"today in the bay" continues right now. good thursday morning to you, thanks so much for joining us, i'm laura garcia. >> i'm marcus washington. get you started on this thursday morning. first, let's start with kari hall with a nice look at the temperatures and a cool start. >> yes, it will be a cool start. you're already feeling that and we've seen some temperatures around the bay area in the upper 30s to start but then we are settling in and nice quiet weather pattern. it will be warmer than normal for our afternoons and a nice weekend ahead as daylight-saving time ends and we're also going to be celebrating halloween. we're going to see temperatures up to 80 degrees in santa rosa and san francisco will be in the upper 60s. we'll talk more about this coming up. mike, how is it looking for the commute? >> well, kari, things are looking fine for the speed sensors and we'll take you to

the crash. update on the crash on the right side of your screen. southbound 680. that is the update just past mission boulevard south. a deer was hit by a car and the deer ran off, we don't know how that is. the car is on the shoulder and just be some activity and no problems going out of the altamont pass, your tillkeypicar there. breaking news out of france this morning, sadly to report three people are dead after a terror attack. there are multiple roads blocked in nice as the investigation continues. french police say someone with a knife attacked people in a church. the victims included a woman and a man that were inside of the church and a woman who actually ran from the church. she was trying to get help. but the attacker reportedly hunted her down. several other people remain hurt. this is new video just in to our newsroom from nice. authorities arrested the suspect we understand after the attack and took him to the hospital so

he must have some sort of injuries. police are not searching for any other attackers. we're told at this time. just in, a security guard we were told has been stabbed at the french consulate in mecca in saudi arabia. now, that attack happened just after the nice attack. but officials do not believe these are linked. just new information coming into our newsroom. just five days from the 2020 presidential election and voter enthusiasm is at an all-time high high. americans have cast more than 76 million ballots. >> with president trump and joe biden both in their final push, a new poll shows biden on top, but barely with 51% support among likely voters. try to get the upper hand in the battleground state of florida. tracie potts joins us live in d.c. this morning with a preview. tracie? >> goodern morning. that florida poll also shows

that 51%, that 4% spread is within the margin of error. so, florida very important here and that campaigns know it and that's why joe biden and president trump are both in tampa today. dueling rallies again today, this time in florida where joe biden has a slight lead. >> this lead is going to be taken over, i think, very, very quickly. >> reporter: president trump headed home to the sunshine state from arizona. now a toss-up, according to nbc along with texas. as a record in coronavirus cases continues to haunt the president. joe biden slamming the white house for a press release that lists ending the covid-19 pandemic as one of mr. trump's top accomplishments. >> insult every single person suffering from covid-19 and every family who lost a loved one. >> reporter: the white house aid mitts it was poorly worded and 30 people needing medical

attention when thousands were stuck in freezing temperatures after a trump rally in omaha. >> it's an image that capture president trump's whole approach to this crisis. he takes a lot of big pronouncements and he makes a lot of big pronouncements but they don't hold up. >> reporter: the president is predicting a big, red wave. >> our voters are going to vote early but they're really going to vote on tuesday. >> reporter: suggesting republicans are holding their votes until election day. there's actually some evidence to support that. when you take a look at the 21 states that break down early votes either in person or by mail by party, democrats far outnumber republicans 2-1 when it comes to returning the mail ballots, but voting in person at early voting centers, republicans have a slight edge on that. marcus and laura. >> see how it all turns out. comes down to the wire now.

thanks, tracie. well, it is 5:04 right now. sam liccardo among those joining larger calls for an action committee to step down. now, it follows this political ad. some are calling racist for its depiction of black people. the silicon valley organization to support police defunding. a post on the group's blog suggests the intend was to illustrate the consequence of cutting police budgets. ncaacp leaders are now calling for the firing of the organization's ceo. >> the last thing i want is for people to be deceived into thinking that low-income families are going to hurt them or black people are dangerous. >> now, we should point out the photo is not in san jose and unclear where it was actually taken.

