"the new york times" also reports that three aides also have tested positive. the vice president, meanwhile, and second lady have both tested negative. mike pence is not making any changes to his campaigning schedule today. the final election push is on and both candidates continued their ground game this weekend. the president started his saturday in florida briefly wearing a required mask to cast his ballot in palm beach county. he was off to north carolina, a battleground state, of course. the president seized on biden's statements against the fracking process used in the oil industry even though joe biden says he would not ban fracking. the president also countered the scientific community by calling aggressive covid testing, quote, foolish. >> joe biden supported every wretched betrayal of the american worker. how about fracking? do you know why we have cases? because we test so much. and in many ways it's good, and in many ways it's foolish.

welcome back at 7:11. we now bring in chuck todd, nbc news political director and moderator of "meet the press." hi, chuck. good morning to you am thanks, as always, for joining us. when we look at last week's final -- second and final presidential debate as opposed to third and final, what impact, if any, do you see it having on undepp si undecided voters? we have something like 55 million people have already cast their ballots. what impact do you even think it will have? >> well, look, i think it could
7:12 am
have had a little bit of impact on the remaining undecided. we've done actually an extensive study and the folks -- and it's a small slice. we've had approximately 3% to 4% of people telling us they've been undecided for about ten straight months. we put all that data together. and what we saw is that the current undecided vote generally leans right. they would prepare a republican-controlled congress and there are some right leaning feelings but president trump has made them hesitant, his personality and character. what i think that debate might have done for the president -- and i say might have because we haven't seen a lot of analytic evidence yet -- is make it easier for those voters who are already inclined to vote republican to, quote/unquote, come home. republican senate candidates who were just cratering beginning with that first debate
7:13 am
performance by the president, they were all relieved. they felt as if the president had righted the ship a little bit. look, just the fact the president was able to take that one comment about the oil and gas industry and at least give his campaign something to run on. that said i thought joe biden handled himself pretty well at the debate other than the last comment, which they would argue, hey, it's nothing he hasn't said before, you know, he sort of is in the do no harm position right now. but, look, i think that's the question. if it had any impact, i think it had an impact on a small slice of folks and comes down to are you vettioting on character or specific issues? >> that's a great point. some presidential races tighten at the end, others become blow-outs, landslides. given the road taken by this race so far, i mean, this is a crystal ball question really. bring it out. how do you see it ending?
7:14 am
do you see it ending as a land biter or as a landslide? >> look, alm l of the data poin to -- all of the data points to a joe biden victory right now. all of the historical political context with incumbent presidents perform, what his job rating is, there is no metric i look at that you say, oh, if he wins re-election, that will explain it. that said, i think we are uncertain in how this election will be administered. and i think because of that, that, to me, is the wild card here. look, i think it's as plausible joe biden wins by 15 points as he does maybe carries the popular vote by five and it's a nailbiter in the electoral college. that's the range we're looking at. do realize joe biden could win the popular vote by five or six points and we may not know who
7:15 am
is at 270 for a week or two. i do think there are -- why there's a wide array of outcomes because of that phenomenon. >> and to be fair, that was an unfair question, so thank you for all of that insight. >> of course. >> and all of your professionalism. we look forward to talking to you a week from now. thanks as always, chuck. be sure to join chuck for "meet the press" with biden deputy campaign manager kate benningfield as well as trump campaign senior adviser corey lewandowski. be sure to join in at 8:00 a.m. right after this newscast. and around 7:45 we'll have our own nbc bay area political analyst, larry gerston on for our weekly segment and look at two instant national polls on who won thursday's debate that will be interesting. in other news now we have incredible video of a coast guard rescue off the coast of san francisco. crew members onboard a fishing

