look at that forecast for us. starting out nice and cool thisern moithis morning, kari. >> a great morning and a very nice and comfortable afternoon. we're starting out with some chilly temperatures, even saw some upper 30s in the north bay and overall we have a quiet weather pattern with some warmer than normal afternoons. this weekend we're going to have a nice one as daylight-saving time ends and we celebrate halloween. we're looking at temperatures that will be in the upper 70s and low 80s today across the bay area. we'll take a closer look at this as well as the rest of the forecast coming up in a few minutes. mike, any issues right now for the morning commute? >> well, you know, the last ten minutes has been very active for chp and that usually means, well, i'll show you the map. we have over on the right side of your map a very smooth drive on the, i'm sorry, a crash except for a crash a very smooth drive. let me just zoom in to what i'm talking about. a crash south 80 and just moved to the shoulder. the bay bridge toll plaza on the

right moving westbound at the toll plaza. theic b ibackup there and the er fire on the side of the road has been put out and now that there is a three-car crash in the same area barakilocking a cup lanes. back over to you. >> thank you very much, mike. we have been following breaking news all morning long because a deadly terror attack in france. this is a live look this morning. heavily guarded and a lot of police out and remain on the street. this is because three people died when someone with a knife attacked people in a church. the victims we know include a woman and a man that were inside the church and a woman who ran from the church to seek help. but the attacker hunted down. we understand several other people were hurt. authorities arrested the suspect after the attack. took him to the hospital. police are not searching, we're told, for any other attackers. now, this happened in nice, but in a separate attack, not

believed to be linked, a security guard was stabbed at the french consulate in mecca in saudi arabia. the two big stories that we're following for you. five days from the 2020 presidential election and voter enthusiasm is at an all-time high. americans have now cast more than 76 million ballots. and with president trump and joe biden both in their final push, a new nbc poll shows biden on top but barely with 51% among likely supporters. both will try to get the upper hand in the battleground state of florida. tracie potts joins us live in washington, d.c. she has a preview for us. tracie? >> hey, good morning. yeah, our poll now shows only separated by four points in florida and that is within the margin of error and that is why both candidates are in tampa today. dueling rallies again today, this time in florida where joe biden has a slight lead.

>> this lead is going to be taken over, i think, very, very quickly. >> reporter: president trump headed home to the sunshine state from arizona. now a toss-up according to nbc along with texas. a record rise in coronavirus cases continues to haunt the president. joe biden slamming the white house for a press release that lists ending the covid-19 pandemic as one of president trump's top accomplishments. >> an insult to every single person suffering from covid-19 and every family who has lost a loved one. >> reporter: the white house admits it was poorly worded. biden honing in on the pandemic and 30 people needing medical attention when thousands were stuck in freezing temperatures after a trump rally in omaha. >> it's an image that captured president trump's whole approach to this crisis. he takes a lot of big pronouncements and he makes a lot of big pronouncements but they don't hold up. >> reporter: the president is predicting a big, red wave. >> voters are going to vote

early, but they're really going to vote on tuesday. >> reporter: suggesting republicans are holding their votes until election day. and there's actually some evidence to back that up. when you take a look at the 21 states that report early voting by party, not all of them do, but some do. what we find is a break down showing mail ballots, democrats outnumber republicans 2-1. in-person voting is about but republicans have a slight edge. more republicans than democrats showing up in person in early voting to cast their votes. >> we'll see how it all plays out, tracie potts live from washington, thank you. 6:04 right now. developing this morning, there's a warning for health care facility everywhere as the pandemic rages on. u.s. cybersecurity ecperts say hackers are using ransomware to lock up hospital information. >> "today in the bay" cierra

johnson live in san francisco. cierra, the fbi says an imminent threat. >> good morning. yes, the imminent threat in the midst of a pandemic within the last 24 hours that statement was released essentially a heads up for health care and hospital providers. so far five u.s. hospitals have already experienced cyber attacks. it targets hospital datas and scrambles it forcing users to have a key to unlock it. that key is only obtained after the users pay the ransom and hence the name ransomware. that company operates more than 250 hospitals across the nation with 90,000 employees and one of those hospitals is right here in fremont. some of those locations, the u.s. locations were forced to rely on paper backup systems and have longer emergency room rates during their attacks in