the organization says he is on administrative leave and issued an apology saying in part, we are horrified by this image as it does not represent the values of the organization, the leadership, the board of directors or our members. 5:05 for you this morning. friends and family will gather in orinda tonight to remember those killed in last year's air bnb halloween shooting. people already bringing the signs and flowers to orinda. one of the five people who died in the gunfire when it erupted during the packed party inside a short-term rental unit. four more people were injured. the case still unsolved. her family just wants justice. >> that's all we can do is just say forever in our memory until we get justice and i hope and pray one day we do. >> one year later, orinda has put together guidelines for homeowners during short term renters and tried to ban parties by not allowing one-night

bookings for halloween. another surge in coronavirus cases. the u.s. reporting more than 80,000 new infections yesterday alone. a new record for daily cases breaking the previous record set friday. another nearly 1,000 people died. in california, confirmed infections are now past 900,000. more than 17,000 people have died. at least 12 healdsburg district staff members were infected over the last ten days and the hospital is not considering it an outbreak. that's because the 12 cases are isolated from each other and each person contracted the virus outside the hospital. developing this morning, a warning for health care facilities everywhere. u.s. cybersecurity experts say hackers are using ransom wear to lock up hospital information. cierra johnson joins us in san francisco. this could be critical for

doctors and nurses as we're in the pandemic right now. >> goodern morning. exactly. in the midst of the pandemic you need to have that ransom wear, of course, could delay that. within the last 24 hours the fbi and two other agencies issued a joint statement explaining, quote, there was an increase in imminent cybercrime threat to u.s. health care providers. this, as you mentioned, all in the midst of a pandemic. now, five u.s. hospitals have already experienced cyberattacks. these attacks target hospital data, scrambling it and it forces users to have a key to unlock it. now, that key is only obtained after the users pay the ransom. associated press reports that last month hospital operator was hit with ransom wear aware and s hospitals across the country and had locations that were forced to rely on paper backup system and they had longer emergency

room rates during that september attack. and just to give you an idea of just how often this happens last year, 750 health care providers were victimized by ransomware. so those federal agencies really issuing that warning for hospitals to check, double check and lock down their systems as these attacks are on the rise. we're live in san francisco, cierra johnson, "today in the bay." follow up for you in san francisco. "the examiner" reports that supervisors will vote on a new health insurance plan for irk withers at sfo. require airlines to expand insurance to all workers and their families at no cost during the pandemic. airlines will otherwise have to pay nearly $10 more per hour for each employee they don't cover. this is part of an external health plan. the struggling airlines oppose both options saying it will cost them more than $120 million annually. for the duration of the outbreak, older californians will now be able to skip a trip

to the dmv if they have to get their license renewed. that's thanks to an executive order signed yesterday by governor newsom allowing them to renew by mail instead. the order applies to people over 70. around 860,000 seniors every year have to apply in person for updated licenses. the new order will stay in effect until the state of emergency is lifted. so avoiding a trip to the dmv, that sounds like a perfect day for a lot of folks. >> i was going to say, i don't think a lot of people want to plan a day to the dmv. >> although last time i went, i was in and out. they were cheering and they were friendly. so, you go, dmv workers. >> i only had a good experience here. i'm with you, laura, on that one. well, you know what, we're all going to have a good experience with this forecast. kari hall monitoring that and, you know what, time when you head out there time for recess and mine should start about 7:00 a.m. right after the esho,show,.

all right. we hear you, scott. let's get a look at our current temperatures around the bay area. as we're starting out with some upper 30s in the north bay. we are going to see oakland today reaching 54 degrees and in palo alto we're starting out at 51 and it's a chilly morning. we'll talk about what is ahead for our afternoon highs coming up in a few minutes. and fremont for 680 might be that crash for traffic just around mission south. a live look on 880 and also through fremont.

there's a lot happening financially today and just a few minutes we get data on first-time jobless claims, plus, the latest gdp numbers which should show the economy turned upwards in the third quarter. that is entirely expected, right? because we were coming out of a shutdown. but theb numbers may be misleading. you will get the annualized number and the quarterly number. we can ignore the annualized number that's a projection on where you take the performance of one quarter and span it out over the year. that's not going to be accurate. we're undergoing such irregular changes, it won't be a dependable projection. quarterly should show solid growth coming out of the first shutdown. you also have all kinds of silicon valley companies reporting profits today. facebook and google and apple among them. apple among the most valuable company in silicon valley and the deed the u.s. just announced new iphones and those won't be included in the

financial reports today. >> obviously a bit of a delay in terms of launching the iphone this year for obvious reasons. only launching a couple weeks ago. we won't have those normal few days that we have at the end of the quarter. so very much for apple this time around compared to previous years. the trump administration will proposed changing the visa from a lottery system like it is now to a system where the highest paying jobs get filled first. h1b visas are often used by silicon valley companies. and a judge in san francisco says uber can keep sending messages supporting prop 22 on its app. exempts uber and lyft and doordash which would force the services to categorize drivers as full-time employees. you know, laura and marcus. we are getting so very close to the day in which we find out whether prop 22 passes and all kinds of other things,

including, obviously, the presidential election. >> a lot of ads for those around on radio and tv and everything. so, there you go. >> i should keep all the mailers. i have a stack of mailers that i get. >> me, too. >> almost every day. >> and i already voted. >> what is this about? okay. all right. thanks, guys. 5:20 right now. let's check the forecast. already thursday morning and that little touch of fall in the air. you got your pumpkin spice working this morning, kari. >> yes, absolutely. i mean, that's pretty much every morning, especially during the fall. we're starting out with some cool temperatures around the bay area as we're enjoying almost a full moon. we'll see it peaking this weekend and we're making plans to get outside. it will be a nice day. why not head out to the park and burlingame see our morning start at about the upper 50s and as you go later in the day, going to be so comfortable, breezy and a lot of sunshine as we reach into the 60s and 70s.

