now. good thursday morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. getting you start would the day. mike, keeping an eye on that commute and, first, let's start off with that forecast. meteorologist kari hall still working for us. still dark out there, but how is it looking for us now? >> it is going to be a cooler day and i'm so looking forward to not having to run the air conditioning as much as we see our highs coming down to the low 80s. for some of our warmest spots and it will continue into the weekend. but as we make it towards that cooler weather, it's going to be quite gusty and that, of course, increases our fire danger especially in the hills. today our high temperature in

san francisco will reach 72 and 85 in napa and 80 in martinez and we'll see mid 80s, as well, for parts of the south bay. we'll talk more about this coming up. mike, how is it looking right now for the morning commute? >> we have a few slow spots, kari. i'll talk about both sides of the bay. but, first, i want to show you crossing the bay at the bay bridge toll plaza. no metering lights yet. we're holding pretty steady with the middle lanes as the slowest one and we see more traffic coming off that 880 overcrossing. we'll look at the map and see metering lights turned on soon and the arrows on either side of the san mateo bridge and earlier crews are just clearing. back to you. >> thanks so much. well, let's start out with ka "today in the bay" bob redell and the power shutoff. >> hundreds are still without power right now. >> as a precaution to prevent wildfires we are in a red flag warning. you can see behind me the weather is pretty nice here as

you look over from the hills over dublin but other parts of the east bay and san mateo and especially in north bay, they're forecast to have winds and low humidity and that's why this red flag warning is in effect until 8:00 tomorrow morning and why pg&e has shut off or in the process of shutting off power for over 4,000 customers here in the bay area. there's about 500 here in the east bay over a couple hundred in the south bay. the majority over 3,400 are in the north bay. primarily napa county where many customers are already off line, some are about to be taken off line. this is the fourth outage for napa this year. one man tells us it is becoming expensing to fuel his generator during these shutoffs. >> i need power. i'm a contractor and i need to use power saws and power drills and everything else and you have to have power. >> i would never want a fire to start and consume an entire

pregnant woman near death. one berkeley council member says that woman is a woman in her 20s and gravely injured. this is near malcolm x elementary school on prince street. so far police have not released a suspect description or a motive. happening today, concerned friends and family members will hold a vigil for a young woman last seen near the golden gate bridge last month. sydney west grew up in livermore more recently she attended cal and then moved to san francisco. she was last heard from on september 30th. well now to our pandemic coverage. alameda county is ready to loosen some restrictions allowing more businesses to reopen. leaders announced some of those changes yesterday. starting tomorrow, indoor dining can resume, as well as indoor worship services. and movie theaters can operate at 25% capacity with distancing guidelines. well, all lit up and on the

move. people flooded the sky star observation wheel at golden gate park yesterday trying to be among the first to get on san francisco's brand-new attraction. the ferris wheel is 15 stories high and has 36 air conditioned gondo gondolas. people waited in line for that and the ferris wheel is helping commemorate the park's 150th anniversary and covid protocols are in place for all those riders. you can see taking temperatures there. kari, i know you said you were in that area this past weekend before it opened. >> it wasn't opened and now i'm looking forward to maybe heading back there so i can ride that gondola and get that beautiful view. we're just making it through the workweek. we're home schooling and those little opportunities to get out in the backyard are really key at some point to keep your sanity. we're going to see some nice weather in saratoga. parts of the south bay will start out in the upper 50s. and we're going to see some

sunshine today. really nice weather we'll be in the upper 70s by 1:00 in the afternoon. now, as we check out our forecast for all of our microclimates going hour by hour, take the lunch outside. it is going to be nicer today with oakland reaching 75 degrees and also 75 in san jose at noon. but we will see some spots reaching into the low 80s today for our inland valleys but it's going to be cooler compared to yesterday. we'll talk about even cooler temperatures in our weekend forecast in a few minutes. mike, how is it looking right now for the morning drive? >> you know, it's not looking bad, kari. well, the bay bridge issic l il like it looks. the metering lights turned on and the bay bridge toll plaza has the backup and to mid parking lot and a lot more traffic easing over the 880 o r overcrossing and no problems through contra costa county and looks great for everywhere else except where those arrows are

