thanks so much for making us a part of your morning. i'm marcus washington. >> i'm laura garcia. breathe a sigh of relief. we'll check that commute with mike who is back today. first, kari, tell us what is in store for us with the forecast. >> why does it seem like the nice days are so few and far between. we are going to enjoy some great weather today making headlines for us as we are going to have a quiet weather pattern settling in across the bay area. it will be a little bit warmer than normal, but i think we'll take it and this weekend looks pretty nice as daylight-saving time ends. we'll see our high temperatures reaching into the low 80s for some of our warmest spots in the inland valleys. we'll talk more about that coming up. mike, how is it looking for the commute? >> you said fall back, right? that's good news. we get an extra hour. but we'll talk about that later. looking over at the maps the bottom of your screen you have

green and let's zoom down to southbound 17 just before you get to bear creek road. report of an earlier crash in the final stages should be clearing any time soon and crews are just about clearing that scene and we'll double check heading down towards the summit and we'll talk about oakland coming up. back to you. >> sounds good. thank you, mike. breaking news out of france, a terror attack leaves three people dead. these are live pictures from the city of nice where it happened. you can see that roads are blocked, a huge police presence there. french police say the knife attack happened inside of a church. the victims included a woman inside the church, another man in the church and a woman who reportedly ran from the church to seek help. but was hunted down. several other people were hurt. we understand the suspect was arrested after the attack and taken to a nearby hospital. police believe they were acting alone and police are so far not

searching for other attackers. we'll, of course, continue to follow this breaking news and bring you all the latest details as soon as they come in to us. as more and more private charter schools, as well, restart in-person learning, students and some of the bay area's largest school districts still on hold for right now. "examiner" reporting that san francisco schools won't resume hybrid until mid january at the earliest. alameda county yesterday gave the green light to public schools to return in mid november but most districts are saying realistically that will not be possible, especially for secondary schools. and santa cruz businesses and santa cruz county just received a big leg up. this is after the state moved the county into the state's less restrictive orange tier this week. those in san mateo, contra costa and marin county like the gyms and wineries officially expanded

their capacity to 25%. retail stores and indoor malls and libraries and offices can operate full capacity. well, marcus, one industry not bouncing back just yet are hotels. now the "mercury news" reports some of the bay area are starting to feel the weight of the pandemic. experts are signaling out five high-end hotels now in financial distress. according to recent disclosures obtained they include club quarters hotel in san francisco and embarcadero center and two hyatt houses in pleasanton. companies did not respond to the article so far. well, also, we have five days to go until decision 2020. the turnout in california continues to grow ahead of election day. more than 8 million people have already turned in their ballots. that is more than 36% of the state's registered voters. >> and with election day approaching, many bay area voters are showing up at early voting and ballot dropoff

locations in person. the director of elections says that in california ballots postmarked by november 3rd will be counted. >> as long as the ballots are postmarked on or before election day and we receive those ballots within 17 days after election day, we can count those ballots. >> the election's director in san francisco says so far it has already received half of their ballots. well, do you have questions about the election? we have the resources on everything from what's on your ballot to how do you make sure your ballot stays secure and gets counted. all on our website in a special section and head to nbcb nbcbayarea/com/electionguide. according to mercury news, city leaders just released a draft report for that project. this is the one that is near the dirdon station and sap center. the company plans to build

here we go thursday morning taking a live look in downtown san jose. dark and early for you this morning as we get started creeping closer to the weekend. 4:47 for you this morning. meteorologist kari hall tracking the temperatures for us and, kari, another day you're making me smile with this forecast. i'm kind of happy about this one. >> me, too. i mean, it seems like all summer long it's been so hot or we had to deal with fires or poor air quality. just going to be nice today. let's go around the bay as we take a live look outside in dublin this morning. a chilly start but then it's going to warm up nicely and we'll see a temperature here reaching up to about 79 degrees and 80 in san jose, as well as 80 in santa rosa. as we go around all the