september. and just to give you an idea of how common these attacks are, in 2019, there were 750 health care providers, health care systems that were victimized by these attacks. so that joint statement sent out by the fbi and some of those cybersecurity experts really a heads up for the hospital systems to check, double check and lock down their cyber networks. we're live in san francisco, cierra johnson for "today in the bay." >> thanks so much. this as another surge happens in covid cases. the u.s. reporting more than 80,000 new infections yesterday alone. a new record for daily cases breaking the previous record set on friday. another nearly 1,000 people died. in the meantime, in california confirmed infections are now past 900,000. more than 17,000 people have died. at least 12 healdsburg district hospital workers.

staff workers were infected over the past ten days but the hospital is not considering it an outbreak. that's because the 12 cases are isolated from each other and each person contracted the virus outside the hospital. well, for the duration of the outbreak, older californians will now be able to skip a trip to the dmv if they have to get their license renewed. thanks to an executive order by governor newsom allowing them to renew by mail, instead. the order applies to people over 70. 860,000 seniors every year have to apply in person for updated licenses. the new order will stay in effect until the state of emergency is lifted. 6:07 right now. thursday already. and we want to check the forecast with meteorologist kari hall. another cool start. certainly you can feel fall in the air, i think, finally. >> yeah. finally. it feels like fall out there, especially early in the morning as we take a live look outside

in san jose. 50 degrees and clear as you head out the door here and morgan hill a little bit cooler. so, if you're home schooling and want to let the kids run around before schooling really gets under way, it's going to be mostly in the low 50s and then much nicer for the afternoon as we reach into the upper 70s here. sunshine and a light wind. we'll talk about what's ahead for the halloween weekend forecast. that's coming up. mike, what's going on right now for the commute? >> kari, upper east shore freeway continues to have issues and maybe two crashes. we'll just give you the one we have detail for. as we look at the map, westbound 80 approaching san pablo down the road and we have a lot of slowing. the crash in the middle or the right lane as you're getting through the area. again, maybe two separate crashes and no major injuries but this is causing enough of a backup and it's holding the traffic up from getting through berkeley and the bay bridge. no metering lights there yet at the bay bridge. just some slowing up the incline. other side of the bay. southbound 101 heading to the

we've seen these temperatures dipping into the mid 40s to start and then a nice warm up for today. we'll go from heater on to windows down as we go into the late morning, early afternoon. we'll talk about all of our microclimates and what's ahead in the forecast coming up. kari, we have a traffic alert official now southbound 101 at the marin city exit. four of your five lanes affected by a traffic break and move some cars to the shoulder holding folks up from the golden gate bridge and another crash hold folks up from the bay bridge. a live look at the toll plaza shows you no metering lights or backup. people are held up in san pablo coming off the carquinez bridge. good morning, very happy thursday to you. the stock market plunged wednesday as america hit yet another daily record in coronavirus cases. the dow fell nearly 1,000 points. its worst performance in months. down 3% on all major indices.

now, there is a lot happening financially today. we just got the latest gdp numbers showing the economy turned upwards in the third quarter by 7.4%. now, there's also an annualized number 33.1% but as we talked about in the 5:00 hour, that is not a useful number whatsoever. annualized numbers project where the performance is going to go in the economy based on the last three months over the full course of the year. but we are undergoing such irregular ups and downs that is absolutely not a dependable projection. also first-time jobless claims. that number is straight forward and it's good. 751,000 people applied for first-time jobless claims last week. fuch fewer than expected. you also have silicon valley companies reporting profits today. facebook and google and apple among them. apple is the most valuable company in silicon valley and indeed in the entire u.s. and

just announced new iphones. although those won't be included in the financial reports today. >> obviously, a bit of a delay in terms of launching the iphone this year around for obvious reasons. only launching a couple weeks ago and we won't have the normal days at the end of that quarter. the trump administration will propose changing h1b visas from a lottery like it is now to a system where the highest paying jobs get picked first and filled first. h1b visas are filled with foreign workers with special skills and often used by silicon valley companies. a judge in san francisco says uber can keep sending messages supporting prop 22 on its app. exempts uber and lyft and doordash from ab5 which would force the services to categorize drivers as full employees. you know, we are now just days away from finding out whether