7:18 am
let's get to your microclimate weather alert. we have a lot to get through, but i'm here to guide you through it and talk about what we're expecting this afternoon. right now we have a beautiful start over san jose. 56 degrees. wind speeds are still calm over san francisco, a great view there. 56 degrees. and here is a closer look at your daytime highs. once again temperatures aren't going to be the problem today. it's going to be the wind. the wind is going to be the main event. temperatures will remain in the 70s, which is a little bit more seasonable for this time of year. so let's get right to the red flag warning and what we are monitoring. so, again, there are two red flag warnings and they are going to be overlapping. the reason there are two overlapping warnings is because of the timing of these winds. so depending on where you live you will see the winds kick up at different times. the north bay and east bay mountains will officially go into a red flag warning. as the wind pushes down from the north and that will remain in
7:19 am
effect until 11:00 a.m. tuesday. the valleys and santa cruz mountains, the winds will begin to kick up right around dinner time. so a red flag warning will go into effect starting at 8:00 p.m. and will have a shorter timeslot through about monday morning. now it's very rare that the entire bay area is under a red flag warning. so what makes this wind event so different? the high wind watch will go into effect at 4:00 p.m. normally what we get is we get cold air -- so we have a cold front that sinks down at night and basically it drives down our hills and it warms up and speeds up overnight and that kicks up the wind. this time around, this cold front is going to move from north to south. and the concern for that is the reason why we will be seeing potentially one of the strongest wind events of the season. the national weather service is also calling for that as well. humidity will fall below 30%. so i want to take you through
7:20 am
the timing of these winds. right now it's calm. but let's look at the timing of all of this. 11 cho 11:00 is when it kicks in. we see the winds drive down from the north look at santa rosa and napa. fast forward to dinner time. i told you about dinner time. look what happens to the winds in santa rosa and throughout the entire bay area. from 20 to 60-mile-per-hour gusts. overnight is where we could see the peak winds. look at santa rosa. 38. napa 50-plus-mile-per-hour winds. when you think how windy it starts to get think about all of that dry brush out there. here is the fire index and humidity in relation to the wind. as those winds begin to drive up, what happens it dries us out completely and then we fall below 9%. this is at 11:30. overnight less than 10% in some areas especially for the higher
7:21 am
elevations. down through san jose, redwood city, less than 15%. the winds will begin to diminish just a bit, at least for the lower elevations starting on monday. we could still see winds begin on wednesday. we start to warm up just a bit heading into the end of the week. i'll keep a close eye on this. back to you. >> the end of the week looks really nice. i just hope we're safe between now and then. thanks so much. it is 7:21. much more ahead on "today in the bay" coming up. >> reporter: is customer service getting better or worse? i'm chris chmura. we want to hear from you. we'll show you how to participate in a new national survey next.
7:23 am
7:24 am
chris chmura to explain. >> reporter: we're looking to take the pulse of the people together with our nbc and telemundo sister stations nationwide conducting a survey about customer service. this is your chance to tell us what you think. ♪ >> reporter: service with a smile. the way it was. >> this is a recording. >> reporter: the way it is, does a smiley emoji from an automated bot count as service. >> we've heard from hundreds of people. >> waited and waited and didn't get anything. >> reporter: who harshly criticized their contacts with all sorts of customer service centers. >> i might as well start a fire and try to send smoke signals. they're more likely to answer that than the phone or email. >> reporter: many feel service is trending downward with business innovation.
7:25 am
in the past you had three ways to contact the company. in person, by phone or by mail. these days you can also email, text, post on social media, and, yes, even chat with a bot. all that modernization is a mixed bag for customer service with all the new sounding boards, there's outsourcing, long hold times, and bots that, well, just don't get it. >> it's frustrating. >> customer service is all about fundamentals but, unfortunately, just the way businesses often operate, those fundamentals get thrown out the window for efficiency. >> reporter: christine churchill is founder of the customer service institute of america. for 13 years the institute has trained companies in customer service and awarded companies that deliver. >> we certify, educate and we recognize. >> reporter: so what is churchi churchill's take today? are customers keeping up with
7:26 am
expectations? are people demanding too much. >> i think sometimes consumers can be unreasonable, but i think what they want is to be recognized. they want to have an organization or the person they're talking to understand what it is that they need and to not feel like a number. >> reporter: there's lots more to discuss. please tell us what you think about customer service in the year 2020. do you have a horror story to share or maybe a success story? here is how you can sound off. either point a smartphone at this qr code or go to nbcbayarea.com/consumersurvey. either route takes you to our five-minute questionnaire. we are eager to hear from lots of you, please. we'll have the survey up and running two weeks and then will be back with results in november. thank you in advance for participating. >> you're welcome, chris chmura. i think i'm going to participate. i have had some really good customer service this year. i think compassion has ignited during 2020. it is 7:26. we have much more ahead on