we're starting out, though, with some cool temperatures this morning around the bay area. and then as we head towards lunchtime, we'll be right at about 71 degrees in oakland, as well as fremont, san jose 73 degrees and then going into the rest of the day. we're going to see our highs reaching into up thor 70s. a few low 80s here and there with livermore at 80 degrees at 4:00 while mill valley will be at about 75 degrees. los gatos at 80 degrees and then coming down into the 60s for tonight. eventually bring it back to the 40s and 50s, once again, with another cool morning for tomorrow as we get ready to start out that weekend. so, as we go into the weekend forecast, we're seeing high pressure. the main thing that is influencing our weather and keeping it nice and quiet here as we see those storm systems passing to the north. nothing really close enough to really help cool us off possibly until the end of next week. so between now and then we're looking very nice with our temperatures that will reach into the upper 70s and low 80s.

in the inland areas and, of course, this weekend we'll be setting our clocks back one hour on sunday morning but then our temperatures peak on monday afternoon. mike, people getting ready to head out the door. how is it looking? >> looking fine, kari. looking at green sensors and in fremont we have the issue on the right side of the map and see that issue for southbound 680. that crash a deer was hit by a car and then ran off. we're still getting updates on the condition of the car but it is over on the shoulder and no slowing. so, we'll track that because it is in the commute direction. you see folks speeding in out of the altamont. good news. back to you. >> thanks, mike. 5:22. dealing with days of unrest. next on "today in the bay" the new steps philadelphia leaders are taking to try to stop a wave of looting and violence.

happening now. power is out for at least one million homes and businesses in the path of tropical storm zeta. here's a look at where that

storm is now. it is past mississippi triggering dangerous flooding. at least three people died and the fast moving system also now targeting alabama and georgia. zeta first made landfall in louisiana with strong winds. enough to almost become a category 3 hurricane. this marks the first time a single state has been hit with five named storms in just one season. well, developing now for you, a curfew is in effect in philadelphia. authorities there are struggling to contain the violence and looting. this is after a deadly police shooting of a black man who was armed with a knife. looters broke into a department store and then led officers on a brief high-speed chase this is before taking off on foot. officers eventually arrested the suspects. police have made more than 170 arrests over the past three nights. several officers have been injured. and new details for you.

one of the man accused of plotting to kidnap gretchen w t whitmore is accused of targeting other figures, as well. a hit list which included a threat including to president trump, as well. eight more are facing state charges. a new survey this morning indicates pandemic-related safety as a top priority for air travelers this holiday season. a poll from the points guy says 31% strict mask compliance on planes and 10% want more cleaning protocols and the other 10% say they want to make thur sh middle seat is empty for social distancing. something not every airline is doing. all of those issues outweigh cost concerns for travelers. the nfl reportedly looking to allow a limited amount of fans to attend the super bowl. for now, the league is planning a 20% capacity crowd limit.

weather because it seems like these nice days have been few and far between. so, we're starting out with some cool temperatures this morning as we take a live look outside in dublin and it's also very chilly, but we are going to have a quiet weather pattern warming up and a nice weekend ahead. we'll talk more about that coming up. mike, how is it looking for the commute? >> it is looking great, kari. thursday, no backup at the bay bridge toll plaza out of oakland. we'll look at the map and zoom in approaching the golden gate bridge just outside the robin williams tunnel. a deer was hit reportedly stuck in the lanes and they had to remove the deer for safety but the slowing i saw was a quick traffic break. we'll follow that. another deer hit in fremont. we'll talk about why there are more deer in the roadway coming up. back to you. >> all right, thank you very much. we do continue to follow some breaking news this morning. three people are dead in a terror attack in france. these are live pictures from the

area, meanwhile, more school districts are getting the green light for middle and high school students to return to campus. "today in the bay" bob redell live in berkeley and, bob, when are we talking about the possible timeline of those kids returning to school? >> well, marcus, the earliest schools like berkeley high behind me can reopen is november 9th, about a week and a half. within the past 24 hours, the alameda county health services agency gave the all-clear for midal a middle and high schools to reopen in alameda county as long as they come up with a covid health and safety plans before they reopen. they must be posted to the school's website so moms and dads are aware of the precautions being taken for their students. the school does not have to open, by the way. that decision will be left up to each school and school district to help the department recognize might not have the resources to reopen right away.

