it's early. i'm laura garcia. >> and i'm marcus washington. vianey in for mike keeping track of the commute. first meteorologist kari hall with a look at the forecast for us today. kari, how is it looking out there? >> it's looking so much better. we're not dealing with those high winds and we have a nice, cool start to our morning. we're going to see warm afternoons over the next couple of days. and a nice weekend ahead. let's look at our highs today as we reach up to 730 in san francisco. 78 in san jose. and there will be a few low 80s but overall we are going to enjoy a great day across the bay area. vianey, i hope the commute is looking the same. you know, i was looking at the chp reports overnight. there were a couple fender benders. right now i noticed on the map what looks to be a potential crash pop up in oakland. i will definitely be looking into that. hopefully it is nothing serious. the bridge drive times are

looking good. westbound 80 to the bay bridge, seven minutes. westbound 84 to the dumbarton bridge about nine minutes. i will look into that crash in oakland and will have an update. marcus? some great news this morning for three more bay area counties now moving to the orange tier of reopening. this means as of today fewer restrictions on businesses, public places and houses of worship. contra costa, san mateo and marin counties have all improved to a moderate rate of the spread of the covid-19 virus. retail stores, indoor malls, libraries and offices can now we open at full capacity. and one restaurant owner in san rafael is really hoping with a boost in capacity to 50% business is about to get better. >> we're staring down the barrel of winter right now. in four or five weeks it will get cold and dark next week earlier. so a lot of people want to sit inside. >> alameda, napa and santa clara

were already out of the red and into the orange tier. in san francisco several high schools just got the okay to bring students back to the classroom. many elementary and middle schools have already brought students back to campus in the past few weeks. riordan high is one of them but no date has been set. altogether 70 schools approved to reopen, most private and charter schools. happening today after nearly seven months of being closed santa clara is now reopening its playgrounds. park and recreation staff say the covid protocols are in place at each location. playgrounds will have limited capacity. everyone must wear a mask covering and use hand sanitizer. decision 2020. alameda county election leaders will lay out the details. the first day people can vote or drop off completed ballots is this saturday. if you have any problems while

tied to a fire at a restaurant in mill valley that caused about $10,000 in damage. of course, kari, we're seeing a lot of the power restored to a lot of people. does that mean the wind has died down throughout the bay area? >> yes, the wind has calmed down significantly. still breezy in upper elevations. for the most part it's looking much better for this morning. let's get you out the door for that commute in the east bay. as we get a look at our temperatures around the bay area checking out san francisco we'll reach up to 70 degrees and 80 today in napa as well as concord. as we head over to you, vianey, how is it looking now for the commute? i did look at the crash that popped up in oakland. it looks like it may have been an overnight crash that happened a couple hours ago so we're not seeing any delays, which is good. east bay drive times now looking good. westbound 580 from 2:30 at the bay bridge.

right now. investors are blaming rising coronavirus cases in the u.s. france and germany are considering new national lockdown measures. a mixed session for stocks yesterday. the dow falling more than 200 points. the nasdaq ended higher as shares of companies that benefit from people staying at home like amazon and zoom rose whi those dependent on the economy reopening fell. earnings from boeing, u.p.s., ford and visa. apple is developing its own search technology as regulators threaten billions of dollars in payments that google makes to secure a position on the iphone. in a little noted change to the latest iphone software, apple began to show its own search results and linked directly to websites when users enter searches on the home screen. apple is secretive about its internal project. it adds to growing evidence that it is working to build a rival to google.

the ceo of jetblue says flight bookings for the holiday season have not yet been hurt by rising covid cases. robin hayes tells cnbc they are seeing a fair bit of interest in travel around the holiday period. he says likely due to a lot of kids coming home from college and of course people who haven't seen friends and family in a long time. marcus, laura? >> add me to the list. not seeing people. >> take me off that list. hey, speaking of getting away, marcus, something good this morning. the cayman islands will let you live and work there for up to two years. but there's a catch, you must make $100,000 a year or more if you want to bring another person. the cayman's launched a program this month inviting high-earning workers to ride out the next two years on the territory's three islands which have so far contained covid-19.