good morning. it is sunday, october 25th. a live look outside at the rose garden in san jose. cloudy skies there a little bit, but a nice, calm morning ahead of some historic winds that are expected to pick up later today. thank you so much for starting your sunday with us. i'm kira klapper. vianey arana joins us with our microclimate forecast. we remain under a microclimate weather alert because of these winds. that's right. the reason we issued those warnings and alerts are because we just want you all to be prepared at home.
7:30 am
we don't want to you get caught off guard. we want to you have a game plan when this wind event arrives. a great time to sort of start preparing for this. you have a time to head out, buy some backup batteries for your flashlights, all of that, because heading into tonight those winds will be kicking up. 56 degrees at san jose. a great start. the niners don't have to worry too much about today's wind event because they will be away playing against the new england patriots at 1:25 our time here, west coast time. they're going to be chilly, 49 degrees to start the game. by halftime they'll have a nice mix of sun and clouds, 50 degrees, and then it will start dipping down into the lower 40s. so certainly going to see much cooler temperatures in the east coast. bringing it back home if they were playing here locally at levi's stadium this is what we would be monitoring and that would be the gusty winds. ahead of this afternoon red flag warnings will kick in. i'll go into more timing in my full forecast. kira?
7:31 am
sticking with that forecast sadly fire-related evacuations have become the norm for many people across the bay area and this historic wind event we're expecting later today has some people proactively evacuating. "today in the bay's" thom jensen reports from the berkeley hills where the mayor took an unprecedented stance urging people to get out now. we typically stay during a red flag warning but this seems worth not risking. >> reporter: bill flieg and ramsay silverberg have been riding out red flag warnings and decided against evacuating for more than a decade. this time they're going to spend a few days in a hotel. berkeley's mayor and fire officials warn extremely high winds could sweep through the region which is already bone-dry during a record fire season. >> this is the first time in recent memory we saw conditions merited preevacuations. >> reporter: concern about people living in the hills where

winding and narrow roads make last-second evacuations nightmares. >> and so we're asking people to preevacuate if they live in parts of our hills in which they'll have difficulty getting out quickly in a fire. >> reporter: nearly 1,000 berkeley customers could be affected by pg&e emergency power shutoffs and without power and the threat of strong winds many are evacuating and trusting the preparation skills they've honed by living in a red flag prone neighborhood will pay off. >> we have a protocol anyway but, yeah, we'll bring our lawn furniture in. we have our go bags. we have the arborists come and they do a lot of work to cut the trees down, you know, the dead wood. >> reporter: berkeley police are patrolling the evacuated areas to protect homes. and fire officials say they have staffed up for what could be a very busy two days. in berkeley, thom jensen, nbc bay area news. we have a map that shows the areas that could lose power today potentially through

voters appear to be taking this election seriously. more than 50 million people already have cast their ballots. that's about a third of the expected turnout. so what happens in the next nine days until election day? nbc bay area political analyst larry gerston joins us for that. hi, larry. as always, good morning to you. great to see you. if we can back up a bit first, before you predict what's about to happen, what was your takeaway from thursday night's debate? >> it was a great debate. no question about that. it was so much better than the first one. no question there were two instant polls by reputable authorities, cnn, yougov.
7:48 am
averaged out 16 1/2 points, a pretty convincing win, but let's not get too carried away with anybody winning anything. hillary clinton won all three debates in 2016 and you know who won the presidency. >> exactly. how does the race look at this moment? >> well, it's interesting. there's a point where the vice president is up 8.1 points nationally. i went back and looked at where hillary clinton was nine days out. she was up 5.3%. that's a pretty convincing difference. mike pence is up seven, eight, nine, ten points. that looks good for him. national leads are not insurmountable. look back to 2016. you know they keep trudging ahead. they both have to keep trudging ahead. and talking about the look at the nation, arguments from

