"today in the bay" continues right now. >> thank you for joining us. i'm laura garcia. i guess we're looking for that little chill in the air. >> it is fall. here we go. i'm marcus washington. of course vianey keeping track of that commute for us. maybe a little cool spot if you roll down the windows. >> i have a cardigan on in my house. i am looking for every reason to wear a sweater. >> see? let's turn to meteorologist kari hall for that. i don't know what's happening inside vianey's apartment but i can tell you outside coming in it was nice and cool for me. i enjoyed the ride in this morning. it's nice to have these cool mornings across the bay area. we're going to see warm temperatures throughout the afternoon over the next several days. this pattern with a nice weekend ahead as we are going to have some slightly above normal afternoon temperatures reaching into the mid-70s for oakland, 77

degrees in martinez. napa will reach 80 degrees and 78 degrees in palo alto and in san jose. we're going to talk more about what's ahead in the forecast coming up. vianey, how is it looking now for the commute? speed sensors looking good. no slowdowns, no major traffic areas. let's zoom in on areas including our bridges, the san mateo bridge looking good there. the dumbarton bridge you can see whether you're traveling into union city or into palo alto you have no worries there. another update, hopefully nonaccident report, coming up. with just six days to go until the election voter enthusiasm is sky high. more than 61 million americans have already cast their ballots. that's about half in the 2015

election. >> president trump and joe biden back on the campaign trail again today looking west for support. "today in the bay's" tracie potts joins us live from washington this morning with more. tracie, we're coming down to the wire. >> reporter: hi, laura and marcus. good morning, everyone. so a couple of the states where they are focusing are shifting, these states are starting to shift. nbc news is now shifting texas and arizona. texas is one of the states that biden is making a bid for. arizona is where the president is today. both of them now considered tossups. both campaigns head west today vying for arizona's 11 elected tropical storm votes. senator kamala harris flies in from nearby nevada. >> i am here to thank you, nevada. >> reporter: president trump from nebraska where last night he talk economic recovery. >> this election is a choice between the trump super recovery, which is what we're

having, or a biden depression. >> reporter: polls are tight in arizona and other battleground states. joe biden making a bid for red state texas, a huge haul with 38 delegates. >> i think we're not only -- we have a shot. >> reporter: and georgia. bill clinton was the last democrat to win here. >> we can do it here in georgia. we win georgia, we win everything. >> reporter: president trump trying to hold on to the trio of midwest states he won from democrats four years ago. biden is leading in wisconsin and michigan. >> we will win. you will win. michigan will win. and america will win. you have to go and vote. >> reporter: coronavirus still the big issue. the white house chief of staff says it cannot be controlled. >> we can and we will control this virus. >> reporter: president trump argues it's not that bad. >> barron trump is a case, he has sniffles. he was sniffles. one kleenex, that's all he

needed and he was done. >> reporter: with surrogates hitting swing states -- >> donald is a decider. >> we can't afford four more years of this. >> reporter: decision 2020 is a battle to the finish in six days. meantime, covid continues to surge at unprecedented levels we have not seen since the pandemic started. seven-day averages in many areas. it's the thing president trump says people are tired of hearing about but the very thing joe biden wants to speak about. he will touch on it again today. back to you. >> tracie potts, thanks for following it all. taking a live look at capitol hill, all hopes for a new stimulus deal have now been put on hold until after the election. president trump told reporters, quote, after the election we will work to get the best stimulus package you have ever seen. house speaker nancy pelosi is

blasting the trump administration saying in a letter to house democrats she believes the white house has failed miserably by division. covid cases are rising, but we're being outpaced by other states. now there are more than 917,000 cases in california. texas has more than 904,000 cases and 11 million fewer people. infection rate in texas is also much higher reporting about 40% more new cases per day than in california. leaders are scrambling to put the brakes on a potential outbreak at one campus. it's believe two patients were infected while being treated there. "today in the bay's" cierra johnson is live for us. very concerning here. what is the hospital doing? >> reporter: good morning. yes, the hospital right now is looking into some contact tracing.