>> you don't want the heat? >> it's fall. i want it to feel a little crisp. >> i do, too. we want to wear sweaters. >> it's definitely cool this morning as you get ready to head out. temperatures in the 40s and low 50s. this is where we are right now as we check out san jose. we're at 54 degrees and will drop down to 51 around sun rise and then slowly start to warm up today. how is that for fall? we're going to see nice weather for today as we reach up to 81 in gilroy and morgan hill. 78 degrees in san jose. for the east bay 79 degrees in walnut creek and oakland will see a high of 75 today. we're looking at mostly mid-60s near the coastline. san mateo reaching 75. north bay highs will top out in the low 80s as well. we're looking good as winds calm

down. where we are seeing some very strong winds. a category 1 hurricane. you may see this on social media as this continues to quickly move closer to the gulf coast today. it's moving to the north at 17 miles per hour. that's pretty fast. we're going to see this making landfall later on tonight, possibly around the new orleans area and then continuing to race off towards the north and east making it back out into the atlantic over the next couple of days. quiet weather as high pressure continues to be the main dominant feature in our forecast. there will be a couple storm systems to the north of us, but overall we're looking at a slight warm-up in our temperatures and not as much wind. i want to take to you napa with our seven-day forecast. we'll reach up to 80 today and low 80s again tomorrow. we'll see it cool down just a couple degrees by friday, but look at the warming trend we'll have for halloween weekend. by monday we're reaching up to

86 degrees overall across the bay area for our valleys. a nice halloween week. we'll remind you 100 times to set your clock back one hour on sunday morning. we are getting ready for daylight saving time to end. by monday it will feel not at all like fall. well above normal as we reach into the low to mid-80s and on tuesday we're also looking at some low 80s. vianey, you've been tracking the roads. any issues popping up? no major issues. that crash in oakland was overnight so you might get a little bit of slowing but everything is pretty clear. i'm also with kari, if only we could control the weather. drive times, westbound 80, you're looking at 13 minutes. westbound 580 from 238 to the bay bridge. 15 minutes northbound and that's

why i wanted to show your east bay drive times. westbound 580 to 680 only 23 minutes and i have started to notice a little bit of slowing along westbound 84 to 680 about nine minutes. it could be stop-and-go areas. a fantastic shot of the bay bridge. you could see the bridge filling up. you can also tell how beautiful it is out there though the sun isn't even up yet. hopefully we stay accident free all morning. laura? >> we certainly hope for that. in southern california firefighters battling two wildfires not far apart. they have now burned close to 30,000 acres. we're talking about the silverado and blue ridge fires in orange county. firefighters -- five firefighters, in fact, have been critically injured and at least ten homes damaged.

both fires are still burning mostly out of control. some 70,000 people are under evacuation orders there. happening today protests against i.c.e. in the south bay. activists are denouncing several arrests in santa clara county by i.c.e. amid the presidential election which they say is a tactic to win votes. activists will gather outside the federal building. new this morning civil liberties groups have a decision by the l.a. police commission to allow the lapd to record and store aerial footage of protests and other large gatherings. police say it will expand readiness. critics are calling it a flat-out unconstitutional government surveillance and a violation of privacy. ten police helicopters are already equipped with the technology which can also transmit to commanders on the ground. >> when a covid vaccine is ready the governor says he will tap into one of the most valuable

resources for scientists announcing yesterday he's form groups to review any vaccine aimed at providing guidance and transparency. another group will determine who gets the vaccine and in what order. the school district in san diego is changing protocols after several students tested positive. vista unified has six confirmed cases at five different schools. the school board voted to temporarily close some schools, the ones with two or more cases and start distance learning. students won't be allowed back inside the classrooms for at least two weeks. well, celebrations are under way in los angeles this morning after the dodgers win their first world series in more than 30 years. >> the dodgers have won it all in 2020. >> coming up next on "today in the bay" why the observing fire department is also celebrating.
