court ruled that the state of wisconsin is dealing with one of the worst coronavirus outbreaks in the country, cannot count mail-in ballots that arrive after election day. that is viewed as a blow to democrats who wanted ballots counted up to six days after, as long as they were postmarked by election day. >> peter, thank you. let's zoom in more on the presidential race and where things stand with seven days to go. the president and joe biden are crisscrossing the country to make closing arguments to voters. the president also raising some eyebrows with an election day message to democratic governors. nbc's kristen welker in atlanta for us. good morning. >> reporter: good morning to you. in this home stretch, vice president joe biden is projecting new confidence, campaigning in the traditional republican stronghold of georgia where polls show he is running neck and neck with president donald trump. it's the latest twist in this unprecedented campaign, dominated by the pandemic.

evidence of widespread fraud. all of it coming after the president said this about democratic governors and voting in pennsylvania on monday. >> we're watching you, governor, very closely in philadelphia. we're watching you. a lot of bad things. a lot of bad things happen there with the counting of the votes. all we can say is law enforcement is watching nevada. north carolina has got it shut down. we're watching north carolina. we're watching michigan. >> reporter: so, savannah, there could be two parts to the strategy. on with ton hand, president trump taking aim at these democratic governors as a way to sow doubt in the entire process, which polls show him trailing joe biden. he could also be trying to energize his base. but the question is, how is that going to play with the voters who e elected these democratic governors, and how is it going to play with independent voters, as well as those critical suburban women. that remains to be seen. for his part, vice president

biden will be campaigning in georgia, as i said. he'll be rolling out his closing argument. it's a state democrats haven't won since 1992, savannah. >> all right, kristen welker, thank you very much. coming up, craig is here with more of our decision 2020 coverage. >> good morning, good morning to you as well. like all presidential elections, this contest will also be won or lost in the battlegrounds. this morning we want to take a closer look at how voters are feeling in those seven states. states that could very well determine the outcome. we were just in georgia. garrett haake joins us from florida. good morning. >> reporter: craig, good morning. donald trump and joe biden have run very different races these last couple of weeks. the president holding his mega rallies, joe biden doing smaller, more covid-safe events. with just seven days to go they are focused on largely the same handful of swing states that could decide this, starting right here in florida.

>> with 29 electoral votes at stake, there is no bigger battleground than florida, the state president trump now calls home. >> i voted for a guy named trump. >> reporter: and where he cast his own ballot last weekend, more than 5.6 floridians have already voted early. joe biden returns to the sunshine state on friday. his lead in the average of polls here, just 1.8, nearly the same margin president trump won the state by in 2016. >> motor city, usa. >> reporter: biden holds a stronger polling lead in each of the pivotal midwestern states once called the democrats' blue wall. biden leads in wisconsin, and pennsylvania. donald trump won the states by less than a point each in 2016. >> the blue wall has to be reestablished. >> reporter: no state has seen more candidate visits than pennsylvania. biden has been to the keystone state 11 times since his convention.

trump campaigning about eight times in that same period, including three rallies on monday alone. >> pennsylvania gets it. by the way, we win pennsylvania, we win the whole thing. you've got to get out there. >> reporter: three of the closest races in the country are in traditionally republican southern and western states where democrats are on offense. biden leads by an average of 2.4 points in arizona and by just 1.2 points in north carolina. vice president mike pence travels there today to defend the state his ticket won by nearly 4 points in 2016. georgia, where biden campaigns today, is the only battleground state where president trump leads and there by less than a point. no democratic presidential nominee has won georgia since 1992. and there are relatively few voters left to convince. early votes cast so far in georgia and north carolina account for two-thirds of the votes cast there in all of the 2016 election. >> and if you just want to know what state is going to keep us up late on election night, keep