middle and high school students here in berkeley won't return to campus until january at the earliest. you have to check with your local school district to see when your student might return to in-person instruction. alameda county recently entered the orange tier which is the second least restributive tier. we've seen places like restaurants, churches and movie theaters having been allowed to let people inside at reduced capacity. reporting live here in berkeley, bob redell, "today in the bay." >> thanks so much, bob. it's 5:35 right now. well, one industry that's not bouncing back yet in the pandemic, bay area hotels. now the "mercury news" reports some are starting to feel the weight of the pandemic and that includes near san francisco's embarcadero center. experts have singled out five high-end hotels in distress. according to disclosures obtained they include clhyatt

house in pleasanton. just five days until decision 2020 and the turnout in california continues to grow ahead of election day. more than 8 million people have already turned in those ballots. as the that's more than 36% of the state's registered voters. >> california has a history of going blue in presidential election, but there are conservative voters here in the bay area and we wanted to know what is driving them to the polls. we also wanted to know whether they as well as other people, voters concerned about a possible transition of power. "today in the bay" kris sanchez showing us live this morning. talk to us about how are they feeling? >> well, marcus, they tell us that they are still going to vote for president trump for his re-election despite the fact that it is expected that all of california's 55 electoral votes will go to joe biden. now, this is california by political party. 45% are registered democratic.

24% are registered republican and 23% list no party preference. in the bay area, the highest concentrations of republican voters are in solano and co in, tra costa county. lost california by 4 million votes in the last area but still comes to the bay area to raise money and supporters do eshoup to welcome him. we've seen that. but with several issues on the ballot related to taxes and real estate and social change, republican voters told us they feel their voices can be heard better at the state and local levels. and that's what's getting them to the polls. we also asked them and other voters if they expect any transfer of power will be peaceful, which is something that the president did not immediately commit to. >> i don't agree with everything he says, but something like that, i think a peaceful transfer. >> i have a feeling, though, it could be like they say, weeks

that we know for sure. >> i do worry a little that, you know, people might not respect the election. >> i think there's going to be a big fallout in our country regardless of how it goes. >> it might not go as peacefully as it should. >> i will get lost and conspiracies. >> i think a lot of folks feeling like that. so, the national guard is already working the election behind the scenes, though, monitoring cybersecurity and also working in plain clothes in states that needed more poll workers. however, governors can activate the guard if violence erupts beyond what local law enforcement can handle. tomorrow, we'll talk about the youth vote and if you need inspiration to finally finish filling out your ballot and drop it off, we have a 19-year-old who has voted for the first time and hearing him talk about his experience is pretty darn awesome. we have that for you coming up tomorrow. in san jose, kris sanchez,

"today in the bay." >> i remember my first time voting. thanks, kris. despite the pandemic, a 20-year-long planned development is still taking shape. city leaders just released the draft report for the project near diridon and sap center. more than a million square feet of retail and other space. now, 300 hotel rooms are also in the works. well, happening today, grand opening in the east bay for the new michelle obama elementary school. the richmond school will hold a virtual opening, of course, due to the pandemic. school leaders will show off the new facilities, however, including a large public plaza, library and new learning spaces. before it was rebuilt, the school was formally built after woodrow wilsowilson. so, nice, clean new classroom

when the kids are allowed to return. right now so many are doing distance learning and kids' parents juggling it all. you have a look at the east bay commute. >> yes. as you get ready to head out the door this morning heading to work, chilly start to the day, once again, with our morning start in the 40s across much of the east bay. now, after this chilly start it starts to warm up quickly throughout late morning and before you know it, we will be back into the upper 60s and low 70s for today. we'll talk about the weekend forecast coming up. mike, how is it looking for the commute? >> it's looking pretty good, kari. you're looking great in your fall color there and that's partly why we're having these reports as we look at the map. i'm circling the area in fremont south 680. that was the second of the two crashes involving a deer i talked about. this is the mating season, i guess, when deer go looking for friends out there and that is what is going on. a lot of them sort of dart

