we'll get to that in a bit. first talk about the forecast. meteorologist kari hall, it looks nice and cool in downtown san jose. yeah, we've had a very chilly start and we're going to see mornings like this for the next several days. also warming up for the afternoon so a cool start, a warm afternoon and nice weather continuing into the week as we get ready for halloween. let's check out today's high temperatures as we reach in some spots the low 80s like morgan hill. clear like, 81. 78 in san jose. a look ahead coming up in a few minutes. how is it looking getting out the door, vianey? still looking good. one thing i did notice as we usually see right around the 6:00 hour is the increase in traffic flow. i'm starting to notice some slowing in the fremont area. not because of accidents. i think it's because more people are hitting the roads. also slower now westbound 80 to the bay bridge about 12 minutes. i'll have a look at the rest of the bay area.

back to you. >> thanks, vianey. now to decision 2020 and the countdown to the election. with just six days to go voter enthusiasm hit sky high and new data from nbc news and target smart show that more than 61 million americans have already cast their ballot. that's about half the total number of votes cast for the entire 2016 election. president trump and joe biden back on the campaign trail today again trying to gain support. "today in the bay's" tracie potts joins us live with all the latest. tracie? >> reporter: laura and marcus, good morning. the president today is in arizona, a state that nbc's political experts have decided to flip from leaning democrat to a tossup. senator kamala harris will be there, too, today. democratic nominee joe biden is not traveling.

seen, unquote. house speaker nancy pelosi blasting the trump administration saying in a letter to house democrats she beliefs the white house will fail miserably, not by accident but by decision. >> covid cases across california are rising but we're being outpaced by other states. right now there are more than 917,000 cases in california. texas has more than 904,000 cases and 11 million fewer people. the infection rate in texas is much higher reporting 40% more cases per day than california. ucsf medical leaders are scrambling to put the brakes on a potential covid outbreak. it is believed two patients were infected while being treated there. "today in the bay's" cierra johnson is live. what's the hospital now doing? >> reporter: good morning.

right now the key is really contact tracing and reaching out to those who may have had any contact with the individual. right now five people have contracted covid at the hospital. two of them, as you mentioned, were those patients. three others were staff members that had contact with those patients. we did receive information from the hospital. those two patients actually shared a room and the staff members cared for both of them. that statement to nbc bay area says both patients had negative covid test before being admitted but one tested positive on a routine discharge test. so now the plan of action work to identify tests and quarantine anyone else who may have been exposed. the hospital is telling us neither of the patients have symptoms and the staff members right now are dealing with mild symptoms. as far as an unterrible investigation ucsf is telling us there was high compliance with the staff members inside of the

hospital, and i did want to share a bit of information about where things stand in the bay area with the number of cases. right now a number of bay area cases, 114,543, bay area wide not just city specific. so still a high number of cases and right now they're working to clamp down on five cases within the hospital. we're live in san francisco, cierra johnson for "today in the bay." >> shows us just how contagious this can be. thank you, cierra. some say more can be done to lower infection rates for inmates in san francisco. now that the hall of justice facility is closed, "the examiner" reporting the director believes the best solution would be to release more inmates. a resicent surge and losing 400 jail beds due to the closure. she recommends the city cut its inmate population by 25%. 6:06 this morning.

new details palo alto leaders are talking about taking steps to reform the police department. the city is considering hiring more community service officers and joining forces with santa clara county psychiatric emergency response team. csos would deal with parking violations, noninjury car accidents and nonviolent crimes. behavioral health professionals would be on hand for police calls involving mental health issues. next month city leaders and police use of force policies, banning choke holds and pushing for more de-escalation techniques. new this morning san francisco reportedly dialing back plans for its market street 2.0. the better market street project is already in motion between fifth and eighth streets. "the examiner" reports plans for a sidewalk level bikeway have been dropped due to unexpected pandemic related revenue losses. also, more project cuts may be coming. 6:07 right now. we're talking about the cool, crisp feeling in the air this

morning. everybody is getting a little taste of fall. what will the temperatures be like today? >> so we start out really cool and then we warm up quite a bit for the afternoon. as you get out the door in the east bay heading to work you may have to turn on the heater in the car as we start out in the mid-40s. you can see our tren as we head through late morning into early afternoon. we'll see those temperatures heading into the low 70s for today. we are looking at some warmer weather for the afternoon. but once again with this cool start we'll see martinez reaching 77 degrees for a high. santa rosa 78 degrees and 70 in san francisco. we'll talk more about the weekend coming up in a few minimum. let's head over for a look at the morning commute. and a new crash, this one just popped up as we were getting ready to come on air along northbound 80 but it looks like, according to chp, both of