looking to see who those five people may have had contact with. as things stand this morning two patients as well as three staff members are being quarantined because of that covid exposure. we did get a statement from the hospital and according to ucsf those patients shared a room here at ucsf and were treated by staff members. both of those patients had negative covid tests before being admitted but one tested positive on a routine discharge test. the plan of action now work to identify tests and quarantine anyone else who may have been exposed while inside the hospital. the hospital is telling us neither patient had symptoms but staff members did have mild symptoms. as far as an internal information ucsf is finding high compliance among the staff members here. it's also important to note the clinical staff members the ucsf

are tested on a daily basis. we did want to let you know where things stand in terms of covid cases here in the bay area. covid cases 114,000-plus. very serious situation both here at the hospital as well as throughout the bay area. as we get more information on this specific case involving those five individuals, we'll be sure to pass it to you. we're live in san francisco, cierra johnson for "today in the bay." >> thanks, cierra. it's 5:07 right now. some say more can be done to lower infection risk for inmates now that the hall of justice facility is closed. "the examiner" is reporting the city jail health director believes the best solution would be to release more inmates. she cites a recent surge in the inmate population combined with losing about 400 jail beds due to the closure. she's also recommending the city cut its population by 25%. new details for you this

morning. palo alto leaders are talking about taking new steps to reform the police department. the city is considering hiring more community service officers and joining forces with santa clara county's psychiatric emergency response team. csos would deal with parking violations, noninjury car accidents and nonviolent crimes. behavioral health professionals would be on hand for police calls involving mental health issues. city leaders will vote on changes to police use of force policy, banning choke holds and more de-escalating techniques. new this morning san francisco's reportedly dialing back plans for its market street 2.0. the better market street project is already in motion between fifth and eighth streets but "the examiner" is reporting plans for a sidewalk level bikeway have been dropped due to unexpected pandemic issues. >> when you look at those pictures you're hoping for a

nice day to get outside, socially distanced, of course, and experience some of the sunshine. we are going to get some sunshine today, kari. yes. it's going to be a nice day. we've enjoyed nice weather. it's been chilly to start as you head out for your commute. in the east bay we're in the mid-40s and it will gradually warm up. you may even have the heater on inside the car as you're driving out this morning. as we take a look at what to expect with our temperatures in san jose we are once again starting out chilly with low 50s but by noontime lunch outside, 71 degrees and some upper 70s during the middle of the day. we'll take a look at all of our microclimates coming up in a few minutes. vianey, how is it looking now for the commute? it's moving along just nicely. a smooth commute. let's take a live look. at the bay bridge toll plaza we're hoping for no metering lights on but, of course, it is monday. we'll see what happens there

11 minutes. southbound 101 from sfo to highway 92, five minutes. i'll have a closer look at your drive times throughout the entire bay area coming up in just a few minutes. three high-tech ceos are going to have a very busy wednesday today. jack dorsey and mark zuckerberg will be testifying today about the way they manage content on their sites. it's not the first time they've faced tough questions before congress. here you see some of them at a previous hearing. remote, of course, because of the pandemic. this hearing will be unique as it will concentrate on the hearing of section 230. that is a part of the law that protects websites from responsibility over what people post. some feel that rule allows facebook and twitter and youtube too much freedom to take down

content. a counter argument that getting rid of 230 protections will encourage websites to take down more content and not less. president trump, vice president biden and mark zuckerberg are all critical of section 230. the dow fell on tuesday, continuing its downward trend and how much worse the pandemic has gotten in the midwest. let's check the predictions on what's going to happen in the open. the red, no optimism there either with futures showing trading, the expectation the markets will fall hard today. apple announced yesterday saying former host of "the daily show" creating for the apple tv plus viewers. it should be available next year. and reddit says not only will

workers be allowed to stay home and work from home forever -- they will not change their salary if they move somewhere cheaper. lots are companies are telling employees they can work home forever. but if you move to idaho they're going to adjust your pay down wards because your living expenses will be that much lower but, guys, not reddit. that's an incredibly generous offer on behalf of that company. >> thanks, scott, from home. >> don't leave california just yet. safeway has reportedly agreed to pay over $140,000 to settle pandemic-related price gouging allegations in the east bay. according to "the east bay times" when the pandemic took hold safeway was selling two brands of hand sanitizer higher