over from oakland and in towards san francisco, the bay bridge toll plaza sees a little more traffic and maybe a little bit of brake tapping but no backup just yet. we'll track that as it's continuing to build. breaking news for you just in. the latest gdp report. analysis says that the u.s. economy grew at its fastest pace ever in the third quarter. 33%. this comes on the heels of a 31% drop in the second quarter which was the worst quarter in u.s. history. also, first-time jobless claims fell to 751,000. 7.7 million people filed continuing claims. to decision 2020. the supreme court says it will not rehear an argument over ballot counting in pennsylvania. >> scott mcgrew, the first decision by the court since amy coney barrett actually took her seat on the bench. >> right. she did not get involved, marcus. this is big news for court watchers who wondered if a judge nominated by president trump

would immediately get involved in court cases brought by the president's party. there was no case more pressing than the rehearing of the pennsylvania case, which the court had come to a tie on without her. a tie meant pennsylvania could keep counting properly submitted ballots for days after election day and when republicans ask the new full court to rehear the case, the court said no. at least not before the election. president trump made his case in arizona wednesday. arizona among several traditionally red states that polls show could flip blue. trump told the crowd about neighboring california where californians wear their masks apparently all the time. >> in california you have a special mask. you cannot under any circumstances take it off. you have to eat through the mask. right. right, charlie. it's a very complex mechanism. >> both candidates will be in

florida today. here's the latest nbcmarist poll. read the fine print. biden is not ahead when you factor in the margin of error. now, as we have been discussing for weeks now, we may not know who won the presidency the night of the election and that's perfectly okay. it happens with elections all the time. although rarely with presidential elections. it's also possible early results will be misleading. let's take two states as our examples. arizona and pennsylvania. two things to know. first, as a general rule and this is a broad brush, democrats are more likely to vote by mail while republicans are more likely to vote in person. here's the president backing me up on that. >> our voters are going to vote early, but they're really going to vote on tuesday. they want to wait until tuesday. that's what the tradition has been. at least the tradition with me happened last time, too. >> so, the second thing to know

is different states have different rules on when their local election offices can start counting mail-in ballots. in arizona, it's two weeks before the election. so, they're already counting. at first it may look like democrats are winning in arizona. but arizona is going to go blue. why? because the mail-in ballots were counted early. but as counties report their in-person voting, the state could then swing towards republican. nothing suspicious has happened, just two different symptoms of voting. in pennsylvania, they don't start counting until the day of the election, the mail-in ballot and they have hundreds of thousands to go through. so, the walk-in vote, again, will look republican, many republicans will look like they are winning the state only to have the mail-in ballots finally counted and it's possible these will flip. there will be enough to swing the state back towards democrat just as in arizona. the example. nothing suspicious going on.

seeing some mid 50s in oakland, while san jose is also at about 55 degree. so, we're kind of all over the place here depending on where you are. as we look at what to expect, going out for a hike today. of course, a lot of the regional parks in the east bay were closed down during the high winds earlier this week. so, today is looking perfect. we're looking at temperatures that will start out cool with some mid 40s and then make it to the 70s and even upper 70s later today. planered cooi ereere ereaccordi temperature you like to see. 79 in napa and 82 in morgan hill. and as we go through the forecast this weekend, of course, we're making those halloween plans. we're going to have a blue moon this halloween. now, it's not going to actually appear blue, but we call it that when it's the second full moon of the month and this is the first time since 2001 that we've had a full moon on halloween.

experts believe prosecutors will have a tough time moving this case forward. pg&e has now restored power to all customers affected by this week's emergency shutoffs. now, here's the latest outage map. no purple in sight you see right there. that means no shutoffs. the outages started sunday because of the high fire danger. new this morning, palo alto teachers not happy with the reopening plan for middle school and high school students. the district put out a survey asking if they would be willing to live stream their lessons allowing students to distance learn while the classes are happening in person. 64% say they're strongly against any form of live streaming in any circumstance. 24% say they don't mind teaching in person and they're over zoom. the district plans to have students return in january. santa cruz county is now in the orange tier, which means beach board walks may reopen soon. if so, that would become the first amusement park in

look at that forecast for us. starting out nice and cool thisern moithis morning, kari. >> a great morning and a very nice and comfortable afternoon. we're starting out with some chilly temperatures, even saw some upper 30s in the north bay and overall we have a quiet weather pattern with some warmer than normal afternoons. this weekend we're going to have a nice one as daylight-saving time ends and we celebrate halloween. we're looking at temperatures that will be in the upper 70s and low 80s today across the bay area. we'll take a closer look at this as well as the rest of the forecast coming up in a few minutes. mike, any issues right now for the morning commute? >> well, you know, the last ten minutes has been very active for chp and that usually means, well, i'll show you the map. we have over on the right side of your map a very smooth drive on the, i'm sorry, a crash except for a crash a very smooth drive. let me just zoom in to what i'm talking about. a crash south 80 and just moved to the shoulder. the bay bridge toll