the vehicles involved with now on the right-hand shoulder and not blocking any traffic. i did notice a little bit of slowing near that area. so it could just be from people stopping to slow down and see what's going on. aside from that the roads seem to be moving along quite nicely. we are seeing an increase in the traffic starting to build from westbound 80 to the bay bridge. that's about 15 minutes right now to the san mateo bridge. westbound 84 to the dumbarton bridge, nine minutes. aside from that tri-valley drive times starting to slow from grant line road to 680 looking at 25 minutes. i'll have another update coming up in just a few minutes. back to you. >> thanks, vianey. coming up next for you pandemic price gouging allegations. the major retailer accused of marking up hand sanitizer prices when the crisis first took hold and how the state is fighting back. we had a tough day on the stock market on monday. another tough day on tuesday.

pichai of alphabet and mark zuckerberg will be testifying before the senate commerce committee today about the ways they manage content on their site. it's not the first time they've faced tough questions. you see them in a previous hearing remote, of course, because of the pandemic. this hearing will be unique as it will concentrate on the issue of section 230. that is the part of the law that protects websites from responsibility over what people post. now some people feel it also allows facebook and twitter and youtube too much freedom to take down content. there's a good argument that getting rid of section 230 would encourage websites to take down more not less. president trump and vice president biden and mark zuckerberg are all critical of section 230. the dow fell another 200 points tuesday, 220, continuing its downward trend as investors grow to appreciate how much worse the

pandemic has gotten particularly in the midwest, 1,000 people, 132, died overnight nationwide. the resulting lockdowns are slowing the economy, of course. checking predictions what will happen on the open, futures showing the expectation that markets will fall hard today. jon stewart coming back to tv. apple announced that yesterday saying the former host of "the daily show" is creating a show for apple tv plus subscribers. the as of yet untitled show should be avail next year. and san francisco-based reddit says not only will workers be allowed to work from home forever if they wish, reddit is not going to change their salary if they move somewhere else. a lot of silicon county companies are saying they can work from home forever. if you move to, say, i'd eye, they will adjust your pay down

wards because your living expenses will be lower. but not reddit. glass door says a junior brand strategist, an entry level job, makes $83,000 a year at reddit in san francisco. if you live in idaho the calculator says that would be $186,000 equivalent. a software engineer makes $136,000 in san francisco. $286,000 in buying power in boise. so that is just extraordinary. i think this whole pandemic once it's over will change a lot of our lives in the way we work and just the concept of an office at all. >> i have a lot of friends who work from home. >> as far as you know i'm still in state. >> so you say, hmm. >> i know you are because your dog is there with you. we heard him. thank you, scott.

it is 6:16 right now. safeway has reportedly agreed to pay over $140,000 to settle a pandemic-related price gouging allegation in the east bay. according to "the east bay times" when the pandemic took hold safeway was selling two brands of hand sanitizer higher than allowed. in april governor newsom banned price gouging on items based on a global emergency. the d.a. says safeway sold those products up to $4 above the regular price. trending for you that morning, calling all future spies. so the cia has the ultimate test for you in a spot the different halloween edition. that post going viral. many people joking about it that they would get to work for the cia. supposedly there's 13 differences. i've posted the puzzle on my

finally it's starting to feel more like fall. from the past 24 hours some of the wind gusts we've had, still breezy yesterday evening but this is better than the 40 and 50-mile-per-hour gusts we had a couple days ago. our temperatures coming up a few degrees with highs in the south bay reaching up to 78 degrees. a few little 80s for the east bay with spots like danville reaching 81 degrees and 75 today in observing. mid-60s in half moon bay. we'll reach into the upper 70s in san francisco which is as warm as 73 degrees in the mission district and 79 in novato and ukiah today expect a high of 82 degrees so not bad this afternoon. calmer weather now that we have high pressure. we're going to be above normal as we go into early november.