an eye on pennsylvania. they can't start processing, let alone counting all the absentee ballots until election day itself and they can still refuse absentee ballots up to a few days after election day. in pennsylvania, we might be looking at an election week, craig. >> oh, okay. garrett haake for us in florida. thank you. >> thank you. we have a lot more to get to, including breaking news overnight out of california. new wildfires have exploded, fanned by high winds and this morning they're forcing new evacuations. nbc's miguel almaguer joins us did details. >> reporter: the situation is fluid in southern california. i want to show you the scene behind me. firefighters are still in this local community trying to protect homes after the wildfire exploded, fuelled by those massive winds over the last 24 hours. later on today we're expecting those winds to continue to stay at dangerously high speeds as firefighters do their very best

to hold their ground. overnight the dreaded santa ana winds kicked up again with renewed force. flames fuelled by cold desert air, racing across dry hill sides, putting first responders at deadly risks. two young firefighters critically injured in the blaze. >> one has 65% burns, both second and third degree. the second has 50%, both second and third degree burns. both are intubated at this time. >> reporter: in the mountains outside l.a., wind speeds hit 96 miles per hour, the same intensity as a category 2 hurricane. >> this is really, really bad here. and i don't know how much longer i can do this. >> you get these single-digit humidities and winds like we're experiencing, fires are going to move quickly. >> orange county fire authority. >> reporter: traffic clogging escape routes, with more than

90,000 people in irvine alone under evacuation orders, some with little to no warning. >> i just have what i have in my car, which is not much. >> reporter: heavy smoke caused the faa to evacuate the control tower at john wayne airport and delay flights. >> reporter: it's not necessarily the power and scope of these wildfires that's the most dangerous element out here. it's clearly the wind that's driving that. in northern california where so much has already burned, power was cut off to around 1 million people in hopes of preventing more devastation. from the winds in the bay area to santa ana in the southland, california is ones again under siege. officials are still trying to determine the cause of this fire but they do say a local power company may have had some downed power lines and that may have been the cause for the blaze. meantime, over the next 12 to 24 hours, we are expecting the wind speeds to decrease a bit. that's giving firefighters exactly what they need over the next day.

guys, back to you. >> miguel, thank you. now to the latest on the coronavirus. concern over an uptick in cases has the stock market on edge. hospitalizations in the u.s. are up 40% just in the last month and the crisis is especially dire in the upper midwest right now. nbc's gabe gutierrez joins us from minneapolis this morning. good morning. >> reporter: good morning. minnesota's governor is warning that the state is reaching a critical point, hospitalizations here are up 70% over the last month. across the country, the rise in cases caused a steep drop on wall street. this morning, from minnesota to massachusetts, california to texas, the pandemic is hitting new milestones. >> we're tired, you know, we're sick of covid-19. we really are. there's no end in sight. >> reporter: the u.s. has averaged more than 70,000 cases a day for the past week and negotiations for another stimulus package have stalled,

renewing fears on wall street. the dow dropping 650 points on monday, its worst day since early september. >> winter is now here and we don't foresee the cases slowing down any time soon, unless people change their behaviors. >> reporter: covid cases in at least 44 states are up 10% or more in the last two weeks. >> no matter how you look at it, it's not good news. >> reporter: about 41,000 people are now hospitalized, a 40% jump in the last month. >> we have lost a few people and it's been hard, because we have cared for them for so long. >> reporter: among the biggest stie spikes right now is in new mexico. >> we tend to be seeing a surge of cases that represent the younger age population. >> reporter: doctors say that's not any kind of relief because those younger patients could end up spreading the virus to older,

more vulnerable people. in el paso, texas, where hospitals are full and a nightly curfew is now in effect, this man is battling the virus and is struggling to breathe. >> i do worry because there are no beds right now. >> reporter: here in minnesota, hospitals like this one are busier and public health officials are warning people to try and limit community spread. since june, there have been about 70 wedding related outbreaks here in the state. savannah. >> thank you. coming up in the next half hour, we're going to have an inside look at the second wave of covid cases now sweeping through italy. overnight, new restrictions to control the spread have been met by a fierce pushback. bill neely is going to join us in just a few moments. meantime, it's a busy day in the weather department. al is tracking a hurricane, winter weather, fires out west. you've got a lot on your plate. >> we do. right now, though, it's down to a tropical storm because it came