warning. more on that coming up in a few minutes. >> all right, kari. let's take a look outside. slower drive north 101 towards the san mateo bridge. disabled vehicle, yeah, that's blocking one lane. my concern people reportedly outside of that vehicle and the metering light are on at the bay bridge. back to you. good morning, very happy thursday to you, as well. there may soon be another automated car on san francisco's city streets that you can ride in. the san francisco business times says crews automation is getting ready to file paperwork asking it be allowed to send it two-seat vehicle called the origin on to american streets and eventually pick people up. it already has approval for a different model to be on san francisco street and purely for testing, not riding. tesla opened its financial books to investors and had its fifth straight profitable quarter. they were the best numbers we are seen out of tesla yet and

the call was normal. no oddities or brash statements from ceo elon musk. tesla says it's rolling out fully automated driving software to select users. quibi is shutting down and if you don't know what quibi is, that's why it is shutting down. paypal will offer transactions including bitcoin and the latest first-time jobless claims showing 787,000 americans app applied for unemployment. it sounds bad, but it is the lowest number since the pandemic hit in march. well, here's an interesting problem. how many christmas trees does the united states need? if families aren't getting together for christmas around one common tree, do we need more because everyone will want their own or if we're skipping the family thing, will people skip decorating and we need fewer? the largest maker of artificial tr trees is right here in the bay area and some people have already started decorating.

>> people are thinking about chris machine. i got texts last night from friends who put up their christmas trees. i think in this crazy year we're living in, people are looking for the sources of joy and they're putting their trees up and their decorations early. >> this sort of prediction has been hard for people who make halloween candy, turkey farmers and the national institute of health director just said yesterday he canceled his family's thanksgiving dinner said it was not safe enough to do. >> my family is doing the same,est to. >> i do, too. i'm still doing it here, though. i have my kids. >> with your kids, you have a big fammy family, as it is. >> you come on over and i'll leave you little plates on the table outside. >> on the back patio. >> we have to continue with the tradition. all right. well, this is a tradition for so many families year after year.

some say apple tv playing the part of the grinch this holiday season. the streaming service acquired the rights to the charlie brown classic holiday movies that includes "the great pumpkin charlie brown." that means you won't see it on regular television this year. but before you say good grief specials will be available for free on apple tv but each for only a short period of time. so watch it quickly. >> good thing i have that subscription. trending for you this morning, distance learning and zoom calls inspired one dad to create an amazing costume. so, take a look at it there. this is greg detzenbach. if you look closely, that is his daughter in the middle screen. look at that. also all the other screens as monsteres. well, as he says, they are every year his kids they really challenge him to make some unique costumes and this year he delivered. and today, big halloween

bermuda. it's still there. it has strengthened to a category 2 hurricane but will most likely weaken over the next couple days as it starts to race off towards the north and east. now, we are also watching our weather here because we have a lot of concerns. we have our red flagern wai warr all these areas highlighted in red for the north bay. that is mostly our upper elevations and hills above 1,000 feet. we've seen some gusts this morning. i was looking at mt. diablo and wind gusts of 46 miles per hour. before the most part, we are starting out with some mostly calm winds but between now and tomorrow morning, it is still going to be breezy. in terms of our valleys, we've seen our winds at 15 to 20 miles per hour. we had some 25-mile-per-hour gusts yesterday and monitoring the winds because it's coming along with low humidity and our temperatures are cooling off, but, still, very dry. we are now in an extreme drought. high pressure close by low pressure and has been moving to the north of us causing the air

to rush by the bay area. but those storm systems to our north are providing some cooling and then we'll gradually warm up again next week as high pressure builds once again. as we look at this seven-day forecast, it's going to be so much more comfortable today. low 80s today and then some upper 70s tomorrow and these are some of our warmest temperatures. upper 60s by the end of the weekend and then coming back up a few more degrees by the middle of next week. for san francisco expect low 70s today but mostly 60s throughout the rest of the forecast and, of course, we need to be really careful over these next 24 hours and hopefully we can cruise into the weekend with some nice, quiet weather. mike, how is it looking right now for people cruising to work? >> well, kari. kind of a cruise for some folks and others a little extra slow. first bay bridge toll plaza where metering lights were turned on right after our 6:00 a.m. report and all lanes filled in and slow build here as we look at the map and green

sensors getting over there and no delays getting to the bay bridge and lighter volume indicated by the backup and how long it took to form there. i've been watching that for you. 101 disabled vehicle north towards 92 and watch your left lane for folks out of the vehicle or maybe settling some paperwork or talking about what to do. i don't like folks standing around on the freeway. meanwhile, the other freeways are moving nice. i like what i see here. only slowing on the nimitz. back to you. >> all right, thanks, mike. well, just in, the judiciary committee just voted to advance judge amy coney barrett's nomination to full senate. president trump's personal lawyer going after hollywood. up next, what rudy giuliani is saying about his questionable appearance in the new borat movie. you're watching "today in the bay."