yes, it's almost here. up to 80 today, low 80s tomorrow and a touch cooler for friday. we do start into the new workweek reaching 86 degrees on monday. expect it to reach into the upper 70s and low 80s for the inland areas. we'll remind you again to set your clocks back one hour on sunday morning and san francisco will see mostly some 60s and warming up early next week. if you hear binx barking, he's hearing a knocking noise and he might end up barking. a new crash to tell you about. and this one is near the metering lights of the bay bridge. a crash involving three vehicles

developing now protests rocking philadelphia for a second night in a row. the unrest follows the deadly police shooting of a black man officers say was armed with a knife. in some parts of the city

looters ransacked retail stores. some could be seen loading items into cars. hundreds took to the streets in brooklyn, new york, to protest the shooting. windows broken, trash cans set on fire. police there arrested at least 30 people. new details, fired louisville detective brett hankison will appear in court later today in connection to charges tied to the breonna taylor shooting. louisville police officers shot and killed taylor in her apartment last spring while serving a search warrant as part of a narcotics investigation. hankison pleaded not guilty to endangerment charges stemming from the grand jury investigation. he's in court today for a pretrial hearing. young people don't mask up when they leave their homes. 20% say they don't wear a facemask. among those 60% say they don't practice other precautions to

uber and lyft are like every big guy i've ever brought down. prop 22 doesn't "help" their drivers-- it denies them benefits. 22 doesn't help women. it actually weakens sexual harassment laws, which are meant to protect them. uber and lyft aren't even required to investigate sexual harassment claims. i agree with the la times: no on 22. uber and lyft want all the power. so, show them the real power is you. vote no on prop 22.

"today in the bay" continues right now. thanks so much for being a part of our family this morning. i'm marcus washington. >> and i'm laura garcia. we're going to check that morning commute. vianey is in for mike right now. first let's get to that forecast with meteorologist kari hall. it looks really good for today though we're feeling a chill in the air, finally feeling like fall. then after this chilly start we'll have a warm afternoon and then leading into the week it's going to be a nice one as we make plans for halloween. let's check out our high temperatures for today in martinez, a high of 77. 81 in morgan hill and 70 in san francisco. vianey has been tracking the morning commute. how is it looking right now? we still have some issues. right after you're about to get on the bay bridge we have a

crash. the number one lane is blocked. chp is reporting no injuries from this which is good but because of the crash the lane is blocked and we're noticing some delays backing all the way up just as people approach. you can see the metering lights are certainly on. a new crash in the oakland area. that's coming up in a few minutes. >> thanks so much, vianey. some good news this morning, three more bay area counties loosening their covid-19 restrictions. some were lifted at midnight. >> "today in the bay's" bob redell is live in redwood city this morning. what does this mean for those local businesses? >> reporter: a new rule went into effect here in san mateo county at 12:01 this morning. people are letting more people into their establishments.

the restaurants behind me here this downtown redwood city can now let more people indoors at 50% capacity, that's an increase from what they were allowed before. contra costa and marin county loosened their restrictions yesterday so you have three counties now that have moved into the orange tier of reopening. that's the second least restrictive tier which indicates only a moderate spread of infections. at a restaurant in san rafael, business is good and is about to get better as restaurant capacity, again, increasing from 25% to 50% doubling the maximum of people allowed inside to 200. >> staring down the barrel of winter, in four or five weeks it will get cold and dark next week earlier. so a lot of people want to sit inside. >> reporter: alameda, napa and santa clara have already moved out of the red and into the

orange tier of reopenings. you can add to the list. this is what it means for the three new counties. so retail stores, indoor malls, libraries, offices, they can reopen at full capacity inside. dine-in restaurants, places of worship, movie theaters, museums, 50% capacity to a maximum of 200 people. gyms, wineries, family entertainment centers, card rooms, 25% capacity. maximum 100 people. san mateo county's health officer is remining us this does not give permission to let your guard down. roaring live, bob redell, "today in the bay." >> all right, bob, thank you. a downtown street in the east bay is now going to stay open after the closures caused health concerns. it was closed on the weekends so businesses could operate during

the pandemic. for the past three months the town council received several complaints businesses and people were violating health orders. in response the council decided to reverse the closure and just reopen the street to traffic. in san francisco two private high schools just got the okay to bring students back into the classroom. some private elementary and middle schools have already brought students back to campus over the past few weeks. archbishop riordan high school is getting the green light. so far no date is set. altogether nearly 70 private and charter schools have been approved to reopen in the city. happening today after nearly seven months of being closed santa clara now reopening playgrounds. parks and rec staff and everyone must wear a facemask and use hand sanitizer. 6:35 for you this morning. a follow-up for you, pg&e crews have nearly fully restored power