over the yucatan peninsula, but that has not stopped the national hurricane center from issuing hurricane warnings, watches, and tropical storm warnings stretching into the panhandle of florida. here is the latest. it's 85 miles east, southeast of mexico, 70 mile per hour winds. it's moving northwest at 14 miles per hour. already today you're going to see scattered showers and thunderstorms stretching from lake charles all the way to panama city. conditions will deteriorate along the coast, and tomorrow landfall sometime wednesday night as a category 1 storm. don't worry about the category because the flooding rain, high winds, isolated tornadoes are possible. it will continue to race up through the southeast into the northeast and mix with some colder air and possibly cause the first snowfall of new england and upstate new york. but back down along the coast, we're looking at storm surges, the greatest amounts 4 to 6 feet all the way to mobile, alabama.

firefighters critically injured and also forced nearly 100,000 residents to evacuate. the firefighters suffered severe burns battling the silverado fire that blaze has burned now more than 7,200 acres it's 0% contained. crews are dealing with steady santa ana winds gusting up to have 65 miles per hour california edison says its equipment may have sparked that fire. it is sentencing day for keith renieri. he was convicted last year of sex trafficking, racketeering and forced labor prosecutors describe him as the leader of a criminal enterprise. some of his victims included hollywood actresses and other prominent individuals. he maintains his innocence but could face up to life in prison. let's go to football now two of the nfl's top teams going head-to-head on monday night football. >> they hustle up to the line of scrimmage now.

record case numbers, curfews, protests, and real fear. the nightmare has returned record numbers of cases every day. it's a four-hour wait for a covid test at this center. here where italy's second wave is hitting hardest, the testing system is buckling, and hospitals are once again being overwhelmed. italy relaxed rules and opened up in the summer, as people mixed, covid cases rose. now they're exploding. >> the next weeks will be terrible, i imagine. >> they will be terrible, you know that? >> yeah, yeah. >> reporter: last night bars and restaurants were forced to close early across italy police fired tear gas as crowds protested curfews and tough new rules. already mask wearing in public is the law, and everyone in this

return lunar trip. >> traces of water have now been found on the moon in places they never thought possible nbc's tom costello covers nasa and other cool space discoveries for us tom, apparently this is a pretty big deal. >> reporter: yeah, this really is a very cool deal indeed science is shattering our preconceptions about what is on the moon and what the moon is consisting of. we know it's still cold and it's desolate up there, but we can tell you now that something appears to be lurking in the soil it could be a game-changer for the next generation of astronauts set to return to the moon in just four years. nasa says it found water molecules on a sunlit area of the lunar surface, right there scientists had already discovered ice at the polar caps, but water spread across the rest of the moon would make it much easier for astronauts to live and work there. >> if you don't have to carry your own water, that makes it a

black voters on their vision of america. some recent comments by the president's senior advisor and son-in-law jared kushner have ignited a bit of controversy. blayne alexander is in georgia with that part of the story. blayne, good morning. >> reporter: craig, good morning to you. here in the state of georgia, nearly 3 million people have already cast an early ballot and about 30% of those are black voters. so in a state where trump and biden are virtually tied, it really underscores the importance of the black vote and why those comments from jared kushner are getting so much attention. with both candidates courting the crucial black vote, this morning team trump is playing cleanup after these remarks from the president's senior advisor and son-in-law, jared kushner. >> one thing we've seen in a lot of the black community, which is mostly democrat, is that president trump's policies are the policies that can help people break out of the problems they're complaining about, but he can't want them to be successful more than they want to be successful.

just to see people who look like myself who are just being attacked just because of the color of their skin. >> reporter: that same poll shows 91% of black voters back biden, while 4% support president trump. nia moore, a college student in minnesota, is one of them. >> this is your first presidential election. why are you supporting president trump? >> when i just kind of look at what president trump has accomplished or the things that he's promised in comparison to joe biden, the answer is pretty clear to me. >> reporter: in georgia, tony carter is also voting early, for biden. but he says that was not a given. >> you were open to both sides. >> yes. i'm not going to vote blindly because that doesn't mean somebody is going to be right just because they're democrat so i have to listen. >> reporter: now, here in georgia, officials have been urging people to come out and vote early. they're hoping that it means more manageable crowds on election day. but for so many black voters, it actually goes deeper than that.