find the parents. new this morning, president trump's personal lawyer rudy giuliani denying he did anything wrong in the new borat film. this comes after word of a co compromising edited scene where he talks to a young female reporter in the bedroom. during the prank sacha baron cohen tells teenage daughter and giuliani leaves the room. he says he was adjustinever inappropriate. coming up when the bay area will finally be clear of this latest red flag fire warning. kari hall tracking the winds and the temperatures. the forecast is next. plus -- >> the fbi says some voters are getting e-mails saying vote for trump or else.

and a good thursday morning to you, thanks so much for starting your morning with us. i'm marcus washington. >> and i'm laura garcia. we'll check in with mike in just a moment. first, let's check in with kari hall. she has a look at our forecast. >> we are starting out with a few things i'm watching as we are expecting some cooler weather to start to move in today. it will be dropping, especially for a lot of the areas in the inner bay and the coastline. and as we transition to that cooler air, it's going to be quite windy which, of course, raises our wildfire risks and those concerns. take a look at these highs for today. oakland will reach 77 degrees and 80 today in san jose and for the north bay, we're going to see a high of 85 in napa. we'll take a look to the weekend forecast and talk more about that fire danger coming up. mike, how is it looking right now for the commute? >> well, you know, folks, just take a look as we move and you see the whole map and you notice pretty much things look lighter. but on the peninsula side call your attention to northbound 101

still slow on the approach to 92. disabled vehicle still in lanes and tow truck should be there any second but we see a little build out of san carlos and into san mateo. the rest of the bay does show a nice, smooth flow but the bay bridge toll plaza the only thing that shows up on the map and it's because the metering lights are on. back to you. this just in to our newsroom. the senate judiciary committee vote to approve president trump's supreme court nominee 12-0. this comes despite senate democrats ongoing boycott over the aimy coney barrett nomination. the affordable care act and drawing an upcoming case on health care laws and minority leader chuck schumer called the proceedings a sham and doesn't want to give legitimacy to

barrett's nomination, however, that won't do much. judge barrett is expected to be confirmed on monday following today's unanimous vote. decision 2020. let's take a look right now. you can see outside of the hall where we will see the final presidential debate between president trump and joe biden. this is ahead of the election. now, comes amid new acquisitions of election interference between iran and russia. kris sanchez is joining us live from downtown san jose with a look at how to protect that vote. kris? >> hi, marcus. just when you thought this election could not get more surre surreal, how real is this voter interference. in case you missed it yesterday, the fbi announced that russia and iran obtained voter registration on information for an unknown number of voters. things like addresses and dates of birth and then used that information to send threatening e-mails that claim to be from that far right group proud boys

that said vote for trump or we'll come for you. it is unnerving but this might make you feel just a little bit better. ballots are secret in the u.s. so nobody can actually know how you vote unless you tell them. the threat targeted voters in swing states, battleground states and telling california we're just not very likely to get them. even if you do get one, it's likely too late as more than a million californians have already returned their ballots. 43 million americans have returned their ballots across the nation. still, you want to make sure you're using two-step verification for your e-mail. >> let's say you got one of these e-mails, right, and you don't have that turned on and your password has been on the dark web and then one could potentially go into your e-mail and start forwarding that on your behalf. >> so, that applies to your p s passwords on social media, as well.