than the amount allowed in alameda and contra costa counties. in april governor newsom banned price gouging on items based on a global emergency. the d.a. says safeway sold those products up to $4 above the regular price. more bay area movie theaters are reopening. on friday century san francisco center will reopen along with some cinemark theaters. theaters are allowed to seat up to 50% capacity depending on the county. eating and drinking not allowed inside theters in san francisco and santa clara county but is okay in alameda county. "the ellen degeneres show" bringing back live studio audiences for the first time. 40 fans will be seated in the audience section alongside 70 virtual attendees. they will have to follow some strict health and safety protocols. you can watch "ellen" here on nbc bay area starting at 4:00.

>> without the commercials as you said, kari. >> key point. key right there. >> all right, so look -- >> let's get a look at our forecast for today. >> let's do that. looking pretty good. it's really hard to stay inside. and watch tv when we have such good weather outside. some of the wind gusts we had yesterday evening over the past 24 hours the wind has calmed down significantly this morning. as we take a look at santa rosa a 19-mile-per-hour gust but you compare that to a couple days ago when we had 40, even up to 50-mile-per-hour gusts. the south bay will reach into the upper 70s in downtown san jose. danville and concord and then for the coast like will have

some mid-60s and palo alto. as you head on the western side about 72 degrees. a few low 80s here and there. going into the weekend we're still looking at some storm systems moving across the pacific northwest. not close enough to help cool us off. as we look at the forecast the next few days we're checking out napa and the seven-day forecast. low 80s today and tomorrow. a little bit of a warmer weekend as you make plans for halloween and enjoying time virtually with the family or on the back patio. temperatures in the low 80s here but continuing to warm up into early next week. the forecast looks good here. set your clock back one hour

developing now, protests rocking philadelphia for a second night in a row.

the unrest follows the deadly police shooting of a black man officers say was armed with a knife. in some parts of the city looters ransacked retail stores. some could be seen loading items into cars. hundreds last night also took to the streets in brooklyn, new york, to protest the shooting. windows broken, trash cans set on fire. 30 people arrested. new details the fired louisville police detective will appear in court in connection to the breonna taylor shooting. police officers shot and killed taylor in her apartment last spring while serving a search warrant as part of a narcotics investigation. hankison pleaded not guilty to endangerment charges stemming from a grand jury investigation. he's in court today for a pretrial hearing. turning back to our pandemic coverage. new york city mayor bill de blasio is urging residents to avoid out-of-state travel during the upcoming holiday season.

this comes as the big apple tries to prepare for the real threat of a second wave of covid-19. this comes as california becomes the latest state to be added back to new york's quarantine list. this brings the total number of states on the list to 41. the new numbers from the cdc say a significant number of young people don't mask up when they leave their homes. 20% of americans under 30 say they don't wear a mask. among those 60% say they don't do anything else to prevent the virus. on a positive note the overall number of people say they wear a mask is 89%, up from 78% back in april. chrissy teigen is opening up for the first time since the loss of her baby. she shared details about her pregnancy complications. last month doctors told her she would have to give birth after

cool air, a lot of 40s and low 50s and we're going to see this for the next several days when we start out with some chilly temperatures but then we will have some warmer air. a nice, quiet weekend as we lead into the holiday. today we're looking at a high of 78 degrees in livermore, san jose and in palo alto. 80 in napa and san francisco will reach up to about 70 degrees. we'll talk more about this coming up. vianey, how is it looking for the commute? it has managed to stay quiet and the speed sensors have been moving along quite nicely. one fender-bender in the south bay but looks like it cleared out just in time for this report which is good news there. your drive times are moving along. northbound 280 from highway 101 to 85 only seven minutes. northbound 101 from highway 85 about 20 minutes. i'll send it over to you. >> sounds like good news there. three more bay area counties