from the latest round of those shutoffs. here is a live look right now at the latest map there. you can see very few of those shutoffs still in effect. the most you see there in the purple north of petaluma. here is how it looks at the peak this week this is when tens of thousands of homes were in the dark. some who lost power got by with generators, faulty devices are tied to at least two fires. one burned yesterday in oakland hills destroying two homes. firefighters say people have to know what they're doing. >> the generator has the capacity and you can't overload it. if you think you're going to run everything you would run during a normal time off your generator you're likely to start a fire. >> a faulty generator is tied to a fire at a restaurant in mill valley that caused about $10,000 in damage. the l.a. dodgers fans may still be awake from a night of celebrating the team's first championship in 32 years. the dodgers and tampa facing off last night in game six of the

world series. and fans may look back to this as a turning point when rays pitcher blake snell was pulled in the sixth inning after giving up his second hit. the dodgers went on to score two critical runs winning the game 3-1 and the series 4-2. after the game mvp cory seager talked about his team dominating this year. >> we never stopped. we were ready to go as soon as the bell was called and once it did we kept rolling. >> kept on going. l.a. dodger fans certainly so excited there. pandemic or not. those in los angeles celebrating last night on the streets of l.a. things at times looked rowdy but so far no word of any arrest. well, to be sure no giants or a's celebrations probably in all of this. but oakland firefighter scott gonsolin beaming with pride. his son tony started the give for the dodgers.

good wednesday morning right now at 6:41. we're home schooling but this week parent/teachers conferences are going on. if you'll be on zoom let the kids run around in the backyard. they'll need a jacket early in san rafael with temperatures in the upper 40s. a nice warm-up, though, late morning as we made it into the mid-60s. a look at our microclimates in the forecast coming up. and you'll want to head out early because we're still seeing stop-and-go traffic near the bay bridge. also a new crash on northbound 880 is causing delays by hesperian boulevard. 6:42. developing now in southern california firefighters battling two wildfires not far apart. they have now burned close to 30,000 acres. five firefighters have been injured, two critically, and now

we've learned at least ten homes are damaged. both fires are still burning mostly out of control. some 70,000 people are under evacuation orders. moving on to decision 2020. hard to believe but we're less than a week away from election day. >> tens of millions of americans have already voted. >> good morning to you. we've been talking about this, the mail-in ballots have overwhelmed some states not allowed to start counting until next tuesday. so be warned this could give us early results next week that favor one candidate but later results may favor a different candidate. we'll talk about that as we get closer to election day. in the meantime we saw a rare campaign appearance from the first lady. she was in pennsylvania. >> children watching and learning about politics in our country deserve a better display of political responsibility.

>> many wonder has it gone too far? have we passed the point of no return? has the heart of this nation turned to stone? i don't think so. i republic fufuse to believe it. i know this country and our people and i know we can unite and heal this nation. >> that was joe biden speaking in georgia. georgia normally a very red state, but democrats think they may be able to flip it. even texas could potentially go blue, but that's led to some concerns in democratic circles. should joe biden go after those traditionally red states or should he concentrate on states like pennsylvania. democrats remember hillary clinton chased after states like arizona while they thought not paying enough attention to states like wisconsin.

she lost wisconsin by less than one percentage point and lost the presidential race in the process. joe biden not the only candidate campaigning in unexpected places. president trump and his fans braved bitter cold in nebraska to hold an outdoor rally. nebraska only has five electoral votes. president trump easily won it in 2016. >> joe biden doesn't even respect you enough to campaign here. did he come here? oh! all right. so that's the end of that. >> president obama campaigning in florida yesterday. florida a key state for biden with 29 electoral votes. fox news carried president obama's speech and that angered president trump who blasted fox on both twitter and at his rally. president trump's campaign website was defaced. we're texting about that on twitter. follow me on twitter.

"today in the bay's" kris sanchez is showing us now live, you spoke to those voters. so what are they saying now, kris? >> reporter: we talked to a lot of voters, not just me, but bob and cierra, talking with folks all around the bay area. overwhelmingly people seem to have a lot of faith in our election system especially as they happen at our county level. in the interest of public health, of course, the governor asked all registrars of voters to send vote by mail balance lo ballots and many returned their ballots. scott was talking about all of those early returns. that is two and a half times more than the number at this same point in the last presidential election. so comparing apples and apples.