be critical of the information that you're reposting, retweeting or forwarding. the director of national intelligence says iran is spreading a video saying that some people may be sending fraudulent ballots from overseas. both he and the fbi director say that's just not true and security for this election is very proven there was interference in 2016. kris sanchez, "today in the bay." >> thank you, kris. developing this morning out of san francisco, police there are saying a woman tried to t e kidnap a 3-year-old girl. happened on monday night in the police district. police are not providing details. the suspect grabbed the young girl's arm and then tried to run off with her. a witness intervened and responding officers eventually arrested that woman. the man accused in the

headline grabbing theft of a lemur from the san francisco zoo is scheduled to appear in court this morning. 30-year-old cory mcgilloway will enter a plea tied to property theft charges in marin county. police arrested him a few days after the lemur was recovered on the grounds of a daly city preschool. investigators tied him to the theft based on evidence recovered in the property theft arrest. san francisco's worn down hall of justice is giving leaders at least one last case study supporting the recent decision to vacate the building. so the seven-floor jail has already been moved but some courtrooms are still operating there along with the police unit. the examiner is reporting last month a major leak sprang when the sewer line damaging some of those remaining units which the pd has now apparently relocated. >> and the new health insurance plan for workers at sfo is now getting some pushback from the

airlines. "the examiner" reports they reported an ordiance to require airlines to expand health insurance to all of its workers at no cost. now if the airline refuses, it has one other option. it actually can pay nearly $10 an hour for each employee to the current health care system that covers some of those workers. right now airlines pay just over $5. airlines say that the new requirement would increase costs at sfo and damage the already failing industryp. marcus, some good news for san mateo county when it comes to the pandemic. it may move into the orange tier soon. that is the word from state leaders who say the county can advance the less restrictive level if it continues to meet the state's criteria next week. in thor one eorange tier they c operate with 50% capacity or 200 people, whatever is fewer. in the meantime, sonoma county

continues to linger in the state's purple tier. county tourism is photographing 750 locations as a way to offer virtual tours. 72% of businesses recently surveyed said they won't be able to survive for another year if the pandemic continues. things could start to look very different if that happens. several southern california businesses, in fact, are on the brink of closing for good. but it actually could change by tomorrow. l.a. county health leaders may allow personal services such as tattoos, massage parlors and waxing to reopen indoors. the county is still in the most restrictive purple tier but they aren't expected to move any time soon. tonight is the night for an off night for the world series. both teams can debate the next move with the series now even at 1-1. tampa's brandon lowell waswas a.

and as we look at the bay bridge and we knew the backup would be there and it is. no surprises there. it is only at the toll plaza and san mateo bridge westbound you knew the taillights building in volume and a new crash over on the peninsula and near 101 may cause complications. >> thanks, mike. breaking news for you this morning. the latest weekly jobless numbers are out. 787,000 people filed for first-time claims. that's less than the 875,000 that analysts expected. more than 8 million people are receiving jobless benefits. on top of those numbers the national job numbers, california is not doing well when it comes to unemployment. federal numbers last month put the state's unemployment at 11%. third highest in the nation. hawaii and nevada round out the top three. business leaders tell mercury news governor newsom's cautious approach to reopening is having an impact on the state's jobless

rates. 6:42 right now. to decision 2020. former president barack obama is back campaigning for joe biden. >> scott mcgrew, there are 12 days to go until the election is over. >> that's right. because we're in the middle of the election right now. the voting for millions of americans is already taken place. president trump promised he would unveil a health care plan in two weeks. he said that a year ago. he said it six months ago and a few weeks ago. former president barack obama took note of that. >> where is this great plan to replace obama care? they've had ten years to do it. there is no plan. they've never had one. instead, they've attacked the affordable care act at every turn. driving up costs, driving up the uninsured and now they're trying to dismantle your care in the supreme court as we speak. as quickly as they can in the middle of a pandemic.

"60 minutes" on sunday. we're watching everything that is happening and you can tweet me on twitter @scottmcgrew. a judge is refusing to fast track attorney general lawsuit over unauthorized ballot boxes. the republican party believes it is complying with state election laws. anyone who has used the boxes which the gop refused to do. in denying his request to expedite the case, the judge said state attorneys did not prove immediate harm. fire danger is back. we've been talking about it along with it the power shoutoff. hundreds of people in the bay area waking up this morning in the dark. >> yeah, "today in the bay" bob redell live in dublin. bob, what are the conditions like there this morning? >> well, it's fine from our vantage point as we stand here in dublin looking down at the valley behind us. the trivalley. but other parts of the east bay,