temperatures in the low 70s here. and across the bay area, we're enjoying a nice day with san francisco reaching 69 and we have some mid 70s for oakland and some upper 70s for martinez and napa. san jose will reach 80 degrees and 82 degrees in morgan hill and santa rosa also looking at the low 80s. but this weekend we'll be celebrating halloween and it's going to be a full moon out there making it a little bit more spooky. this will also be a blue moon a and it won't actually appear blue but the second full moon of the month and we call it a blue moon and the first blue moon we had on halloween since 2001. nice to see that happening this weekend as we celebrate. we're looking at still some nice, quiet weather. nothing to change our pattern over the next few days. all of those stormist is is sys we see for the pacific northwest will stay well to the north and maybe not even cooling off until the midd adal to end of next we. these temperatures are warmer than normal as we will see our

highs reaching to the upper 70s and low 80s and even getting warmer for early next week. of course, this sunday we'll remind you to set your clock back one hour as we fall back. but then next week, we're up to 84 degrees as we bring in november and, yes, it will be feeling more like summer at that time. let's head over to you, mike. how is it looking right now for the commute? >> well, you know, kari, we do have a traffic alert that has been called to the north bay and southbound 101 in marin city exit. actually just south of the exit there. that's where they're starting a traffic break because right now vehicles are spread across four of your five lanes. that will be hopefully short lived and they'll restore traffic flow. doesn't sound like major injuries, but that is the alert right now. the other issue in the east bay holding up traffic on the upper east shore and keeping the bay bridge toll plaza pretty clear right now. toll plaza has no metering lights and no backup there. the backup over here and westbound 80 heading towards san pablo and a crash blocked at least one lane and perhaps one

suspect. police have made more than 170 arrests over the past three nights. several officers have been injured. friends and family will gather in orinda tonight to remember those killed in last year's air bnb shooting. people are already bringing signs and flowers to orinda. 19-year-old oshana tompkins was one of five people who died when gunfire erupted during a packed party inside a short-term rental unit. four more people were injured. the case still unsolved. her family wants justice. >> that's all we can do is just say forever in our memory oshiana until we get justice and i hope and pray one day we do. >> orinda put together guidelines for homeowners doing short-term rentals. they do not allow one-night bookings for halloween. the nfl is reportedly looking to allow a limited amount of fans to attend the

super bowl. so, for now, the league is planning a 20% capacity crowd. that would mean about 13,000 fans will be able to fill the stands at raymond james stadium in tampa. trending for you this morning a group of southern california county fishermen won't have to lie when they say they caught a fish this big. check this out. a 361-pound tuna. this was caught off the coast of orange county. that big fish was caught on an overnight trip sunday. now, it's being called the largest one to be caught. this is off of newport beach based fishing boat since 1958. i was just at an aquarium museum where they were showing how hard it is to catch these fish and not just your typical, you know, fishing rod. i mean, they're all tricked out and, i mean, they're like the coolest things to catch. these huge fish. 360 something pounds there. 61 pounds. that's a lot of good eating. >> you have to have a special

"today in the bay" bob redell live for us outside of berkeley high school. bob, when can we see the in-person classes resume? >> marcus, the earliest schools like berkeley high behind me is november 9th here. talking about a week and a half. within the past 24 hours the alameda county health services agency gave the all-clear for middle and high schools to reopen as long as they come up with a covid-19 health and safety plan before they reopen. those reopening plans would then have to be posted to the school's website so moms and dads and guardians are aware of the precautions being taken for their students. and by the way, the school does not have to open. that decision will be left up to each school and school district here in alameda county.