are loosening their covid-19 restrictions. some of those restrictions were lifted at midnight. to "today in the bay's" bob redell. this is news a lot of people have been waiting to hear. what's the plan? >> reporter: the new rules for san mateo county just went into effect at 12:01 this morning. this means businesses can now allow more people into their establishments. so, for example, the restaurants in downtown redwood city, they can increase their indoor capacity to 50%. contra costa and marin counties loosened their restrictions yesterday. all three counties have now moved into the orange tier of reopening. this is the second least restrictive tier which indicates there's only now a moderate spread of covid-19 infections in these respective counties. at one restaurant in san rafael business is good and it's about to get better as that restaurant capacity increased from 25% to

50% doubling the maximum to 200 people allowed inside. >> we're staring down the barrel of winter. in four or five weeks it will get cold and dark next week earlier. a lot of people want to sit inside. >> reporter: alameda, napa and santa clara have moved out of the red and into the orange tier. now coco and marin can be added to the list. this is what it means for those counties. retail stores, indoor malls, library offices, they can reopen. dine-in restaurants, places of worship, movie theaters, museums, 50% capacity or a maximum of 200 people. and then you've got wineries, family entertainment centers, card rooms, they're at 25% capacity. san mateo county's health officer is reminding us it does not give you permission to let your guard down, wear a mask

when you're around other people. keep your distance from the other people and wash your hands. reporting live here in downtown redwood city, bob redell, "today in the bay." all of that, bob. thanks. two private high schools got the okay to bring students back into the classroom. archbishop riordan high school is one school getting the green light but so far no date is set. altogether nearly 70 private and charter schools have been approved it to reopen in the city. happening today after nearly seven months of being closed santa clara is now reopening its playgrounds. parks and rec staff says covid protocols are in place. playgrounds will have limited capacity and everyone must wear a face covering and use hand sanitizer. >> 5:34. now to decision 2020 this election there's a lot of talk about election integrity with

the president himself saying if he loses it will be because the election is rigged. now we want to know how bay area vote remembers feeling about all of this. "today in the bay's" kris sanchez joins us now live on what they are saying. so, kris, i'm sure you got a mouthful from a lot of people. >> reporter: yeah, you know, we talked to a lot of people about this. what we found there is a pretty good level of faith in the election system. we've been voting for a long time, a lot of us. in the interest of public health, as you know, the california secretary of state sent vote by mail ballots to all voters and worked with the registrar's office to do that. 6.5 million of those voters returned their ballots which is two and a half times the number at the same time, at the same point in the last presidential election. people taking responsibility to make sure their votes get there. the state did remove unofficial ballot boxes in several counties, none in the bay area,

and is in court with the republican party over several related issues. however, the voters we talked with overwhelmingly said the talk of fraud is really kind of overblown. >> i think this country has a strong history of free and fair elections, and so i have no doubt that will happen again. >> i think with every election you have to worry about integrity. >> i worry there's so much noise about it. i feel like governments, state and local governments, know how to run elections. >> reporter: our registrars are working to make that happen. protect your vote, get it in early. 70% of all rejected ballots were rejected because they just arrived too late to be counted. check your signature against your driver's license to see what election workers are trying to match. and if you make a mistake don't try to correct it. don't put your initials next to it. i've done that in the past.

i did not know you're just supposed to request a new ballot. the old one will be invalidated. voter harassment and intimidation is illegal. if anybody makes you feel uncomfortable at the polls you should report it. the state has a hotline. the state did remove those unofficial ballot boxes. everything has been going according to plan, and the process of counting votes and making sure they're all in order is a public process. so even though our registrar's offices are very busy right now, the public is allowed to peek in the windows and see what's happening there. i know i've done that behind the scenes and it's an interesting process to see a lot of protocols that are followed. kris sanchez, "today in the bay." >> especially right now no doubt. thank you, kris. alameda county election leaders will lay out details on how voting will work at the oakland coliseum. the first day people can vote there or drop off completed ballots is this saturday.