elections past. we can go back to gore/bush about the popular vote but the decision comes from the electoral college. votes coming from 50 states plus the district of columbia. what is the breakdown looking like in two states? >> that's the right question. state by state. there's no question about that. look, the blue wall, we've all heard about the blue wall, traditionally democratic. trump won all three states and that was the key to his victory in 2016. vice president biden is comfortable but between six and nine points. that's pretty good. for him, as far as the president goes, he's in trouble there. he hasn't been doing well with the blue wall. he has to look elsewhere. there's a long series of states he won the last time around he's
7:50 am
in trouble on this time. texas for one thing, is two points ahead for biden. florida and north carolina, ohio, ohio, all these states are close or with slight edges to biden. the president will win some of those states. if he doesn't get the blue wall he has to score in every one of those states beginning with florida and texas. >> and so metaphorically, literally where do the candidates go from here? >> they're going to go to the battleground states, again, again, and again. you saw yesterday the president was in three of them, north carolina, ohio, wisconsin, all three we talked about. today he'll go to new hampshire. we don't quite understand why he's going there. you would think he would go to texas or arizona. north carolina is a key state. the vice president has been holding his own in north
7:51 am
carolina. they are going to go back again and again and again, kira because they both know these are the key states. more so for the president right now, nine days out. more so for the president than for the vice president. he's okay with the blue wall but if he can pick off florida or texas or ohio then it becomes something of a rout. >> kind of sticking with those travel plans, is there any indication that either of the candidates will be here in california over the next nine days? i'm a born and bred californian so i feel i have the ability to say, you know, are we just a mute point at this point? we're pretty predictable. >> we're not moot if you get out your wallet. california has contributed $988 million between 2019 and today. that far surpasses anyone else.
7:52 am
they'll come here all right. they'll come here. the one who needs it the most is president trump because in terms of available cash right now biden has an unexpected 3-1 edge. you might see the president pop in to california's atm. look for them to be in the heartland, in the battleground states and i'm afraid that's where you'll be able to see the pictures. >> we will check in with you next sunday for your final update and we are back in a moment with vianey's final look at weather.
7:55 am
good sunday morning. we're starting off our day with a microclimate weather alert. even though we have a lot of sunshine expected for today, we have elevated fire danger. and i am going to guide you through the timing of all of this. you are well prepared. of course it will depend on where you live in terms of the time line. let's get right to it. san francisco, 56 degrees right now. we have a great shot there. notice the wind speeds are pretty calm but they're going to start picking up. the first to see the winds will be those who live in the north bay. overall our temperatures will be comfortable, seasonable in the 60s for the coastline and 70s throughout the interior valleys. the main event today will be that wind, that red flag warning for the north bay and the east bay mountains goes into effect starting at 11:00 a.m. today, and it remains in effect through tuesday. the reason why this wind event
7:56 am
has the potential to be one of the strongest we've seen so far this year is because of where that cold front and the direction is coming from. so it's coming from the north. the winds will push down from the north and that's really going to kick off this offshore wind event into the afternoon. now a second overlapping red flag warning goes into effect at the coast, bay and valleys including the santa cruz mountains starting at 8:00 p.m. on sunday and this will last through monday morning. so one expires tomorrow and that puts the entire bay area under a red flag warning which, by the way, is not very common. normally we see the red flag warning for the higher elevations above 1,000 feet. but this time around the winds are going to drive down pushing down into the lower elevations as well. the high wind watch goes into effect starting at 4:00 p.m. tonight into early sunday morning. the reason for this is because those gusty offshore winds have the potential to be upwards of 50-plus miles per hour.
7:57 am
that humidity is expected to be really dry. i want to show you the current wind speeds now. it's very calm but look at the time line. fast forwarding this into the overnight hours as well. right around lunch time we'll notice the winds kicking up in the north bay. fast forward through 9:00, 10:00, 11:00 tonight. all above the 30-mile-per-hour range. fast forward to about monday at 4:00 a.m. and the winds really begin to kick up so, again, peak hours overnight tonight into monday. look at the humidity falling at less than 10% at times, and that's why we have this major concern because not only are we expecting gusty conditions but the winds are expected to really begin to peak overnight when most people are sleeping which is why we've been urging for you to have some sort of game plan should it be necessary. good thing the niners are away. we'll be comfortable in the 40s and 50s by halftime playing against the new england patriots. here it will be windy and we'll be looking out for that. thanks, vianey and thanks so much to you for making us a part

this sunday, the closing arguments. >> this election is a choice between a trump super recovery or biden steep depression. >> some president trump attacking joe biden with false claims. >> joe biden is and has always been a corrupt politician and as far as i'm concerned,ed biden is a criminal enterprise. >> i last-ditch effort to smear me and my family. >> the president