marcus and laura, the san mateo coastline and the north bay, they're forecast to have gusts of winds 35 and 40-mile-per-hour range as well as low humidity. that's the reason why a lot of us are under a red flag warning and also why pg&e has shut off power or is in the process of shutting off power for over 4,000 people. customers in the bay area. you have about 500 here in the east bay and over a couple hundred in the south bay. the majority over 3,400 in the north bay and primarily napa county where many are off line and maybe some about to be taken off line. this is the fourth outage for napa this year. one man who lives tells us it's becoming expensive to fuel his generator during these public safety power shutoffs. >> i can't work. i need power. i'm a contractor and i need to use power saws and power drills and everything else and you have to have power. >> i would never want a fire to start and consume an entire community just because i was too

lazy to put up with cooking on a camp stove or going a day without a shower. >> pg&e did give its customers a 48-hour heads up that their power might be turned off. we expect most to have their power turned on by tonight. assuming no issue with the lines and equipment. reporting live here in dublin, bob redell, "today in the bay." >> thank you so much, bob. boy, it is beautiful start to this bay area morning. >> it really is. kari, a favorite part of your morning when you see the sunrise. >> me, too. >> absolutely. it is so beautiful. but we do have to talk about the update i just got about the drought monitor this morning. as we take a look at all these shades of colors that i had indicating what level of drought we're in. we are under an extreme drought as we look at solano county and

farther to the north. but we are seeing much of the north bay down to the east bay and a severe drought and then a moderate drought for the south bay. so, we are looking at some very dry conditions and, of course, with the lack of rain we've had this year that has caused our reservoir levels to drop very low. right now a lot of oour reservoirs on average for the bay area are only at about 34% of the historical average because of the low rainfall amounts that we've gotten this year. but then when you compare that to how the rest of the state reservoirs are doing. well, they're doing much better because we have seen a higher amounts of rain for southern california. so, overall, four of our largest reservoirs on average about 85% of capacity. so, we are doing better there, but it's been so dry here that now we have another concern of the red flag warning and the high fire danger that continues for elevations above 1,000 feet. that's not just the north bay,

it's the santa cruz mountains and the east bay hills and have been seeing some of the wind gusts on mt. diablo topping 46 miles per hour and even though we're not feeling it in the valleys. we've seen over the past 24 hours some of the wind gusts have made it up to 27 miles per hour in san francisco and mostly up to about 15 to 20 miles per hour across the bay area. so, not as windy in some of the low lying areas. it's still going to be warm today as it will be slightly above average in san jose reaching 81 and then look at the rest of the forecast. it's going to cool off significantly reaching into the 70s and even upper 60s for highs by the end of the weekend. then warming up gradually early next week but it will be very nice to get this cool down over the next few days after having some very warm weather all throughout the summer and to start the fall. let's head over to you, mike. how's it looking right now for the morning commute? >> kari, we're going to first call out over on this side. the right side east bay 880 in

much. judge barrett is expected to be confirmed when they do the full vote on monday. authorities are making new accusations of interference by iran and russia. "today in the bay" kris sanchez is live for us in downtown san jose on what you can do to protect your vote. >> well, hi, marcus. some voters are getting e-mails that say vote for trump or else. but the fbi has said that those are coming from iran or russia. no one can actually know how you vote unless you tell them because in the u.s. your vote is secret. in california, it is unlikely that you'll get one of those e-mails because they targeted swing states and it's probably too late to influence a lot of voters anyway because so many people have already returned their ballots. more than a million in california and 43 million across the u.s. to limit your threat, make sure you use two-step verification for your e-mail and social media accounts. director of national

for today as we reach into the low 80s in the inland valleys but still watching those high winds that will continue through at least tomorrow morning and for the weekend it's going to cool off significantly with high temperatures dropping back into the 60s and the 70s. mike, how is it looking right now for the morning commute? >> well, better for the nimitz. the crash in fremont cleared. the bay bridge toll plaza, actually, we see movement in the middle lanes and not bad because it's only backed up here. maze moves smoothly. you like the sunrise. let's look at the golden gate bridge where we have the clouds lowering. we call it fog, i guess, when it hits the roadway. a little of that crept into our shot and that's different than what we saw before. what do you think? thumbs up or thumbs down for fog at the golden gate bridge? it has to be there, right? >> yeah, it's pretty iconic but calling it cloud lowering is unique. good old, carl. that's going to do it for us on this thursday morning.