the state did remove unofficial ballot boxes in several counties. none here in the bay area and is now in court with the republican party over several issues over that. the voters we talked with overwhelmingly said they felt like a lot of that fraud talk is overblown. >> i think this country has a strong history of free and fair elections, and so i have no doubt that will happen again. >> i think as with every election you have to worry about integrity. >> i worry there's so much noise about it but i feel like governments -- state and local governments know how to run elections. >> reporter: to protect your vote, get it in early. listen to this, 70% of the ballots rejected were rejected only because they did not arrive in time. so that's something we can fix on our own. check your signature against your driver's license to see what election workers are trying

to match. some of us have driver's license that is are pretty old. if you make a mistake, don't correct it. request a new ballot. and, remember, voter harassment and intimidation is illegal and you should report it to 800-345-vote. and if you got more than one ballot, we did in our house -- my husband got two because he requested a real i.d., if you get two, don't vote twice. that is illegal. it is a felony. make sure you destroy one and vote with the other one and that should be okay. again, just vote one time. sounds silly but it's important reminder. back to you. >> thanks so much. later this morning alameda county election leaders will lay out details on how voting is to work at the oakland coliseum. the first day people can vote there or drop off their completed ballots is saturday. on a lighter note when it comes to casting ballots, 65% of pet owners say they plan to vote with their pet in mind according

alto. we'll see some low 70s in san francisco and highs in the north bay reaching up to 82 in ukiah and in mill valley, 72 degrees. to the gulf of mexico as we continue to track hurricane zeta. this is a category 1. expected to quickly race off towards the north at about 17 miles per hour making landfall later tonight. just to the east of new orleans and then quickly racing to the north and east going back out to the atlantic by the end of the week. so that's going to be making headlines over the next few days. back home we're looking at some calmer weather as high pressure continues to dominate our weather. still a few storm systems moving to the north but it will be a little bit warmer than normal thanks to once again that high pressure that we're seeing. i want to take you to napa as we make plans for the week. up to 80 degrees for a high today. low 80s tomorrow. slightly cooler for friday. notice the warming trend we'll see from halloween into early next week with monday temperatures peaking at 86 degrees so it's going to be

quite warm there. and this weekend we'll be celebrating halloween, trying to do it in the safest way for families. and then on sunday morning we'll be setting our clocks back one hour and then next week it's going to feel very much like we're back in the summer with well above normal temperatures reaching into the low 80s for the interior valley. we'll talk more about that coming up. vianey, how is it looking now for the commute? well, we still have a rough start but good news in terms of the bay bridge crash that earlier crash looks like now has been cleared which is good because we're still noticing delays on the westbound side. there was the number one lane blocked. now greater delays along 880 and northbound because of a crash. it looks like slowing from 230 to the bay bridge, 18 minutes right now when it comes to the drive times and we are seeing a little bit of improvement but, again, the metering lights are on, so it's still busy. a live look at the bay bridge toll plaza.

6:56. welcome back. here is a look at today's top stories including ucsf on high alert after five positive covid tests. >> "today in the bay's" cierra johnson is live for us with the steps now taken. >> reporter: yes, good morning. right now staff here at the hospital looking to reach out to anyone who may have had interaction with those five people, two of them were patients and they shared a room. three others were staff members here at ucsf. now the hospital is telling us that both patients had negative

covid tests before being admitted. one of those patients tested positive on a routine discharge test. so the plan of action now identify tests and quarantine anyone else who may have been exposed. those two patients now not experiencing symptoms but those staff members are experiencing mild symptoms. staff here saying that those involved did follow high compliance. good news there. we'll, of course, continue to follow the story as more information becomes available. marcus and laura? three more counties are loosening covid restrictions. bob, some of those restrictions were lifted at midnight. >> reporter: at 12:01 in san mateo county. like the restaurants behind me they can let more people inside up to 50% capacity. you have san mateo county, contra costa and marin county within the past 24 hours

that. there's sunshine behind you. yeah, we're starting to get some sun out there and we're going to see a lot of it over the next several days. temperatures warming up into the upper 70s and low 80s today. this weekend we'll be setting our clocks back one hour sunday morning. how it looks for the commute. vianey, what's the update? well, we still have some slowing northbound 880, probably one of our busiest spots but also westbound 8 still trying to catch up from an earlier accident right near the metering lights heading in towards the bay bridge. so from highway 4 to the bay bridge looking at 20 minutes. the metering lights are on so if we get a live look at the bay bridge toll plaza you can see it's stop-and-go traffic. of course 6:59 on a monday morning that's pretty normal. let's hope the commute isn't too rough heading in. i'll send it over to you guys. >> all right. sounds good. that sunrise is nice out there.