the health department recognizes some schools might not have the resources to reopen right away. now, incidentally, berkeley reports middle and high school students in berkeley would not return to campus until january at the earliest. just giving that out as an example. you'll have to check with your local district if and when your student might return. alameda county recently entered the orange tier which is the second least restrictive tier and we saw places like restaurants, movies and churches to allow people inside but at a reduced capacity. reporting in berkeley, bob redell. >> a lot of people think returning to school is a fun thing but some are nervous about it and students, as well. we have to wait and see. hopefully everything works out for the best for everyone. thanks, bob. you know what, counties in the bay area santa cruz businesses just received a big leg up. the state moved the county into the state's less restributive orange tier this week and like

san mateo and marin gyms and wineries extend capacity to 25%. retail stores can operate at full capacity. one industry not bouncing back are bay area hotels. some are starting to feel the weight of the pandemic. that include the club quarters hotel near embarcadero and singled out high-end hotels now in financial distress. according to public disclosures obtained by the merc two hyatt house hotels in pleasant hills and pleasanton. in decision 2020, san jose mayor sam licrardo this morning among those joining calls for a ceo of silicon valley to step down. it follows this political ad you see right here on your screen. some are calling it racist for its depiction of black people.

the silicon valley organization directed the ad at a san jose city council candidate who supports police defunding. posts on the blog suggest the intent was to illustrate the consequences of cutting police budget. naacp leaders are now calling for the firing for the organization's ceo mark mahood. >> the last thing i want is for people to be deceived that low-income families are going to hurt them or are dangerous. >> the photo is not of san jose and unclear where it was taken. the organization is holding a news conference at 10:00 this morning and says mahood is on administration leave and also issued an apology saying in part, we are horrified by this image as it does not represent the values of the organization, the leadership or board of directors or our members.

well, some exciting news for you for people in the north bay santa rosa coffey park has reopened. now back in 2017 you may remember the fire storm devastated the neighborhood surrounding the six-acre park. and it means people can, once again, use the big playground and the dog park distancing, of course. a brig crowd came out yesterday during the reopening. many calling it a milestone in the healing process. nearly every single home around that park was destroyed by the fire. well, despite the pandemic, a planned 20-year long development by google in downtown san jose is taking shape. according to "mercury news" city leaders just released their draft report for the project near diridon station and sap center. over the next two decades google plans to build 13,000 homes and 14 million square feet of office space and more than a million square feet of retail and other space. 300 hotel rooms are also in the works. well, we all know that so many events are turning virtual

across the incline, but, you know what, no metering lights because everybody is held up at this crash on the upper east shore freeway. still slowing through san pablo. there is also a traffic alert, but i have elected to show you the bigger slow down. we'll talk about the north bay, coming up. all right. we'll check back with you. 6:43 right now. to decision 2020. the supreme court says it will not rehear an argument over ballot counting in pennsylvania. >> scott mcgrew, it was the first decision by the court since amy coney barrett took her seat on the bench. >> that's right. marcus, she didn't participate. she didn't get involved. this is big news for court watchers who wonder if the judge nominated by president trump would immediately get involved in court cases brought by the president's party. and there was no case more pressing than the rehearing of the pennsylvania case which the court had come to a tie on without her. the tie meant pennsylvania could keep counting properly submitted

ballots for days after election day and when republicans ask the new full court to rehear the case, the court said no. at least not before the election. president trump made his case in arizona wednesday. arizona among several traditionally red states. the polls show could flip blue. trump told the crowd about neighboring california where californians wear apparently all the time. >> and in california you have a special mask. you cannot under any circumstances take it off. you have to eat through the mask. right. right, charlie. it's a very complex mechanism. >> both candidates will be in florida today. here's the latest nbc/marist poll. you can read the fine print there. biden is not ahead when you factor in the margin of error. now, as we have been

discussing for weeks now we may know who won the presidency the night of the election and that's perfectly okay. it happens with elections all the time, although fairly rarely with presidential elections. it's also possible that the early results will be misleading. let's take two states as our example. arizona and pennsylvania. two things to know. first, as a general rule and this is a broad brush, democrats are more likely to vote by mail while republicans are more likely to vote in person. here's the president backing me up on that. >> our voters are going to vote early, but they're really going to vote on tuesday. they want to wait until tuesday. that's what the tradition has been. at least the tradition with me happened last time, too. >> so, the second thing is different states have different rules on when their local election offices can start counting ballots. in arizona, it's two weeks before the election. so, they're already counting. at first it may look like