that caused about $10,000 in damage. look at that there. look, now it's time to talk about the forecast today. meteorologist kari hall has been working hard there. it's going to be a nice one to get outside for a bit today. >> yeah, it's going to be a nice day to let the kids run out in the backyard as well even though we do have a cool start, parent/teacher conference week. we're dealing with that along with home schooling. san rafael and our temperature trend this morning with some upper 40s to start. very chilly. if you let the kids out and run around later on this morning, it's going to start to feel a lot milder especially by noon. we are going to go around the bay and check out our temperatures for this afternoon reaching up to 70 degrees in san francisco and we'll see some upper 70s for the south bay. we'll get a look at more of what's ahead as we go into the halloween weekend coming up. vianey, any, use through the morning commute now? no issues!

ready to head out the door in walnut creek it is a chilly start to the day. you're probably feeling a chill inside your home as well because it's only 46 degrees as we warm up slowly as we go through late morning into the afternoon but a really nice afternoon ahead. we'll talk about this and the weekend forecast coming up. i love the 40s! got my sweater on. the south bay drive times, northbound 101 to highway 85, 21 minutes. we'll talk more about drive times throughout the entire bay area coming up. thanks so much, ladies. it's 5:44. developing now in southern california firefighters are battling two wildfires not far apart. they burned close to 30,000 acres. the silverado and blue ridge fires are burning east of irvine in orange county. firefighters have been injured, two critically, and now we've learned at least ten homes are damaged. both fires are still burning mostly out of control.

70,000 people there are under evacuation orders. well, it's 5:44 and moving on to decision 2020 it is hard to believe but we're less than a week away from election day. >> scott mcgrew, tens of millions of americans have already voted. >> as we've been talking about, marcus, those mail-in ballots will overwhelm some states not allowed to start counting until next tuesday. that could give us some early results that favor one candidate but later results favor another. we'll talk more about that as we get closer to election day. in the meantime we saw a rare campaign appearance from the first lady. she was in pennsylvania. >> watching and learning about politics in our country, deserve a better display of political responsibility.

donations not all candidates are treated equally in berkeley according to the berkeley, people have donated more than $5 million to joe biden. the trump campaign received about $83,000 during that time. happening today protests against i.c.e. in the south bay. activists are denouncing recent arrests by i.c.e. agents they're calling a tactic to win votes ahead of the election. activists will gather outside the federal building in san jose at 6:00 p.m. new this morning civil liberties groups are slamming a decision by the l.a. police commission to allow the lapd to record and store aerial footage of protests and other large gatherings. police say it will expand readiness. critics are calling it flat-out unconstitutional government surveillance and a violation of privacy. the "l.a. times" reports ten police helicopters are already equipped with the technology which can also transmit to commanders on the ground.

in the meantime "the times" reports beverly hills leaders have ordered rodeo drive to be closed on election day and the day after due to potential for unrest. looters targeted luxury retail stores there during protests over the summer. a school district in san diego is now changing its protocols after several students tested positive for covid. vista unified has six confirmed cases at five different schools. last night the school board voted to temporarily close some schools. the ones with two or more cases and start distance learning. kids won't be allowed back inside classrooms for at least two weeks. l.a. dodger fans may still be awake this morning from a night of celebrating the team's first championship in 32 years. the dodgers and tampa actually faced off last night in game six of the world series and fans looked back at this as the turning point. rays pitcher blake snell getting pulled in the sixth after giving

much more comfortable. let's take you through noontime. we're at 71 degrees in fremont and we're in the upper 60s for a lot of the north bay. then as we go into the rest of the afternoon going to be a little bit warmer than normal as san jose reaches up to 78 degrees and some low 80s for the interior parts of the bay area from the inland east bay to the north bay and then a very cool night once again. where we are tracking more active weather once again for the gulf coast. this is hurricane zeta and it's moving very quickly and expect it to make landfall along the gulf coast near the new orleans area over the next several hours. later on this evening that will make landfall and will quickly race off to the north and east. here at home, of course, our quiet weather is the thing we've been looking forward to and it's going to be very nice leading into the weekend. a few rain systems moving farther to the north but here