microclimates checking out the south bay, spots like morgan hill reaching up to 82 degrees and los gatos reaching 81 and a lot of low 80s for the east bay with walnut creek reaching 80 degrees and 76 today in oakland. now, we'll see 76 also in redwood city but a lot of 60s in san francisco today with a high of 65 in the marina district and north bay highs reaching up to about 80 in sonoma and 86 in ukiah. little bit warmer there. now this week as we're getting ready for halloween and how is this for making it a little bit more spooky. we'll have a full moon peaking on saturday and that is the first full moon we've had on halloween since 2001. so, that's a little interesting fact there as we head into the weekend as we are making plans, it's going to be nice but overall our weather pattern staying pretty quiet. storm system staying to the north and nothing really to change our weather even into next week. as we're looking at our forecast for san jose.

we're going to see temperatures mostly in the 70s over the next few days and early next week, warming up slightly and we're going to be seeing that for all our inland valleys heading into november. as we head over to you, mike, how is it looking right now for the commute? >> well, kari, we're doing all right. let's take you to some changes. a crash on the map. i circled it and got enough time to do that 608 coming down towards mission boulevard in fremont and you see that circle on the right side of your screen. not a lot of detail just yet, but sounds like everything is on the right shoulder and someone might have hit a deer that was running across the freeway. more traffic info. oakland does have that northbound construction at 29th and southbound has cleared already as your approach and the toll plaza itself for the bay bridge westbound is your commute. not much of one. golden gate bridge slow traffic and no problem here today. back to you. >> thanks so much, mike. an infamous bay area police shooting is back under the

microscope. more than ten years after the death of oscar grant his family is meeting with alameda district attorney. earlier this month she hand picked a team of lawyers to reopen the case. another former officer and anthony paroni pressed his knee on grant's head and he was later fired. despite the new push, they believe prosecutors will have a tough time moving this case forward. the lights are back on. pg&e has now restored power to essentially all 300,000 customers affected by this week's emergency shutoff. here's the latest out of this map. you can see right there looking pretty good there. those outages started on sunday because of the strong winds. well, thousands of people back home this morning following widespread evacuations due to massive wildfires in southern california. many people who live in the irvine area were allowed to research after calmer winds gave firefighters a little bit of a

helping hand. the blue ridge fire has burned 14,000 acres and 23% contained. the silverado fire burning in orange county scorched more than 13,000 acres. one of the evacuees who was nine months pregnant said she knew she needed to get out fast. >> i pinged my boss and i'm like, i'm evacuating. turned off my computer and grabbed our suitcases and just started going. >> she and her husband returned to the smoky conditions in her garage and ashes on the ground, but their home was still standing. the fire not expected to be fully contained until mid november. some pretty exciting news for people in the north bay. the park inside the coffey park reopened after the deadly tubb fire back in 2017. you hear the dogs barking there and the dog park and a big crowd

came out for yesterday's reopening and a pretty big milestone of the healing process for people living in that area. nearly every single home in the park was destroyed. just tragic. nice that they have something to celebrate there. here's another celebration under scrutiny, however. the growing questions after the dodgers allowed a covid-positive player to celebrate the world series win. plus, this tunnel of terror not your average san jose car wash. the creative and covid friendly way one business is celebrating halloween. >> can't wait. well, happening now for you, called one of the largest animal airlifts in u.s. history. this morning some 600 stray and abandoned dogs and cats are on the u.s. mainland after being airlifted from hawaii. well this move comes as animal shelters in hawaii are really struggling to adopt animals during the pandemic.

team sometimes without a mask even after he tested positive for coronavirus. when word came down in the seventh inning turner was pulled from the game and told to isolate. he's feeling no symptoms and did not come back on the team plane. like they did when the lakers won three weeks ago, county public health leaders are recommending that those fans who celebrated in the streets quarantine and monitor themselves for symptoms. authorities say 18 people were arrested tuesday night during that celebration. well, trick or treating may be taking a back seat this year due to the pandemic. but you can experience some thrills and chills if you hop into the back seat or driver's seat of any car. the extreme express car wash on west end san carlos in san jose is transforming itself into a tunnel of terror. they have slow dripping red soap. this year it is one of the few ways to enjoy halloween out and about. >> i have been seeing this on