democrats are winning in arizona. that arizona is going to go blue. why? because the mail-in ballots were counted early. but as counties report their in-person voting, the state could then swing towards republicans. nothing suspicious happened, just two different systems of voting. now, in pennsylvania, they can't count until the day of the election. the mail-in ballots and they have hundreds of thousands that count. so, the walk-in vote, if you will, again, will tend to be republican. so, republicans may look like they're winning the state only to have the mail-in ballots finally counted and possible that that would be enough to swing the state towards democrats. just as in our arizona example, these things moving back and forth like this, that's not suspicious. that's just a sign of having two different voting systems. we'll be watching all this very carefully, of course. we'll be talking more about it on twitter. you can find me on twitter. i'm @scottmcgrew. it's all coming so quickly with five days to go until

decision 2020. the turnout continues to grow ahead of election day. more than 8 million people have already turned in their ballots. that's more than 36% of the state's registered voters. all this week, we've been bringing you the voices of bay area voters. this morning we're hearing conservative voters and what's driving them to the polls. let's get to "today in the bay" kris sanchez who you have been speaking to voez votethose vote. kris, what are they saying? >> a lot of times we go out on the street to get these interviews and hard to get people to talk about these issues. we had a lot of folks willing to talk with us, including some of the conservative voters. and because california generally sends all 55 of its electoral votes to the democratic candidate, you might wonder why they would show up at the polls during a presidential election. they say, the local issues are getting them talking. so, we are going to show you california by political party.

45% of californian voters are registered democratic. 24% are registered republican. 23% list no party preference. it could go either way. here in the bay area, the highest concentrations of republican voters are in solano and contra costa counties. which might not surprise you. the lowest in san francisco and in alameda counties which also might not surprise you. president trump lost california by 4 million votes in the last election, but he still comes to the bay area to raise money and certainly we see supporters showing up to welcome him. but with several issues on the ballot related to taxes and real estate and social change, republican voters told us that they feel that their voices can be heard at the state and local levels. we asked them and other voters about whether they expect any transfer of power will be peaceful, something that the president did not immediately commit to. >> i don't agree with everything he says but something like that, i think a peaceful transfer.

>> i have a feeling, though, it could be like they say, a week, that we know for sure. >> i do worry a little that, you know, people might not respect the election. >> i think there's going to be a big fallout in our country regardless of how it goes. >> it may not go as peacefully as it should. >> if i dwell on that, i'll get lost in all these conspiracies. >> well, certainly there are a lot of them out there. now, the national guard is already working this election. don't be alarmed. they're working behind the scenes monitoring cyber security and also working in plain clothes in those states that needed more poll workers. some of the states having a hard time because of coronavirus. however, governors can activate the national guard if violence erupts beyond what local law enforcement can handle. tomorrow, we're going to talk about the youth vote and if you need some motivation to finish filling out your ballot and get

the league already told the union it is investigating and to expect repercussions. well, halloween just around the corner. trick or treating may be taking a back seat this year due to the pandemic. but you can still experience some chills by just hopping in your car. >> yeah, so, laura, look at this. check this out, guys. this is extreme express car wash on west end in san jose. owners transforming that into the tunnel of terror complete with creepy characters and slow dripping red soap. >> people come in not knowing anything and then come back in an hour with a car full of buddies and friends and kids because they are like, we have to show this. >> kids have been seeing this on social media and they really wanted to come and get scared. how did you guys like it? >> i loved it. >> kid approved. all right. the tunnel of terror goes through saturday night from 5:00 to 8:00. and $5 from every wash goes to st. jude's children's research hospital, as well. washing the car all for a good cause.

inside the church but the attacker hunted down and killed a woman who ran from the church. she was trying to get help. several other people were hurt. authorities arrested the suspect after the attack taking him to the hospital. we don't know the extent of his injuries. police are not searching for any other attackers. developing for you this morning, a warning for health care facilities everywhere as the pandemic rages on. cyber security experts say hackers are using ransom ware to lock up hospital information. cierra johnson is live in san francisco and the fbi calls this an imminent threat. >> good morning, that's exactly what they called it when they issued a joint statement with several other cyber agencies within the last 24 hours. five u.s. hospitals have already been hit by this ransomware. as you mentioned, it locks up the data specifically encrypting it requiring a key to unlock it. that key comes at a price. that's where ransomware comes from. the ap is reporting that