good morning. 8:26. i'm marcus washington. well, within the last hour or so, pg&e crews resumed restoring power to those left in the dark after recent shutoffs. but the extreme fire risk also keep something east bay parks closed for at least another day. the park district is extending this closure of 11 regional parks in the east bay hills until tomorrow morning. also, the oakland zoo will remain closed today due to those shutoffs. let's get a look at the forecast out there today. meteorologist kari hall. >> and we still have been tracking those high winds. the red flag warning continues until 5:00 this evening. for the east bay and north bay

uber and lyft are like every big guy i've ever brought down. prop 22 doesn't "help" their drivers-- it denies them benefits. 22 doesn't help women. it actually weakens sexual harassment laws, which are meant to protect them. uber and lyft aren't even required to investigate sexual harassment claims. i agree with the la times: no on 22. uber and lyft want all the power. so, show them the real power is you. vote no on prop 22.

to sleep and freaking out. oh, i remember that one year i got my favorite present ever do you have a favorite present when you were a kid? >> i love christmas. i'm a christmas person i love that you love christmas it's like you have those images that are just emblazened in your mind of christmas memories. >> what was your favorite? >> i love, there was a doll called marzon that was a robot doll that will move. it was an inflatable doll that had plastic feet that would move i think my dad had a little too many few eggnogs the night before and he broke the feet so i basically just got an inflatable doll for christmas. and i go, i'm kind of bummed out, like this is marzon what is -- half best christmas and yet the worst christmas i guess. i thought he moved they were like, no, no, he doesn't move that's what he does. >> jimmy, we're so happy that you're back. you're in the studio you did your show from home which we got such a kick out of with nancy and the kids, we loved seeing it.

what was it like the first time you stepped back in the studio >> you know, it's -- it's a little scary coming in you have to do so many testing, nbc does it right. i mean you guys were here before we were here and again, thank you for doing what you're doing because there are millions of people that watch you guys and any normalcy is helpful so thank you so much marzon has become a cameraman. oh, my gosh, we met years ago. so maybe we had a few in-studio guests, from snl because everyone has been tested in the building but it's tough, you know, and we want to make sure we baby step and do it the right way. but it's awkward with no audience my friend said it's almost like swinging three bats. by the time you get the audience back, you'll be hitting home

runs >> i really loved what you did, and i know nancy, your wife, helped you a lot and the girls were stars of your show too being at home. that was such a gift, to do that at a time when all of us were home and everyone is a little anxious, just to have that, you said it, normalcy. do you feel like it changed how you do the show? i felt like there was something so revealing about some of the interviews you would do. like celebrities were more open. it wasn't about coming on and plugging something, it was like conversation. >> yeah, it did, it changed it down to like an actual conversation and i probably would never be invited into meryl streep's home, but there i am having a conversation or whatever it's more like you don't have to play for an audience, just tell the story. you can take your time, the interviews are longer and you really get kind of off the page and start talking, like you said, having a conversation. i really -- i felt like i've grown as an interviewer and even as the show it's just evolved into a whole new thing you go, oh, yeah, it's yourself. just be yourself

and i think that amped it up when everyone is at home, it just -- you see everyone's true colors. >> you've got so many cool things going on. first of all, dude, you have a duet with dolly parton who are you? what is happening? >> dolly parton -- dolly parton's people called me and said would you like to do a duet with dolly parton? i said of course, what are you talking about? me of course. they want to do "all i want for christmas. i got that yeah, i got that all i want for christmas is my two front teeth. so two weeks before we record it, i get the words, it's all i want for christmas is you, mariah carey the mariah carey song. i go, oh, no, we have a big problem. i can't sing that song, it's mariah carey it's not even a duet well, just try it, we think we can make it work i was sweating in the booth, veins were coming out of my neck trying to hit notes. it's crazy they have a great producer it turned out awesome.
